AT&T is a top-ranking network provider that offers competitive cell phone plans for businesses of all sizes.

When looking at AT&T's strongest competitors T-Mobile and Verizon , the carrier does fall short in affordability, speed, and network coverage . Currently, Verizon leads the race as the carrier with the most network coverage across the United States. However, AT&T does provide better speed, coverage, and more features than T-Mobile, and its plans are more affordable than Verizon.

AT&T provides users with good coverage, a wide selection of plans and smartphones, and good international perks . In addition, the carrier is extremely accessible as the network provider has stores in almost every city. AT&T is also ideal for businesses and users that require strong streaming quality.

AT&T's plans are not the most affordable options available, especially for startups and businesses with small budgets. Furthermore, the carrier does have relatively low data deprioritization thresholds on unlimited plans, and the carrier reserves the right to throttle data speeds for all users during peak periods.

Reputation:

Most customers have been impressed with AT&T's quick setup and connection process. However, we did find more than five reviews where customers had issues with billing. In these cases, customers were either mistakenly billed or overcharged for services. Furthermore, AT&T's customer service needs some improvement, as customers have complained about poor support both online and in-store.

AT&T vs. T-Mobile:

T-Mobile and AT&T both offer similar features, such as unlimited data, text, and talk, and no roaming charges in Mexico and Canada. T-Mobile is the more affordable plan, charging $60.00 per month compared to $65.00 with AT&T. AT&T features Call Protect Basic for compatible devices; however, T-Mobile does offer greater network coverage.

However, both provide additional perks like AT&T's Call Protect Basic service and Verizon's free Apple subscription for the first six months.

Unlimited Starter:

The Starter plan is AT&T's lowest priced plan, with prices starting at $65.00 per month for one line. However, this price may decrease to $35.00 with the AutoPay and paperless billing discount. This plan is best suited for startups and small businesses who only require basic features, such as standard definition video streaming, unlimited domestic data, talk, and text on up to 10 eligible devices, as well as unlimited talk and text to Canada and Mexico.

Unlimited Performance:

The Performance plan starts at $75.00 per month for one line and comes equipped with the exact same features as the Starter plan, including unlimited text, talk, and data, both domestic and in Canada and Mexico. However, the Performance does include a few additional features, such as HD video streaming (with Stream Saver turned off), 30GB mobile hotspot data per line, and access to 5G+ and 5G service where each is available.

Unlimited Elite:

The Elite plan is the perfect fit for streamers and businesses that require fast internet. The Elite plan features 5G-enabled technology, fast tracker, 100GB mobile hotspot data per line, HD and 4K Ultra HD video streaming, as well as unlimited text, talk, and data.

The bottom line:  AT&T business internet offers an impressive and competitively priced suite of basic plans for small businesses. Because of its pricey high-speed plans and small fiber internet footprint, you’ll want to shop around to ensure your business gets the right internet package.

AT&T business internet: Best for small and new businesses

New businesses tend to have minimal internet needs. And if you have only a couple of connected devices, you can probably get away with speeds in the 25 to 50 Mbps range. At the base level, you can download large files and provide Wi-Fi for your employees and customers. At 50 Mbps, you can also stream videos interruption-free and hold videoconferences with clients and partners.

If your needs go beyond these basic necessities—like running high-functioning SaaS (software as a service) and cloud computing services or connecting a high volume of devices and users—you’ll need high-speed internet access, which means AT&T may not be your best option thanks to its higher costs for premium plans.

What you should know about AT&T business internet

With origins dating back to Alexander Graham Bell, AT&T is a global telecommunications organization and Fortune 500 company. Today, the company boasts the most revenue of any communications corporation in the world and provides phone, television, and high-speed internet services across the globe. 2

As a business Internet Service Provider (ISP) , AT&T offers a range of products and services to organizations of any size. Its internet plans have a lot to like, but AT&T isn’t perfect for every business and shouldn't be treated as a one-size-fits-all internet option.

Here’s what our research on AT&T business internet turned up, both the good and the not-so-great.

AT&T’s business internet pricing and speed breakdown by plan

AT&T business fiber offers speeds up to 5 gigabit per second (5 Gbps)—some of the fastest speeds currently available. AT&T’s business fiber plans even include symmetrical upload and download speeds. If you frequently use VoIP and video teleconferencing, choose a symmetrical fiber plan.

Reliability and support: AT&T offers solid service

Speed and price are important for business internet, but to keep things running smoothly, you have more to consider. Your internet connection reliability—and what the provider will do for you if something goes wrong—should hold the same importance when making a purchase decision.

So how does AT&T stack up? We dug into the details of the company’s business internet plans and uncovered some service level agreements related to reliability.

AT&T business internet comes with an uptime guarantee of 99.95%. This means that the company agrees to keep your connection “up,” or online, 99.95% of a calendar month, which by our math translates to a maximum downtime of about 44 minutes a month.

So what happens if AT&T breaks the uptime guarantee? First, it’s important to note that AT&T doesn’t count certain instances in its “network availability” service level agreement, including scheduled network maintenance or force majeure (unavoidable or chance) events.

Barring those situations, if AT&T fails to meet the guarantee during any month, you’ll get one day’s credit of your monthly service fee. If your business operations rely heavily on an always-on internet connection, this may not seem like the greatest recourse.

Technical and customer support

For businesses that rely on steady internet connectivity for day-to-day operations, reliability is king. But what happens when something eventually does go wrong? No internet service is perfect, and you’re bound to face an outage at some point. It’s important to know if you can expect your service provider’s tech support to respond to any problems and resolve them quickly.

So how does AT&T’s support measure up? Although it’s difficult to separate residential and commercial customer service ratings, we did find some details worth highlighting. J.D. Power and Associates, a respected US company-rating organization, studies business internet providers and rates the customer satisfaction for these providers each year. The customer satisfaction score takes into account several factors, including reliability, cost, and customer service.

And in 2019, AT&T took first for the “large enterprise” category and second for “small/medium.” 3   Three years later, in 2022, AT&T took first place in J.D. Power’s “large enterprise," third in "small/medium" and fourth and fourth in “very small” categories. 4

AT&T business internet: The fine print

Aside from monthly service costs, you may have to pay certain fees and sign a contract with AT&T business internet.

Fiber plans have a lower one-time installation fee of $99—but you can’t avoid the fee and install the equipment yourself because of the complexity of this type of connection.

With any business plan from AT&T, you have 30 days to try out the service. If you’re not satisfied, you can return the equipment and have all charges reimbursed.

Cheapest plan: Internet 25

If you need basic web, downloading, and streaming, go with this budget-friendly and bare-bones plan starting at $50 per month.

The takeaway

Thanks to a wide and reasonably priced line of fiber plans, AT&T business internet is a great choice for newer, smaller businesses with simpler internet speed needs.

However, if you have more complex speed demands, such as for many devices, AT&T's prices can quickly skyrocket. In that case, we find competitors, such as Verizon , might be a better option.

Bottom line, if you want to go with AT&T, carefully weigh your needs and wants compared to your budget. Ultimately, AT&T is great for basic internet needs—but nothing more complex.

What’s the difference between DSL and fiber?

DSL, which stands for digital subscriber line, is a type of high-speed connection sent through existing phone lines to deliver internet to customers. Because it uses readily available connections, DSL plans are usually cheaper than fiber connections. But DSL speed can vary depending on your distance from the port, or origin, of the connection.

Fiber internet is a more recently distributed technology that uses fiber-optic connections to send information at light speed through glass conductors. Fiber internet doesn’t rely on existing phone wires, and your physical distance from the connection’s origin doesn’t affect quality. The disadvantages? Fiber is costlier thanks to the newer, special cable installation. It’s also not as widely available as other internet connections, and rural fiber connections are rare.

AT&T used to provide DSL service, but now it offers only fiber plans.

What is AT&T U-verse business internet?

AT&T used to brand its TV, phone, and internet services with the AT&T U-verse trademark. But recently rebranded its U-verse high-speed internet and phone services as simply AT&T Internet and AT&T Phone.

Although you may still encounter a few instances of the AT&T U-verse name on various business plans, the company now uses the trademark for only its U-verse TV services.

Technical terminology

We’ve been there—when we first started researching and reviewing internet companies, we didn’t know our bandwidth from our asymmetric connections so we've explained some terms you might come across in your quest for internet.

Fiber-optic internet connections offer some of the highest speeds in the market. But with most plans, your upload speeds are much lower than your download speeds.

These connections are called asymmetric, and they’re fine for most businesses. But if you and your employees regularly upload large files or use high-end videoconferencing services over software-defined networks, you might need a symmetric connection that gives you the same upload and download speeds.

As an overused piece of business jargon, bandwidth refers to someone’s ability to handle tasks. The term comes from the internet world, and its true meaning is the capacity of an internet connection to transmit data. Bandwidth measures the greatest number of kilobits, megabits, or gigabits a connection can transfer each second.

People often confuse bandwidth with speed , which refers to how fast a certain connection transfers data. When you see AT&T marketing a plan as 25 Mbps, they mean the connection has the bandwidth, or capacity, to carry speeds up to 25 Mbps. But your actual speed may vary depending on factors like distance from the port (for DSL lines) and the number of users currently using the connection.

Bandwidth and speed aren’t the only factors important to business internet connections— latency makes a big difference too. Latency (sometimes called ping or lag ) is the time it takes for a packet of information to get from one end of an internet connection to the other and then back again. This delay—represented in milliseconds—can be affected by distance, bandwidth, and the type of connection. Fiber connections, which operate using pulses of light, offer lower latency rates than DSL connections. AT&T business internet guarantees a maximum latency rate of 40 ms, which fits most activities.

Every computer on the internet is assigned a unique Internet Protocol (IP) address , and IPs can be either dynamic (change over time) or static (stay the same). You may want a static IP address for your business if you operate your own web server or use remote connecting services like VPN. Most AT&T business plans let you purchase static IP addresses for about $15 to $25 each.

One of your top concerns should be uptime, or the total amount of online connection time. Uptime is represented as a percentage of a year or month. It’s common in the industry to refer to the number of nines a company offers you in their guarantee. AT&T, for example, guarantees uptime at 99.95%. Some companies’ guarantees can go as high as four or five nines, giving you significantly less internet downtime over the course of the year.

The internet you choose for your business affects its efficiency, expansion, and bottom line. So which service to choose?

What to look for in business internet.

There's a marked difference between residential and business internet. With residential internet, you only need to cater to you and your family's needs. With business internet, you'll consider the business' and its employees' needs.

Here’s what to look for when picking an internet service for your business.

Price is always crucial, but it's even more important to a business. The right price balances on the edge of a knife. Spend too much, and you'll cut into your profits. Spend too little, and you may not get the speedy and reliable connection you need to make your business successful.

You also probably want faster speeds for business internet than at home. You know that gig internet service we always say you don't need in your house? Well, you may want it for your business, primarily if you work in a media-rich field. Remember that your service's actual speeds may not align with its promised speeds, so it's good to buy on the high end of your acceptable speed range.

When choosing a connection speed, you want to account for every work device on the premises, but you may also need to consider Wi-Fi needs for employees’ and visitors’ personal devices. In some cases, you may want to set up a separate, slower guest Wi-Fi for personal use.

You also want an internet connection you can rely on during business hours. In most cases, a fiber or cable internet connection is the most reliable option.

Your chosen internet service also needs to be available where you live. Not every service provider is present in every area—especially fiber providers . If you live in a densely populated area with many homes and businesses, like New York, you're more likely to have access to fiber internet. If you live in a rural area, you're unlikely to have access to fiber and may need to see if you can find some satellite or fixed wireless options for business.

Finally, think about scalability, otherwise known as “Can this internet connection grow with my company as it expands?” If the answer is no, you’ll be fine if you’re okay with switching providers in the future. But if you want a longstanding partnership, you need a service that can handle your business’s projected growth.

The difference between business and residential internet is in the plans. Residential internet is usually slower than business internet because fewer people and devices typically connect to it.

You can get business internet at home, which is great if you run an at-home business, but it's unlikely that you can get residential internet at an office. And why would you want to? Fast business internet, especially fast fiber business internet, may be the key to success.

Either way, if you’re self-employed or work from home, you may be able to claim your internet as a business expense.

AT&T Business Internet: Best overall

An AT&T Business Internet fiber plan is an all-around excellent option for your growing business. AT&T’s fiber internet is superfast (going up to 5Gbps) and even has symmetrical speeds and unlimited data with some plans. It also ranks first in the American Consumer Satisfaction Index for 2022 .

AT&T Business Internet runs more expensive than its competitors (at least initially). The cheapest plan starts at $75 for 300Mbps. But with the most expensive plan, you get roughly 16 times the speed at three times the price—an increased value for sure.

AT&T’s business plans use a reliable fiber connection, and the speed goes up to 5,000Mbps. That’s unheard of in a home internet connection and eye-popping even in the business sector. And what’s more, you’ll get unlimited data and symmetrical speed with those five gigs, meaning the upload speed will equal the download speed. You’ll both send and receive high-res media files with ease.

As the ACSI score suggests, AT&T fiber internet gets excellent customer satisfaction, so you'll likely be delighted with your service.

Spectrum Business Internet: Best extras

Spectrum is a solid internet provider we often recommend, and Spectrum Business Internet ups the ante by providing a free domain name, customer email addresses, and internet modem with your plan. That's practically everything you need to start a business! Plus, you can find Spectrum internet in 42 states, so you likely live in a service area.

We do want to point out that Spectrum's plans are substantially more expensive from the get-go than other providers' (and they only go up after 12 months). Instead of thinking of the domain name, emails, and modem as free, it may help to think of the extra cost as paying for those features.

But if that’s still too pricey for you, you may be able to get discounts by bundling the business internet with another Spectrum service—business phone lines, perhaps?

All of Spectrum's plans are high speed , reaching the princely pace of a whole gig. However, Spectrum projects that you can connect fewer employee devices than AT&T. These estimates seem low even with Spectrum's cable connection versus AT&T's fiber. The 300 and 600Mbps plans may go much further than Spectrum says. But if you want to avoid that gamble, select Spectrum internet service only if you have a small business.

Spectrum’s customer service needs a little work, according to the ACSI. The service scored just 64 out of 100. That's low, even for internet providers, which traditionally score beneath other industries.

Comcast Business Internet: Most options

Whether you have a small business or a medium-sized one, Comcast Business Internet has an option for you. Depending on your needs, you can get as few as 50Mbps or as many as 1.25Gbps.

Comcast’s biggest strength is its variety. The wide range of plan speeds gives you great scalability for your business to grow. It’s also available almost everywhere in the United States, making it a viable option for nearly everyone.

Unfortunately, Comcast changes its prices depending on its service area, so we can't guarantee exact costs. But for reference, we've included one of the service's price ranges. You can see that these prices get quite expensive (over $300!), so in some areas, Comcast definitely won't be the best value.

Also, Comcast Business Internet is a cable service, so you may not see as reliable of service as you would get with fiber plans. Still, your connection should be stable.

Surprisingly, Comcast, which is legendary for its terrible customer service, doesn’t rank that low with the ACSI. Its score of 68 ranks it above some of the other brands we recommend.

Frontier: Best high-speed internet

Ka-chow! No, it’s not Lightning McQueen that’s going so fast—it’s Frontier Business Internet. After AT&T, our overall pick, Frontier is your best bet for speedy connections.

Frontier's speeds start at 500Mbps, the fastest starting point of our recommended services, and go up to 2,000Mbps. The starting price is a little high ($65), but the value of the plans gets progressively better, especially considering that you get a fiber connection. Also, a router comes with each plan, so factor that into the cost.

Frontier doesn't predict how many devices can connect to each plan without overloading the Wi-Fi, but our speed guide will help you figure it out.

Sadly, Frontier is only available in some states, so your opportunities to sign up for the service are limited. This won't be a problem for, as an example, New Yorkers or Utahns—but Montanans will miss out.

The ACSI gives Frontier fiber a 74, which puts it on the higher end for internet customer service but the lower end for fiber satisfaction. So, though you'll get fast service through Frontier, your interactions with the company may need improvement.

CenturyLink Business Internet: Lowest cost

You'll spend less money with CenturyLink as your business internet service provider. CenturyLink offers 940Mbps and symmetrical speeds for $75 a month, which is quite a steal compared to other Wi-Fi providers. And with no contact, you can save money if needed by canceling (for free!) anytime.

Of course, you want more than just cheap internet; you also want reliable internet. For its cheaper plan, CenturyLink uses DSL, a less reliable option. But the provider also has a business fiber plan, which we recommend in most cases, depending on your business needs.

Also, good news: CenturyLink is fairly ubiquitous, so chances are it’s available in your area as a business internet provider.

Like Frontier, CenturyLink doesn’t offer guesstimates of how many devices can use each plan, but the Business Fiber plan should offer exponentially more connections than the other.

CenturyLink gets a 78 in customer satisfaction for its fiber service (coming second after AT&T), while its DSL gets 62 (between Frontier and Spectrum). Looks like you'll be pleased with Business Fiber, but maybe not so much with Simply Unlimited Business Internet.

  • AT&T Business Internet: When it comes to overall value, AT&T Business Internet is our pick. The speediness, symmetrical speeds, data cap elimination, and customer service reputation make it our top choice—and costly.
  • Spectrum Business: The Spectrum Business Internet fiber service comes with a free domain, email addresses, and modem. However, Spectrum customer satisfaction could be higher.
  • Comcast Business: Comcast Business Internet offers six different plans, giving you plenty of options to address your business’s needs over the years. It’s also rather expensive, especially when you get to the higher speeds.
  • Frontier Business: Things get real speedy with Frontier Business Internet, which goes up to 2,000Mbps. But the service may not be available in your area.
  • CenturyLink Business: CenturyLink Business Internet offers 940Mbps fiber for $75, which is fantastic. The cheaper plan isn't as good a deal, though, so if you don't get the fiber, you should skip this one.

HHS Statement Regarding the Cyberattack on Change Healthcare

The U.S. Department of Health and Human Services (HHS) is aware that Change Healthcare – a unit of UnitedHealth Group (UHG) – was impacted by a cybersecurity incident in late February. HHS recognizes the impact this attack has had on health care operations across the country. HHS’ first priority is to help coordinate efforts to avoid disruptions to care throughout the health care system.

HHS is in regular contact with UHG leadership, state partners, and with numerous external stakeholders to better understand the nature of the impacts and to ensure the effectiveness of UHG’s response. HHS has made clear its expectation that UHG does everything in its power to ensure continuity of operations for all health care providers impacted and HHS appreciates UHG’s continuous efforts to do so. HHS is also leading interagency coordination of the Federal government’s related activities, including working closely with the Federal Bureau of Investigations (FBI), the Cybersecurity and Infrastructure Security Agency (CISA), the White House, and other agencies to provide credible, actionable threat intelligence to industry wherever possible.

HHS refers directly to UHG for updates on their incident response progress and recovery planning. However, numerous hospitals, doctors, pharmacies and other stakeholders have highlighted potential cash flow concerns to HHS stemming from an inability to submit claims and receive payments. HHS has heard these concerns and is taking direct action and working to support the important needs of the health care community.

Today, HHS is announcing immediate steps that the Centers for Medicare & Medicaid Services (CMS) is taking to assist providers to continue to serve patients. CMS will continue to communicate with the health care community and assist, as appropriate. Providers should continue to work with all their payers for the latest updates on how to receive timely payments.

Affected parties should be aware of the following flexibilities in place:

  • Medicare providers needing to change clearinghouses that they use for claims processing during these outages should contact their Medicare Administrative Contractor (MAC) to request a new electronic data interchange (EDI) enrollment for the switch. The MAC will provide instructions based on the specific request to expedite the new EDI enrollment. CMS has instructed the MACs to expedite this process and move all provider and facility requests into production and ready to bill claims quickly. CMS is strongly encouraging other payers, including state Medicaid and Children’s Health Insurance Program (CHIP) agencies and Medicaid and CHIP managed care plans, to waive or expedite solutions for this requirement.
  • CMS will issue guidance to Medicare Advantage (MA) organizations and Part D sponsors encouraging them to remove or relax prior authorization, other utilization management, and timely filing requirements during these system outages. CMS is also encouraging MA plans to offer advance funding to providers most affected by this cyberattack.
  • CMS strongly encourages Medicaid and CHIP managed care plans to adopt the same strategies of removing or relaxing prior authorization and utilization management requirements, and consider offering advance funding to providers, on behalf of Medicaid and CHIP managed care enrollees to the extent permitted by the State. 
  • If Medicare providers are having trouble filing claims or other necessary notices or other submissions, they should contact their MAC for details on exceptions, waivers, or extensions, or contact CMS regarding quality reporting programs.
  • CMS has contacted all of the MACs to make sure they are prepared to accept paper claims from providers who need to file them. While we recognize that electronic billing is preferable for everyone, the MACs must accept paper submissions if a provider needs to file claims in that method.

CMS has also heard from providers about the availability of accelerated payments, like those issued during the COVID-19 pandemic. We understand that many payers are making funds available while billing systems are offline, and providers should take advantage of those opportunities. However, CMS recognizes that hospitals may face significant cash flow problems from the unusual circumstances impacting hospitals’ operations, and – during outages arising from this event – facilities may submit accelerated payment requests to their respective servicing MACs for individual consideration. We are working to provide additional information to the MACs about the specific items and information a provider’s request should contain. Specific information will be available from the MACs later this week.

This incident is a reminder of the interconnectedness of the domestic health care ecosystem and of the urgency of strengthening cybersecurity resiliency across the ecosystem. That’s why, in December 2023, HHS released a concept paper that outlines the Department’s cybersecurity strategy for the sector. The concept paper builds on the National Cybersecurity Strategy that President Biden released last year, focusing specifically on strengthening resilience for hospitals, patients, and communities threatened by cyber-attacks. The paper details four pillars for action, including publishing new voluntary health care-specific cybersecurity performance goals, working with Congress to develop supports and incentives for domestic hospitals to improve cybersecurity, increasing accountability within the health care sector, and enhancing coordination through a one-stop shop.

HHS will continue to communicate with the health care sector and encourage continued dialogue among affected parties. We will continue to communicate with UHG, closely monitor their ongoing response to this cyberattack, and promote transparent, robust response while working with the industry to close any gaps that remain.

HHS also takes this opportunity to encourage all providers, technology vendors, and members of the health care ecosystem to double down on cybersecurity, with urgency. Distributional Analysis

This document sets out the estimated impact of changes to tax, welfare and public service spending policy that carry a direct, quantifiable impact on households. It also presents estimates of the overall level of tax paid and public spending received by households.

Policy costings

This document sets out the assumptions and methodologies used in the government’s costing of policy decisions announced since Autumn Statement 2023.  For each decision it contains a description of the measure, the base, and the methodology for the costing (including relevant adjustments for behavioural responses). It highlights main areas of additional uncertainty.

Data sources

This document sets out the data sources used in charts, tables and text in the Spring Budget 2024 document. This should be read in parallel to the references contained in the Spring Budget 2024 document.

Table 5.1 shows the cost or yield of all government decisions accounted for at Spring Budget 2024 which have a direct effect on Public Sector Net Borrowing (PSNB) in the years up to 2028-29. This includes tax measures, changes to aggregate Departmental Expenditure Limits (DEL) and measures affecting annually managed expenditure (AME).

Table 5.2 shows the cost or yield of all announced government policy decisions that will take effect from April 2024 or later, with a direct effect on Public Sector Net Borrowing (PSNB), costed using the determinants from the OBR’s March 2024 forecast in the years up to 2028-29. This includes tax measures, and measures affecting annually managed expenditure (AME).
