Essay on New Education Policy (NEP)

The goal of the New Education Policy is to make education available to everyone from preschool through high school. With a 100% GRE (Gross Enrollment Ratio) in academics, it intends to achieve that. National Education Policy 2023 – The Ultimate Guide

National Education Policy 2023

Since its release in 2020, the National Education Policy or NEP, has been a beacon for transformative initiatives in the Indian education system. Implementing the NEP 2020 has set Indian education on a progressive path wherein we can hope to build an education ecosystem aligned to international standards. Among the most noteworthy changes brought about by NEP are curriculum-aligned learning, instruction in regional languages, integration of technology in education, and promotion of vocational and skill-based learning in India.

As we strive to build a forward-looking and more inclusive education system, the national education policy continues to get updated and refined with each passing year. This year, we also saw the roll-out of the new education policy for 2023.

What is the New Education Policy 2023?

The New National Education Policy 2023 is designed with a vision of holistic education, empowered by adopting modern training methods and education technology and including practical and contemporary skills in the education system. It also includes enabling Indian students to hone their creative, analytical, critical thinking, and problem-solving skills while actively pursuing digital literacy.

What are the Objectives of New Education Policy 2023 – Goal of NEP

The primary purpose of NEP 2023 is to raise the education standard in Indian schools and colleges and align it with the global level of education. It aims to improve the learning experience in our schools to enable India to emerge as a leader in knowledge-based sectors. The new education policy 2023 seeks to enhance the quality of education and make it equivalent to international standards.

NEP Educational Stages

The NEP 2023 has restructured the schooling system into a 5+3+3+4 model instead of the conventional 10+2 model. Here is what that means –

  • Foundational Stage (5 Years) – The foundational stage starts from the first year of education, including 3 years of pre-primary or Anganwadi schooling, followed by classes 1 and 2. This stage is devoted to building a strong foundation and essential skills. Children between the ages of 3 and 8 fall into this category.
  • Preparatory Stage (3 Years) – Students in classes 3 to 5 will be given learning opportunities for fundamental concepts such as speaking, reading, writing, physical education, art, science, languages, and mathematics. Students between the ages of 8 to 10 years are included in this stage.
  • Middle Stage (3 Years) – From 11 to 13 years, students in the Indian education system will learn more abstract concepts in mathematics, sciences, social sciences, arts, and humanities. Classes 6 to 8 are in this category of the education system.
  • Secondary Stage (2 Years) – The secondary stage of the NEP 2023 includes children aged 13 to 18. This stage is classified into two parts: classes 9 and 10. Classes 11 and 12 are in the second part. The four years of this stage are devoted to multi-disciplinary learning driven by depth and critical thinking. There are various subject options available to students in the secondary stage.

New Education Policy 2023: Major Reforms

  • Foundational Literacy and Numeracy – The new education policy aims to achieve foundational literacy and numeracy among students by 2025. It will ensure a strong base among all students for higher stages of education.
  • Revamped Education Structure – To reduce the stress of assessments among young students, examinations will only be held in classes 2, 5 and 8. It is expected to reduce the burden and frequency of assessments to improve student morale. Board exams for standards 10th and 12th will be held bi-annually in objective-descriptive formats.
  • Interdisciplinary Curriculum – Schools will be encouraged to follow an interdisciplinary curriculum and multilingual education to nurture diverse skills and knowledge among their students.
  • Coding and Experimental Learning – Experimental learning encourages children to be curious and learn new concepts by doing rather than reading. Adopting experimental learning approaches in the Indian education system is expected to enhance practical understanding. Children will also be introduced to basic coding concepts from the 6th standard.
  • Health Focus – The new education policy also urges schools to focus on students’ well-being from a young age. The midday meal scheme will be extended to include breakfast. Schools will also welcome counsellors and social workers to work with their students to promote physical and mental wellbeing.
  • Holistic Development Focus – The NEP 2023 aims to establish an education system emphasising students’ holistic development. Multiple dimensions of learning positively influence the student’s overall growth and cognitive, emotional, and societal development.
  • Early Foundational Learning – Prioritising early childhood education ensures students get the proper learning opportunities to develop strong foundations for further education.
  • New Curriculum Structure – One of the most significant reforms of the NEP 2023 is the 5+3+3+4 structure for primary and secondary education. It promotes experiential learning, emphasising practical knowledge, skill-based learning, and holistic development during school years.
  • Tech-Driven Education – The NEP 2023 is focused on using technology to create new and innovative learning experiences. Platforms like DIKSHA will be implemented at all levels to improve access to quality education.
  • Adaptive Evaluation System – The policy specifies rethinking assessments to make them stress-free and adaptive rather than summative. It will allow students to get a comprehensive evaluation that tests knowledge and not the ability to recall.
  • Teacher Training – Continuous training and development of teachers to promote professional development and enable them to improve their delivery and classroom management skills. It will help align teachers to evolving education practices.
  • Inclusivity & Equity – NEP 2023 aims to create an education system that offers equal learning opportunities to all students irrespective of their socioeconomic background, physical barriers or learning ability.

Teacher Policy Revisions Under NEP 2023

Under the recent national education policy reforms, teachers must fulfil a more engaging role and have specific qualifications before any school hires them. By 2030, it will be mandatory for all teachers to have a four-year bachelor of education degree (B Ed.) to qualify as a teacher. The policy has also revised the recruitment process to create a more transparent and equitable teacher hiring experience.

The 5+3+3+4 Structure: What Does it Mean?

  • Holistic Cognitive Growth – The new structure aims to improve the comprehensive cognitive development among Indian students. The learners will be encouraged to experiment, explore, and learn through play from a young age.
  • Optimised Schooling Phases – The framework enriches a student’s learning journey from kindergarten to the secondary levels. It was not possible to optimise the school phases in the previous 10+2 framework.
  • Right to Education – The 5+3+3+4 structure of schooling is expected to aid and improve the implementation of the right to education. The previous structure only included children between 6 and 14, but the new structure included children ages 3 to 18. It ensures continuous and equitable access to education and upholds the right to education.
  • Enhanced Student Foundations – The new structure emphasises the significance of foundational learning. It offers students the chance to actively build a strong foundation of the concepts they must apply in the higher stages of learning.
  • Improved Student Retention – Implementing the 5+3+3+4 structure is expected to improve student retention rates. Institutions are being urged to foster longer academic careers to aid this objective.

What is 5+3+3+4 Structure?

  • The first-ever introduction of the National Curriculum Framework (NCF) for children between 3 to 18 years of age
  • Adoption of 5+3+3+4 curricular and pedagogical structure instead of 10+2. This means that students will spend 5 years in foundational or early childhood education from primary to second grade, 3 years under the preparatory stage from third to fifth grade, 3 years in middle school age from sixth to eighth grade, and 4 years in the secondary stage from ninth to 12th grade. 
  • Focus on language diversity. Promotion of use of Indian languages or mother tongue. Using mother tongues as a medium of instruction for students of at least fifth grade. 
  • Major reforms in the assessment of board exams. 
  • Decision to conduct board exams twice a year

Access to Education for All:  The New  National Education Policy  (NEP) aspires to provide education for all, from early childhood through higher education. By 2035, it hopes to raise the gross enrollment ratio (GER) to 50%.

Flexible education:  The NEP supports flexible and modular education, allowing students to select their programs and advance quickly.

Teacher training:  The NEP strongly emphasizes the significance of teacher education and training. It strives to improve teaching abilities and offer teachers ongoing professional development.

Vocational Education:  The NEP seeks to enhance  skill development  and vocational education. It seeks to give pupils the abilities and information needed for employment in various fields.

Research and innovation:  The NEP places a strong emphasis on the value of research and innovation in the field of education. Its goal is to advance research and development across many industries, including education.

Inclusive education:  Providing equitable opportunity to all students, including those from underprivileged backgrounds.

STAGES OF NATIONAL EDUCATION POLICY:

The stages of NEP are

  • Foundational
  • Preparatory

Foundational stage from 2 to 8 years(5 years)

According to New National Education Policy standards, 3 years of the child will come under preschool, Anganwadi education, and the next two years under primary classes 1 and 2. This stage will mainly focus on oral drilling to kids, fun-based activities, and teaching methods.

Preparatory stage from 8 to 11 years:(3 years)

During the third to fifth grades preparatory stage, kids will concentrate on language enhancement and numeracy skills. This stage focuses on building relationships in the classroom, play, and activity-based learning.

Middle stage from 11 to 14 years:(3 years):

As per  NCF 2023 , this stage will focus on the critical learning objectives traditionally employed in our educational system.

This stage would be focused on differentiated instruction in the arts, social sciences, crafts, and science courses.

Secondary stage from 14 to 18 years:(4 years)

Classes from 9th to 12th come under this stage. The biggest difference in these classes is the move to an interdisciplinary system where students can select from various topic combinations according to their abilities and interests instead of being rigidly categorized into the Arts, Science, and Commerce categories.

Once again, this level strongly emphasizes critical analysis and agility in the cognitive process.

Here are some of the benefits of the New National Education Policy:

Holistic development of students:   The NEP emphasizes the holistic development of students, which means that it aims to develop their cognitive, emotional, social, and physical abilities. It encourages a multidisciplinary approach to learning, enabling students to acquire various skills and competencies.

Focus on skill-based education:  The NEP recognizes the importance of  skill-based education  and aims to make it an integral part of the education system. It emphasizes developing 21st-century skills such as critical thinking, creativity, communication, collaboration, and problem-solving.

New Education Policy

The Union Cabinet chaired by the Prime Minister recently approved the new National Education Policy 2020, making way for large scale, transformational reforms in both school and higher education sectors. This is the first education policy of the 21st century and replaces the 34-year-old National Policy on Education (NPE), 1986.

Transforming School Education:

  • NEP 2020 emphasizes on ensuring universal access to school education at all levels- pre-school to secondary.

  • Private HEIs will be encouraged to offer larger numbers of free ships and scholarships to their students.
  • All professional education will be an integral part of the higher education system.
  • Stand-alone technical universities, health science universities, legal and agricultural universities etc will aim to become multi-disciplinary institutions.
  • Policy aims to achieve 100% youth and adult literacy.
  • The Centre and the States will work together to increase the public investment in Education sector to reach 6% of GDP at the earliest.

  • The Confluence of Education and Skills: Another laudable aspect of the scheme is the introduction of vocational courses with an internship. This may nudge the vulnerable sections of society to send their children to school. Also, it would help in realisation of the goal of Skill India Mission.
  • Making Education More Inclusive: The NEP proposes the extension of the Right to Education (RTE) to all children up to the age of 18. Further, the policy seeks to leverage the huge potential of online pedagogy and learning methodologies for increasing gross enrolment in higher education.
  • Light But Tight Oversight: According to the policy, in spite of periodic inspection, transparency, maintaining quality standards and a favourable public perception will become a 24X7 pursuit for the institutions, leading to all-round improvement in their standard. The policy also seeks to establish a super-regulator for education which will be responsible for standards-setting, funding, accreditation and regulation of higher education India.
  • Allowing Foreign Universities: The document states universities from among the top 100 in the world will be able to set up campuses in India. This will lead to an infusion of international perspective and innovation, which will make the Indian education system more efficient and competitive.
  • Ending Hindi vs. English Debate: Most crucially, NEP, once and for all, buries the strident Hindi versus English language debate; instead, it emphasises on making mother tongue, local language or the regional language the medium of instruction at least till Grade 5, which is considered the best medium of teaching.

  • Language barrier: There is much in the document ripe for debate – such as language. The NEP seeks to enable home language learning up to class five, in order to improve learning outcomes. Sure, early comprehension of concepts is better in the home language and is critical for future progress. If the foundations are not sound, learning suffers, even with the best of teaching and infrastructure. But it is also true that a core goal of education is social and economic mobility, and the language of mobility in India is English.
  • Multilingualism debate: Home language succeeds in places where the ecosystem extends all the way through higher education and into employment. Without such an ecosystem in place, this may not be good enough. The NEP speaks of multilingualism and that must be emphasised. Most classes in India are de facto bilingual. Some states are blissfully considering this policy as a futile attempt to impose Hindi.
  • Lack of funds: According to Economic Survey 2019-2020, the public spending (by the Centre and the State) on education was 3.1% of the GDP. A shift in the cost structure of education is inevitable. While funding at 6% of GDP remains doubtful, it is possible that parts of the transformation are achievable at a lower cost for greater scale.
  • A move in haste: The country is grappled with months of COVID-induced lockdowns. The policy had to have parliamentary discussions; it should have undergone a decent parliamentary debate and deliberations considering diverse opinions.
  • Overambitious: All aforesaid policy moves require enormous resources. An ambitious target of public spending at 6% of GDP has been set. This is certainly a tall order, given the current tax-to-GDP ratio and competing claims on the national exchequer of healthcare, national security and other key sectors.   • Pedagogical limitations: The document talks about flexibility, choice, experimentation. In higher education, the document recognizes that there is a diversity of pedagogical needs. If it is a mandated option within single institutions, this will be a disaster, since structuring a curriculum for a classroom that has both one-year diploma students and four-year degree students’ takes away from the identity of the institution.
  • Institutional limitations: A healthy education system will comprise of a diversity of institutions, not a forced multi-disciplinarily one. Students should have a choice for different kinds of institutions. The policy risks creating a new kind of institutional isomorphism mandated from the Centre.
  • Issues with examinations: Exams are neurotic experiences because of competition; the consequences of a slight slip in performance are huge in terms of opportunities. So the answer to the exam conundrum lies in the structure of opportunity. India is far from that condition. This will require a less unequal society both in terms of access to quality institutions, and income differentials consequent upon access to those institutions.
  • There is a persistent mismatch between the knowledge & skills imparted and the jobs available. This has been one of the main challenges that have affected the Indian education system since Independence.
  • NEP 2020 failed to check this, as it is silent on education related to emerging technological fields like artificial intelligence, cyberspace, nanotech, etc.
  • An ambitious target of public spending at 6% of GDP has been set. Mobilising financial resources will be a big challenge, given the low tax-to-GDP ratio and competing claims on the national exchequer of healthcare, national security and other key sectors.

Domestic workers perform grueling work with few protections. They provide care in isolated settings, leaving their essential labor all too often hidden. It can be a difficult job and a complicated one. When you work in a home, lines blur. 

For decades, feminist activists have said that work in the home—often performed for no pay by wives, mothers, and daughters—has been misunderstood as separate from “real” labor. This feminized care has been relegated and detached from a labor movement focused on men.

In the United States, such work has also been done by Black women who have had to organize aggressively against the odds. Infamously, domestic workers were excluded from the labor agenda during the New Deal. And, since then, they have had to fight to catch up to standards enshrined for others in the law. The National Domestic Workers Alliance and others have sought to change the state of play. After the pandemic , there has also been an uptick in interest in movements like Wages for Housework —a campaign in the 1970s to organize and recognize work in the home.

In this project, Chloe Aftel highlights the day-to-day demands of these workers who often go unnoticed. She follows Vivian Siordia and Liezl Japona, both care workers in California, showing the daily ups and downs of such labor. Both Siordia and Japona think that more organizing and aid to care workers could help make the job better.

The details

The 2024 Regions Riding Forward Scholarship Contest consists of four (4) separate Quarterly Contests - one for each calendar quarter of 2024. Regions is awarding four $8,000 scholarships through each Quarterly Contest.

Each Quarterly Contest has its own separate entry period, as provided in the chart below.

The entry deadline for each Quarterly Contest is 11:59:59 PM Central Time on the applicable Quarterly Contest period end date (set forth in the chart above).

No purchase or banking relationship required.

Regions believes in supporting the students whose passion and actions every day will continue to make stories worth sharing. That’s why we have awarded over $1 million in total scholarships to high school and college students.

How to enter, 1. complete an online quarterly contest application.

Enter the Regions Riding Forward Scholarship Contest by completing a Quarterly Contest application.  The second Quarterly Contest runs from April 1, 2024 through June 30, 2024. Complete and save all requested information. 

2. Prepare your Written Essay or Video Essay

For each Quarterly Contest, the topic of your Written Essay or Video Essay (your “Essay Topic”) must be an individual you know personally, who lives in your community. Your Written Essay or Video Essay must address how the individual you have selected as your Essay Topic has inspired you and helped you build the confidence you need to achieve your goals.

Written Essay and Video Essay submissions must meet all of the requirements described in the contest Official Rules. Your Written Essay or Video Essay must be (i) in English, (ii) your own original work, created solely by you (and without the use of any means of artificial intelligence (“AI”)), and (iii) the exclusive property of you alone.

Written Essays must be 500 words or less. You can write your Written Essay directly in the application, or you can copy and paste it into the appropriate area in the application form.

Video Essay submissions must be directly uploaded to the contest application site. Video Essays must be no more than 3 minutes in length and no larger than 1 GB. Only the following file formats are accepted: MP4, MPG, MOV, AVI, and WMV. Video Essays must not contain music of any kind nor display any illegal, explicit, or inappropriate material, and Video Essays must not be password protected or require a log-in/sign-in to view. You must upload your Video Essay to the application, and you may not submit your Video Essay in DVD or other physical form. (Video Essays submitted via mail will not be reviewed or returned.)

Tips to Record Quality Videos on a Smartphone:

  • Don’t shoot vertical video. Computer monitors have landscape-oriented displays, so shoot your video horizontally.
  • Use a tripod. Even small movements can make a big difference when editing.
  • Don’t use zoom. If you need to get a close shot of the subject, move closer as zooming can cause pixilation.
  • Use natural lighting. Smartphone lighting can wash out your video.

3. Review and submit your Quarterly Contest application

Review your information on your Quarterly Application (and check the spelling of a Written Essay) and submit your entry by 11:59:59 p.m. Central Time on the applicable Quarterly Contest period end date. The second Quarterly Contest period end date is June 30, 2024.

4. Await notification

Winning entries are selected by an independent panel of judges who are not affiliated with Regions. If your entry is selected as a Quarterly Contest winner, you will need to respond to ISTS with the required information.

Eligibility

For purposes of this contest:

  • The “Eligible States” are defined as the following states: Alabama, Arkansas, Florida, Georgia, Iowa, Illinois, Indiana, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, South Carolina, Tennessee and Texas.
  • An “accredited college” is defined as a nonprofit, two- or four-year college or university located within one of the fifty (50) United States or the District of Columbia.

To be eligible to enter this contest and to win an award in a Quarterly Contest, at the time of entry, you must:

  • Be a legal U.S. resident of one of the Eligible States.
  • Be age 16 or older.
  • Have at least one (1) year (or at least 18 semester hours) remaining before college graduation.
  • If you are not yet in college, begin your freshman year of college no later than the start of the 2025 – 2026 college academic school year.
  • As of your most recent school enrollment period, have a cumulative grade point average of at least 2.0 in school (and if no GPA is provided at school, be in “good standing” or the equivalent thereof in school).

The 2024 Regions Riding Forward Scholarship Contest (the “Contest”) consists of four (4) separate quarterly contests (each a “Quarterly Contest”): (1) the “Q-1 Contest;” (2) the “Q-2 Contest;” (3) the “Q-3 Contest;” and (4) the “Q-4 Contest.” The Q-1 Contest begins on 02/01/24 and ends on 03/31/24; the Q-2 Contest begins on 04/01/24 and ends on 06/30/24; the Q-3 Contest begins on 07/01/24 and ends on 09/30/24; and the Q-4 Contest begins on 10/01/24 and ends on 12/31/24. (For each Quarterly Contest, entries must be submitted and received by 11:59:59 PM CT on the applicable Quarterly Contest period end date.) To enter and participate in a particular Quarterly Contest, at the time of entry, you must: (a) be a legal U.S. resident of one of the Eligible States; (b) be 16 years of age or older; (c) have at least one (1) year (or at least 18 semester hours) remaining before college graduation; (d) (if you are not yet in college) begin your freshman year of college no later than the start of the 2025 – 2026 college academic school year; and (e) as of your most recent school enrollment period, have a cumulative grade point average of at least 2.0 in school (and if no grade point average is provided at school, be in “good standing” or the equivalent thereof in school). (For purposes of Contest, the “Eligible States” are defined as the states of AL, AR, FL, GA, IA, IL, IN, KY, LA, MS, MO, NC, SC, TN and TX.) The NeurIPS Newsletter aims to provide an easy way to keep up to date with NeurIPS events and planning progress, respond to requests for feedback and participation, and find information about new initiatives. 2. Journal Track

This year we have a total of 45 papers for the Journal track. Out of these, 21 papers have been sourced from the Journal of Machine Learning Research (JMLR), while the remaining 24 papers are contributions from the ML Reproducibility Challenge (MLRC) 2022. We eagerly await your presence at the poster sessions.

3. Competitions Track

NeurIPS Competitions promote innovative research to solve open problems in Machine Learning and foster collaboration across different scientific disciplines by providing an opportunity to showcase research and compete with other leading researchers. The Competition track workshops will be held on Friday Dec 15th and Saturday Dec 16th 2023. Some of the sessions will be held in a hybrid format, while others will be purely virtual.  Be sure to check them out to see what approaches rise to the top of the leaderboard!

The Competition Track chairs want to thank everyone who organized and participated in this year’s competitions. 

4. Workshops

Each of our 58 workshops is associated with its own dedicated website, and is linked to the NeurIPS 2023 virtual website https://neurips.cc/virtual/2023/events/workshop . We thank all authors for contributing workshop submissions, and all organizers and reviewers for their hard work. Workshops are now entering the workshop submission reviewing stage. The decisions are expected to be announced before October 27, 2023 AoE. Stay tuned for updates!

In 2023, we have strongly encouraged all NeurIPS workshops to prioritize having in-person speakers (except for exceptional circumstances), while still welcoming and facilitating both in-person and virtual attendance. As in previous years, virtual attendees will be able to watch the livestreams on the NeurIPS virtual website. We invite you to join our stellar workshops – many of which include outstanding speakers and roundtable discussions as well as mentoring and networking opportunities – regardless of whether you plan to attend in-person or virtually!

5. Affinity Groups

Nine affinity groups are organizing workshops/socials at NeurIPS 2023 on Monday, and are working hard to create spaces for marginalized communities at the conference. They are progressively populating their pages on the NeurIPS schedule with events and papers. Most workshops’ call for contributions have closed or are closing soon; please check their websites or get in contact with any relevant groups if you would still like to submit your work. To showcase these contributions, we are organizing an in-person and a virtual joint affinity poster session, which will emphasize learning from and across affinity groups. Beyond the workshops and poster session, many affinity groups are hosting receptions and socials at the venue or local restaurants/bars (more details coming soon). We are working with the NeurIPS staff and DIA chairs to provide childcare/lactation/quiet/work rooms and compile answers to FAQs about accessibility and gender inclusivity.

6. Accepted Papers 

The list of 3586 accepted papers and poster schedule are now available on the website: https://neurips.cc/virtual/2023/papers.html?filter=titles . 

These include papers from both the main track and the datasets and benchmarks track. At the conference there will be daily poster sessions (one morning and one afternoon session), as well as oral presentations. The schedule is available at https://neurips.cc/virtual/2023/calendar . 

For authors of accepted papers, please note that the SlidesLive video deadline is Nov 13.

7. Town Hall

On Thursday during NeurIPS the Communications Chairs will host the annual Town Hall between 7:00-9:00 p.m. as an opportunity to connect with and ask questions to the NeurIPS organizers and the Board. If you have questions for this year’s organizers please submit them to [email protected]   so we can discuss these publicly during the conference in New Orleans. 

8. Financial Aid
