Greeting the Audience

Step 1 Welcome the audience using serious language for a formal occasion.

  • Keep the tone more serious if it's an important occasion. Use more formal language and don't crack any inappropriate jokes. For example, at a wake, you might say, "We're so glad to have you all here tonight. We appreciate your presence at this difficult time."

Step 2 Greet guests informally by using light-hearted language.

  • For an event with close friends and family, more informal language might be appropriate. Include a few jokes and keep your speech more lighthearted.

Grab your audience's attention with a strong opening. Start with a loud voice and a strong presence that welcomes everyone and gets them involved. Ask a question they can respond to or tell a joke — anything to connect with the audience. Do something that grabs their attention and excites them and makes them thrilled about the event.

Step 3 Add individual greetings for any special guests.

  • Special guests include any people of honor, those that may play a particularly important part in the event, or those who have traveled a long way to be there.
  • Make sure that you practice all of names, titles, and pronunciations of the special guests before your speech.
  • For example you could say, "We'd like to extend a special welcome to our guest of honor, Judge McHenry, who will be speaking later tonight."
  • Alternatively to welcome a group of people you might say, "While we're excited to have you all here tonight, we'd especially like to say welcome to the students from Johnson Middle School."

Step 4 Introduce the event itself.

  • For an informal event such as a birthday party, you could say, "We're so happy to have you here tonight to eat, drink, and celebrate another year of Jessica's life. Now, let's get to it."
  • For a more formal event such as one run by an organisation, you could say, “We are so excited to have you all here to participate in our 10th annual pet’s day, organised by the Animal Rescue Group.”

Forming the Body of the Speech

Step 1 Acknowledge those who have played an important part in the event.

  • An example of acknowledging individual people is saying, “We couldn’t have pulled off this fundraiser without the hard work and dedication of Grace and Sally, who worked tirelessly from day 1 to make today a reality.”
  • Avoid reading off a long list of people or sponsors, as your audience will begin to get bored. Stick to just a handful of highlights.

Step 2 Mention any parts of the event that are of special importance.

  • For instance, at a conference, you might point out when the dinner will be held, or where particular sessions will take place.
  • At a wedding reception, you might note when dancing will start or when the cake will be served.

Step 3 Reiterate your welcoming line.

  • Alternatively, you could end the body of your speech during an informal gathering by saying, “I can't wait to see you all out on the dancefloor!”

Ending the Speech

Step 1 Say that you hope the audience enjoys the event, if applicable.

  • You could also say that you hope that the audience takes something away from the event. For example, “I hope that today inspires ideas and discussions around the ways that we can make our city a better place!”

Step 2 Introduce the next speaker if necessary.

  • At a formal event, you might say, "Now, for our speaker. Rebecca Roberts comes here from Montreal, Canada, and she is a leading expert in the study of the human brain. She'll be speaking tonight on what drives humans to make decisions. Let's welcome her."
  • For a more informal event such as a party, you could say, “Next up is Sam, who has been Kyle’s best friend for 10 years strong. He has a decade of embarrassing stories about Kyle to share with us tonight!"

Step 3 Thank the audience for attending.

  • Alternatively you might say, “Thank you again to everyone for being here tonight to celebrate Joe and Kathleen’s 50th wedding anniversary! Let the celebrations begin!”

Step 4 Keep your speech within a suitable time limit.

  • If you are unsure, ask the organiser or host what an appropriate length of time for your speech will be.

To write a welcome speech, start with a greeting to your audience that’s appropriate to the situation. For example, you could try “Good evening ladies and gentlemen” if you’re introducing a formal event, or “Thank you everyone for coming on this sunny day” for a more relaxed occasion. After you’ve finished the greeting, introduce the event by talking about who organized it and what its purpose is. In the main body of your speech, acknowledge 2 or 3 people who played important parts in organizing the event. How to write a welcome speech in 3 steps

So, you've been asked to give a short welcome speech for an event. Congratulations! And now you want to be doubly sure you get it right. The right content. The right tone. Plus, the right length!

You'll find everything here you need to do that easily, from start to finish.

To be effective your welcome speech needs to meet expected, as well as any specific, requirements dictated by the occasion.

The 6 standard welcome speech content ingredients

There are six common or standard content items in a good welcome speech.

  • Greetings to welcome everyone and thanking them for coming along.
  • Acknowledgement of special guests, if there are any.
  • An introduction of the event itself and a brief overview of special highlights the audience will want to know about.
  • Any important housekeeping information, for instance: where the bathrooms are, where lunch will be served and when...
  • An introduction for the next speaker, if there is one.
  • Thanking everyone for coming once more and then concluding having made everybody feel at ease, eagerly anticipating what is to come.

Numbers 1, 3, and 6 are basic essentials you cannot do without. Numbers 2, 4 and 5 may, or may not, be applicable. Pick what you need from them to fit your occasion.

Short sample welcome speech for a conference 

Now let's put all six ingredients into an example of a short welcome speech to open a conference that you can adapt for your own speech.

* (This speech is pure fiction! I made it up to show you how it's done. You'll see its tone is formal rather than informal to fit the occasion. I don't think there is a group called Parents United. Example welcome speech - "Readers by Right"

"Sue-Ellen Thomas, Jim Smith, Jane Brown and all of our guests, good morning!

My name is April Molloy, and it's my privilege and great pleasure on behalf of Parents United to welcome you all here today.

We are delighted to have you with us to participate and share in this special occasion, our 5th annual Children's Day Conference. Thank you for coming. That many of you have willingly traveled long distances to be here serves as a reminder to us all just how important our work is.

That goal is as pertinent today as it was then. And it's a goal I know we all share - the full development of every child. As a body, Parents United recognizes good reading skills established in childhood as the foundation of fulfilling, and ongoing education.

Writing your welcome speech

Tips to help you get your speech right.

When you're entering information into your speech planner:

  • ensure you've got all the names of individuals or special guests you need to mention specifically and, that you know how to pronounce each of them. Also check that you know and use their preferred pronouns: them/they, she/her, he/him...
  • double check the remarks you're going to make about them, or anything else, are factually correct.

Use your introduction of your guests/or the event, as a "teaser" for what is going to come. It will help create anticipation in the audience. Don't ruin it by giving too much away! Just enough to tempt and no more.

Keep it brief. One to two minutes is generally sufficient.

(The word count of my sample welcome speech is 357. It will take approximately 2 minutes to say .) 

Use the S-S-S formula for success: Short, Simple and Sincere. Your listeners will appreciate it.

What does a good welcome speech do?

An effective welcome speech has three important functions. It:

  • signals the official beginning of an event . It says to the audience, hush, sit down, stop talking and listen. What you came for is starting!
  • sets the tone for the occasion through the choice of language used . For example, using light-hearted and informal words to welcome guests to a dear friend's birthday party may be completely appropriate.  However, the same type of language to welcome family and friends to a memorial service is unlikely to be. In that setting, people generally expect a more solemn and formal word choice. They could be deeply offended and think the use of casual language is disrespectful.  Understanding and getting tone right is a key element in the overall success of your welcome speech.  
  • unites the audience . It draws everyone together in the common purpose at the heart of the occasion. For example, at a birthday party, the welcome speech invites everyone to join in celebrating the person whose birthday it is. The welcome speech opening a specialist conference will affirm its principal purpose: the coming together of people with mutual interests to meet and share new knowledge. Or if a welcome speech is given to newcomers in a workplace, club or educational setting, its purpose is to give an introductory overview of how things work to help them feel more at ease in their new situation - to help them develop a sense of belonging.

Getting the tone right for an event

What is tone.

Tone is the combined impact of the words chosen to express something, with how they are structured and, delivered.  All three elements come together to create tone * . 

Get tone wrong, and your welcome speech is a disaster.

Get it right, and it's a triumph!

(Yes, that's hyperbole but I'm sure you get the idea. ☺)

How to choose the right words

The beginning of getting tone right is to think about your audience and the event itself. Your goal is to unite and bring them together in the main purpose at the core of the occasion. What type of language will do that most appropriately and easily?

To answer that question, think about the common interest everybody shares - the principal reason behind them getting together.  It will help guide your language choice.

Is it a fun event like a birthday party for close friends and family? If so, then informal language is likely to be the most apt.

You might hear something along the lines of: "Well, here we all are! The big day has finally arrived. Jean-Marie is 50! Half a century! How on earth did that happen?"

If it's a remembrance service for someone who has recently died, the language you're likely to hear is more formal.

For example: "Friends, family, colleagues, thank you for joining us today to celebrate and give thanks for our dear Jean-Marie. Your presence is gratefully appreciated." 

What is appropriate? What is expected?  Do spend some time thinking tone through. Misunderstanding and getting it wrong can be very embarrassing for everyone. If in doubt, ask someone whose opinion you trust.

Why are welcome speeches necessary.

Most of the gatherings and ceremonies are held with a purpose. They are either planned events or spontaneous gatherings. In both cases, it is important to know how to organize such events. We must prepare ourselves to conduct the event properly.

Let us imagine that you are hosting a gathering. You have prepared everything, including food, drinks, decorations, etc., and even set up the stage. However, you forgot one thing – a welcome speech. What happens next? Do you start talking immediately without waiting for everyone to arrive? Of course not!

The same goes for a meeting. How many times did you attend meetings where people didn’t introduce themselves? Or worse, they talked about themselves too much during the meeting. In addition, some speakers talk directly to the audience without introducing themselves. This makes it difficult for the attendees to comprehend the event’s process and connect with its objectives.

So why is a welcome speech in English needed? To begin with, it is necessary to give a brief overview of the topic. Secondly, it helps to provide information about the organization and its history. Thirdly, it allows us to highlight our achievements. And finally, it creates a good impression on guests. Otherwise, they might ask questions like “Where is this event going?”.

Significance of welcome speech

The significance of the welcome speech won’t be apparent without understanding what makes up the history of an event. An event can be defined as a sequence of activities carried out over a period of time. These activities are usually organized into stages, each with a specific purpose. For example, an event may start with opening remarks, followed by a keynote address, and finally concluded with closing remarks. Each stage of an event has a different set of responsibilities.

In the case of a welcoming ceremony, the welcome speech is considered to be one of the most important parts of the whole gathering. In fact, it is the most crucial aspect of the entire event. This is because the welcome speech serves several purposes.

First, it introduces the guests to the host. Second, it provides information regarding the upcoming program. Third, it creates a positive impression among the attendees. Fourth, it helps in creating a sense of unity among the participants. Fifth, it helps in establishing good relations between the hosts and the guests. And finally, it ensures that the guest feels comfortable during the occasion.

A long opening speech for a commencement ceremony

Good morning everyone! I would like to extend a very warm welcome to our esteemed faculty, astounding parents, and our dear students. I’m honored to open our commencement ceremony and stand here where many of our accomplished alumni who I look up to once stood.

I extend a particularly warm welcome to our Chief Guest (name of chief guest), who as one of our outstanding alumni, has really set the standard for exemplary accomplishments.

Maintain your sense of humor because not much else will get you through when the going gets rough. Life can be very special and you can truly make a mark, which doesn’t always need to have global proportions. Be accountable for your mistakes and learn from them. Keep nurturing your passions and remain as driven, bright, and astonishing as you are today. You are all wonderful and I can’t wait to see your future accomplishments, because they will be great.

This is the main part of the speech, where the audience gets to know the purpose of the event and is informed more about the subject. 1) Polite and Humble

I was surprised to hear her nearly do an alter call saying “Don’t leave here today without knowing Jesus.”

She’s passionate and friendly, everything you want in someone giving the welcome at your church.

Scenes of flood-ravaged neighborhoods in one of the planet’s driest regions have stunned the world this week. Heavy rains in the United Arab Emirates and Oman submerged cars, clogged highways and killed at least 21 people. Flights out of Dubai’s airport, a major global hub, were severely disrupted.

The downpours weren’t a freak event — forecasters anticipated the storms several days out and issued warnings. But they were certainly unusual. Here’s what to know.

Heavy rain there is rare, but not unheard-of.

On average, the Arabian Peninsula receives a scant few inches of rain a year, although scientists have found that a sizable chunk of that precipitation falls in infrequent but severe bursts, not as periodic showers.

U.A.E. officials said the 24-hour rain total on Tuesday was the country’s largest since records there began in 1949 . But parts of the nation had experienced an earlier round of thunderstorms just last month.

Oman, with its coastline on the Arabian Sea, is also vulnerable to tropical cyclones. Past storms there have brought torrential rain, powerful winds and mudslides, causing extensive damage.

Global warming is projected to intensify downpours.

Stronger storms are a key consequence of human-caused global warming. As the atmosphere gets hotter, it can hold more moisture, which can eventually make its way down to the earth as rain or snow.

But that doesn’t mean rainfall patterns are changing in precisely the same way across every corner of the globe.

In their latest assessment of climate research , scientists convened by the United Nations found there wasn’t enough data to have firm conclusions about rainfall trends in the Arabian Peninsula and how climate change was affecting them. The researchers said, however, that if global warming were to be allowed to continue worsening in the coming decades, extreme downpours in the region would quite likely become more intense and more frequent.

The role of cloud seeding isn’t clear.

The U.A.E. has for decades worked to increase rainfall and boost water supplies by seeding clouds. Essentially, this involves shooting particles into clouds to encourage the moisture to gather into larger, heavier droplets, ones that are more likely to fall as rain or snow.

Cloud seeding and other rain-enhancement methods have been tried across the world, including in Australia, China, India, Israel, South Africa and the United States. Studies have found that these operations can, at best, affect precipitation modestly — enough to turn a downpour into a bigger downpour, but probably not a drizzle into a deluge.

Still, experts said pinning down how much seeding might have contributed to this week’s storms would require detailed study.

“In general, it is quite a challenge to assess the impact of seeding,” said Luca Delle Monache, a climate scientist at the Scripps Institution of Oceanography in La Jolla, Calif. Dr. Delle Monache has been leading efforts to use artificial intelligence to improve the U.A.E.’s rain-enhancement program.

An official with the U.A.E.’s National Center of Meteorology, Omar Al Yazeedi, told news outlets this week that the agency didn’t conduct any seeding during the latest storms. His statements didn’t make clear, however, whether that was also true in the hours or days before.

Mr. Al Yazeedi didn’t respond to emailed questions from The New York Times on Thursday, and Adel Kamal, a spokesman for the center, didn’t immediately have further comment.

Cities in dry places just aren’t designed for floods.

Wherever it happens, flooding isn’t just a matter of how much rain comes down. It’s also about what happens to all that water once it’s on the ground — most critically, in the places people live.

Cities in arid regions often aren’t designed to drain very effectively. In these areas, paved surfaces block rain from seeping into the earth below, forcing it into drainage systems that can easily become overwhelmed.

One recent study of Sharjah , the capital of the third-largest emirate in the U.A.E., found that the city’s rapid growth over the past half century had made it vulnerable to flooding at far lower levels of rain than before.

Scotland’s new hate crime law came into force on April 1, sparking immediate controversy over its potential effects on freedom of speech and expression, especially online. The Hate Crime and Public Order (Scotland) Act expands on current laws about crimes that have the possibility to stir up hatred, in Scotland only.

A “hate crime” itself is not its own specific offence under existing laws, or the new law. But if you are found to commit another crime (for example, assault) and it is proven that this was based on hostility against someone’s protected characteristic (usually race, religion, disability or sexual orientation) you can be given a harsher sentence.

The new law in Scotland introduces the offence of “stirring up hatred” – either in person or online – related to to age, disability, religion, sexual orientation, transgender identity or being intersex. This does not extend beyond Scotland.

A stirring up offence is committed if someone behaves in a way that the average person on the street would consider to be threatening or abusive, and that behaviour is based on the victim’s protected characteristic. To find someone guilty, it must be proven that their aim or purpose was to stir up hatred. This is a high threshold and difficult to prove.

Alongside threatening or abusive behaviour in person, the law criminalises sending such communications online. This has been the most controversial change. Critics fear it could harm free speech , especially online, where context is everything, but is often lost.

Of particular concern have been discussions over transgender identity – author JK Rowling challenged police to arrest her over a series of posts describing transgender women as men, though police say this did not amount to a crime.

But should a law like this even be used to govern online speech?

Stirring up offences online

The rationale behind public order legislation, including the new Scottish law, has always been to maintain public order during a time of disorder. It is difficult to argue that online comments can amount to criminal offences that threaten public order.

Public order prosecutions of people who make hateful or prejudicial comments online are rare – and successful convictions even rarer. There are only a handful of cases in the public domain to use as examples.

In 2012, Liam Stacey, a student, was sentenced to 56 days in jail under the Public Order Act 1986 for sending tweets intended to stir up racial hatred aimed at footballer Fabrice Muamba . As I and other legal scholars have argued , while Stacey’s tweets were clearly abusive, they never threatened public order. And yet, he was convicted of a public order offence, under a law enacted 20 years before Twitter even existed.

The act was also successfully used to prosecute 45-year-old Wigan man Stuart Sutton , who received a 16-month custodial sentence in 2022 for posting anti-Semitic and racist commentary online.

Distinguishing between intent to stir up hatred and speech intended to inform rather than offend is incredibly complex, especially online where proving public order is under threat is near impossible. Indeed, speech intended to inform is protected under the European Convention of Human Rights , even if it could be construed as racist.

In most cases, online comments have been successfully prosecuted under other existing laws, such as communications offences.

Following England’s defeat in the 2020 Euros, three people were arrested for public order offences relating to stirring up racial hatred. But, in the event, each was later charged and convicted of sending a grossly offensive message in violation of the Communications Act , as opposed to a public order offence.

Scotland had another law that dealt specifically with threatening communications, as well as behaviour at football matches, with provisions in place to uplift sentencing for communications grounded in hate. This law was used 32 times , and was later repealed following concerns that it was illiberal and unfairly targeted football fans.

In England and Wales, provisions such as the Malicious Communications Act and the Protection from Harassment Act have been used to prosecute people for offensive comments online. The Sentencing Act also allows the courts to “uplift” a person’s sentence under any criminal provision, if their offence is proven to be aggravated by hate. This is used much more commonly than specific public order offences.

Fighting hate online

Scottish government officials have hailed the new law as a significant step forward in protecting people from hate and prejudice. The reporting of hate crimes across Scotland has been relatively low compared to other jurisdictions.

But there is little evidence that the offence of stirring up hatred itself is effective in tackling online hate , which is certainly on the rise . The reality is that prosecutions for harmful online speech are likely to fall under other existing laws.

If we really want to tackle the rise in hate online (which recent debates seem to suggest we do), public order legislation and the weight of the criminal law will never work. It is only through open and public debate and better education that we can enact change .

Excellencies, ladies and gentlemen,

I thank ECOSOC for convening this forum on a topic that is essential to development and the better world we all seek — financing.

Financing is the fuel of development.

Yet many developing countries are running on empty.

This is creating a sustainable development crisis.

A crisis of lingering poverty and rising inequality.

A crisis of hunger, lack of education and shattered infrastructure.

A crisis of climate catastrophe and shocks that are becoming more frequent and acute.

And a crisis that, if left unchecked, will undermine stability, prosperity and peace for decades to come.             Crisis after crisis, challenge after challenge, all tied together by a common thread.

Lack of financing.

Many developing countries are simply unable to make the investments they need in sustainable development, and the systems and services their people require.

And when they turn to the global financial system for help, they find that it is unable to provide a global safety net to shield them from shocks. 

They find a system incapable of helping them forge stability or sustainability.

They find a system that they had no hand in creating, no voice in shaping — and that remains unresponsive to their needs.

My friends, they find a system that is broken. 

The result is plain to see.

The Sustainable Development Goals are hanging by a thread — and with them, the hopes and dreams of billions of people around the world.

The world faces an annual financing gap of around $4 trillion to reach the SDGs — a sharp rise from the $2.5-trillion gap one year before the COVID-19 pandemic.

This growing financing gap is matched by a growing financing divide — between those countries that can access financing at affordable rates, and those that cannot.

This is no longer a question of “haves” and “have nots.”

This is a question of who has access to finance when they need it — and who does not.

This is a question of justice.

Look at the global financial system’s handling of debt.

Many developing countries are being crushed under a steamroller of debt.

Four out of every 10 people worldwide live in countries where governments spend more on interest payments than on education or health.

Annual debt service payments in the world’s poorest countries are 50 per cent higher than they were just three years ago.

In sub-Saharan Africa, debt-servicing consumed nearly half of all government revenue in 2023.

In country after country, development gains are quickly erased by relentless crises, with debt service payments impeding critical social spending and investments in the SDGs.

Money is flowing in the wrong direction — from the countries who need it to the countries who don’t.

When it comes to debt, developing countries are climbing a ladder planted in quicksand.

Excellencies,

A growing economy is the best way to reduce debt burdens and raise domestic revenue for key investments.

We need a surge of investment to bridge the financing gap and give developing countries a fighting chance to build better lives for their people.

We must continue pushing for an SDG Stimulus of $500 billion annually in affordable long-term finance for developing countries.

The Stimulus was welcomed by world leaders at the SDG Summit and in the G20 New Delhi Leaders’ Declaration.

Now it’s time to move from words to action and deliver affordable, long-term financing at scale.

First — developed countries need to step-up, led by the G20.

Discussions on general capital increases for Multilateral Development Banks should start now. 

Meanwhile, donors must meet their official development assistance commitments.

In 2022, only four countries met or exceeded the agreed target of 0.7% of Gross National Income. 

Official development assistance has risen on paper, but it is increasingly spent within donor countries, leaving developing countries without the resources they need.

I call on all donor countries to meet their targets, and get this financing flowing.

Second — we need Multilateral Development Banks to make better use of the resources they can already access, at no additional cost to shareholders. 

This includes finding ways for MDBs, central banks and credit rating agencies to greenlight ways to stretch Banks’ balance sheets, leveraging the vast sums of callable capital that the shareholder countries of MDBs have at the ready, sitting in central banks.

It means deploying innovative financing systems — for example, hybrid capital bonds that increase lending capacity and attract private capital.

And MDBs must readjust their business models to better leverage private finance at a reasonable cost for developing countries.

Third — we need bold action to ease the debt distress.

Any new financing should be used for productive investments and sustainable development — not to service unsustainable and unaffordable debt.

And the debt-restructuring systems and mechanisms in place need to be strengthened.

The Debt Service Suspension Initiative and the G20 Common Framework for Debt Treatments have not delivered on their promise.

The Debt Service Suspension Initiative was too limited in scope and duration, expiring just as interest rates skyrocketed. 

Debt repayment pauses must be considered for countries facing liquidity crises.

And for those countries bearing the weight of unsustainable debt, it’s time to revamp the debt resolution architecture to provide deep relief that avoids repeat crises.

Regardless of intent and efforts, the Common Framework has failed to provide this.

Nor has it served many of the countries that face the greatest unresolved debt problems.

It’s time for change.

Et enfin, quatrièmement, nous devons accroître la représentation des pays en développement à travers l’ensemble du système et dans toutes les décisions qui sont prises.

En juillet, nous célébrerons le 80ème anniversaire de la Conférence de Bretton Woods, qui a donné naissance à l’architecture financière internationale actuelle.

Mais les pays qui ont le plus besoin de ces systèmes et institutions n’étaient pas présents lors de la création de ces dernier – un manque de représentation qui persiste encore aujourd’hui.

Au nom de la justice, ces pays doivent et méritent d’avoir voix au chapitre.

Le Sommet de l’avenir en septembre, et la Conférence internationale sur le financement du développement, qui doit avoir lieu l’année prochaine, seront deux occasions rares de rassembler les pays du monde entier pour réformer l’architecture financière mondiale afin qu’elle soit au service de tous les pays qui en ont besoin.

C’est le moment de mettre en place un système économique et financier mondial qui profite à la planète et à ses habitants.

The Summit of the Future in September and next year’s Financing for Development Conference will be key opportunities to gather the world together to reform the global financial architecture so it serves all countries who need it.

Let’s make the most of these opportunities.

Now is the time for ambition.

Now is the time for reform.

Now is the time to shape a global economic and financial system that delivers for people and planet.

I look forward to standing with you in this great effort, as we shape a more inclusive, just, peaceful, resilient, and sustainable world for present and future generations.

Je remercie le Conseil économique et social d’avoir organisé ce forum, consacré à une thématique essentielle pour le développement et l’édification du monde meilleur auquel nous aspirons toutes et tous, à savoir le financement.

Le financement est le carburant du développement.

Or, le réservoir de nombreux pays en développement est presque à sec.

Il en résulte une crise du développement durable.

Une crise causée par la persistance de la pauvreté et la montée des inégalités.

Une crise causée par la faim, le manque d’éducation et l’effondrement des infrastructures.

Une crise causée par la catastrophe climatique et des chocs de plus en plus fréquents et aigus.

Une crise qui, si on ne fait rien pour l’enrayer, compromettra la stabilité, la prospérité et la paix pour les décennies à venir.

Toutes les crises, toutes les épreuves sont liées par un dénominateur commun :

Le manque de financement.

De nombreux pays en développement sont tout simplement incapables de réaliser les investissements nécessaires au développement durable, ainsi que de se doter des systèmes et des services dont leurs populations ont besoin.

Et lorsqu’ils se tournent vers le système financier mondial pour solliciter son aide, ils découvrent que celui-ci n’est pas en mesure d’apporter un filet de sécurité afin de les protéger contre les chocs.

Ils découvrent un système incapable de les aider à progresser sur la voie de la stabilité et de la durabilité.

Ils découvrent un système qu’ils n’ont pas contribué à créer ni à façonner, et qui reste insensible à leurs besoins.

Chers amis, ces pays découvrent un système qui ne fonctionne plus.

Le résultat est éloquent.

Les objectifs de développement durable ne tiennent qu’à un fil – et avec eux, les espoirs et les rêves de milliards de personnes dans le monde.

Chaque année dans le monde, ce sont autour de 4 000 milliards de dollars qui nous manquent pour pouvoir financer la réalisation des objectifs de développement durable, un chiffre en forte hausse par rapport aux 2 500 milliards de dollars qui faisaient défaut l’année précédant la pandémie de COVID-19.

Ce déficit de financement grandissant s’accompagne d’une fracture financière de plus en plus marquée entre les pays qui peuvent accéder à des financements à des taux abordables et ceux qui n’y parviennent pas.

Il ne s’agit plus d’une simple question de « nantis » et de « démunis ».

Il s’agit de savoir qui a accès aux financements lorsqu’il en a besoin – et qui n’en reçoit pas.

Il s’agit d’une question de justice.

Il suffit d’observer la façon dont le système financier mondial gère la dette.

De nombreux pays en développement sont écrasés sous le rouleau compresseur de la dette.

À l’échelle mondiale, quatre personnes sur dix vivent dans des pays où les gouvernements dépensent davantage de ressources pour rembourser des intérêts que pour financer l’éducation ou la santé.

Dans les pays les plus pauvres du monde, les paiements annuels effectués au titre du service de la dette sont supérieurs de 50 % à ce qu’ils étaient il y a seulement trois ans.

En Afrique subsaharienne, le service de la dette a absorbé près de la moitié de l’ensemble des recettes publiques en 2023.

Pays après pays, les progrès en matière de développement sont rapidement anéantis par des crises incessantes, les paiements du service de la dette entravant les dépenses sociales essentielles et les investissements dans les ODD.

L'argent circule dans la mauvaise direction, des pays qui en ont besoin vers ceux qui n'en ont pas besoin.

Rembourser la dette pour les pays en développement, c’est comme gravir une échelle qui s’enfonce dans des sables mouvants.

Une économie en croissance est le meilleur moyen de réduire le fardeau de la dette et d'augmenter les recettes nationales pour des investissements clés.

Nous avons besoin d’une vague d’investissements pour combler le déficit de financement et donner aux pays en développement une chance d’offrir une vie meilleure à leur population.

Nous devons continuer de faire pression pour que les pays en développement bénéficient d’un financement à long terme et à un coût abordable à hauteur de 500 milliards de dollars par an au titre du plan de relance des objectifs de développement durable.

Le Plan de relance a été salué par les dirigeants du monde lors du sommet sur les ODD et dans la déclaration des dirigeants du G20 à New Delhi.

Il est désormais temps de passer de la parole aux actes et de proposer des financements à bas coût, à long terme et à grande échelle.

Premièrement , les pays développés doivent se mobiliser, sous l’égide du G20.

Les discussions sur les augmentations générales de capital des banques multilatérales de développement devraient s’ouvrir dès maintenant.

Dans le même temps, les donateurs doivent respecter leurs engagements en matière d’aide publique au développement.

En 2022, seuls quatre pays ont atteint ou dépassé l’objectif convenu de 0,7 % du revenu national brut.

L’aide publique au développement a augmenté sur le papier, mais elle est de plus en plus dépensée au sein même des pays donateurs, privant les pays en développement des ressources dont ils ont besoin.

J’appelle tous les pays donateurs à atteindre leurs objectifs et à débloquer ces fonds.

Deuxièmement , les banques multilatérales de développement doivent faire un meilleur usage des ressources auxquelles elles ont déjà accès, sans entraîner de coûts supplémentaires pour les actionnaires.

Il s'agit notamment de trouver des moyens pour les Banques Multilatérales de Développement, les banques centrales et les agences de notation de crédit de donner le feu vert aux moyens d'allonger les bilans des banques, en tirant parti des vastes sommes de capital exigible que les pays actionnaires des BMD ont à leur disposition dans les banques centrales.

Il s’agit de déployer des systèmes de financement novateurs – tels que des instruments de capital hybride qui augmentent la capacité de prêt et attirent les capitaux privés.  

Les banques multilatérales de développement doivent réajuster leurs modèles économiques afin de mieux tirer parti du financement privé à un coût raisonnable pour les pays en développement.

Troisièmement , nous devons prendre des mesures audacieuses pour atténuer le désastre de la dette.

Tout nouveau financement devrait être affecté à des investissements productifs et au développement durable – et non au service d’une dette insoutenable et excessivement coûteuse.

Les systèmes et mécanismes existants de restructuration de la dette doivent être renforcés.

L’Initiative de suspension du service de la dette et le Cadre commun du G20 pour le traitement de la dette n’ont pas tenu leurs promesses.

L’Initiative de suspension du service de la dette était de portée et de durée trop limitées, la suspension expirant juste au moment où les taux d’intérêt s’envolaient.

Il faut envisager d’accorder aux pays qui traversent des crises de liquidité des pauses dans le remboursement de leur dette.

Quant aux pays qui supportent le poids d’une dette insoutenable, il est temps de repenser l’architecture de règlement de la dette afin de leur offrir un allègement substantiel qui leur évitera de subir de nouvelles crises.

Indépendamment des intentions et efforts initiaux, force est de constater que le Cadre commun n’a pas fait son office.

Il n’a pas non plus été bénéfique aux nombreux pays qui continuent d’afficher les taux d’endettement les plus élevés.
