16.1 A Brief History of Education in the United States

Education is the social institution through which a society teaches its members the skills, knowledge, norms, and values they need to learn to become good, productive members of their society. As this definition makes clear, education is an important part of socialization. Education is both formal and informal . Formal education is often referred to as schooling , and as this term implies, it occurs in schools under teachers, principals, and other specially trained professionals. Informal education may occur almost anywhere, but for young children it has traditionally occurred primarily in the home, with their parents as their instructors. Day care has become an increasingly popular venue in industrial societies for young children’s instruction, and education from the early years of life is thus more formal than it used to be.

Education in early America was hardly formal. During the colonial period, the Puritans in what is now Massachusetts required parents to teach their children to read and also required larger towns to have an elementary school, where children learned reading, writing, and religion. In general, though, schooling was not required in the colonies, and only about 10% of colonial children, usually just the wealthiest, went to school, although others became apprentices (Urban, Jennings, & Wagoner, 2008).

To help unify the nation after the Revolutionary War, textbooks were written to standardize spelling and pronunciation and to instill patriotism and religious beliefs in students. At the same time, these textbooks included negative stereotypes of Native Americans and certain immigrant groups. The children going to school continued primarily to be those from wealthy families. By the mid-1800s, a call for free, compulsory education had begun, and compulsory education became widespread by the end of the century. This was an important development, as children from all social classes could now receive a free, formal education. Compulsory education was intended to further national unity and to teach immigrants “American” values. It also arose because of industrialization, as an industrial economy demanded reading, writing, and math skills much more than an agricultural economy had.

In colonial America, only about 10% of children went to school, and these children tended to come from wealthy families. After the Revolutionary War, new textbooks helped standardize spelling and pronunciation and promote patriotism and religious beliefs, but these textbooks also included negative stereotypes of Native Americans.

Free, compulsory education, of course, applied only to primary and secondary schools. Until the mid-1900s, very few people went to college, and those who did typically came from the fairly wealthy families. After World War II, however, college enrollments soared, and today more people are attending college than ever before, even though college attendance is still related to social class, as we shall discuss shortly.

At least two themes emerge from this brief history. One is that until very recently in the record of history, formal schooling was restricted to wealthy males. This means that boys who were not white and rich were excluded from formal schooling, as were virtually all girls, whose education was supposed to take place informally at home. Today, as we will see, race, ethnicity, social class, and, to some extent, gender continue to affect both educational achievement and the amount of learning occurring in schools.

Second, although the rise of free, compulsory education was an important development, the reasons for this development trouble some critics (Bowles & Gintis, 1976; Cole, 2008). Because compulsory schooling began in part to prevent immigrants’ values from corrupting “American” values, they see its origins as smacking of ethnocentrism. They also criticize its intention to teach workers the skills they needed for the new industrial economy. Because most workers were very poor in this economy, these critics say, compulsory education served the interests of the upper/capitalist class much more than it served the interests of workers. It was good that workers became educated, say the critics, but in the long run their education helped the owners of capital much more than it helped the workers themselves. Whose interests are served by education remains an important question addressed by sociological perspectives on education, to which we now turn.

Sociology of Education: Meaning, Scope, Importance, Perspectives

Synopsis : This article explores the discipline of Sociology of Education, a branch of the broader subject of Sociology, through its meaning, history of development, significance, differences with Educational Sociology, and scope. It also portrays how education can be examined using the three main theoretical perspectives in sociology.

What is Sociology of Education ?

To understand what Sociology of Education comprises, it is, first and foremost, imperative to define education from a sociological understanding. In sociology, education is held to be a social institution that serves the objective of socializing an individual from their very birth into the systems of society. Henslin (2017) defines education as “a formal system” which engages in imparting knowledge to individuals, instilling morals and beliefs (which are at par with those of the culture and society), and providing formal training for skill development. In non-industrial, simple societies, the specific institution of education did not exist in society.

Sociology of Education Notes

For quite a long period after it was established as a formal means of knowledge development, education was available only to those privileged enough to afford it. Requirements under industrialization to have literate workers for some jobs reshaped the structure of the education system to a great extent. Even in today’s world, the education system varies from one country to another due to various factors, ranging from cultural values to the availability of proper resources.

Sociology of Education is the discipline or field of study which deals with the institution of education, and all the other factors related to it, in society. Sociology of education is also defined as the academic discipline which “examines the ways in which individuals’ experiences affect their educational achievement and outcomes” (Williams, 2011). Scott (2014) states that the subject is “mostly concerned with schooling, and especially the mass schooling systems of modern industrial societies, including the expansion of higher, further, adult, and continuing education.”

In simple words, the discipline studies education as a social institution, and examines its functions, roles, and other behaviors within the broader social context, as well as how it influences individuals and is influenced reciprocally by them. It highlights the significance of education within the different cultures and other social groups, as well as assesses factors (such as economic, political, etc.) associated with the individuals which might affect their access to education. Some themes discussed within the field are modules or curriculum, testing methods (such as standardized testing), etc.

Emile Durkheim, Max Weber, Lancelot Hogben, Talcott Parsons , Pierre Bourdieu, James Coleman, John Wilfred Meyer, etc., are some scholars associated with the Sociology of Education. The discipline was made popular in India by scholars such as Madhav Sadashiv Gore, Akshay Ramanlal Desai, Yogendra Singh, and Shyama Charan Dube, among others (Pathania, 2013). 

Historical Background:

French sociologist Emile Durkheim was the person who helped establish Sociology as a formal educational discipline. Durkheim also became the first professor of sociology, the first individual to pursue a sociological understanding of the functioning of societies, and the foremost person to initiate a discussion on the sociology of education (Boronski & Hassan, 2020). He identified that the base of organic solidarity is moral education, in which self-discipline and keeping one’s desires in check are the essential principles of moral development.

However, even before sociology emerged as a formal academic discipline or pursued interest in the West, Arab philosopher and historian Ibn Khaldun has been designated the position of being one of the pioneer thinkers in Sociology, and in the sociology of education in particular. Khaldun understood education as a tool of significance, the advancement of which is crucial to the growth and development of society and economy (Boronski & Hassan, 2020).

With the advent of the Fabian Society, which was originally established in 1884, during the middle of the twentieth century, sociology of education began in its early stage in Britain.

Boronski & Hassan (2020) describe the Fabian society and its activities as the “political foundation” of the sociology of education in Britain. The methodology followed during this time was ‘political arithmetic’: examining the capability of education to result in a society that was more supportive of and characterized by democracy, and its related principles.

The intellectual roots of sociology of education in Britain lie in the influence of structural functionalism, strongly visible in both Britain and America. The British sociology of education saw a drastic shift to a more critical view of education during the 1970s and 1980s. This was termed as “New Sociology of Education (NSOE)”, which consisted of not one, but several different approaches to education, all of which, however, had a similar base: the system or institution of education was considered as fundamentally adverse to those belonging from the working class (Boronski & Hassan, 2020).

The feminist perspective of sociology grew apace in the education scenario, providing a bolder and enhanced voice to the agenda of the women’s movement, and literature on the same, such as those of Dale Spencer and Judy Samuel, also expanded. Today, the field of Sociology itself, and in particular, the sub-field of Sociology of Education faces a continuous and increasing demand to make the discipline more embracive by facilitating and encouraging the incorporation of involvement of the global South.

Theoretical Perspectives on Education :

The social institution of education can be examined using the three main theoretical perspectives in Sociology:

  • Structural Functionalism : This perspective views education as a crucial and integral institution that provides several benefits to society (Henslin, 2017). The first manifest function of education is providing a source of knowledge and teaching essential aptitude, required both for social survival and economic necessities. Standardized testing scores help employers discern and select the ‘good’ potential workers from the ‘bad’ wherever there is a lack of prior knowledge about each of them. 

The second function is facilitating distribution or passing on of core cultural values, norms, beliefs, ideals, as well as patriotic feelings towards one’s country, and harmony towards fellow citizens. These are passed on from generation to generation to ensure that these values are kept intact.

“Social integration”, that is, feelings of solidarity towards other people due to sharing the same nationality as them, the inclusion of people with special needs, etc., is the third manifest function of education (Henslin, 2017). At the same time, it also serves the function of separating people into ‘appropriate’ groups based on differences in their characteristics (such as merit, skills, etc.).

Other functions vary from place to place and include providing childcare, providing nutrition (free midday meal systems), facilitating sex education and proper healthcare, diminishing the rate of unemployment, as well as ensuring security in society by keeping individuals in schools and away from corrupt activities (Henslin, 2017).

  • Symbolic Interactionism : This perspective focuses on the interaction taking place in schools–in classrooms, playgrounds, etc., between students and teachers, and among students themselves, and how these can affect the individuals involved in the interactions. Socialization into gender roles is a primary example of the influence of in-school interaction upon individuals. Teachers’ expectations, type of peer groups, etc., have an impact on the performance of students (higher the teacher’s expectations, the better the students will perform, and vice versa) (Henslin, 2017). Expectations of students oneself based on their life situations (such as financial conditions) also affect an individual’s educational performance. 
  • Conflict Theory : This theoretical perspective is inherently skeptical and critical of the education system. According to conflict theorists, education serves the purpose of introducing, reiterating, and maintaining the class division which is present in society. They posit the presence of a “hidden curriculum” which instills values such as submission to power or authority, adherence to social or cultural rules (such as maintenance of racial discrimination, treating students from different social classes differently), etc. (Henslin, 2017).

By implementing some latent and some visible rules, schools also promote the current social structures (such as capitalism: by encouraging competitive behavior and pitting students against one another based on test scores, social stratification: regions having lower-class students have poorly funded schools, etc.), thereby facilitating their existence rather than working towards their removal from society. 

Other theoretical perspectives which have had a significant impact on how education, and the system around it, is analyzed are feminist approaches, which highlight the gender differences in education, with the third wave of feminism also incorporating race and class-based discriminations into the gender imbalance; and critical race theory which focuses on all matters concerning race (mainly the obstacles which people have to encounter due to race) in education (Robson, 2019).

Scope of Sociology of Education :

Sociology of Education covers a wide range of topics. Society and all other components within it, such as culture, class, race, gender, etc., the ongoing processes of socialization, acculturation, social organization, etc., and other factors such as status, roles, values, morals, etc., all fall under the inspection of this field of study (Satapathy, n.d.). Aligning the design of education according to geographical, ethnic, and linguistic necessities, and requirements of other population subgroups also falls under Sociology of Education. How economic background and situations, family structures and relations, friends, peer groups and teachers, and other more overarching social issues affect the personality, quality of education, and accessibility of opportunities to students is an integral point of consideration under Sociology of Education.

Significance of Studying Sociology of Education :

Dynamic nature of culture, the fact that culture varies from one place to another and sometimes even within the same region, and because education, culture, and society affect each other drastically, it is important to have an understanding of the relationship between these so that education can be used effectively as a tool for human advancement (Satapathy, n.d.). Sociology of Education helps in facilitating that.

Teachers are able to learn cultural differences, practice cultural relativism , understand how differences in culture translate into the educational sphere as well, and work towards providing individuals equitable opportunities for education through the Sociology of Education (Ogechi, 2011). They can also motivate the same knowledge among students. As a discipline, Sociology of Education instills cultural appreciation, respect, and admiration towards diversity, and more in-depth knowledge about different cultures and other social groups through the patterns in education within them.

Sociology of Education also provides greater knowledge about human behavior, clarity on how people organize themselves in society and helps unravel and simplify the complexities within human society (Ogechi, 2011). Because education, whether in the formal, institutionalized form or otherwise, is one of the few components in human society which more or less remains constant across cultures, it becomes an important tool to analyze and interpret human societies.

The discipline also enhances one’s understanding of the position education occupies in society, and the roles it plays in the lives of humans (Ogechi, 2011). At the same time, it helps develop knowledge about the benefits as well as the shortcomings of education and devise policies to make the institution more beneficial for society by facilitating an analytical examination.

Due to its focus on studying one of the most vital parts of human lives today, the academic field of Sociology of Education holds a position of great importance among the several branches and sub-branches of sociology. The discipline is constantly evolving, and undergoing improvement and changes as the society, and the values held by it change.

Differences between Educational Sociology and Sociology of Education :

Although the two are related, Sociology of Education is distinctly different from Educational Sociology in certain factors. Sociology of education is the process of scientifically investigating the institution of education within the society–how the society affects it, how education influences people in the society in return, and the problems which might occur as a result of the interaction between the two (Chathu, 2017). Educational Sociology also deals with these, but where Sociology of Education is a more theory-based study, Educational Sociology focuses on applying principles in sociology to the entire system of education and how it operates within the society. In other words, Sociology of Education studies the practices within the social institution of education using sociological concepts, while Educational Sociology engages in the practical application of understandings developed through sociological research into education (Bhat, 2016).

In the same context, Sociology of Education views education as a part of the larger society, and hence the institution is analyzed both as a separate unit, as well as by considering it alongside other factors in society (Bhat, 2016). Therefore, the discipline tries to form a relationship between education and other facets of society and seeks to understand how education affects these different components of the society, and vice versa (for example, how education ingrains gender roles, as well as how pre-existing gender roles affect the quality, quantity, availability, and access to education). Educational Sociology, on the other hand, aims to provide solutions to the problems which occur in education (Bhat, 2016). In doing so, the discipline views education as a separate entity within society.

Sociology of Education tends to strive towards developing an understanding of how the education system affects individuals, and what outcomes are visible in people as a result of education (Chathu, 2017). Educational Sociology, on the other hand, strives to find ways of improving the institution and system of education so that its potentials can be more advantageously harnessed for the greater interest of all in the future.

The introductory and theory chapter explores the sociology of education as the study of social elements of education . These social elements include the experiences and representations of individuals, groups, contexts and policy trends. This chapter introduces readers to the sociological study of education using a focus on the four main orientations to social elements of education considered throughout the book: conservative, liberal, critical and post-modern. The conservative orientation has been historically dominant prior to modern history, and the other approaches arose most strongly in movements across the literature and in educational policies and processes since the 1960s–1980s. These approaches have competing ideals for education and inform many of the ‘education wars’ seen in modern staffrooms, curriculum revision processes, policy debates and media beat-ups. The Voices of Experience study which this book reports on focused on understanding students’ experiences of conservative, liberal, critical and post-modern approaches to social phenomena in education. Research questions behind the study stemmed from the four orientations model and broadly considered the dominant approaches to education for different identity-based social issues; the approaches most useful for different types of students; and how students imagined improving schools. Tutorial questions for this chapter consider definitions of terms, which approaches to education readers are most familiar with across education broadly and which are initially the most appealing to readers.

5 A sociology of education policy: past, present and future

This chapter focuses on some of the circularities and discontinuities within education policy and flags up for further attention some of the recurring themes in the book as a whole: the changing form and modalities of the state; the production of ‘new learners’; the subordination of education to economic imperatives; policy convergence, across countries and across sectors; the ‘privatization’ of public-sector education, and the ‘joining up’ of social and educational policies. It concludes the account and interpretation of education policy by focusing on a set of general issues that have arisen and recurred in the foregoing text: first, by looking at ‘dissolutions and conservations’ within current education policy; second, by thinking about how education and education policy are being reconfigured in space and time. The chapter also discusses ongoing trends.

History of Sociology

Five early sociologists.

Since ancient times, people have been fascinated by the relationship between individuals and the societies to which they belong. The ancient Greeks might be said to have provided the foundations of sociology through the distinction they drew between physis (nature) and nomos (law or custom). Whereas nature or physis for the Greeks was “what emerges from itself” without human intervention, nomos in the form of laws or customs, were human conventions designed to constrain human behavior. The modern sociological term “norm” (i.e., a social rule that regulates human behavior) comes from the Greek term nomos. Histories by Herodotus (484–425 BCE)   was a proto-anthropological work that described the great variations in the nomos of different ancient societies around the Mediterranean, indicating that human social life was not a product of nature but a product of human creation. If human social life was the product of an invariable human or biological nature, all cultures would be the same. The concerns of the later Greek philosophers — Socrates (469–399 BCE), Plato (428–347 BCE), and Aristotle (384–322 BCE) — with the ideal form of human community (the polis or city-state) can be derived from the ethical dilemmas of this difference between human nature and human norms. The ideal community might be rational but it was not natural.

In the 13th century, Ma Tuan-Lin, a Chinese historian, first recognized social dynamics as an underlying component of historical development in his seminal encyclopedia, General Study of Literary Remains . The study charted the historical development of Chinese state administration from antiquity in a manner very similar to contemporary institutional analyses. The next century saw the emergence of the historian some consider to be the world’s first sociologist, the Berber scholar Ibn Khaldun (1332–1406) of Tunisia. His Muqaddimah: An Introduction to History is known for going beyond descriptive history to an analysis of historical processes of change based on his insights into “the nature of things which are born of civilization” (Khaldun quoted in Becker and Barnes, 1961). Key to his analysis was the distinction between the sedentary life of cities and the nomadic life of pastoral peoples like the Bedouin and Berbers. The nomads, who exist independent of external authority, developed a social bond based on blood lineage and “ esprit de corps” (‘Asabijja) , which enabled them to mobilize quickly and act in a unified and concerted manner in response to the rugged circumstances of desert life. The sedentaries of the city entered into a different cycle in which esprit de corps is subsumed to institutional power and the intrigues of political factions.  The need to be focused on subsistence is replaced by a trend toward increasing luxury, ease, and refinements of taste. The relationship between the two poles of existence, nomadism and sedentary life, was at the basis of the development and decay of civilizations (Becker and Barnes, 1961).

However, it was not until the 19th century that the basis of the modern discipline of sociology can be said to have been truly established. The impetus for the ideas that culminated in sociology can be found in the three major transformations that defined modern society and the culture of modernity: (1) the development of modern science from the 16th century onward, (2) the emergence of democratic forms of government with the American and French Revolutions (1775–1783 and 1789–1799 respectively), and (3) the Industrial Revolution beginning in the 18th century. Not only was the framework for sociological knowledge established in these events, but also the initial motivation for creating a science of society. Early sociologists like Comte and Marx sought to formulate a rational, evidence-based response to the experience of massive social dislocation brought about by the transition from the European feudal era to capitalism. This was a period of unprecedented social problems, from the breakdown of local communities to the hyper-exploitation of industrial labourers. Whether the intention was to restore order to the chaotic disintegration of society, as in Comte’s case, or to provide the basis for a revolutionary transformation in Marx’s, a rational and scientifically comprehensive knowledge of society and its processes was required. It was in this context that “society” itself, in the modern sense of the word, became visible as a phenomenon to early investigators of the social condition.

The development of modern science provided the model of knowledge needed for sociology to move beyond earlier moral, philosophical, and religious types of reflection on the human condition. Key to the development of science was the technological mindset that Max Weber termed the disenchantment of the world : “principally there are no mysterious incalculable forces that come into play, but rather one can, in principle, master all things by calculation” (1919). The focus of knowledge shifted from intuiting the intentions of spirits and gods to systematically observing and testing the world of things through science and technology. Modern science abandoned the medieval view of the world in which God, “the unmoved mover,” defined the natural and social world as a changeless, cyclical creation ordered and given purpose by divine will. Instead modern science combined two philosophical traditions that had historically been at odds: Plato’s rationalism and Aristotle’s empiricism (Berman, 1981). Rationalism sought the laws that governed the truth of reason and ideas, and in the hands of early scientists like Galileo and Newton, found its highest form of expression in the logical formulations of mathematics. Empiricism sought to discover the laws of the operation of the world through the careful, methodical, and detailed observation of the world. The new scientific worldview therefore combined the clear and logically coherent, conceptual formulation of propositions from rationalism, with an empirical method of inquiry based on observation through the senses. Sociology adopted these core principles to emphasize that claims about social life had to be clearly formulated and based on evidence-based procedures. It also gave sociology a technological cast as a type of knowledge which could be used to solve social problems.

The emergence of democratic forms of government in the 18th century demonstrated that humans had the capacity to change the world. The rigid hierarchy of medieval society was not a God-given eternal order, but a human order that could be challenged and improved upon through human intervention. Through the revolutionary process of democratization, society came to be seen as both historical and the product of human endeavors. Age of Enlightenment philosophers like Locke, Voltaire, Montaigne, and Rousseau developed general principles that could be used to explain social life. Their emphasis shifted from the histories and exploits of the aristocracy to the life of ordinary people. Mary Wollstonecraft’s A Vindication of the Rights of Women (1792) extended the critical analysis of her male Enlightenment contemporaries to the situation of women. Significantly for modern sociology they proposed that the use of reason could be applied to address social ills and to emancipate humanity from servitude. Wollstonecraft for example argued that simply allowing women to have a proper education would enable them to contribute to the improvement of society, especially through their influence on children.

The Industrial Revolution in a strict sense refers to the development of industrial methods of production, the introduction of industrial machinery, and the organization of labor to serve new manufacturing systems. These economic changes emblemize the massive transformation of human life brought about by the creation of wage labor, capitalist competition, increased mobility, urbanization, individualism, and all the social problems they wrought: poverty, exploitation, dangerous working conditions, crime, filth, disease, and the loss of family and other traditional support networks, etc. It was a time of great social and political upheaval with the rise of empires that exposed many people — for the first time — to societies and cultures other than their own. Millions of people were moving into cities and many people were turning away from their traditional religious beliefs. Wars, strikes, revolts, and revolutionary actions were reactions to underlying social tensions that had never existed before and called for critical examination. August Comte in particular envisioned the new science of sociology as the antidote to conditions that he described as “moral anarchy.”

Sociology therefore emerged; firstly, as an extension of the new worldview of science; secondly, as a part of the Enlightenment project and its focus on historical change, social injustice, and the possibilities of social reform; and thirdly, as a crucial response to the new and unprecedented types of social problems that appeared in the 19th century with the Industrial Revolution. It did not emerge as a unified science, however, as its founders brought distinctly different perspectives to its early formulations.

For millennia, people have been fascinated by the relationships between individuals and societies. Many topics studied by ancient philosophers in their desire to describe an ideal society are still studied in modern sociology, including theories of social conflict, economics, social cohesion, and power in a continued attempt to describe an ideal society (Hannoum, 2003). Although we are more familiar with western philosophers like Plato and his student, Aristotle, eastern philosophers also thought about social issues.

Until recently, we have very few texts that are non-religious in nature that theorize about social life. From 4 th century through the 19 th century, the Catholic Church was the seat of power from today’s Turkey in the east to western and northern Europe, including the British Isles. Monks who were charged with rewriting holy texts by hand and the aristocracy were literate. Moreover, the Church consolidated power. In the year 800, Pope Leo III named Charlemagne, the king of Francia (today’s France, Belgium, Netherlands and Germany) emperor of the Holy Roman Empire, giving one individual significant control over most of Europe. Doing so gave the Catholic Church the power to maintain its own traditions and to safeguard them from the influence of people practicing other religions. If any social patterns challenged any belief of the Church, those practitioners were often massacred, burned at the stake, or labeled heretics. As a result, the records that we have are extremely subjective and do not offer an unbiased view of social practice.

In the 13 th century, Ma Tuan-Lin, a Chinese historian, was the first to record, in his seminal encyclopedia titled General Study of Literary Remains , the social dynamics underlying and generating historical development.

In the 14 th century, the Tunisian historian Ibn Khaldun (1332–1406) set the foundation for both modern sociology and economics. Khaldun proposed a theory of social conflict and provided a comparison of nomadic and sedentary life, an analysis of political economy, and a study connecting a tribe’s social cohesion to its capacity for power (Hannoum, 2003). Khaldun often challenged authorities. As sociologists continue to study and report on social issues and problems, they often find themselves in the center of controversy.

From 1347 to 1522, the bubonic plague ravaged Europe, killing up to 35% of population (Armstrong, 2019). The plague dealt a major blow to the credibility of the Catholic Church. Out of this chaos emerged the the work of Copernicus, Galileo, Leonardo, Newton, Linnaeus, and other philosophers whose work sometimes contradicted church teachings. Events once held to be the product of the divine hand could be analyzed by human reason and observation and could be explained by scientific, testable, and retestable hypotheses. As literacy spread through conquests and colonization, more records and literature became available for sociologists and historians to put social puzzles together.

In the 18 th century, Enlightenment philosophers developed general principles that could be used to explain social life. Thinkers such as John Locke, François-Marie Arouet (Voltaire), Immanuel Kant, and Thomas Hobbes responded to what they saw as social ills by writing on topics that they hoped would lead to social reform. Mary Wollstonecraft (1759–1797) wrote about women’s conditions in society. Like Harriet Martineau and Jane Addams, her works were long ignored by the male academic structure, but since the 1970s, Wollstonecraft has been widely considered the first feminist thinker of consequence. Ideas about economic systems, the family, health and hygiene, national offense and defense, were among the many concerns of social life.

The early 19 th century saw great changes with the Industrial Revolution, increased mobility, and new kinds of employment. It was also a period of increased trade, travel, and globalization that exposed many people — for the first time—to societies and cultures other than their own. Millions of people moved into cities and many people turned away from their traditional religious beliefs. Ideas spread rapidly, groups were created, political decisions became public decisions. Among a new generation of philosophers, there were some who believed they could make sense of it all.

Creating a Discipline: European Theorists

Auguste comte (1798 – 1857).

The term sociology was first coined in 1780 by the French essayist Emmanuel-Joseph Sieyès (1748–1836) in an unpublished manuscript (Fauré et al. 1999). In 1838, the term was reintroduced by Auguste Comte (1798–1857). Comte originally studied to be an engineer, but later became a pupil of social philosopher Claude Henri de Rouvroy Comte de Saint-Simon (1760–1825). They both thought that social scientists could study society using the same scientific methods utilized in natural sciences. Comte also believed in the potential of social scientists to work toward the betterment of society. He held that once scholars identified the laws that governed society, sociologists could address problems such as poor education and poverty (Abercrombie et al. 2000).

Comte named the scientific study of social patterns positivism . He described his philosophy in a series of books called The Course in Positive Philosophy (1830–1842) and A General View of Positivism (1848). He believed that revealing the laws by which societies and individuals interact would usher in a new “positivist” age of history. While the field and its terminology have grown, sociologists still believe in the positive impact of their work.

Harriet Martineau (1802 – 1876)

Harriet Martineau introduced sociology to English speaking scholars through her translation of Comte’s writing from French to English. She was an early analyst of social practices, including economics, social class, religion, suicide, government, and women’s rights. Her career began with Illustrations of Political Economy , a work educating ordinary people about the principles of economics (Johnson, 2003). She later developed the first systematic methodological international comparisons of social institutions in two of her most famous sociological works: Society in America (1837) and Retrospect of Western Travel (1838).

Martineau found the workings of capitalism at odds with the professed moral principles of people in the United States. She pointed out the faults with the free enterprise system in which workers were exploited and impoverished while business owners became wealthy. She further noted that the belief that all are created equal was inconsistent with the lack of women’s rights. Much like Mary Wollstonecraft, Martineau was often discounted in her own time because academic sociology was a male-dominated profession.

Karl Marx (1818-1883)

Karl Marx was a German philosopher and economist. In 1848, he and Friedrich Engels (1820–1895) coauthored the Communist Manifesto . This book is one of the most influential political manuscripts in history. It also presents Marx’s theory of society, which differed from what Comte proposed.

Marx rejected Comte’s positivism. He believed that societies grew and changed as a result of the struggles of different social classes over the means of production. At the time he was developing his theories, the Industrial Revolution and the rise of capitalism led to great disparities in wealth between the owners of the factories and workers. Capitalism, an economic system characterized by private or corporate ownership of goods and the means to produce them, had developed in many nations.

Marx predicted that inequalities of capitalism would become so extreme that workers would eventually revolt. This would lead to the collapse of capitalism, which would be replaced by communism. Communism is an economic system under which there is no private or corporate ownership: everything is owned communally and distributed as needed. Marx believed that communism was a more equitable system than capitalism.

While his economic predictions did not materialize in the time frame he predicted, Marx’s idea that social conflict leads to change in society is still one of the major theories used in modern sociology.

Herbert Spencer (1820–1903)

In 1873, the English philosopher Herbert Spencer published The Study of Sociology , the first book with the term “sociology” in the title. Spencer rejected much of Comte’s philosophy as well as Marx’s theory of class struggle and his support of communism. Instead, he favored a form of government that allowed market forces to control capitalism. His work influenced many early sociologists including Émile Durkheim (1858–1917). Spencer, using Charles Darwin’s work as a comparison said, “This survival of the fittest, which I have here sought to express in mechanical terms, is that which Mr. Darwin has called ‘natural selection,’ or the preservation of favoured races in the struggle for life.” (Spencer, 1864) The statement is often misinterpreted and adopted by those who believe in the superiority of one race over another.

Georg Simmel (1858–1918)

Georg Simmel was a German art critic who wrote widely on social and political issues as well. Simmel took an anti-positivism stance and addressed topics such as social conflict, the function of money, individual identity in city life, and the European fear of outsiders (Stapley 2010). Much of his work focused on micro-level theories and analyzed the dynamics of two-person and three-person groups. His work also emphasized individual culture as the creative capacities of individuals (Ritzer and Goodman 2004).

Émile Durkheim (1858–1917)

Émile Durkheim helped establish sociology as a formal academic discipline by establishing the first European department of sociology at the University of Bordeaux in 1895 and by publishing his Rules of the Sociological Method in 1895. In Division of Labour in Society (1893), Durkheim further laid out his theory on how societies transformed from a primitive state into a capitalist, industrial society. According to Durkheim, people rise to their proper levels in society based on merit.

Durkheim believed that sociologists could study objective social facts (Poggi, 2000). He also believed that through such studies it would be possible to determine if a society was “healthy” or “pathological.” Healthy societies were stable while pathological societies experienced a breakdown in social norms.

In 1897, Durkheim attempted to demonstrate the effectiveness of his rules of social research when he published a work titled Suicide . Durkheim examined suicide statistics in different police districts to research differences between Catholic and Protestant communities. He attributed the differences to socio-religious forces rather than to individual or psychological causes.

Max Weber (1864–1920)

Prominent sociologist Max Weber established a sociology department in Germany at the Ludwig Maximilians University of Munich in 1919. Weber wrote on many topics related to sociology including political change in Russia and social forces that affect factory workers. He is known best for his 1904 book, The Protestant Ethic and the Spirit of Capitalism . The theory that Weber sets forth in this book is still controversial. Some believe that Weber argued that the beliefs of many Protestants, especially Calvinists, led to the rise of capitalism. Others interpret it as simply claiming that the ideologies of capitalism and Protestantism are complementary.

Weber believed that it was difficult, if not impossible, to use standard scientific methods to accurately predict the behavior of groups as some sociologists hoped to do. Weber argued that the influence of culture on human behavior had to be taken into account. This even applied to the researchers themselves, who should be aware of how their own cultural biases could influence their research. To deal with this problem, Weber and Wilhelm Dilthey introduced the concept of verstehen , a German word that means to understand in a deep way. In seeking verstehen , outside observers of a social world—an entire culture or a small setting—attempt to understand it from an insider’s point of view.

In The Nature of Social Action , Weber described sociology as striving to “… interpret the meaning of social action and thereby give a causal explanation of the way in which action proceeds and the effects it produces.” He and other like-minded sociologists proposed a philosophy of anti-positivism whereby social researchers would strive for subjectivity as they worked to represent social processes, cultural norms, and societal values. This approach led to some research methods whose aim was not to generalize or predict (traditional in science), but to systematically gain an in-depth understanding of social worlds.

The different approaches to research based on positivism or anti-positivism are often considered the foundation for the differences found today between quantitative sociology and qualitative sociology. Quantitative sociology uses statistical methods such as surveys with large numbers of participants. Researchers analyze data using statistical techniques to see if they can uncover patterns of human behavior. Qualitative sociology seeks to understand human behavior by learning about it through in-depth interviews, focus groups, and analysis of content sources (like books, magazines, journals, and popular media).

Social Policy and Debate

Should we raise the minimum wage.

During his hard-fought 2020 campaign, President Joe Biden promised Americans that he would raise the federal minimum wage. Opponents of raising the minimum wage argue that some workers would get larger paychecks while others would lose their jobs, and companies would be less likely to hire new workers because of the increased cost of paying them. Biden and other proponents of raising the minimum wage contend that some job loss would be greatly offset by the positive effects on the standard of living of low-wage workers and reducing the income gap between the rich and poor.

Sociologists may consider the minimum wage issue from differing perspectives as well. How much of an impact would a minimum wage raise have for a single mother? Some might study the economic effects, such as her ability to pay bills and keep food on the table. Others might look at how reduced economic stress could improve family relationships. Some sociologists might research the impact on the status of small business owners. These could all be examples of public sociology, a branch of sociology that strives to bring sociological dialogue to public forums. The goals of public sociology are to increase understanding of the social factors that underlie social problems and assist in finding solutions. According to Michael Burawoy (2005), the challenge of public sociology is to engage multiple publics in multiple ways.

Applying the Discipline: American Theorists and Practitioners

In the early 1900s, sociology reached universities in the United States. William Sumner held the first professorship in sociology (Yale University), Franklin Giddings was the first full professor of Sociology (Columbia University), and Albion Small wrote the first sociology textbook. Early American sociologists tested and applied the theories of the Europeans and became leaders in social research. Lester Ward (1841 – 1913) developed social research methods and argued for the use of the scientific method and quantitative data (Chapter 2) to show the effectiveness of policies. In order for sociology to gain respectability in American academia, social researchers understood that they must adopt empirical approaches.

W.E.B. Du Bois (1868-1963)

William Edward Burghardt (W.E.B.) Du Bois, a Harvard-trained historian, pioneered the use of rigorous empirical methodology into sociology. His groundbreaking 1896-1897 study of the African American community in Philadelphia incorporated hundreds of interviews Du Bois conducted in order to document the familial and employment structures and assess the chief challenges of the community. These new, comprehensive research methods stood in stark contrast to the less scientific practices of the time, which Du Bois critiqued as being similar to doing research as if through the window of a moving car. His scientific approach became highly influential to entire schools of sociological study, and is considered a forerunner to contemporary practices. Additionally, Du Bois’ 1899 publication provided empirical evidence to challenge pseudoscientific ideas of biological racism (Morris, 2015; Green & Wortham, 2018), which had been used as justification to oppress people of different races.

Du Bois also played a prominent role in the effort to increase rights for Black people. Concerned at the slow pace of progress and advice from some Black leaders to be more accommodating of racism, Du Bois became a leader in what would later be known as the Niagara Movement. In 1905, he and others drafted a declaration that called for immediate political, economic, and social equality for African Americans. A few years later, he helped found the National Association for the Advancement of Colored People (NAACP) and served as its director of publications.

Thorstein Veblen (1857 – 1929)

After a brief stint as an unemployed college graduate, Thorstein Veblen began to study the economy through a social lens, writing about the leisure class, the business class, and other areas that touched on the idea of ‘working’ itself. He researched the chronically unemployed, the currently unemployed, the working classes, and the impact of technology and business within society. Veblen is known as a co-founder of the branch (or school) of institutional economics.

Jane Addams (1860-1935)

Jane Addams founded Hull House , a center that served needy immigrants through social and educational programs while providing extensive opportunities for sociological research. Founded in Chicago, Addams worked closely with University of Chicago’s Chicago School of Sociology. This school of thought places much importance on environment in which relationships and behaviors develop. Research conducted at Hull House informed child labor, immigration, health care, and other areas of public policy.

Charles Horton Cooley (1864-1929)

Charles Horton Cooley posited that individuals compare themselves to others in order to check themselves against social standards and remain part of the group. Calling this idea ‘the looking-glass self,’ Cooley argued that we ‘see’ ourselves by the reactions of others with whom we interact. If someone reacts positively to our behavior, theoretically we will continue that behavior. He wrote substantially on what he saw as the order of life in Human Nature and the Social Order (1902) followed by Social Organization in 1909. He was very concerned with the increasing individualism and competitiveness of US society, fearing it would disrupt families as primary groups lost their importance.

George Herbert Mead (1863–1931)

George Herbert Mead was a philosopher and sociologist whose work focused on the ways in which the mind and the self were developed as a result of social processes (Cronk, n.d.). He argued that how an individual comes to view himself or herself is based to a very large extent on interactions with others. Though Mead adopted Cooley’s concept of ‘looking-glasses,’ Mead felt that an individual’s reaction to a positive or negative reflection depended on who the ‘other’ was. Individuals that had the greatest impact on a person’s life were significant others while generalized others were the organized and generalized attitude of a social group. Mead often shares the title of father of symbolic interactionism with Cooley and Erving Goffman.

Robert E. Park (1864-1944)

Robert E. Park is best known as the founder of social ecology. Attached to the Chicago School, Park focused on how individuals lived within their environment. One of the first sociologists to focus on ethnic minorities, he wrote on the Belgian oppression of the Congolese. When he returned to the US, he and Ernest Burgess researched the inner city to show that no matter who lived there, social chaos was prevalent. As such, it was not the residents who caused the chaos but the environment.

Education Policies – A Summary

The main aims, policy details and evaluations of the main waves of UK education policy – including the 1944 Butler Education Act, the introduction of Comprehensives in 1965, the 1988 Education Act which introduced marketisation, New Labour’s 1997 focus on academies and the 2010 Coalition government’s Free Schools.

Education policies is the largest topic within the sociology of education module . It can be a little overwhelming, and the best step is to learn the basic details of the policies first (taking a historical approach) and then focus on how each policy has influenced things such as equality of opportunity and standards of education.

This brief posts covers the main aims, policy details and evaluations of the main waves of UK education policy – including the 1944 Butler Education Act, the introduction of Comprehensives in 1965, the 1988 Education Act which introduced marketisation, New Labour’s 1997 focus on academies and the 2010 Coalition government’s Free Schools.

The 1944 Tripartite System

  • Selective education – students would receive a different education dependent on their ability. All students would sit a test at age 11 (the 11+) to determine their ability and sift them into the right type of school.
  • Equality of opportunity – All students in England and Wales have a chance to sit the 11 + . Previous to 1944, the only pupils who could get a good, academic equation were those who could afford it.

Details of the Act

  • Students took an IQ test at 11, the result of which determined which one of three three types of school the would attend:
  • The top 20% went to grammar schools, received an academic education and got to sit exams.
  • The bottom 80% went to secondary moderns. These provided a more basic education, and initially students didn’t sit any exams.
  • There were also technical schools which provided a vocational education, but these died out fairly quickly.

Evaluations

  • There were class inequalities – grammar schools were mainly taken up by the middle classes and secondary moderns by the lower classes.
  • The IQ test determined pupils futures at a very young age – no room for those who developed later in life.
  • Some of the secondary moderns had very low standards and labelled 80% of pupils as failures.
  • Gender inequalities – in the early days of the IQ tests girls had to get a higher score to pass than boys because it was thought they matured earlier than boys!

1965 Comprehensives

  • Equality of opportunity – one type of school for all pupils

Details of the act

  • The Tripartite System was abolished and Comprehensive schools established.
  • Local Education Authorities would maintain control of schools.
  • There were poor standards in some schools – especially where progressive education was concerned.
  • Banding and streaming occurred along social class lines – the working classes typically ended up in the lower bands and vice versa for the middle classes.
  • Parents had very little choice in education – it was nearly impossible to remove their children from the local school if they wanted, because it was thought that all schools were providing a similar standard of education.

The 1988 Education Act

  • To introduce free market principles ( more competition ) into the education system
  • to introduce greater parental choice and control over state education
  • Raising standards in education.
  • These are the aims associated with Neoliberalism and The New Right .
  • Marketisation and Parentocracy (schools compete for pupils parents are like consumers)
  • League Tables – so parents can see how well schools are doing and make a choice.
  • OFSTED – to regulate and inspect schools.
  • National Curriculum – so that all schools are teaching the same basic subjects
  • Formula Funding – funding based on numbers of pupils – which encourages schools to raise standards to increase demand.
  • Competition did increase standards – results gradually improved throughout the 1990s.
  • Selection by mortgage – the house prices in the catchment areas of the best schools increased, pricing out poorer parents.
  • Cream skimming – the best schools tended to select the best students, who were predominantly middle class.
  • The middle classes had more effective choice because of their higher levels of cultural capital.
  • League tables have been criticised for encouraging teaching to the test .

1997 – New Labour

  • To respond to increased competition due to globalisation
  • Raising standards
  • More focus on Equality of opportunity than the original New Right
  • Increasing choice and diversity

Details of policies

  • Increased funding to education
  • Reduced class sizes, introduced literacy and numeracy hour
  • Introduced Academies
  • Sure Start – Free nursery places for younger children 12 hours a week and advice for parents
  • Education Maintenance Allowance – EMA
  • Tuition fees introduced for HE
  • Early academies rose standards in poor areas a lot (Mossbourne)
  • Generally better at improving equality of opportunity than the New Right
  • Parents liked Sure Start but it didn’t improve education (improved health)
  • Tuition fees put working class kids off going to university (connor et al)

2010 The Coalition Government Government

  • Same as the New Right
  • To reduce public spending on education due to the financial crisis .
  • Cut funding to education (Scrapped EMA)
  • Forced academisation – failing schools had to become Academies
  • Free Schools – charities/ businesses/ groups of parents given more freedom to set up their own schools
  • Pupil Premium – schools received extra funding for SEN and Free School Meals pupils.
  • Standards have carried on improving
  • Academisation and Free schools are both ideological – no evidence they improve standards more than LEA schools
  • Free schools – advantage the middle classes/ duplicate resources
  • Pupil Premium – too early to say!

Tory Education Policy 2015 – 2019

  • Continue the marketisation of education
  • Continue the neoliberal agenda of keeping government spending on education relatively low.

Details of Policies 

  • Austerity and funding cuts of an average of 8% for schools
  • Continuing the rapid conversion of LEA schools to academies and introducing more free schools
  • Increasing the number of grammar schools and thus selective state education (subtly and largely by stealth)
  • Continuation of the Pupil Premium
  • Encouraging schools to shift to the EBacc.
  • Introduction of T Level Qualifications (16–19s)

Evaluations 

  • We now have a fully blown education market in education meaning possible lack of democratic oversight from Local Education Authorities.
  • Grammar schools have increased but these only advantage the middle classes = more educational inequality. 
  • The Ebacc potentially narrows the curriculum
  • T Levels increase choice and diversity (one positive)

Covid Education Polices

  • In response to the Covid-19 Pandemic schools were locked down Mid March to June 2020 and then from January to late March 2021 and home based, online learning became the norm. 
  • GCSE and A-Level exams were cancelled in 2020 and again in 2021. Teachers awarded their own grades and in 2021 45% of pupils were given an A or A* grade compared to only 25% back in 2019 (when students had sat exams). 
  • The Catch Up Premium was introduced in 2021: £650 million paid directly to schools and £350 million for a national tutoring programme. 
  • Post-covid funding for schools is set to increase by 7% per pupil by 2024-25. 
  • This resulted in a ‘covid education gap’ with children who missed school during Covid falling behind previous cohorts in the progress in maths and reading. 
  • There was also a covid disadvantage gap: poor pupils fell further behind wealthier pupils because of differences in standards of home-support during lockdowns from schools. Students from the least deprived schools did almost three hours more work per week during lockdown compared to students from the least deprived schools. 
  • Teacher Predicted Grades were obviously extremely generous, to the extent that we entered fantasy land. This gave an unfair advantage to those students receiving these compared to students who will be sitting their exams in 2023. 
  • Funding increases to education from 2023 do not cover the rising costs of living.

Since ancient times, people have been fascinated by the relationship between individuals and the societies to which they belong. Many topics studied in modern sociology were also studied by ancient philosophers in their desire to describe an ideal society, including theories of social conflict, economics, social cohesion, and power (Hannoum 2003).

In the thirteenth century, Ma Tuan-Lin, a Chinese historian, first recognized social dynamics as an underlying component of historical development in his seminal encyclopedia, General Study of Literary Remains . The next century saw the emergence of the historian some consider to be the world’s first sociologist: Ibn Khaldun (1332–1406) of Tunisia. He wrote about many topics of interest today, setting a foundation for both modern sociology and economics, including a theory of social conflict, a comparison of nomadic and sedentary life, a description of political economy, and a study connecting a tribe’s social cohesion to its capacity for power (Hannoum 2003).

In the eighteenth century, Age of Enlightenment philosophers developed general principles that could be used to explain social life. Thinkers such as John Locke, Voltaire, Immanuel Kant, and Thomas Hobbes responded to what they saw as social ills by writing on topics that they hoped would lead to social reform. Mary Wollstonecraft (1759–1797) wrote about women’s conditions in society. Her works were long ignored by the male academic structure, but since the 1970s, Wollstonecraft has been widely considered the first feminist thinker of consequence.

The early nineteenth century saw great changes with the Industrial Revolution, increased mobility, and new kinds of employment. It was also a time of great social and political upheaval with the rise of empires that exposed many people—for the first time—to societies and cultures other than their own. Millions of people moved into cities and many people turned away from their traditional religious beliefs.

Creating a Discipline

The term sociology was first coined in 1780 by the French essayist Emmanuel-Joseph Sieyès (1748–1836) in an unpublished manuscript (Fauré et al. 1999). In 1838, the term was reinvented by Auguste Comte (1798–1857). Comte originally studied to be an engineer, but later became a pupil of social philosopher Claude Henri de Rouvroy Comte de Saint-Simon (1760–1825). They both thought that social scientists could study society using the same scientific methods utilized in natural sciences. Comte also believed in the potential of social scientists to work toward the betterment of society. He held that once scholars identified the laws that governed society, sociologists could address problems such as poor education and poverty (Abercrombie et al. 2000).

Comte named the scientific study of social patterns positivism . He described his philosophy in a series of books called The Course in Positive Philosophy (1830–1842) and A General View of Positivism (1848). He believed that using scientific methods to reveal the laws by which societies and individuals interact would usher in a new “positivist” age of history. While the field and its terminology have grown, sociologists still believe in the positive impact of their work.

Harriet Martineau (1802–1876)—the First Woman Sociologist

Harriet Martineau was a writer who addressed a wide range of social science issues. She was an early observer of social practices, including economics, social class, religion, suicide, government, and women’s rights. Her writing career began in 1931 with a series of stories titled Illustrations of Political Economy , in which she tried to educate ordinary people about the principles of economics (Johnson 2003).

Martineau was the first to translate Comte’s writing from French to English and thereby introduced sociology to English-speaking scholars (Hill 1991). She is also credited with the first systematic methodological international comparisons of social institutions in two of her most famous sociological works: Society in America (1837) and Retrospect of Western Travel (1838). Martineau found the workings of capitalism at odds with the professed moral principles of people in the United States; she pointed out the faults with the free enterprise system in which workers were exploited and impoverished while business owners became wealthy. She further noted that the belief in all being created equal was inconsistent with the lack of women’s rights. Much like Mary Wollstonecraft, Martineau was often discounted in her own time by the male domination of academic sociology.

Karl Marx (1818–1883)

Karl Marx (1818–1883) was a German philosopher and economist. In 1848 he and Friedrich Engels (1820–1895) coauthored the Communist Manifesto . This book is one of the most influential political manuscripts in history. It also presents Marx’s theory of society, which differed from what Comte proposed.

Marx rejected Comte’s positivism. He believed that societies grew and changed as a result of the struggles of different social classes over the means of production. At the time he was developing his theories, the Industrial Revolution and the rise of capitalism led to great disparities in wealth between the owners of the factories and workers. Capitalism, an economic system characterized by private or corporate ownership of goods and the means to produce them, grew in many nations.

Marx predicted that inequalities of capitalism would become so extreme that workers would eventually revolt. This would lead to the collapse of capitalism, which would be replaced by communism. Communism is an economic system under which there is no private or corporate ownership: everything is owned communally and distributed as needed. Marx believed that communism was a more equitable system than capitalism.

While his economic predictions may not have come true in the time frame he predicted, Marx’s idea that social conflict leads to change in society is still one of the major theories used in modern sociology.

Herbert Spencer (1820–1903)

In 1873, the English philosopher Herbert Spencer published The Study of Sociology , the first book with the term “sociology” in the title. Spencer rejected much of Comte’s philosophy as well as Marx’s theory of class struggle and his support of communism. Instead, he favored a form of government that allowed market forces to control capitalism. His work influenced many early sociologists including Émile Durkheim (1858–1917).

Georg Simmel (1858–1918)

Georg Simmel was a German art critic who wrote widely on social and political issues as well. Simmel took an anti-positivism stance and addressed topics such as social conflict, the function of money, individual identity in city life, and the European fear of outsiders (Stapley 2010). Much of his work focused on the micro-level theories, and it analyzed the dynamics of two-person and three-person groups. His work also emphasized individual culture as the creative capacities of individuals. Simmel’s contributions to sociology are not often included in academic histories of the discipline, perhaps overshadowed by his contemporaries Durkheim, Mead, and Weber (Ritzer and Goodman 2004).

Émile Durkheim (1858–1917)

Durkheim helped establish sociology as a formal academic discipline by establishing the first European department of sociology at the University of Bordeaux in 1895 and by publishing his Rules of the Sociological Method in 1895. In another important work, Division of Labour in Society (1893), Durkheim laid out his theory on how societies transformed from a primitive state into a capitalist, industrial society. According to Durkheim, people rise to their proper levels in society based on merit.

Durkheim believed that sociologists could study objective “social facts” (Poggi 2000). He also believed that through such studies it would be possible to determine if a society was “healthy” or “pathological.” He saw healthy societies as stable, while pathological societies experienced a breakdown in social norms between individuals and society.

In 1897, Durkheim attempted to demonstrate the effectiveness of his rules of social research when he published a work titled Suicide . Durkheim examined suicide statistics in different police districts to research differences between Catholic and Protestant communities. He attributed the differences to socioreligious forces rather than to individual or psychological causes.

George Herbert Mead (1863–1931)

George Herbert Mead was a philosopher and sociologist whose work focused on the ways in which the mind and the self were developed as a result of social processes (Cronk n.d.). He argued that how an individual comes to view himself or herself is based to a very large extent on interactions with others. Mead called specific individuals that impacted a person’s life significant others, and he also conceptualized “ generalized others ” as the organized and generalized attitude of a social group. Mead’s work is closely associated with the symbolic interactionist approach and emphasizes the micro-level of analysis.

Max Weber (1864–1920)

Prominent sociologist Max Weber established a sociology department in Germany at the Ludwig Maximilians University of Munich in 1919. Weber wrote on many topics related to sociology including political change in Russia and social forces that affect factory workers. He is known best for his 1904 book, The Protestant Ethic and the Spirit of Capitalism . The theory that Weber sets forth in this book is still controversial. Some believe that Weber argued that the beliefs of many Protestants, especially Calvinists, led to the creation of capitalism. Others interpret it as simply claiming that the ideologies of capitalism and Protestantism are complementary.

Weber believed that it was difficult, if not impossible, to use standard scientific methods to accurately predict the behavior of groups as people hoped to do. They argued that the influence of culture on human behavior had to be taken into account. This even applied to the researchers themselves, who, they believed, should be aware of how their own cultural biases could influence their research. To deal with this problem, Weber and Dilthey introduced the concept of verstehen , a German word that means to understand in a deep way. In seeking verstehen, outside observers of a social world—an entire culture or a small setting—attempt to understand it from an insider’s point of view.

In his book The Nature of Social Action (1922), Weber described sociology as striving to “interpret the meaning of social action and thereby give a causal explanation of the way in which action proceeds and the effects it produces.” He and other like-minded sociologists proposed a philosophy of antipositivism whereby social researchers would strive for subjectivity as they worked to represent social processes, cultural norms, and societal values. This approach led to some research methods whose aim was not to generalize or predict (traditional in science), but to systematically gain an in-depth understanding of social worlds.

The different approaches to research based on positivism or antipositivism are often considered the foundation for the differences found today between quantitative sociology and qualitative sociology. Quantitative sociology uses statistical methods such as surveys with large numbers of participants. Researchers analyze data using statistical techniques to see if they can uncover patterns of human behavior. Qualitative sociology seeks to understand human behavior by learning about it through in-depth interviews, focus groups, and analysis of content sources (like books, magazines, journals, and popular media).

Should We Raise the Minimum Wage?

In the 2014 State of the Union Address, President Obama called on Congress to raise the national minimum wage, and he signed an executive order putting this into effect for individuals working on new federal service contracts. Congress did not pass legislation to change the national minimum wage more broadly. The result has become a national controversy, with various economists taking different sides on the issue, and public protests being staged by several groups of minimum-wage workers.

Opponents of raising the minimum wage argue that some workers would get larger paychecks while others would lose their jobs, and companies would be less likely to hire new workers because of the increased cost of paying them (Bernstein 2014; cited in CNN).

Proponents of raising the minimum wage contend that some job loss would be greatly offset by the positive effects on the economy of low-wage workers having more income (Hassett 2014; cited in CNN).

Sociologists may consider the minimum wage issue from differing perspectives as well. How much of an impact would a minimum wage raise have for a single mother? Some might study the economic effects, such as her ability to pay bills and keep food on the table. Others might look at how reduced economic stress could improve family relationships. Some sociologists might research the impact on the status of small business owners. These could all be examples of public sociology, a branch of sociology that strives to bring sociological dialogue to public forums. The goals of public sociology are to increase understanding of the social factors that underlie social problems and assist in finding solutions. According to Michael Burawoy (2005), the challenge of public sociology is to engage multiple publics in multiple ways.

Sociology was developed as a way to study and try to understand the changes to society brought on by the Industrial Revolution in the eighteenth and nineteenth centuries. Some of the earliest sociologists thought that societies and individuals’ roles in society could be studied using the same scientific methodologies that were used in the natural sciences, while others believed that is was impossible to predict human behavior scientifically, and still others debated the value of such predictions. Those perspectives continue to be represented within sociology today.
