The department must adhere to the principles of merit, competence, fitness, and equality. The selection and promotion of employees will base on their qualifications and competence. This is under DepEd Order No. 29, s. 2002 Merit Selection Plan.

DepEd issued various guidelines for the selection, promotion and appointments. For School Heads, there is DepEd Order No. 42, s. 2007. For other Other-Teaching, Related-Teaching and Non-Teaching positions, DepEd Order No. 66, s. 2007 is being utilized. For Master Teachers, various references are being used in the selection and promotion. MEC Order No. 10, s 1979, MEC Order No. 29, s 1979, and DECS Order No. 70, s. 1988 are being used on this. Yet, DepEd established guidelines for this alone. The purpose is to avoid mixed interpretations from the personnel selection board.

To better understand, here is an absolute guide to become master teachers in DepEd. This guide to become master teachers in DepEd is essential with purpose.

General Guidelines for Master Teacher Promotion

1. Only those who are actually teaching shall be considered for Master teacher position. This includes teachers who besides assuming special assignments have regular teaching loads.

2. Positions for Master Teacher (MT) shall be allotted proportionally on the basis of number of teachers. The number for the division shall likewise be distributed proportionally among all districts.

3. An allotment of one (1) MT position per subject area for at least 5-7 teachers should be the basis in the secondary level (DECS Order No. 70, s. 1998)

4. If there are not enough qualified teachers in the district to fill the number of MT position allotted to it, the positions may be filled by a qualified teacher from other districts; provided, however, that such teacher shall serve in the district where the MT position have been allotted.

Basic Qualifications for Master Teacher I

1. Permanent teacher (with Teacher Eligibility)

2. Bachelor’s degree for teacher or Bachelor’s degree with 18 professional units in Education, and 18 units for MA in Education or its equivalent

3. At least Very Satisfactory (VS) Performance rating for the last three (3) rating periods.

4. At least three (3) years’ experience as Teacher III.

5. Have at least 25 points in leadership, potential and Accomplishments OR has been demonstration teacher in the District level plus 15 points earned under Leadership, Potential and Accomplishment.

Basic Qualification for Master Teacher II

1. Master Teacher I for at least one (1) year.

2. Bachelor’s Degree for teachers or Bachelor’s degree with 18 professional units in Education; 24 units for Master’s Degree in Education or its equivalent.

3. Very Satisfactory (VS) performance rating as Master Teacher I and/or aggregate VS rating for the last three (3) rating periods.

4. Have at least 30 points in leadership, Potential and Accomplishment OR has been a demonstration teacher in the Division Level plus 20 points earned under leadership, Potential and Accomplishment.

Documents to be submitted by the candidate

1. CSC Form 212 (Revised 2017)

2. Updated Service Record

3. Transcript of Records (TOR)/ Special Order

4. Performance Rating for the last three rating periods

5. Eligibility Rating

6. Copy of latest approved appointment

B. DEMONSTRATION TEACHING

1. Claim for demonstration teaching shall be supported with the following:

  • Lesson Plan
  • Certificate of recognition/commendation as demonstration teacher duly signed by authorities in the district/ division/region/national as the case may be.
  • It should be corroborated by 3 to 5 teachers present during the demonstration teaching.

What do you do after passing the LET? You want to have yourself ranked in the Department of Education Division where you want to work. On this page, you will find the instructions on how to have yourself ranked and how to apply as a new teacher in the Philippine Department of Education system (DEPED ranking).

Before we go to the requirements, let’s first talk about how you will be scored. It’s important that you know this as early as possible so that you will know the impact of all the documents you include in your application.

DEPED Ranking Points Criteria

Your ranking score will depend on the following criteria:

  • Education – 20 Ranking Points
  • Teaching Experience – 15 Ranking Points
  • LET Rating – 15 Ranking Points
  • Specialized Training Documents – 10 Ranking Points
  • Interview – 10 Ranking Points
  • Demostration Teaching – 15 Ranking Points
  • Communication Skills – 15 Ranking Points

DEPED Requirements for Teacher Applicants 2023

For your education, teaching experience, LET Rating, and training sections, your ranking points will depend on the documents that you will provide as proof. The interview, demo, and communication skills will be given by the school heads on the day of the demo/interview.

Step 1: Obtain your Unique Applicant Number (UAN)

2. Click on Apply to Create an Account:

Please note that you will need one of the following requirements (ID Number) in this process:

4. Verify your email address

Please note that it may sometimes take up to 48 hours for the verification email to arrive. Please refer to the FAQ questions below if you have not received your verification email.

5. Fill out online PDS and submit

After verification, there will be another online form that you will need to fill out inside your account. This is also the part where you will indicate the school district where you want to apply to. Schools will only proceed with your application if you live in the school district where you are applying to.

6. Take note of UAN

After submitting, you will be given your Unique Application Number. Take note of it for the next step.

Step 2: Start collecting the ranking requirements for application

It’s best to start processing your documents for the application requirements while waiting for the verification email. When there is an opening in your local schools, you will be given between 10-15 days (Philippines Vacancy Publication Law) to submit your application. Because of this, you want to be ready with all the requirements as soon as possible.

Inside the folder, the first page must be the Omnibus Sworn Statement (below). The other requirements must be arranged according to their arrangement in the omnibus. If one of the requirements is missing upon checking, your application will not be accepted.

  • Omnibus Sworn Statement (Omnibus Certification of Authenticity and Veracity of Documents)

This is a document stating the authenticity of the documents that you are submitting. You may get this from the division office where you will apply. You will need to fill this out and this needs to be notarized by a notary public (lawyer).

  • Applicant Number

Unique Application Number – This can be obtained by applying in the Online Deped Application System. You will add this in the PDS below.

Fully accomplished  Personal Data Sheet (PDS)  with recent 2 passport-sized pictures (CS Form No. 212, Revised 2017) which can be downloaded at www.csc.gov.ph ; (include 2 2×2 ID Pictures if you want to make sure)

  • Photocopy of PRC Professional Identification Card

This can be obtained from the PRC after passing the LET and taking your oath.

  • Certified Photocopy of Board Ratings Sheet

PRC CAR Information Site: CERTIFICATION AND AUTHENTICATION

This can also be taken from your local PRC office or satellite office. Go to your local PRC office for instructions on how to obtain this. In most cases, “Certified” means the photocopy of your LET rating is signed by an officer from the local PRC office.

  • Performance rating in the last rating period

This is applicable to people with prior teaching experience. If you submitted a certificate of employment from another school as a teacher, you may need to back it up with a document indicating your performance rating. If you don’t have one, create a letter justifying the reason why this is so.

  • Certified Photocopy of Transcript of Records (From your school)
  • Photocopy of Service Record or Certificate of Employment (from your previous employer(s))
  • Photocopy of Certificates of Training (if applicable)

Having training documentation and certificates in your application will add up to 10 points to your ranking application. Accepted training types include:

  • TESDA certificates, – Must be related to your subject
  • Workshop and seminar certificates related to your subject, pedagogy, school management, etc.
  • Short online courses from respectable academic and non-academic institutions

Please note that seminar certificates dated before your graduation will not be counted (Except for TESDA and TESOL courses that are related to your course.)

  • Proof of Residency

If you have one, get a photocopy of your Voter’s ID . If you don’t have one, photocopy any proof of residency in the school district. Please contact your local school of interest for the acceptable proof documents. Some may consider Certificate of Residency or Cedula as an acceptable alternative but this depends on the head of the school you are applying to.

  • Letter of intent to apply for the Teacher 1 position.

You may want to write a personal letter of intent. Include the following:

  • Statement of purpose/expression of interest
  • Track(s)/Strand(s)/Subjects(s) applying for
  • Preferred school(s), if any

  • The publication of vacant positions shall be valid until filled up but not to extend nine (9) months reckoned from the date the vacant position was published, otherwise vacant positions remained unfilled shall be republished
  • The announcement will contain the qualification standards and competencies of the vacant position
  • Closing dates will be included in the advertisement.
  • Applications must be received until the last day and hour specified in the advertisement

Applying the principle of Equal Employment Opportunity Principle (EEOP) it is imperative for the HRMPSB to eliminate any biases based on the applicant’s age, civil status, pregnancy, gender, sexual orientation religion, ethnicity or political affiliation and disability. Candidates must be evaluated in terms of their qualifications and competencies to perform the duties and responsibilities of the position they are applying for.

APPLICATION FOR TEACHER I POSITION

• All application letters shall be addressed to the Schools Division Superintendent and shall be submitted to the school they prefer to teach. • The school’s screening committee evaluates and verifies the applicants’ credentials, checks its completeness, and authenticates the same. • The school’s screening committee then forwards all the application letters together with the applicant’s credentials to the record section of the division office for recording purposes. • The Records Officer will acknowledge receipt of the application and other credentials received from the applicants. It must be marked “Received” indicating therein the date and time it was received by the said office. • The Records Officer will then forward the application and all documents of the applicant/ s to the HRMO. The HRMO will then subject all the applications and credentials for verification and assessment.

FOR NON-TEACHING PERSONNEL

• All application letters shall be addressed to the Schools Division Superintendent. • All job applications and credentials shall be submitted to the Record Section for recording purposes. • The Records Officer will acknowledge receipt of the application and other credentials received from the applicants. It must be marked “Received” indicating therein the date and time it was received by the said office. • The Records Officer will then forward the application and all documents of the applicant/ s to the HRMO. • The HRMO will then subject all the applications and credentials for verification and assessment.

A file will be kept for all positions. (All credentials received and other pertinent papers regarding the position.)

The HRMO will set an initial evaluation of all the applicants’ qualification at least seven (7) days before the scheduled interview to determine whether or not the applicant meets the minimum requirements of the job applied for.

Applicants who met the minimum requirements of the job applied for will advance to take the written exam and interview.

Applicants who have met the required eligibility, relevant education, relevant experience, relevant training, and competencies for the position applied for, advances to the next recruitment process which is the examination/proficiency test, open assessment, and interview.

The HRMPSB deliberating must uphold the principles of fairness and impartiality in the assessment of applicants’ qualifications and documents submitted for appreciation.

The purpose of the interview is to gather additional information as to applicants’ character, knowledge, skills, and abilities that is not reflected in their resumes. Interview questions initiated by the HRMPSB must be job related and shall include Behavioral Events (BE) focused interview questions.

  • The HRMO will notify the qualified candidates of the time, date, and place of interview. It is recommended that applicants be notified at least 5 days prior to the interview date
  • A proficiency test will be administered prior or subsequent to the interview
  • It is recommended that the HRMPSB will have a set of core questions which will be asked uniformly to all candidates. However, HRMPSB members are not precluded to ask additional questions relative to the applicant’s qualifications and position applied for.
  • Questions that elicit a “yes” or “no” answer must be avoided
  • For candidates for a teaching position, they are required to do a demonstration teaching that would evidence his/her abilities as a teacher
  • After the HRMPSB deliberation, the HRMO will submit the result of the deliberation, the Comparative Assessment Result to the Appointing Authority.

All interview and evaluation results will be retained in the administrative department as it will provide justification for the hiring decisions that the office will make.

After the HRMO have submitted the result of the HRMPSB’s deliberation en banc to the appointing authority, the HRMO will also post the said result in three (3) conspicuous places

After the appointing authority has initially selected the most qualified candidate for appointment to the vacant position, a background investigation of the applicant shall be done to complete the hiring process

Background investigation is a task primarily lodged to the appointing authority; however, this task can be delegated to someone whom the appointing authority reposes trust and confidence.

Background investigation shall not be limited to work related questions such as dates of employment, duties and responsibilities, length of service, attendance, salary and reason for termination or resignation as the case may be but also other potential issues that could affect the organization.

Background investigation can go as far as the applicant’s family records, education, financial, medical, psychological and criminal records.

The appointing authority shall assess the result of the HRMPSB’s deliberation en banc and in the exercise of sound discretion, select, insofar as practicable, from among the top five (5) ranking applicants deemed most qualified for appointment to the vacant position.

Applicants who will make it to the Registry of Qualified Applicants (RQA) or the SDO Rank list and was chosen as to merit and fitness by the Appointing Authority are advised to prepare and submit pertinent papers necessary for the issuance of their appointments.

After the successful candidate has complied with all the requirements in the given checklist necessary for the issuance of appointment, the HRMO will issue the corresponding appointment.

After the issuance of the appointment, the HRMO shall post the appointment a day after its issuance for fifteen (15) calendar days in at least three (3) conspicuous places in the DepEd office.

Sample Application Letter for DepEd Elementary Teacher

DepEd Teacher applicant shall submit to the head of elementary or secondary school where a teacher shortage or vacancy (regular and/or natural) exists, application letter, with the Applicant Number indicated, supported by the following documents:

a. CSC Form 212 Revised 2017 in two copies with the latest 2×2 ID picture ( Download: CSC Form 212 Revised 2017 )

b. Certified photocopy of PRC professional identification card or a PRC certification showing the teacher’s name, LET rating, and other information recorded in the PRC Office

c. Certified photocopy of ratings obtained in the Licensure Examination for Teachers (LET)/Professional Board Examination for Teachers (PBET)

d. Certified copy of transcript of records

e. Copies of service records, performance rating, and school clearance for those with teaching experience. If unavailable, the applicant must submit a justification citing the reason/s for unavailability.

f. Certificates of specialized training, if any

g. Certified copy of the Voter’s ID and/or any proof of residency as deemed acceptable by the School Screening Committee

h. NBI Clearance

i. Omnibus certification of authenticity and veracity of all documents submitted, signed by the applicant
