Education is an “essential pillar” to achieving the UN’s 2030 Agenda for Sustainable Development, UN chief António Guterres told an audience on Tuesday at the Paris headquarters of UNESCO, the UN Educational, Scientific and Culture Organization, ahead of the agency’s General Conference .

Mr. Guterres, who noted that one-fifth of young people are out of work, lack education or adequate training, praised UNESCO ’s fundamental role in coordinating and monitoring global efforts, such as the agency’s initiative on the future of education.

The theme was taken up by Tijjani Muhammad-Bande, President of the UN General Assembly, in his opening remarks to a ministerial meeting on education at the Conference.

Mr. Muhammad-Bande referred to estimates showing that some 265 million children are out of school. The number is projected to fall to 220 million over the next decade, but he declared that the illiteracy figures forecast for 2030 remain a scandal: “We must remove all barriers to education. We must ensure, at a minimum, universal access to basic education for every child, everywhere.”

He also highlighted the importance of educating children effectively, and equipping them with the necessary analytical and critical thinking abilities, in “an ever-changing and more complex world”.

Recalling his former experience as an educator in his home country of Nigeria, Mr. Muhammad-Bande called for more efforts to ensure that teachers are adequately qualified, because “no educational system can rise above the quality of its teachers”.

Other important measures cited by the General Assembly President include strong curricula that fully integrate Information and Communications Technology (ICT); ensuring that girls complete at least 12 years of education (which, according to the World Bank, would add some $30 trillion to the global economy); and the effective monitoring and evaluation of learning.

Mr. Muhammad-Bande called on nations to meet their commitments to education spending, and for donor countries to increase international aid directed towards education.

‘Powerful agents of change’

As well as the difficulties in accessing quality education, Mr. Guterres also outlined several other challenges faced by young people: the fact that millions of girls become mothers while they are still children; that one quarter are affected by violence or conflict; and that online bullying and harassment are adding to high levels of stress, which see some 67,000 adolescents die from suicide or self-harm every year.

World leaders, and others who wield power, he continued, must treat young people not as subjects to be protected, but as powerful agents for change, and the role of the powerful is not to solve the enormous challenges faced by young people, but rather to give them the tools to tackle their problems.

Mr Guterres underscored the importance of bringing young people to the table as key partners, and praised UNESCO’s efforts to include their voices, which include holding a major event at the General Conference, and the Youth Forum .

Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Goal 4 aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.  This goal supports the reduction of disparities and inequities in education, both in terms of access and quality. It recognizes the need to provide quality education for all, and most especially vulnerable populations, including poor children, children living in rural areas, persons with disabilities, indigenous people and refugee children.

This goal is of critical importance because of its transformative effects on the other SDGs. Sustainable development hinges on every child receiving a quality education. When children are offered the tools to develop to their full potential, they become productive adults ready to give back to their communities and break the cycle of poverty. Education enables upward socioeconomic mobility.

Significant progress was achieved during the last decade in increasing access to education and school enrolment rates at all levels, particularly for girls. Despite these gains, about 260 million children were out of school in 2018, nearly one fifth of the global population in that age group. Furthermore, more than half of all children and adolescents worldwide are failing to meet minimum proficiency standards in reading and mathematics.

UNICEF’s contribution towards reaching this goal centres on equity and inclusion to provide all children with quality learning opportunities and skills development programmes, from early childhood through adolescence. UNICEF works with governments worldwide to raise the quality and inclusiveness of schools.  

UNICEF is custodian for global monitoring of Indicator 4.2.1 Percentage of children (aged 24–59 months) developmentally on track in at least 3 of the 4 following domains: literacy-numeracy, physical, socio-emotional and learning.

Child-related SDG indicators

Target 4.1 by 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.

The indicator aims to measure the percentage of children and young people who have achieved the minimum learning outcomes in reading and mathematics during or at the end of the relevant stages of education.

The higher the figure, the higher the proportion of children and/or young people reaching at least minimum proficiency in the respective domain (reading or mathematic) with the limitations indicated under the “Comments and limitations” section.

The indicator is also a direct measure of the learning outcomes achieved in the two subject areas at the end of the relevant stages of education. The three measurement points will have their own established minimum standard. There is only one threshold that divides students into above and below minimum:

Below minimum refers to the proportion or percentage of students who do not achieve a minimum standard as set up by countries according to the globally-defined minimum competencies.

Above minimum refers to the proportion or percentage of students who have achieved the minimum standards. Due to heterogeneity of performance levels set by national and cross-national assessments, these performance levels will have to be mapped to the globally-defined minimum performance levels. Once the performance levels are mapped, the global education community will be able to identify for each country the proportion or percentage of children who achieved minimum standards.

(a) Minimum proficiency level (MPL) is the benchmark of basic knowledge in a domain (mathematics, reading, etc.) measured through learning assessments. In September 2018, an agreement was reached on a verbal definition of the global minimum proficiency level of reference for each of the areas and domains of Indicator 4.1.1 as described in the document entitled: Minimum Proficiency Levels (MPLs): Outcomes of the consensus building meeting ( http://gaml.uis.unesco.org/wp-content/uploads/sites/2/2019/02/MPLs_revised_doc_20190204.docx ).

Minimum proficiency levels (MPLs) defined by each learning assessment to ensure comparability across learning assessments; a verbal definition of MPL for each domain and levels between cross-national assessments (CNAs) were established by conducting an analysis of the performance level descriptors, the descriptions of the performance levels to express the knowledge and skills required to achieve each performance level by domain, of cross-national, regional and community-led tests in reading and mathematics. The analysis was led and completed by the UIS and a consensus among experts on the proposed methodology was deemed adequate and pragmatic.

The Programme for International Student Assessment (PISA) reading test has six proficiency levels, of which Level 2 is described as the minimum proficiency level. In Trends in International Mathematics and Science Study (TIMSS) and Progress in International Reading Literacy Study (PIRLS), there are four proficiency levels: Low, Intermediate, High and Advanced. Students reaching the Intermediate benchmark are able to apply basic knowledge in a variety of situations, similar to the idea of minimum proficiency. Currently, there are no common standards validated by the international community or countries. The indicator shows data published by each of the agencies and organizations specialised in cross-national learning assessments.

Minimum proficiency levels defined by each learning assessment

(a) The number of children and/or young people at the relevant stage of education n in year t achieving at least the pre-defined proficiency level in subject s expressed as a percentage of the number of children and/or young people at stage of education n, in year t, in any proficiency level in subjects.

Harmonize various data sources To address the challenges posed by the limited capacity of some countries to implement cross- national, regional and national assessments, actions have been taken by the UIS and its partners. The strategies are used according to its level of precision and following a reporting protocol ( http://gaml.uis.unesco.org/wp-content/uploads/sites/2/2019/05/GAML6-WD-2-Protocol-for-reporting-4.1.1_v1.pdf ) that includes the national assessments under specific circumstances.

Out-of-school children In 2016, 263 million children, adolescents and youth were out of school, representing nearly one-fifth of the global population of this age group. 63 million, or 24% of the total, are children of primary school age (typically 6 to 11 years old); 61 million, or 23% of the total, are adolescents of lower secondary school age (typically 12 to 14 years old); and 139 million, or 53% of the total, are youth of upper secondary school age (about 15 to 17 years old). Not all these kids will be permanently outside school, some will re-join the educational system and, eventually, complete late, while some of them will enter late. The quantity varies per country and region and demands some adjustment in the estimate of Indicator 4.1.1. There is currently a discussion on how to implement these adjustments to reflect all the population. In 2017, the UIS proposed to make adjustments using the out-of-school children and the completion rates.( http://uis.unesco.org/en/blog/helping-countries-improve-their-data-out-school-children ) and the completion rates.

Minimum proficiency formula

Learning outcomes from cross-national learning assessment are directly comparable for all countries which participated in the same cross-national learning assessments. However, these outcomes are not comparable across different cross-national learning assessments or with national learning assessments. A level of comparability of learning outcomes across assessments could be achieved by using different methodologies, each with varying standard errors. The period of 2020-2021 will shed light on the standard errors’ size for these methodologies.

The comparability of learning outcomes over time has additional complications, which require, ideally, to design and implement a set of comparable items as anchors in advance. Methodological developments are underway to address comparability of assessments outcomes over time.

While data from many national assessments are available now, every country sets its own standards so the performance levels might not be comparable. One option is to link existing regional assessments based on a common framework. Furthermore, assessments are typically administered within school systems, the current indicators cover only those in school and the proportion of in-school target populations might vary from country to country due to varied out-of-school children populations. Assessing competencies of children and young people who are out of school would require household-based surveys. Assessing children in households is under consideration but may be very costly and difficult to administer and unlikely to be available on the scale needed within the next 3-5 years. Finally, the calculation of this indicator requires specific information on the ages of children participating in assessments to create globally-comparable data. The ages of children reported by the head of the household might not be consistent and reliable so the calculation of the indicator may be even more challenging. Due to the complication in assessing out-of-school children and the main focus on improving education system, the UIS is taking a stepping stone approach. It will concentrate on assessing children in school in the medium term, where much data are available, then develop more coherent implementation plan to assess out-of-school children in the longer term.

Completion rate (primary education, lower secondary education, upper secondary education)

A completion rate of 100% indicates that all children and adolescents have completed a level of education by the time they are 3 to 5 years older than the official age of entry into the last grade of that level of education. A low completion rate indicates low or delayed entry into a given level of education, high drop-out, high repetition, late completion, or a combination of these factors.

Percentage of a cohort of children or young people aged 3-5 years above the intended age for the last grade of each level of education who have completed that grade.

The intended age for the last grade of each level of education is the age at which pupils would enter the grade if they had started school at the official primary entrance age, had studied full-time and had progressed without repeating or skipping a grade.

For example, if the official age of entry into primary education is 6 years, and if primary education has 6 grades, the intended age for the last grade of primary education is 11 years. In this case, 14-16 years (11 + 3 = 14 and 11 + 5 = 16) would be the reference age group for calculation of the primary completion rate.

The number of persons in the relevant age group who have completed the last grade of a given level of education is divided by the total population (in the survey sample) of the same age group.

Completion rate computation method

The age group 3-5 years above the official age of entry into the last grade for a given level of education was selected for the calculation of the completion rate to allow for some delayed entry or repetition. In countries where entry can occur very late or where repetition is common, some children or adolescents in the age group examined may still attend school and the eventual rate of completion may therefore be underestimated.

The indicator is calculated from household survey data and is subject to time lag in the availability of data. When multiple surveys are available, they may provide conflicting information due to the possible presence of sampling and non-sampling errors in survey data. The Technical Cooperation Group on the Indicators for SDG 4 – Education 2030 (TCG) has requested a refinement of the methodology to model completion rate estimates, following an approach similar to that used for the estimation of child mortality rates. The model would ensure that common challenges with household survey data, such as timeliness and sampling or non-sampling errors are addressed to provide up-to-date and more robust data.

TARGET 4.2 By 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education

Proportion of children aged 24-59 months of age who are developmentally on track in health, learning and psychosocial well-being, by sex.

Early childhood development (ECD) sets the stage for life-long thriving. Investing in ECD is one of the most critical and cost-effective investments a country can make to improve adult health, education and productivity in order to build human capital and promote sustainable development. ECD is equity from the start and provides a good indication of national development. Efforts to improve ECD can bring about human, social and economic improvements for both individuals and societies.

The recommended measure for SDG 4.2.1 is the Early Childhood Development Index 2030 (ECDI2030) which is a 20-item instrument to measure developmental outcomes among children aged 24 to 59 months in population-based surveys. The indicator derived from the ECDI2030 is the proportion of children aged 24 to 59 months who have achieved the minimum number of milestones expected for their age group, defined as follows:

– Children age 24 to 29 months are classified as developmentally on-track if they have achieved at least 7 milestones – Children age 30 to 35 months are classified as developmentally on-track if they have achieved at least 9 milestones – Children age 36 to 41 months are classified as developmentally on-track if they have achieved at least 11 milestones – Children age 42 to 47 months are classified as developmentally on-track if they have achieved at least 13 milestones – Children age 48 to 59 months are classified as developmentally on-track if they have achieved at least 15 milestones

SDG indicator 4.2.1 is intended to capture the multidimensional and holistic nature of early childhood development. For this reason, the indicator is not intended to be disaggregated by domains since development in all areas (health, learning and psychosocial wellbeing) are interconnected and overlapping, particularly among young children. The indicator is intended to produce a single summary score to indicate the proportion of children considered to be developmentally on track.

The domains included in the indicator for SDG indicator 4.2.1 include the following concepts:

Health: gross motor development, fine motor development and self-care Learning: expressive language, literacy, numeracy, pre-writing, and executive functioning Psychosocial well-being: emotional skills, social skills, internalizing behavior, and externalizing behavior

The number of children aged 24 to 59 months who are developmentally on track in health, learning and psychosocial well-being divided by the total number of children aged 24 to 59 months in the population multiplied by 100.

SDG 4.2.1 was initially classified as Tier 3 and was upgraded to Tier 2 in 2019; additionally, changes to the indicator were made during the 2020 comprehensive review. In light of this and given that the ECDI2030 was officially released in March 2020, it will take some time for country uptake and implementation of the new measure and for data to become available from a sufficiently large enough number of countries. Therefore, in the meantime, a proxy indicator (children aged 36-59 months who are developmentally ontrack in at least three of the following four domains: literacy-numeracy, physical, social-emotional and learning) will be used to report on 4.2.1, when relevant. This proxy indicator has been used for global SDG reporting since 2015 but is not fully aligned with the definition and age group covered by the SDG indicator formulation. When the proxy indicator is used for SDG reporting on 4.2.1 for a country, it will be footnoted as such in the global SDG database.

Adjusted net attendance rate, one year before the official primary entry age

The indicator measures children’s exposure to organized learning activities in the year prior to the official age to start of primary school as a representation of access to quality early childhood care and pre-primary education. One year prior to the start of primary school is selected for international comparison. A high value of the indicator shows a high degree of participation in organized learning immediately before the official entrance age to primary education.

The participation rate in organized learning (one year before the official primary entry age), by sex as defined as the percentage of children in the given age range who participate in one or more organized learning programme, including programmes which offer a combination of education and care. Participation in early childhood and in primary education are both included. The age range will vary by country depending on the official age for entry to primary education.

An organized learning programme is one which consists of a coherent set or sequence of educational activities designed with the intention of achieving pre-determined learning outcomes or the accomplishment of a specific set of educational tasks. Early childhood and primary education programmes are examples of organized learning programmes.

Early childhood and primary education are defined in the 2011 revision of the International Standard Classification of Education (ISCED 2011). Early childhood education is typically designed with a holistic approach to support children’s early cognitive, physical, social and emotional development and to introduce young children to organized instruction outside the family context. Primary education offers learning and educational activities designed to provide students with fundamental skills in reading, writing and mathematics and establish a solid foundation for learning and understanding core areas of knowledge and personal development. It focuses on learning at a basic level of complexity with little, if any, specialisation.

The official primary entry age is the age at which children are obliged to start primary education according to national legislation or policies. Where more than one age is specified, for example, in different parts of a country, the most common official entry age (i.e. the age at which most children in the country are expected to start primary) is used for the calculation of this indicator at the global level.

The number of children in the relevant age group who participate in an organized learning programme is expressed as a percentage of the total population in the same age range. From household surveys, both enrolments and population are collected at the same time.

4.2.2 computation method formula

Participation in learning programmes in the early years is not full time for many children, meaning that exposure to learning environments outside of the home will vary in intensity. The indicator measures the percentage of children who are exposed to organized learning but not the intensity of the programme, which limits the ability to draw conclusions on the extent to which this target is being achieved. More work is needed to ensure that the definition of learning programmes is consistent across various surveys and defined in a manner that is easily understood by survey respondents, ideally with complementary information collected on the amount of time children spend in learning programmes.

TARGET 4.a Build and upgrade education facilities that are child, disability and gender sensitive and provide safe, non-violent, inclusive and effective learning environments for all

Proportion of schools offering basic services, by type of service.

This indicator measures the presence of basic services and facilities in school that are necessary to ensure a safe and effective learning environment for all students. A high value indicates that schools have good access to the relevant services and facilities. Ideally each school should have access to all these services and facilities.

The percentage of schools by level of education (primary education) with access to the given facility or service

Electricity: Regularly and readily available sources of power (e.g. grid/mains connection, wind, water, solar and fuel-powered generator, etc.) that enable the adequate and sustainable use of ICT infrastructure for educational purposes.

Internet for pedagogical purposes: Internet that is available for enhancing teaching and learning and is accessible by pupils. Internet is defined as a worldwide interconnected computer network, which provides pupils access to a number of communication services including the World Wide Web and carries e-mail, news, entertainment and data files, irrespective of the device used (i.e. not assumed to be only via a computer) and thus can also be accessed by mobile telephone, tablet, PDA, games machine, digital TV etc.). Access can be via a fixed narrowband, fixed broadband, or via mobile network.

Computers for pedagogical use: Use of computers to support course delivery or independent teaching and learning needs. This may include activities using computers or the Internet to meet information needs for research purposes; develop presentations; perform hands-on exercises and experiments; share information; and participate in online discussion forums for educational purposes. A computer is a programmable electronic device that can store, retrieve and process data, as well as share information in a highly-structured manner. It performs high-speed mathematical or logical operations according to a set of instructions or algorithms.

Computers include the following types: -A desktop computer usually remains fixed in one place; normally the user is placed in front of it, behind the keyboard; – A laptop computer is small enough to carry and usually enables the same tasks as a desktop computer; it includes notebooks and netbooks but does not include tablets and similar handheld devices; and – A tablet (or similar handheld computer) is a computer that is integrated into a flat touch screen, operated by touching the screen rather than using a physical keyboard.

Adapted infrastructure is defined as any built environment related to education facilities that are accessible to all users, including those with different types of disability, to be able to gain access to use and exit from them. Accessibility includes ease of independent approach, entry, evacuation and/or use of a building and its services and facilities (such as water and sanitation), by all of the building’s potential users with an assurance of individual health, safety and welfare during the course of those activities.

Adapted materials include learning materials and assistive products that enable students and teachers with disabilities/functioning limitations to access learning and to participate fully in the school environment.

Accessible learning materials include textbooks, instructional materials, assessments and other materials that are available and provided in appropriate formats such as audio, braille, sign language and simplified formats that can be used by students and teachers with disabilities/functioning limitations.

Basic drinking water is defined as a functional drinking water source (MDG ‘improved’ categories) on or near the premises and water points accessible to all users during school hours.

Basic sanitation facilities are defined as functional sanitation facilities (MDG ‘improved’ categories) separated for males and females on or near the premises.

Basic handwashing facilities are defined as functional handwashing facilities, with soap and water available to all girls and boys.

The number of schools in a given level of education with access to the relevant facilities is expressed as a percentage of all schools at that level of education.

4.a.1 indicator formula

The indicator measures the existence in schools of the given service or facility but not its quality or operational state.

For every child to learn, UNICEF has eight key asks of governments:

  • A demonstration of how the SDG 4 global ambitions are being nationalized into plans, policies, budgets, data collection efforts and reports.
  • A renewed commitment to education to recover learning losses and manage impacts of COVID-19.
  • The implementation and scaling of digital learning solutions and innovations to reimagine education.
  • Attention to skills development should be a core component to education.
  • Focus to provide quality education to the most vulnerable – including girls, children affected by conflict and crisis, children with disabilities, refugees and displaced children.
  • A continued commitment to improving access to pre-primary, primary and secondary education for all, including for children from minority groups and those with disabilities.
  • A renewed focus on learning outcomes and their enablers, including learning in safe and adequate environments, support by well-trained teachers and structured content.
  • The implementation of SDG-focused learning throughout schools to raise awareness and inspire positive action.

Excellencies,

Dear young people, teachers, parents and partners.

Throughout my life, education has been my guide and touchstone.

I regard myself as a lifelong student.

And I have drawn great inspiration from my work as a teacher, many decades ago.

Without education, where would I be? Where would any of us be?

Every single person in this room knows education transforms lives, economies and societies.

But we also know we must transform education.

Because education is in a deep crisis.

Instead of being the great enabler, education is fast becoming a great divider.

Some 70 percent of 10-year-olds in poor countries are unable to read a basic text.

Either they are out of school, or in school but barely learning.

Even in developed countries, education systems often entrench rather than reduce inequality, reproducing it across generations.

The rich have access to the best resources, schools and universities, leading to the best jobs, while the poor – especially girls – face huge obstacles to getting the qualifications that could change their lives.

Displaced people and students with disabilities face the highest obstacles of all. 

The COVID-19 pandemic has had a devastating impact on learning worldwide, and dealt a hammer blow to progress on SDG4.

But the education crisis began long before – and runs much deeper.

The report card from the International Commission on the Future of Education put it clearly: education systems don’t make the grade.

They are failing students and societies, by favouring rote learning and competition for grades.

Too often, curricula are outdated and narrow.

Education systems take little account of lifelong learning.

Teachers are under-trained, undervalued and underpaid.

The digital divide penalizes poor students.

And the education financing gap yawns wider than ever.

We will not end this crisis by simply doing more of the same, faster or better.

Now is the time to transform education systems.

So dear world leaders,

Your people, the world’s young people and future generations are calling on you to act with vision and purpose.

A new vision for education in the 21st century is taking shape.

Above all, quality education must support the development of the individual learner throughout his or her life.

It must help people learn how to learn, with a focus on problem-solving and collaboration.

It must provide the foundations for learning, from reading, writing and mathematics to scientific, digital, social and emotional skills.

It must also develop students’ capacity to adapt to the rapidly changing world of work.

It must be accessible to all from the earliest stages and throughout their lives.

And it must help us learn to live and work together, and to understand ourselves and our responsibilities to each other and to our planet.

At a time of rampant misinformation, climate denial and attacks on human rights, we need education systems that distinguish fact from conspiracy, instill respect for science, and celebrate humanity in all its diversity.

To move from this vision to reality, allow me to highlight five areas for your attention and commitment.

First, we must protect the right to quality education for everyone, especially girls. Everywhere.

Schools must be open to all, without discrimination.

We must recover the years of education lost around the world because of the pandemic.

Quality education for all means tackling the crisis in foundational learning and ensuring it is life-long.

And placing a greater focus on education in crisis hotspots.

From this platform, I appeal to the authorities in Afghanistan: Lift all restrictions on girls’ access to secondary education immediately.

Girls’ education is among the most important steps to deliver peace, security and sustainable development, everywhere.

Second, teachers are the lifeblood of education systems.

We need a new focus on their roles and skillsets.

Today’s teachers need to be facilitators in the classroom, promoting learning rather than merely transmitting answers.

We also need to tackle the global shortage of teachers, and look at increasing their quality, by raising their status and ensuring they have decent working conditions and continuous training and learning opportunities, and receive adequate salaries.

Third, schools must become safe, healthy spaces, with no place for violence, stigma or intimidation. 

Education systems should promote the physical and mental health of all students – including their sexual and reproductive health.

Fourth, the digital revolution must benefit all learners.

I urge countries to improve connectivity for students and educational institutions. Our own Giga initiative aims to get all schools online.

But connectivity in itself doesn’t provide an education.

I encourage governments and teachers to work with private sector partners on high-quality digital education content for all.

Fifth, finance.  

None of this will be possible without a surge in education financing and global solidarity.

During these difficult times, I urge all countries to protect education budgets and ensure that education spending translates into progressive increases in resources per student and better learning outcomes.  

Education financing must be the number one priority for Governments. It is the single most important investment any country can make in its people and its future.

The international community has a critically important role to play.

I urge development partners to reverse cuts and to dedicate at least 15 percent of official development assistance to education.

International financial institutions should make resources and fiscal space available for developing countries to invest.

Their spending and policy advice should be aligned with delivering quality education for all.  

I also urge IFIs to draw upon the International Finance Facility for Education.  

This facility is a new tool that aims to mobilize $10 billion to help 700 million children in lower-middle-income countries to access quality education.

Dear friends,

The Transforming Education Summit will only achieve its global goals by mobilizing a global movement.

Governments, young people, civil society, teachers, business leaders and philanthropists are stepping up.

The United Nations is joining forces, through UNESCO, UNICEF and our UN teams on the ground.

Let’s move forward together, so that everyone can learn, thrive and dream throughout their lives.

Let’s make sure today’s learners and future generations can access the education they need, to create a more sustainable, inclusive, just and peaceful world for all.

Rien de tout cela ne sera possible sans une augmentation du financement de l’éducation et sans un élan de solidarité mondiale contre les inégalités   En ces temps difficiles, j’exhorte tous les pays à protéger les budgets consacrés à l’éducation et à veiller à ce que leurs dépenses dans ce domaine se traduisent par une augmentation progressive des ressources par élève et par de meilleurs résultats scolaires.

Le financement de l’éducation doit être la priorité numéro un des gouvernements. C’est le meilleur investissement qu’un pays puisse faire dans sa population et son avenir.

La communauté internationale a un rôle crucial à jouer.

Je demande aux partenaires de développement d’annuler les réductions d’aide et de consacrer au moins 15 % de l’aide publique au développement à l’éducation.

Les institutions financières internationales doivent apporter des ressources aux pays en développement et leur laisser des marges de manœuvre budgétaire pour qu’ils puissent investir.

Leurs dépenses et leurs conseils doivent correspondre à l’objectif d’assurer une éducation de qualité pour toutes et tous. J’invite également les institutions financières internationales à tirer parti de la Facilité internationale de financement pour l’éducation.

Cet outil vise à mobiliser 10 milliards de dollars pour aider quelque 700 millions d’enfants vivant dans les pays à revenu intermédiaire de la tranche inférieure à recevoir une éducation de qualité.

Chers amis,

Le Sommet sur la Transformation de l’Éducation ne pourra atteindre ses objectifs globaux qu’en suscitant un mouvement mondial.

Les gouvernements, les jeunes, la société civile, les enseignants, les chefs d’entreprise et les donateurs se mobilisent.

L’ONU rassemble toutes ses forces, grâce à l’action de l’UNESCO, de l’UNICEF et des équipes des Nations Unies présentes sur le terrain. Avançons ensemble, afin que chacun puisse apprendre, s’épanouir et rêver tout au long de son existence.

Chers jeunes gens, enseignants, parents et partenaires,

L’éducation a toujours été un guide pour moi et joué un rôle essentiel dans ma vie.

Je me considère comme un étudiant à vie.

Mon activité d’enseignant a été une grande source d’inspiration, il y a plusieurs décennies.

Si je n’avais pas reçu d’éducation, qui sait ce que je serais devenu. Où serions-nous, toutes et tous ?

Chaque personne ici présente sait que l’éducation transforme les vies, les économies et les sociétés.

Mais nous savons aussi qu’il nous faut transformer l’éducation.

Car l’éducation traverse une crise profonde.

Au lieu de nous rapprocher, l’éducation est en train de devenir une source de grande division.

Dans les pays pauvres, 70 % des enfants de 10 ans sont incapables de lire un texte élémentaire.

Soit ils sont déscolarisés, soit ils vont à l’école mais apprennent à peine.

Même dans les pays développés, les systèmes éducatifs creusent souvent les inégalités au lieu de les réduire, et ce de génération en génération.

Les riches ont accès aux meilleures ressources, écoles et universités, ce qui leur permet d’obtenir les meilleurs emplois, tandis que les pauvres – en particulier les filles – rencontrent d’énormes obstacles pour obtenir les qualifications qui pourraient changer leur vie.

Les personnes déplacées et les étudiants handicapés se heurtent aux obstacles les plus importants.

La pandémie de COVID-19 a eu des effets dévastateurs sur l’apprentissage dans le monde entier, et a porté un coup aux progrès réalisés concernant l’Objectif de développement durable no 4.

Mais la crise de l’éducation a commencé bien avant cela – et elle est bien plus profonde.

Le carnet de notes de la Commission internationale sur Les futurs de l’éducation est clair : les systèmes éducatifs ne sont pas à la hauteur.

Ils laissent tomber les élèves et les sociétés, en favorisant l’apprentissage par cœur et la course à la meilleure note.

Trop souvent, les programmes d’étude sont dépassés et limités.

Les systèmes éducatifs ne laissent pratiquement aucune place à l’apprentissage tout au long de la vie.

Les enseignants ne sont pas assez formés, ne sont pas appréciés à leur juste valeur et sont sous-payés.

La fracture numérique pénalise les étudiants pauvres.

Et le fossé du financement de l’éducation est plus large que jamais.

Ce n’est pas en nous contentant de faire plus, plus vite ou mieux que nous mettrons fin à cette crise.

L’heure est venue de transformer les systèmes éducatifs.

Mesdames et Messieurs les dirigeants,

Vos concitoyens, les jeunes du monde entier et les générations futures vous demandent de faire preuve d’ambition et de détermination.

Une nouvelle conception de l’éducation au XXIe siècle est en train de prendre forme.

Avant toute chose, un enseignement de qualité est essentiel au développement de l’apprenant individuel tout au long de sa vie.

Il doit l’aider à apprendre à apprendre, en privilégiant le règlement des problèmes et la collaboration.

Il doit lui offrir les bases de l’apprentissage, que ce soit la lecture, l’écriture et les mathématiques mais aussi des compétences scientifiques, numériques, sociales et émotionnelles.

Il doit aussi donner aux étudiants les moyens de s’adapter à l’évolution rapide du monde du travail.

Il doit être accessible à chacun et à chacune dès son plus jeune âge et tout au long de la vie.

En deuxième lieu, les enseignants sont la force vive des systèmes éducatifs.

Nous devons nous intéresser de nouveau à leurs rôles et à leurs compétences.

Aujourd’hui, les enseignants doivent être en classe des facilitateurs : ils doivent apprendre à apprendre et ne pas se contenter de transmettre des connaissances toutes faites.

Il nous faut remédier à la pénurie mondiale d’enseignants et chercher à améliorer leur niveau, en revalorisant le métier qu’ils exercent et garantissant de bonnes conditions de travail et puissent se former et se perfectionner tout au long de leur carrière et recevoir un salaire adéquat.  En troisième lieu, les écoles doivent être des espaces sûrs et propices à l’épanouissement, où la violence, la stigmatisation et le harcèlement scolaire n’ont pas leur place.

Les systèmes éducatifs doivent promouvoir la santé physique et mentale de tous les élèves, y compris leur santé sexuelle et reproductive.

La communauté internationale a un rôle crucial à jouer. Je demande aux partenaires de développement d’annuler les réductions d’aide et de consacrer au moins 15 % de l’aide publique au développement à l’éducation.

“Honorable UN envoy for global education Mr. Gordon Brown, respected elders and my dear brothers and sisters: Assalamu alaikum.

Today is it an honor for me to be speaking again after a long time. Being here with such honorable people is a great moment in my life and it is an honor for me that today I am wearing a shawl of the late Benazir Bhutto Shaheed. I don’t know where to begin my speech. I don’t know what people would be expecting me to say, but first of all thank you to God for whom we all are equal and thank you to every person who has prayed for my fast recovery and new life. I cannot believe how much love people have shown me. I have received thousands of good wish cards and gifts from all over the world. Thank you to all of them. Thank you to the children whose innocent words encouraged me. Thank you to my elders whose prayers strengthened me. I would like to thank my nurses, doctors and the staff of the hospitals in Pakistan and the UK and the UAE government who have helped me to get better and recover my strength.

I fully support Mr. Ban Ki-moon, the secretary general in his Global Education First initiative. And the work of UN Special Envoy, Mr. Gordon Brown and the respectful president of the UN General Assembly Vuk Jeremic. I thank them for the leadership they continue to give. They continue to inspire all of us to action. Dear brothers and sisters, do remember one thing: Malala Day is not my day. Today is the day of every woman, every boy and every girl who have raised their voice for their rights.

There are hundreds of human rights activists and social workers who are not only speaking for their rights, but who are struggling to achieve their goal of peace, education and equality. Thousands of people have been killed by the terrorists and millions have been injured. I am just one of them. So here I stand. So here I stand, one girl, among many. I speak not for myself, but so those without a voice can be heard. Those who have fought for their rights. Their right to live in peace. Their right to be treated with dignity. Their right to equality of opportunity. Their right to be educated.

Dear friends, on 9 October 2012, the Taliban shot me on the left side of my forehead. They shot my friends, too. They thought that the bullets would silence us, but they failed. And out of that silence came thousands of voices. The terrorists thought they would change my aims and stop my ambitions. But nothing changed in my life except this: weakness, fear and hopelessness died. Strength, power and courage was born.

I am the same Malala. My ambitions are the same. My hopes are the same. And my dreams are the same. Dear sisters and brothers, I am not against anyone. Neither am I here to speak in terms of personal revenge against the Taliban or any other terrorist group. I am here to speak for the right of education for every child. I want education for the sons and daughters of the Taliban and all the terrorists and extremists. I do not even hate the Talib who shot me. Even if there was a gun in my hand and he was standing in front of me, I would not shoot him. This is the compassion I have learned from Mohammed, the prophet of mercy, Jesus Christ and Lord Buddha. This the legacy of change I have inherited from Martin Luther King , Nelson Mandela and Mohammed Ali Jinnah.

This is the philosophy of nonviolence that I have learned from Gandhi, Bacha Khan and Mother Teresa. And this is the forgiveness that I have learned from my father and from my mother. This is what my soul is telling me: be peaceful and love everyone.

Dear sisters and brothers, we realize the importance of light when we see darkness. We realize the importance of our voice when we are silenced. In the same way, when we were in Swat, the north of Pakistan, we realized the importance of pens and books when we saw the guns. The wise saying, “The pen is mightier than the sword.” It is true. The extremists were and they are afraid of books and pens. The power of education frightens them. They are afraid of women. The power of the voice of women frightens them. This is why they killed 14 innocent students in the recent attack in Quetta. And that is why they kill female teachers and polio workers in Khyber Pukhtoonkhwa. That is why they are blasting schools every day because they were and they are afraid of change and equality that we will bring to our society. And I remember that there was a boy in our school who was asked by a journalist why are the Taliban against education? He answered very simply by pointing to his book, he said, “a Talib doesn’t know what is written inside this book.”

They think that God is a tiny, little conservative being who would point guns at people’s heads just for going to school. The terrorists are misusing the name of Islam in Pashtun society for their own personal benefit. Pakistan is a peace loving, democratic country. Pashtuns want education for their daughters and sons. Islam is a religion of peace, humanity and brotherhood. Islam says it’s not only each child’s right to get education, rather it is their duty and responsibility. Honourable Secretary General, peace is a necessity for education. In many parts of the world, especially Pakistan and Afghanistan, terrorism, wars, and conflicts stop children from going to schools. We are really tired of these wars. Women and children are suffering in many ways in many parts of the world.

In India, innocent and poor children are victims of child labor. Many schools have been destroyed in Nigeria. People in Afghanistan have been affected by the hurdles of extremism for decades. Young girls have to do domestic child labour and are forced to get married at early age. Poverty, ignorance, injustice, racism and the deprivation of basic rights are the main problems faced by both men and women.

Dear fellows, today I am focusing on women’s rights and girls’ education because they are suffering the most. There was a time when women social activists asked men to stand up for their rights. But, this time, we will do it by ourselves. I am not telling men to step away from speaking for women’s rights rather I am focusing on women to be independent to fight for themselves. Dear sisters and brothers, now it’s time to speak up.

So today, we call upon the world leaders to change their strategic policies in favour of peace and prosperity. We call upon the world leaders that all the peace deals must protect women and children’s rights. A deal that goes against the dignity of women and their rights is unacceptable. We call upon all governments to ensure free compulsory education for every child all over the world. We call upon all governments to fight against terrorism and violence, to protect children from brutality and harm. We call upon the developed nations to support the expansion of educational opportunities for girls in the developing world. We call upon all communities to be tolerant – to reject prejudice based on cast, creed, sect, color, religion or gender. To ensure freedom and equality for women so that they can flourish. We cannot all succeed when half of us are held back. We call upon our sisters around the world to be brave – to embrace the strength within themselves and realise their full potential.

Dear brothers and sisters, we want schools and education for every child’s bright future. We will continue our journey to our destination of peace and education for everyone. No one can stop us. We will speak for our rights and we will bring change through our voice. We believe in the power and the strength of our words. Our words can change the world. Because we are all together, united for the cause of education. And if we want to achieve our goal, then let us empower ourselves with the weapon of knowledge, and let us shield ourselves with unity and togetherness.

Dear brothers and sisters, we must not forget that millions of people are suffering from poverty, injustice and ignorance. We must not forget that millions of children are out of schools. Man has made great strides in the fields of science and technology. We can see how far we've gone as a country by the scale of our industrial facilities and the fact that we manufacture trains, planes, ships, and even rockets. It is essential to possess both spiritual knowledge and self-knowledge in order to become a successful person. Making sure that what you already know is put to good use for the benefit of your fellow people and never, under any circumstances, hurting anyone is just as crucial as learning new things. Never use your knowledge for personal gain. It is only through education and knowledge that we can make a noticeable difference in the world.

I would contend that making this decision is itself a necessary component of education. It demonstrates the capacity to deliberate and reason before making a decision. Education is not complete until a person learns to respect themselves, others, and the importance of all viewpoints.

A person who is intelligent, driven, and caring is the most appealing and resilient individual there is. In a world where some utilise education or intelligence for their personal advantage, let's endeavour to be modest people who would use our knowledge to good effect, for the success of self and all of humanity.

A person who has learnt how to achieve what they desire without infringing on the rights of others is said to be educated. Education provides us with useful alternate thought processes. A person who lacks knowledge, and technical skills, and who can read but is hesitant or unable to accept evidence from a written source is considered uneducated.

According to the Kothari Commision, education instils civic and social obligation among everyone, and "the fate of India is being moulded in its classes." India is a diverse country. Education is therefore a tool for emotional integration in order to promote unity. Any type of education is essential to our existence. A vital component of human development is education. A world with justice, fairness, and freedom for everyone can be attained via education. Education is therefore absolutely essential for everyone. Without knowledge, a good life is not possible.

Problems and Prospects

Every single person has the right to education and schooling in a democracy. If no citizen has access to education, the democratic system will not work properly. As a result, we should raise awareness about the disparity in educational opportunities in India. Primary education should be made available to everyone, according to the Indian constitution. All youngsters up until the age of 14 must get obligatory education, according to the constitution's requirement. A national objective has been set in place: universal elementary education.

The main problems are financial and the difference in literacy levels among rural and urban communities. Other important difficulties include the shortage of equipment, the health of the economy in developing nations, as well as the education of women.

Strategies and Efforts

National elementary education was used to establish the idea of education for everyone. The Indian constitution's section 45 clause is a magnificent mandate for the expansion of basic education. Do you all know why we come here daily in the school? What is the purpose of our parents for sending us here, initially the unknown place which became home to us now, our school.

Many of you will answer that we do come here to get an education, right? Have you ever realized how much importance it holds for us? Let me give you some insight into the importance and impact of education.

Education is a tool that assists us in removing all of our doubts and fears about all of life’s challenges and happiness. It is the tool that keeps us happy and peaceful as well as makes us better socialize human beings. Our teachers are like God to us, assisting us all in receiving high-quality education from institutions.

Do you know some children don’t even get a chance to even visit the school once in their lifetime? You all should consider yourself lucky that you are in a good position. There are vulnerable groups in society. Poor people’s lack of education made them vulnerable to economic and political exploitation in their own country. The Indian constitution includes adequate provisions for the poor in order to eliminate inequality and ensure equal empowerment and participation of people at all levels.

Everyone has the right to a proper education; preventing someone from receiving a proper education is a crime. Education teaches us to distinguish between what is good and what is bad, what is right and what is wrong, and it assists us in making decisions that are in our best interests.

It assists us with a wide range of problems. We have the ability to unravel the mysteries of the universe. Education is similar to magic in that it enables us to learn all the magic required to live happily on this planet. It frees us from all doubts and superstitions, as well as all social evils that plague society. People who are better educated can protect their families and their country in a more secure and simple manner.

Education is more important than ever in today’s fast-changing world. We must be prepared with the skills and knowledge required to adapt and thrive in today’s complex and rapidly changing world.

This is why, regardless of background or circumstance, it is critical that everyone has access to education.

An educated person always has good manners and behaves gently in both public and private situations. Education is a basic right for all humans on the planet. Uneducated people in society are shameful to all of us. The government should ensure education for each and all in the country.

Education is the most powerful tool in the world. It can change one’s life beyond imagination. Today, all the prosperity we witness is an outcome of education. If we compare today’s world with the world decades ago, the changes are because of education’s power.

In history. All the great and wise personalities have emphasised the power of education. From Aristotle to Nelson Mandella, From A.P.J. Abdul Kalam to Swami Vivekananda. Everyone tried to explain how education is important to make this planet a better and more beautiful place to live on.

Unfortunately, today we see that everything is messed up. The planet rapidly is becoming a hell to live on. It directly refers to that education is not performing well . To make education perform to its highest efficiency, we need to adopt the concept of “ Each one Teach one “.

Education is a fundamental right of each individual on earth. To reject this fact is wrong. Illiterate youth is the most critical thing for Humankind. Education helps society to get rid of unreasonable beliefs, wrong rituals, and social issues.

Educated people make an educated society and educated societies make an educated nation. Only an educated nation can take the world to new heights of possibilities. The importance of education is completely grasped that’s why education as a national policy is always given the first priority.

An educated society has a powerful bonding among its individuals. Because, people from all sections, castes and creeds gather to obtain knowledge. Thus, education is the initial thing that brings the younger ones together and develops an unusual bonding between them. This means there will be no unreasonable clashes among people.

This is what I wanted to say about education and its power. I hope you liked my speech.

If we analyse the present world with a thousand-year past world, What difference do you derive? We have constantly developed ourselves and the world in this previous time. All these changes are the outcomes of education. Education does not mean the stuff provided in schools and colleges . It is actually a system to take someone on the path of progress.

Technologies and advancements in each field made our life so smooth and comfortable. All this was only possible because of education. With the help of education, We have evolved various methods to provide the world with a better life.

Education provides you with knowledge and facts. It expands your thought process and enables a man to interpret everything by himself instead of gathering notions. One can quickly make decisions about his life using his own intelligence. It also helps you to live a stable life and makes you mentally healthy.

Did you ever storm your mind on how education can change the world? Let me present my own opinions. First of all, Education eliminates inequality in society making everyone equal. This will eradicate unreasonable clashes among people.

Second, It provides you with the ability to read and write. So, you can acquire knowledge from books whenever you want & whatever you want. It means you are open to each field’s knowledge all the time.

Third, It gives you a sense of communication that refines one’s speech. Number four, It increases the chances of getting a high-paying job making you employed and achieving a secure life. Number five, education gives you the sense to understand the value of discipline, time and ethnicity. It gives the capability to make a balance in life.

I presented some effects of education on an individual but I also have a list of how education can impact societies. Do correct me in between if I am wrong.

Now it is a turn to talk at a level of a country means how a country is impacted by education. A solid educational system acts for the good of the country. A country is largely judged by its education system and economy.

Any nation is developing day by day just because of its education and technology. Educated people know the difference between a genuine and a corrupt leader for their country.

Educated people understand why to vote for a party to make a positive resolution to the country’s growth. Due to the lack of education, people are left unemployed revealing the cheap level of the economic status of a country. The pathetic situation of a country prevents its growth and improvement. Thus, education is fundamental to increasing economic growth and enhancing income.

Good morning to my respected teachers and my dear friends. My dear friends, education is the tool which removes all the differences among us and makes us capable to go ahead together. It makes our challenging paths of the life very easy to lead. Getting quality education is like yoga and meditation as it requires concentration, patience and dedication. Without education, there is no difference between human beings and animals. Education is a powerful tool capable to solve all the social, personal and family problems. It is like a medicine which has capability to treat almost all the diseases. Education is most important to all of us to lead a happy life. Earlier the education system in India was so poor and undisciplined. The kids of rich people were allowed to study however kids of poor people were not allowed to study in the same school or college. Poor people were forced to do labour in the fields only, which was the main reason of discrimination among people in society, inequality, gender inequality , and lots of social issues because of the lack of good education. Low level of education for poor people made them vulnerable to the economic and political exploitation in their own country. There has been made adequate provisions for the poor people in the Indian constitution in order to remove inequality and ensure the empowerment and participation of people of all levels equally.

The right for proper education is the birth right of everyone, restricting one from getting proper education is the crime. Education helps us to understand between good or bad, right or wrong and help us in taking decision in the favour of right ones. It helps us in everything of wide range of problems. We can solve the mysteries of this universe. Education is like magic which helps us to learn all the magic to stay happily on this planet. It keeps us free of all doubts, superstitions as well as removes away all the social evils affecting the society. They are so poor that they spend their whole day in earning only two times food. They understand that earning money from childhood is good instead of wasting money in education.
