 Careers in Science Policy

Science policy is a big umbrella, encompassing lots of potential types of work and employers. The chart below shows some broad categories with more specific examples. If you want to work with policymakers themselves, you could intern at a government agency at the local, state, or federal level. You can either advise on policy itself or conduct actual science or technology work for the office, like working to improve computer systems for the City of Boston. You can intern directly for an elected official or Congressional committee.

If you would prefer to influence government from the outside, you can conduct policy research at a think tank or nonprofit. There are also nonprofits dedicated to science or technology advocacy. For instance, the American Civil Liberties Union (ACLU) works on internet privacy. There’s also the option of a policy fellowship at a national science academy, like the American Institute of Physics. If you want to work on policy in the private sector, technology companies often have a policy team that seeks to influence legislation. If you love to write, you could work in science communication.

Which ever of these avenues you decide to pursue, MIT has options for funding or academic credit.

MIT Opportunities for Funding or Academic Credit

The PKG Center is MIT’s social impact employment office. They have two great funding options to pursue science policy work.

If you are looking for a job: PKG sponsors social impact employment opportunities which you can apply for on Handshake.

If you already have an unpaid job or project: PKG Fellowships provide funding for a project/internship that you find on your own.

The major criteria is that the work must have a positive and significant community impact.

MIT Washington Summer Internships

Undergraduates

This program places undergraduates from across the Institute in summer internships in Washington, DC at government agencies, NGOs, think tanks, and private consulting firms. MIT pays for housing and a stipend .

The program will help you network, but you still have to find the internship yourself. Click here for a list of past sponsors who have hosted MIT interns.

Up to one year after graduation

MISTI matches MIT students with internship, research and teaching opportunities abroad. MISTI will pay for your housing , flights , and a stipend .

You can definitely use this funding for a science policy opportunity, though you may have to find your host yourself and present your plan to the appropriate MISTI country coordinator.

11.920 Planning in Practice

International students (if you’ve spent one academic year at MIT due to ISO regulations)

Only students in the Department of Urban Studies and Planning (DUSP) are eligible for funding

$3500/semester - DUSP will cover up to 50%, employer covers the rest

All departments eligible for credit

This course allows students to earn a stipend and/or academic credit for a professional internship within the practice of planning in the United States. The course provides students with an opportunity for experiential learning – learning through practice and reflection. The class meets three times per semester to reflect as a group. Students complete short reflection assignments throughout the semester.

DUSPCareers has a resource list of internships, but you can propose your own. Stipend support is only available during the fall/spring semesters, but you can take the course for credit over the summer.

17.902 Boston/Cambridge Semester Academic Credit Internships

All departments

The Boston/Cambridge Semester Academic Credit Internships provide MIT students of any major with class credit and extended exposure to the area's thriving culture of national, state, and local political and policy activity. Placement opportunities are available at political campaigns, legislators' offices, legal service organizations, human service agencies, and advocacy groups and organizations working on issues like education, public health, the environment, homelessness, and more. Internship placements typically last one semester, with students required to work 6-15 hours on site each week.

Government Agencies

These internships are located within the executive branch of government from the local to the federal level. You can improve the City of Boston’s technical infrastructure, do community-based planning in coastal regions, or improve the U.S. Census. City of Boston Innovation and Technology Internship

Undergrad and grad

Boston residents preferred

The City of Boston innovation and technology team makes sure the networks, computers, and systems that support the City are secure and effective. They also manage the City’s websites and technologies focused on service delivery. One recent MIT alumna who completed an internship with this office during an undergrad summer said it was a valuable opportunity to help a local government modernize their technology.

NOAA Community Engaged Internship

Underrepresented and indigenous communities (African-American, American Indian or Alaska Native, Hispanic and Latino, female, first-generation college students, veterans, LGBTQ+, and students with disabilities)

And/or students who have experienced and worked to overcome educational or economic disadvantages, and/or who have personal or family circumstances that may complicate their career paths

The overarching goal of this internship program is to broaden participation in marine and coastal professions by providing training and mentorship to the next generation of scientists, decision makers and citizens. Mentors are expected to engage interns in field work, analyses, research and/or outreach and public engagement. CEI interns focus on place-based research, extension, education and/or communication that respects and integrates local ways of knowing.

This internship program has a bunch of locations all over the U.S, each with unique projects!

U.S. Census Internship

Majors including (but not limited to): 6, 9, 11, 14, 15, 18, 9

Positions and job duties will vary depending on the area of study and position/series. The Census Bureau produces quality data that help Americans better understand our country- its population, resources, economy, society and culture.

You can apply for this position on its own or through the MIT Washington D.C. Internship Program . One recent MIT alumnus who did this internship said the department was incredibly friendly and full of civil servants who care deeply about their work.

U.S. Department of Energy (DOE) General Counsel Undergraduate Intern Program

The Department of Energy’s Office of the General Counsel Undergraduate Intern Program offers an exciting opportunity for college students to gain firsthand exposure to cutting-edge issues in energy law and policy. Interns will have an opportunity to attend meetings, observe hearings, and learn first-hand about the work of DOE and the Office of the General Counsel.

Interns can expect work assignments concerning an array of energy related issues, such as energy efficiency enforcement, implementation of energy law, renewable technologies, and increasing transparency, accountability and efficiency within the DOE. Interns will have a mix of substantive and administrative responsibilities, and may perform a wide array of tasks.

Work for Elected Officials

You elected them to represent your communities. Now you can help them do that better. You can work in your home state or the MA state legislature. There are loads of opportunities on Capitol Hill with the House or the Senate . These jobs often lead to full-time staffer positions. MA Legislature Internships

Legislative interns gain practical experience working for a State Senator, State Representative or a Committee. The intern program provides students with a better understanding of public service and the legislative process in Massachusetts. Interns are unpaid volunteers; however, you can apply for credit or funding for this position through the MIT PKG Center or the 17.902 course listing if you are an undergrad.

House Science Committee Internships

The Committee on Science, Space, and Technology typically hires interns for four month periods each fall, spring, and summer. The internship provides a unique opportunity to observe the legislative process first hand.

Interns are asked to work with staff to help prepare for committee hearings and markups. Additionally, interns are critical to the daily operation of the office including tasks such as answering phones, greeting visitors, and filing official documents. Interns also work directly with staff on substantive research projects and press matters. In order to enhance the learning experience, interns are encouraged to attend lectures, briefings, and other events on Capitol Hill that suit their interests.

National Academy Policy Fellowships

There are science policy fellowships for dozens of national science academies or professional societies. Here are just a few examples. For more opportunities, click here!

American Chemical Society (ACS) Science Policy Fellowship

Masters or PhD students

The ACS Science Policy Fellowship Program places one Science Policy Fellow (SPF) with the ACS External Affairs and Communications team (EAC) for 1-2 years. The SPF works with experienced EAC staff on areas of importance to the chemistry enterprise, including: federal funding for scientific research; science, technology, engineering and math education; green chemistry; environmental policy; and regulatory policy. The SPF also supports ACS's member-driven policy development process and encourages members to engage their elected officials and other policymakers.

American Association for the Advancement of Science (AAAS) Internships

All courses/areas of study

The AAAS seeks to "advance science, engineering, and innovation throughout the world for the benefit of all people." There are a number of internships for students of different backgrounds and skills. An internship can lead to full-time employment.

Do you care about the ethical use of technology? How about protecting the planet and endangered species? Nonprofits are key advocates for human rights and environment protection, and they often have internships focused on these science policy issues. See some examples below. ACLU Digital, Tech, and Analytics Internships

This internship is a chance to engage with the issues and the people at the forefront of today’s most impactful civil liberties and civil rights fights and victories. The ACLU will provide mentorship and a stipend. They have lots of internship categories from communications to operations and management, but the Digital, Tech, and Analytics internship is well-suited to MIT students interested in internet privacy, surveillance, and other tech advocacy.

World Wildlife Fund (WWF) Internships

Eligibility.

World Wildlife Fund is the world’s leading conservation organization. Their internships are often advertised through the PKG Center’s social impact employment opportunities. Work on anything from climate change to rhino population protection. A few examples positions include Climate Policy Intern, U.S. Government Relations Intern, and Science Communications Intern for Coastal Resilience.

Think Tanks

Conduct research that will inform policy. Think tanks exist across the political spectrum, with opportunities to research in all kinds of policy areas. Some focus more heavily on the scientific research, and others focus more heavily on drafting policy. For more opportunities, click here!

The Brookings Institute

International students (limited number)

The Brookings Institute seeks to provide high quality and fair research to influence policy. They focus on policy at the local, national, and international level, with "centers" and "policies" in virtually all policy areas. They offer both full time research positions and spring and summer internships. They are well respected in policy research and heavily cited.

Research Triangle Institute International

RTI International is a think tank and research organization that mostly focuses on areas of science with the purpose of benefitting humankind. Main research areas include health, education, environment, energy, and agriculture. They offer jobs all around the world and internships for both pay and credit at all education levels.

Battelle Memorial Institute

Battelle is a science and technology policy research organization that hopes to advance its research into benefits for society. They employ "solvers" who conduct research and translate it into policy solutions. They offer internships, co-ops, and full time research positions in labs around the United States.

The Aspen Institute

Undergrads for Summer Internships

Undergrads and grads for Full Time Careers

The Aspen Institute for an Inclusive Economy is a non-partisan think tank and research organization focused on expanding economic opportunities for all. They want everyone to have a say in solving the world's complex problems. They focus on areas of economics, education, the environment, security, health, and justice. They offer both full time positions and a summer internship program.

Policy Positions in Industry

Interested in working in policy for a specific sector or a specific company? Consider applying for positions at STEM-related companies. On the company’s website, search for keywords such as “public policy” or “government affairs.” These positions tend to be on more of an as-needed rather than a recurring basis, so opportunities will change frequently. The Engine Summer Policy Intern

Studying TPP, public policy, or similar

The Engine , launched by MIT, invests in early-stage companies solving the world’s biggest problems through a convergence of breakthrough science, engineering, and leadership. They accelerate the path to market for Tough Tech companies through the combination of capital, infrastructure, and network.

Example project: The Engine is seeking a research-driven and analytical individual to research acute gaps in the commercialization path for Tough Tech. This study will focus on developing papers around a clean energy innovation agenda and on rethinking industrial policy in the US.

Progressives with STEM backgrounds

Volunteer data engineering skills for a Democratic campaign! This nonprofit was founded by MIT and Harvard students. They got their start volunteering programming skills to Beto O’Rourke’s 2018 Senate campaign, and the rest is history.

Time commitment is 5-7 hours per week. You will receive training on how to work with campaign data.

Cambridge MIT/Area 4 Democratic Party Ward Committee

This is a great opportunity to represent MIT in state Democratic politics. All you need to do is form a committee of three people who live in Ward 2 and are registered to vote with the Democratic Party. Fill out the Ward Committee Declaration Form found on this page .

As part of the Ward Committee, you get to go to an annual MA Democrats Convention. You’re also responsible for grassroots Democratic organizing in your ward. MIT/Area 4 currently does not have a committee, but the last one was composed of MIT undergrads, including one who later ran for local office! The spot is yours for the taking.

The Science, Technology and Policy Studies track provides rigorous interdisciplinary training, drawing on methodological tools from science and technology policy, science and technology studies, policy analysis, political theory, law, and economics.

At HKS, students have access to leading scholars from across Harvard in the social sciences, natural sciences, and engineering, with specialties in areas such as security studies, energy policy, innovation and development, environment and climate, biotechnology, data science, and information. The HKS faculty includes practitioners with wide experience at the highest levels of government and industry in science and technology policy.

Graduates are qualified for academic teaching and research in public policy schools, interdisciplinary programs, and traditional social science departments, as well as for leadership positions in national and international science and technology policy in both the public and private sectors.

Jobs You Can Do With a Science Ph.D., Beyond Academia

Policy analyst and museum educator are among jobs outside higher education for people with a Ph.D. in a science field.

Science Ph.D. Jobs Beyond Academia

Museum scientists may also be responsible for public outreach. Volunteering at a science museum is a good way for STEM Ph.D. recipients to explore this career path. 

While earning a Ph.D. in cellular neuroscience at the Johns Hopkins University School of Medicine in Maryland, Rebecca Alvania loved the considerable amount of time she spent working in the lab with her hands to carry out experiments. But after graduating, something in her shifted.

“I did not actually want to have my own lab,” says Alvania, CEO of the American Society for Cell Biology, a Maryland-based international membership organization. “The things that I loved doing in the lab or as a scientist are not necessarily the things that meant I was going to be happy running my own lab.”

Now, she works to serve a population that reflects herself back then in many ways – doctorate of science students looking for guidance on careers outside of academia.

Academia once was the largest employer of science Ph.D. graduates, but that has changed. According to data from the U.S. National Science Foundation's NCSES Survey of Earned Doctorates , academia represented only 26% of the employment sector of research doctorate recipients in science and engineering in 2021, continuing a trend.

From industry-based jobs to career paths outside of industry and academia, experts say nonacademic careers can be just as fulfilling as working within educational institutions.

Industry-Based Careers for Scientists

Industry-based jobs can be positions within laboratories, or non-lab roles such as a business development analyst. Here are a few industry-based careers that experts say science Ph.D. recipients are also hired in.

Business Development Managers

In these careers, science Ph.D. graduates are valued for their ability to understand complex research in business, which can help in decision making, notes Kim Petrie, assistant dean for biomedical career development and associate professor of medical education and administration at the Vanderbilt University School of Medicine  in Tennessee.

“Those are people that sometimes do well in their careers," Petrie says. "They can make decisions and act without all the information. Quantitative thinkers often do well in these types of roles, and scientific training often fosters that skill set.”

Key responsibilities for business development managers range from managing existing products and services to developing new ones. These positions also involve devising market strategies using scientific and analytical skills.

The average salary for a business development manager in the U.S. is nearly $71,000 a year, ranging as high as $128,500, according to ZipRecruiter . Experts say there are many opportunities for advancement and increased pay based on skill level, location and years of experience.

Medical Science Liaisons

Medical science liaisons can be employed by pharmaceutical, biotechnology, medical device and managed care companies. Part of their job is to make sure products are being used efficiently, along with acting as scientific experts who advise on advances in clinical treatments or provide input on relevant science and clinical data. 

The role is “very communication heavy, translating science and sometimes technical science for non-technical people and sort of management of clinical research or clinical research projects,” Petrie says.

According to the 2022 annual salary and compensation survey by the Medical Science Liaison Society, 82% of current MSLs in the U.S. across all company types and therapeutic areas had a doctorate degree, excluding M.D. , with 34% of total respondents having a Ph.D. The average annual salary nationwide for those with a Ph.D. was nearly $182,940.

Data Scientists

Data scientist is one of the fastest growing occupations in the science industry. The employment of data scientists is projected to grow 36% from 2021 to 2031, according to the U.S. Bureau of Labor Statistics, much faster than the average occupation. 

“Everybody, every company and health care companies are using data science, so quite a number of our alumni have transitioned into that,” Petrie says. "Some of them have gone out pretty far from the field and are not necessarily working for scientific companies anymore, because they've been able to parlay that programming ... skill set that way.”

As data scientists , science Ph.D.s typically use their skills for gathering or identifying relevant data to make business recommendations based on their analysis. They often present their findings by using data visualizations.

“Nashville actually has a lot of health care companies, so we've had a couple of alumni transition to those organizations, working with their medical records, just doing some interesting things like looking for anything predictive, for example, in medical records that might suggest an earlier diagnosis of cancer,” Petrie says.

Careers Beyond Academia and Industry-Based Positions

Research findings that led to the Harvard University Press book “Next Gen PhD: A Guide to Career Paths in Science” – written by Melanie Sinche, assistant dean for academic affairs at the University of Saint Joseph in Connecticut – indicate that career paths for science Ph.D. graduates also exist outside of academia and industry positions. Here are some.

Science Publishing

In science communications, you must have excellent written communication skills and a strong understanding of the ethical and regulatory guidelines in the field. Science Ph.D.s develop such skills just by the nature of doctoral training and postdoctoral work , Sinche says.

“One of the key pieces for science Ph.D.s and postdocs," she says, "is to know themselves and to know their skills and to recognize that they have a concrete set of employable skills that are attractive to employers across all industries, across all sectors.”

Science publishing provides many career opportunities such as science journalist or writer, journal editor, medical writer and science illustrator.

Museum Educator

Often, scientists who work at a museum hold a science Ph.D. of some sort, according to the American Society for Cell Biology. Museum scientists may also be responsible for public outreach. Volunteering at a science museum is a good way for STEM Ph.D. recipients to explore this career path. 

“I recommend for all Ph.D.s to experiment, to develop collaborations maybe with industry partners and to go through internships and volunteer in different settings,” Sinche says. “Those activities will generate more information for them in order for them to make an informed career decision.”

Policy Analyst

In this position, science Ph.D.s observe and influence policy at the local, state and national level by working with government offices. Gaining experience through internships or fellowships, combined with the ability to learn quickly that Sinche says they’ve already developed, can help Ph.D.s prepare for a career in policymaking. 

“I think one of the most important skills that you can argue that most Ph.D.s develop over time is the ability to learn quickly, and that skill, you better believe, it's attractive to all employers,” Sinche says.

A regionally accredited baccalaureate degree is required for admission. You may submit an unofficial transcript with your initial application.    Upon acceptance, you will need to have one official transcript from each college or university. This includes transcripts for credit earned for transfer work and study abroad. Official electronic transcripts can be sent to  [email protected]  through a secure third party. Two (2) letters of recommendation are required but three (3) are preferred. Letters should be submitted by recommenders through the online application. 

A personal statement of at least 300 words is required. Your statement should provide a response to the following questions: 

What is your motivation for pursuing data science at this time and why are you interested in pursuing this study at the University of Denver? Please be specific. 

How has your academic training, work experience, and/or self-directed learning prepared you for graduate work in data science? 

What do you expect will be the most challenging aspects of participating in the data science graduate program for you personally? What preparations can you take to overcome these challenges? 

What do you want to accomplish in the future as a data scientist? 

Applicants must meet the program’s Python prerequisite prior to matriculation. The prerequisite can be met either through a college-level, credit-bearing, computer programming course in Python (completed within the past two years) or by taking the University of Denver’s COMP4401, Introduction to Python for Data Scientists. In either case, a grade of ‘B’ or higher is required for prerequisite approval. Applicants who meet the prerequisite with a prior Python programming class may be asked to submit the course description and/or syllabus for review and approval.

Courses and Curriculum

The curriculum prepares students to design tools that collect, evaluate and interpret data to inform critical decisions. Through rigorous, mathematically based coursework, learners master advanced concepts for a strong foundation for professional success and self-direction. 

Python Software Development (COMP 3006)

In this advanced Python programming course, you will design custom classes to accomplish data science tasks. You will also develop facility with Python's standard library as well as important data processing packages.

Data Science Math I & II   (COMP 3007/3008)

In this set of courses you will develop and refine your knowledge of calculus, linear algebra, basic probability, and discrete math to master computational processes and problems in machine learning and statistics.

Database Organization & Management   (COMP 3421)

This course will enable you to design, diagram, and query relational and non-relational database management systems. Particular focus will be given to SQL scripting and embedded programming.

Machine Learning   (COMP 4432)

In this course you will acquire industry-ready skills for predictive modeling and data mining based contemporary machine learning algorithms and techniques.

Data Visualization (COMP 4433)

In this course you will investigate and apply a range of visualization strategies and methods for data exploration, analysis, and communication.

Probability & Statistics for Data Science  (COMP 4441/4442)

In this set of courses you will use the R programming language to apply inferential concepts and applications. Linking theory and practice, you will deepen your understanding of parametric and nonparametric statistics for data analysis as well as key steps in model selection, testing and evaluation. You will also apply these skills to complete an independent project based on real world data. 

Deep Learning (COMP 4531)

In this course you will learn how to design, train, and evaluate complex multi-layer neural networks in Python. You will also add to your data science portfolio by completing a culminating project of your own design.

Algorithms for Data Science  (COMP 4581)

In this course you will design, analyze, and code algorithms for computational efficiency and problem-solving. Including the processing of large data sets.

Internship (COMP 3904)

This course allows you to receive credit toward graduation for participating in a paid data science internship. You will also receive mentoring from an an academic advisor of your choice.

Parallel & Distributed Computing   (COMP 4334)

This course will enable you to work with machine learning algorithms and big data at scale. Along the way, you will learn industry practices for implementing these technqiues as well as insight into the architectures that support them.

Data Science Tools I & II   (COMP 4447/4448)

These courses are designed to strengthen your coding and data acquisition skills as well as familiarize you with a broad range of data science methods. You will also refine skills for data-centric project development and collaboration that are prerequisites to professional practice. 

Capstone  (COMP 4449)

In this course you will learn to design, develop, test and present 'full-cycle' data science products or services. And assess their value in relation to real world situations and needs.
