How to turn text into realistic AI voice audio

Frequently Asked Questions

Can someone else use descript’s overdub tts to clone my voice.

No. When creating an Overdub Voice, Descript users must positively affirm their identity and give Descript their express consent to train and generate a synthesized version of their voice.

Voice-training data that does not include this Voice ID cannot be used to create an Overdub Voice. In other words, unless you specifically consent to Overdub Voice creation, Descript will not create your Overdub Voice.

We verify this consent by authenticating the audio file uploaded against our training script to ensure that the voice recorded belongs to the person submitting it.

Is Descript Text-to-Speech free?

Overdub text-to-speech is free on all Descript accounts. Pro accounts get an unlimited Overdub vocabulary.

Is there a difference between Overdub generated with the Pro subscription vs. a Creator or Free subscription?

Yes. While you can create a custom Voice on Overdub with any subscription,  Free and Creator plans are limited to a list of the 1,000 most common vocabulary words. Any words that are not on that list will be replaced with "jibber" or "jabber." To avoid this gibberish and gain access to the full vocabulary list, you can upgrade to the Pro subscription.

How to Paraphrase and Summarize Work

Imagine you're preparing a presentation for your CEO. You asked everyone in your team to contribute, and they all had plenty to say!

But now you have a dozen reports, all in different styles, and your CEO says that she can spare only 10 minutes to read the final version. What do you do?

The solution is to paraphrase and summarize the reports, so your boss gets only the key information that she needs, in a form that she can process quickly.

In this article, we explain how to paraphrase and how to summarize, and how to apply these techniques to text and the spoken word. We also explore the differences between the two skills, and point out the pitfalls to avoid.

What Is Paraphrasing?

When you paraphrase, you use your own words to express something that was written or said by another person.

Putting it into your own words can clarify the message, make it more relevant to your audience , or give it greater impact.

You might use paraphrased material to support your own argument or viewpoint. Or, if you're putting together a report , presentation or speech , you can use paraphrasing to maintain a consistent style, and to avoid lengthy quotations from the original text or conversation.

Paraphrased material should keep its original meaning and (approximate) length, but you can use it to pick out a single point from a longer discussion.

What Is Summarizing?

In contrast, a summary is a brief overview of an entire discussion or argument. You might summarize a whole research paper or conversation in a single paragraph, for example, or with a series of bullet points, using your own words and style.

People often summarize when the original material is long, or to emphasize key facts or points. Summaries leave out detail or examples that may distract the reader from the most important information, and they simplify complex arguments, grammar and vocabulary.

Used correctly, summarizing and paraphrasing can save time, increase understanding, and give authority and credibility to your work. Both tools are useful when the precise wording of the original communication is less important than its overall meaning.

How to Paraphrase Text

To paraphrase text, follow these four steps:

1. Read and Make Notes

Carefully read the text that you want to paraphrase. Highlight, underline or note down important terms and phrases that you need to remember.

2. Find Different Terms

Find equivalent words or phrases (synonyms) to use in place of the ones that you've picked out. A dictionary, thesaurus or online search can be useful here, but take care to preserve the meaning of the original text, particularly if you're dealing with technical or scientific terms.

3. Put the Text into Your Own Words

Rewrite the original text, line by line. Simplify the grammar and vocabulary, adjust the order of the words and sentences, and replace "passive" expressions with "active" ones (for example, you could change "The new supplier was contacted by Nusrat" to "Nusrat contacted the new supplier").

Remove complex clauses, and break longer sentences into shorter ones. All of this will make your new version easier to understand .

4. Check Your Work

Check your work by comparing it to the original. Your paraphrase should be clear and simple, and written in your own words. It may be shorter, but it should include all of the necessary detail.

Paraphrasing: an Example

Despite the undoubted fact that everyone's vision of what constitutes success is different, one should spend one's time establishing and finalizing one's personal vision of it. Otherwise, how can you possibly understand what your final destination might be, or whether or not your decisions are assisting you in moving in the direction of the goals which you've set yourself?

The two kinds of statement – mission and vision – can be invaluable to your approach, aiding you, as they do, in focusing on your primary goal, and quickly identifying possibilities that you might wish to exploit and explore.

We all have different ideas about success. What's important is that you spend time defining your version of success. That way, you'll understand what you should be working toward. You'll also know if your decisions are helping you to move toward your goals.

Used as part of your personal approach to goal-setting, mission and vision statements are useful for bringing sharp focus to your most important goal, and for helping you to quickly identify which opportunities you should pursue.

How to Paraphrase Speech

In a conversation – a meeting or coaching session, for example – paraphrasing is a good way to make sure that you have correctly understood what the other person has said.

This requires two additional skills: active listening and asking the right questions .

Useful questions include:

  • If I hear you correctly, you're saying that…?
  • So you mean that…? Is that right?
  • Did I understand you when you said that…?

You can use questions like these to repeat the speaker's words back to them. For instance, if the person says, "We just don't have the funds available for these projects," you could reply: "If I understand you correctly, you're saying that our organization can't afford to pay for my team's projects?"

This may seem repetitive, but it gives the speaker the opportunity to highlight any misunderstandings, or to clarify their position.

When you're paraphrasing conversations in this way, take care not to introduce new ideas or information, and not to make judgments on what the other person has said, or to "spin" their words toward what you want to hear. Instead, simply restate their position as you understand it.

Sometimes, you may need to paraphrase a speech or a presentation. Perhaps you want to report back to your team, or write about it in a company blog, for example.

In these cases it's a good idea to make summary notes as you listen, and to work them up into a paraphrase later. (See How to Summarize Text or Speech, below.)

How to Summarize Text or Speech

Follow steps 1-5 below to summarize text. To summarize spoken material – a speech, a meeting, or a presentation, for example – start at step three.

1. Get a General Idea of the Original

First, speed read the text that you're summarizing to get a general impression of its content. Pay particular attention to the title, introduction, conclusion, and the headings and subheadings.

2. Check Your Understanding

Build your comprehension of the text by reading it again more carefully. Check that your initial interpretation of the content was correct.

3. Make Notes

Take notes on what you're reading or listening to. Use bullet points, and introduce each bullet with a key word or idea. Write down only one point or idea for each bullet.

If you're summarizing spoken material, you may not have much time on each point before the speaker moves on. If you can, obtain a meeting agenda, a copy of the presentation, or a transcript of the speech in advance, so you know what's coming.

Make sure your notes are concise, well-ordered, and include only the points that really matter.

4. Write Your Summary

Bullet points or numbered lists are often an acceptable format for summaries – for example, on presentation slides, in the minutes of a meeting, or in Key Points sections like the one at the end of this article.

However, don't just use the bulleted notes that you took in step 3. They'll likely need editing or "polishing" if you want other people to understand them.

Some summaries, such as research paper abstracts, press releases, and marketing copy, require continuous prose. If this is the case, write your summary as a paragraph, turning each bullet point into a full sentence.

Aim to use only your own notes, and refer to original documents or recordings only if you really need to. This helps to ensure that you use your own words.

If you're summarizing speech, do so as soon as possible after the event, while it's still fresh in your mind.

5. Check Your Work

Your summary should be a brief but informative outline of the original. Check that you've expressed all of the most important points in your own words, and that you've left out any unnecessary detail.

Summarizing: an Example

So how do you go about identifying your strengths and weaknesses, and analyzing the opportunities and threats that flow from them? SWOT Analysis is a useful technique that helps you to do this.

What makes SWOT especially powerful is that, with a little thought, it can help you to uncover opportunities that you would not otherwise have spotted. And by understanding your weaknesses, you can manage and eliminate threats that might otherwise hurt your ability to move forward in your role.

If you look at yourself using the SWOT framework, you can start to separate yourself from your peers, and further develop the specialized talents and abilities that you need in order to advance your career and to help you achieve your personal goals.

SWOT Analysis is a technique that helps you identify strengths, weakness, opportunities, and threats. Understanding and managing these factors helps you to develop the abilities you need to achieve your goals and progress in your career.

Permission and Citations

If you intend to publish or circulate your document, it's important to seek permission from the copyright holder of the material that you've paraphrased or summarized. Failure to do so can leave you open to allegations of plagiarism, or even legal action.

It's good practice to cite your sources with a footnote, or with a reference in the text to a list of sources at the end of your document. There are several standard citation styles – choose one and apply it consistently, or follow your organization's house style guidelines.

As well as acknowledging the original author, citations tell you, the reader, that you're reading paraphrased or summarized material. This enables you to check the original source if you think that someone else's words may have been misused or misinterpreted.

Some writers might use others' ideas to prop up their own, but include only what suits them, for instance. Others may have misunderstood the original arguments, or "twisted" them by adding their own material.

Paraphrasing means rephrasing text or speech in your own words, without changing its meaning. Summarizing means cutting it down to its bare essentials. You can use both techniques to clarify and simplify complex information or ideas.

To paraphrase text:

  • Read and make notes.
  • Find different terms.
  • Put the text into your own words.
  • Check your work.

You can also use paraphrasing in a meeting or conversation, by listening carefully to what's being said and repeating it back to the speaker to check that you have understood it correctly.

The act of putting someone else’s ideas or words into your own words is called paraphrasing, rephrasing, or rewording. Even though they are often used interchangeably, the terms can mean slightly different things:

Paraphrasing is restating someone else’s ideas or words in your own words while retaining their meaning. Paraphrasing changes sentence structure, word choice, and sentence length to convey the same meaning.

Rephrasing may involve more substantial changes to the original text, including changing the order of sentences or the overall structure of the text.

Rewording is changing individual words in a text without changing its meaning or structure, often using synonyms.

It can. One of the two methods of paraphrasing is called “Fluency.” This will improve the language and fix grammatical errors in the text you’re paraphrasing.

If you don’t properly cite text paraphrased from another source, you’re plagiarizing. If you use someone else’s text and paraphrase it, you need to credit the original source. Paraphrasing without crediting the original author is a form of plagiarism , because you’re presenting someone else’s ideas as if they were your own.

However, paraphrasing is not plagiarism if you correctly cite the source . This means including an in-text citation and a full reference, formatted according to your required citation style .

As well as citing, make sure that any paraphrased text is completely rewritten in your own words.

Plagiarism means using someone else’s words or ideas and passing them off as your own. Paraphrasing means putting someone else’s ideas in your own words.

So when does paraphrasing count as plagiarism?

  • Paraphrasing is plagiarism if you don’t properly credit the original author.
  • Paraphrasing is plagiarism if your text is too close to the original wording (even if you cite the source). If you directly copy a sentence or phrase, you should quote it instead.
  • Paraphrasing  is not plagiarism if you put the author’s ideas completely in your own words and properly cite the source .

The easiest approach to speech delivery is not always the best. Substantial work goes into the careful preparation of an interesting and ethical message, so it is understandable that students may have the impulse to avoid “messing it up” by simply reading it word for word. But students who do this miss out on one of the major reasons for studying public speaking: to learn ways to “connect” with one’s audience and to increase one’s confidence in doing so. You already know how to read, and you already know how to talk. But public speaking is neither reading nor talking.

Speaking in public has more formality than talking. During a speech, you should present yourself professionally. This doesn’t mean you must wear a suit or “dress up” (unless your instructor asks you to), but it does mean making yourself presentable by being well groomed and wearing clean, appropriate clothes. It also means being prepared to use language correctly and appropriately for the audience and the topic, to make eye contact with your audience, and to look like you know your topic very well.

While speaking has more formality than talking, it has less formality than reading. Speaking allows for meaningful pauses, eye contact, small changes in word order, and vocal emphasis. Reading is a more or less exact replication of words on paper without the use of any nonverbal interpretation. Speaking, as you will realize if you think about excellent speakers you have seen and heard, provides a more animated message.

The next sections introduce four methods of delivery that can help you balance between too much and too little formality when giving a public speech.

Impromptu Speaking

Impromptu speaking is the presentation of a short message without advance preparation. Impromptu speeches often occur when someone is asked to “say a few words” or give a toast on a special occasion. You have probably done impromptu speaking many times in informal, conversational settings. Self-introductions in group settings are examples of impromptu speaking: “Hi, my name is Steve, and I’m a volunteer with the Homes for the Brave program.” Another example of impromptu speaking occurs when you answer a question such as, “What did you think of the documentary?”

The advantage of this kind of speaking is that it’s spontaneous and responsive in an animated group context. The disadvantage is that the speaker is given little or no time to contemplate the central theme of his or her message. As a result, the message may be disorganized and difficult for listeners to follow.

First, unless you also plan and memorize every vocal cue (the subtle but meaningful variations in speech delivery, which can include the use of pitch, tone, volume, and pace), gesture, and facial expression, your presentation will be flat and uninteresting, and even the most fascinating topic will suffer. You might end up speaking in a monotone or a sing-song repetitive delivery pattern. You might also present your speech in a rapid “machine-gun” style that fails to emphasize the most important points. Second, if you lose your place and start trying to ad lib, the contrast in your style of delivery will alert your audience that something is wrong. Like a lot of people today, you're probably wondering how to celebrate the Gettysburg Address, delivered 150 years back on this date — or, to get you in the right frame of mind, seven score and 10 years ago. Thousands of people are gathering in Gettysburg, listening for echoes, and there have to be places for its recitation in Oregon, which at the time of the address was a strapping four-year-old state.

Reading it would be worth it, and at 270 words, you could read it on your iPhone at a stoplight. If you don't have your iPhone, and are in Washington, D.C., you could just read it off the back of the Lincoln Memorial.

But Ken Burns, the documentary filmmaker who brought you the Civil War, has another idea. Advancing a documentary that will be on PBS next April, he's been asking Americans to deliver the address themselves and post it on YouTube . Burns has recruited five U.S. presidents, Stephen Colbert (who does it with beard and top hat) and hundreds of others who all learn that historic words sound different coming out of your own mouth. There's also a killer mash-up version , including all five presidents, Taylor Swift, Steven Spielberg and Shane Victorino of the Red Sox.

What this handout is about

This handout will help you create an effective speech by establishing the purpose of your speech and making it easily understandable. It will also help you to analyze your audience and keep the audience interested.

What’s different about a speech?

Writing for public speaking isn’t so different from other types of writing. You want to engage your audience’s attention, convey your ideas in a logical manner and use reliable evidence to support your point. But the conditions for public speaking favor some writing qualities over others. When you write a speech, your audience is made up of listeners. They have only one chance to comprehend the information as you read it, so your speech must be well-organized and easily understood. In addition, the content of the speech and your delivery must fit the audience.

What’s your purpose?

People have gathered to hear you speak on a specific issue, and they expect to get something out of it immediately. And you, the speaker, hope to have an immediate effect on your audience. The purpose of your speech is to get the response you want. Most speeches invite audiences to react in one of three ways: feeling, thinking, or acting. For example, eulogies encourage emotional response from the audience; college lectures stimulate listeners to think about a topic from a different perspective; protest speeches in the Pit recommend actions the audience can take.

As you establish your purpose, ask yourself these questions:

  • What do you want the audience to learn or do?
  • If you are making an argument, why do you want them to agree with you?
  • If they already agree with you, why are you giving the speech?
  • How can your audience benefit from what you have to say?

Audience analysis

If your purpose is to get a certain response from your audience, you must consider who they are (or who you’re pretending they are). If you can identify ways to connect with your listeners, you can make your speech interesting and useful.

As you think of ways to appeal to your audience, ask yourself:

  • What do they have in common? Age? Interests? Ethnicity? Gender?
  • Do they know as much about your topic as you, or will you be introducing them to new ideas?
  • Why are these people listening to you? What are they looking for?
  • What level of detail will be effective for them?
  • What tone will be most effective in conveying your message?
  • What might offend or alienate them?

Creating an effective introduction

Get their attention, otherwise known as “the hook”.

Think about how you can relate to these listeners and get them to relate to you or your topic. Appealing to your audience on a personal level captures their attention and concern, increasing the chances of a successful speech. Speakers often begin with anecdotes to hook their audience’s attention. Other methods include presenting shocking statistics, asking direct questions of the audience, or enlisting audience participation.

Establish context and/or motive

Explain why your topic is important. Consider your purpose and how you came to speak to this audience. You may also want to connect the material to related or larger issues as well, especially those that may be important to your audience.

Get to the point

Tell your listeners your thesis right away and explain how you will support it. Don’t spend as much time developing your introductory paragraph and leading up to the thesis statement as you would in a research paper for a course. Moving from the intro into the body of the speech quickly will help keep your audience interested. You may be tempted to create suspense by keeping the audience guessing about your thesis until the end, then springing the implications of your discussion on them. But if you do so, they will most likely become bored or confused.

Making your speech easy to understand

Repeat crucial points and buzzwords.

Especially in longer speeches, it’s a good idea to keep reminding your audience of the main points you’ve made. For example, you could link an earlier main point or key term as you transition into or wrap up a new point. You could also address the relationship between earlier points and new points through discussion within a body paragraph. Using buzzwords or key terms throughout your paper is also a good idea. If your thesis says you’re going to expose unethical behavior of medical insurance companies, make sure the use of “ethics” recurs instead of switching to “immoral” or simply “wrong.” Repetition of key terms makes it easier for your audience to take in and connect information.

Incorporate previews and summaries into the speech

For example:

“I’m here today to talk to you about three issues that threaten our educational system: First, … Second, … Third,”

“I’ve talked to you today about such and such.”

These kinds of verbal cues permit the people in the audience to put together the pieces of your speech without thinking too hard, so they can spend more time paying attention to its content.

Use especially strong transitions

This will help your listeners see how new information relates to what they’ve heard so far. If you set up a counterargument in one paragraph so you can demolish it in the next, begin the demolition by saying something like,

“But this argument makes no sense when you consider that . . . .”

If you’re providing additional information to support your main point, you could say,

“Another fact that supports my main point is . . . .”

Helping your audience listen

Rely on shorter, simpler sentence structures.

Don’t get too complicated when you’re asking an audience to remember everything you say. Avoid using too many subordinate clauses, and place subjects and verbs close together.

Too complicated:

The product, which was invented in 1908 by Orville Z. McGillicuddy in Des Moines, Iowa, and which was on store shelves approximately one year later, still sells well.

Easier to understand:

Orville Z. McGillicuddy invented the product in 1908 and introduced it into stores shortly afterward. Almost a century later, the product still sells well.

Limit pronoun use

Listeners may have a hard time remembering or figuring out what “it,” “they,” or “this” refers to. Be specific by using a key noun instead of unclear pronouns.

Pronoun problem:

The U.S. government has failed to protect us from the scourge of so-called reality television, which exploits sex, violence, and petty conflict, and calls it human nature. This cannot continue.

Why the last sentence is unclear: “This” what? The government’s failure? Reality TV? Human nature?

More specific:

The U.S. government has failed to protect us from the scourge of so-called reality television, which exploits sex, violence, and petty conflict, and calls it human nature. This failure cannot continue.

Keeping audience interest

Incorporate the rhetorical strategies of ethos, pathos, and logos.

When arguing a point, using ethos, pathos, and logos can help convince your audience to believe you and make your argument stronger. Ethos refers to an appeal to your audience by establishing your authenticity and trustworthiness as a speaker. If you employ pathos, you appeal to your audience’s emotions. Using logos includes the support of hard facts, statistics, and logical argumentation. The most effective speeches usually present a combination these rhetorical strategies.

Use statistics and quotations sparingly

Include only the most striking factual material to support your perspective, things that would likely stick in the listeners’ minds long after you’ve finished speaking. Otherwise, you run the risk of overwhelming your listeners with too much information.

Watch your tone

Be careful not to talk over the heads of your audience. On the other hand, don’t be condescending either. And as for grabbing their attention, yelling, cursing, using inappropriate humor, or brandishing a potentially offensive prop (say, autopsy photos) will only make the audience tune you out.

Creating an effective conclusion

Restate your main points, but don’t repeat them.

“I asked earlier why we should care about the rain forest. Now I hope it’s clear that . . .” “Remember how Mrs. Smith couldn’t afford her prescriptions? Under our plan, . . .”

Call to action

Speeches often close with an appeal to the audience to take action based on their new knowledge or understanding. If you do this, be sure the action you recommend is specific and realistic. For example, although your audience may not be able to affect foreign policy directly, they can vote or work for candidates whose foreign policy views they support. Relating the purpose of your speech to their lives not only creates a connection with your audience, but also reiterates the importance of your topic to them in particular or “the bigger picture.”

Practicing for effective presentation

Once you’ve completed a draft, read your speech to a friend or in front of a mirror. When you’ve finished reading, ask the following questions:

  • Which pieces of information are clearest?
  • Where did I connect with the audience?
  • Where might listeners lose the thread of my argument or description?
  • Where might listeners become bored?
  • Where did I have trouble speaking clearly and/or emphatically?
  • Did I stay within my time limit?

The main elements of a good speech

The main elements of a speech typically include:

  • Introduction: The introduction sets the stage for your speech and grabs the audience's attention. It should include a hook or attention-grabbing opening, introduce the topic, and provide an overview of what will be covered.
  • Opening/captivating statement: This is a strong statement that immediately engages the audience and creates curiosity about the speech topics.
  • Thesis statement/central idea: The thesis statement or central idea is a concise statement that summarizes the main point or argument of your speech. It serves as a roadmap for the audience to understand what your speech is about.
  • Body: The body of the speech is where you elaborate on your main points or arguments. Each point is typically supported by evidence, examples, statistics, or anecdotes. The body should be organized logically and coherently, with smooth transitions between the main points.
  • Supporting evidence: This includes facts, data, research findings, expert opinions, or personal stories that support and strengthen your main points. Well-chosen and credible evidence enhances the persuasive power of your speech.
  • Transitions: Transitions are phrases or statements that connect different parts of your speech, guiding the audience from one idea to the next. Effective transitions signal the shifts in topics or ideas and help maintain a smooth flow throughout the speech.
  • Counterarguments and rebuttals (if applicable): If your speech involves addressing opposing viewpoints or counterarguments, you should acknowledge and address them. Presenting counterarguments makes your speech more persuasive and demonstrates critical thinking.
  • Conclusion: The conclusion is the final part of your speech and should bring your message to a satisfying close. Summarize your main points, restate your thesis statement, and leave the audience with a memorable closing thought or call to action.

How to structure a good speech

You know what message you want to transmit, who you’re delivering it to, and even how you want to say it. But you need to know how to start, develop, and close a speech before writing it. 

Think of a speech like an essay. It should have an introduction, conclusion, and body sections in between. This places ideas in a logical order that the audience can better understand and follow them. Learning how to make a speech with an outline gives your storytelling the scaffolding it needs to get its point across.

Here’s a general speech structure to guide your writing process:

  • Explanation 1
  • Explanation 2
  • Explanation 3

How to write a compelling speech opener

Some research shows that engaged audiences pay attention for only 15 to 20 minutes at a time. Other estimates are even lower, citing that people stop listening intently in fewer than 10 minutes . If you make a good first impression at the beginning of your speech, you have a better chance of interesting your audience through the middle when attention spans fade. 

Implementing the INTRO model can help grab and keep your audience’s attention as soon as you start speaking. This acronym stands for interest, need, timing, roadmap, and objectives, and it represents the key points you should hit in an opening. 

Here’s what to include for each of these points: 

  • Interest : Introduce yourself or your topic concisely and speak with confidence . Write a compelling opening statement using relevant data or an anecdote that the audience can relate to.
  • Needs : The audience is listening to you because they have something to learn. If you’re pitching a new app idea to a panel of investors, those potential partners want to discover more about your product and what they can earn from it. Read the room and gently remind them of the purpose of your speech. 
  • Timing : When appropriate, let your audience know how long you’ll speak. This lets listeners set expectations and keep tabs on their own attention span. If a weary audience member knows you’ll talk for 40 minutes, they can better manage their energy as that time goes on. 
  • Routemap : Give a brief overview of the three main points you’ll cover in your speech. If an audience member’s attention starts to drop off and they miss a few sentences, they can more easily get their bearings if they know the general outline of the presentation.
  • Objectives : Tell the audience what you hope to achieve, encouraging them to listen to the end for the payout. 

Writing the middle of a speech

The body of your speech is the most information-dense section. Facts, visual aids, PowerPoints — all this information meets an audience with a waning attention span. Sticking to the speech structure gives your message focus and keeps you from going off track, making everything you say as useful as possible.

Limit the middle of your speech to three points, and support them with no more than three explanations. Following this model organizes your thoughts and prevents you from offering more information than the audience can retain. 

Using this section of the speech to make your presentation interactive can add interest and engage your audience. Try including a video or demonstration to break the monotony. A quick poll or survey also keeps the audience on their toes. 

Wrapping the speech up

To you, restating your points at the end can feel repetitive and dull. You’ve practiced countless times and heard it all before. But repetition aids memory and learning , helping your audience retain what you’ve told them. Use your speech’s conclusion to summarize the main points with a few short sentences.

Try to end on a memorable note, like posing a motivational quote or a thoughtful question the audience can contemplate once they leave. In proposal or pitch-style speeches, consider landing on a call to action (CTA) that invites your audience to take the next step.

How to write a good speech

If public speaking gives you the jitters, you’re not alone. Roughly 80% of the population feels nervous before giving a speech, and another 10% percent experiences intense anxiety and sometimes even panic. 

The fear of failure can cause procrastination and can cause you to put off your speechwriting process until the last minute. Finding the right words takes time and preparation, and if you’re already feeling nervous, starting from a blank page might seem even harder.

But putting in the effort despite your stress is worth it. Presenting a speech you worked hard on fosters authenticity and connects you to the subject matter, which can help your audience understand your points better. Human connection is all about honesty and vulnerability, and if you want to connect to the people you’re speaking to, they should see that in you.

Before diving into the writing process, find healthy coping strategies to help you stop worrying . Then you can define your speech’s purpose, think about your target audience, and start identifying your objectives. Here are some questions to ask yourself and ground your thinking : 

  • What purpose do I want my speech to achieve? 
  • What would it mean to me if I achieved the speech’s purpose?
  • What audience am I writing for? 
  • What do I know about my audience? 
  • What values do I want to transmit? 
  • If the audience remembers one take-home message, what should it be? 
  • What do I want my audience to feel, think, or do after I finish speaking? 
  • What parts of my message could be confusing and require further explanation?

2. Know your audience

Understanding your audience is crucial for tailoring your speech effectively. Consider the demographics of your audience, their interests, and their expectations. For instance, if you're addressing a group of healthcare professionals, you'll want to use medical terminology and data that resonate with them. Conversely, if your audience is a group of young students, you'd adjust your content to be more relatable to their experiences and interests. 

3. Choose a clear message

Your message should be the central idea that you want your audience to take away from your speech. Let's say you're giving a speech on climate change. Your clear message might be something like, "Individual actions can make a significant impact on mitigating climate change." Throughout your speech, all your points and examples should support this central message, reinforcing it for your audience.

4. Structure your speech

Organizing your speech properly keeps your audience engaged and helps them follow your ideas. The introduction should grab your audience's attention and introduce the topic. For example, if you're discussing space exploration, you could start with a fascinating fact about a recent space mission. In the body, you'd present your main points logically, such as the history of space exploration, its scientific significance, and future prospects. Finally, in the conclusion, you'd summarize your key points and reiterate the importance of space exploration in advancing human knowledge.

5. Use engaging content for clarity

Engaging content includes stories, anecdotes, statistics, and examples that illustrate your main points. For instance, if you're giving a speech about the importance of reading, you might share a personal story about how a particular book changed your perspective. You could also include statistics on the benefits of reading, such as improved cognitive abilities and empathy.

6. Maintain clarity and simplicity

It's essential to communicate your ideas clearly. Avoid using overly technical jargon or complex language that might confuse your audience. For example, if you're discussing a medical breakthrough with a non-medical audience, explain complex terms in simple, understandable language.

7. Practice and rehearse

Practice is key to delivering a great speech. Rehearse multiple times to refine your delivery, timing, and tone. Consider using a mirror or recording yourself to observe your body language and gestures. For instance, if you're giving a motivational speech, practice your gestures and expressions to convey enthusiasm and confidence.

8. Consider nonverbal communication

Your body language, tone of voice, and gestures should align with your message . If you're delivering a speech on leadership, maintain strong eye contact to convey authority and connection with your audience. A steady pace and varied tone can also enhance your speech's impact.

9. Engage your audience

Engaging your audience keeps them interested and attentive. Encourage interaction by asking thought-provoking questions or sharing relatable anecdotes. If you're giving a speech on teamwork, ask the audience to recall a time when teamwork led to a successful outcome, fostering engagement and connection.

10. Prepare for Q&A

Anticipate potential questions or objections your audience might have and prepare concise, well-informed responses. If you're delivering a speech on a controversial topic, such as healthcare reform, be ready to address common concerns, like the impact on healthcare costs or access to services, during the Q&A session.

By following these steps and incorporating examples that align with your specific speech topic and purpose, you can craft and deliver a compelling and impactful speech that resonates with your audience.

Tools for writing a great speech

There are several helpful tools available for speechwriting, both technological and communication-related. Here are a few examples:

  • Word processing software: Tools like Microsoft Word, Google Docs, or other word processors provide a user-friendly environment for writing and editing speeches. They offer features like spell-checking, grammar correction, formatting options, and easy revision tracking.
  • Presentation software: Software such as Microsoft PowerPoint or Google Slides is useful when creating visual aids to accompany your speech. These tools allow you to create engaging slideshows with text, images, charts, and videos to enhance your presentation.
  • Speechwriting Templates: Online platforms or software offer pre-designed templates specifically for speechwriting. These templates provide guidance on structuring your speech and may include prompts for different sections like introductions, main points, and conclusions.
  • Rhetorical devices and figures of speech: Rhetorical tools such as metaphors, similes, alliteration, and parallelism can add impact and persuasion to your speech. Resources like books, websites, or academic papers detailing various rhetorical devices can help you incorporate them effectively.
  • Speechwriting apps: Mobile apps designed specifically for speechwriting can be helpful in organizing your thoughts, creating outlines, and composing a speech. These apps often provide features like voice recording, note-taking, and virtual prompts to keep you on track.
  • Grammar and style checkers: Online tools or plugins like Grammarly or Hemingway Editor help improve the clarity and readability of your speech by checking for grammar, spelling, and style errors. They provide suggestions for sentence structure, word choice, and overall tone.
  • Thesaurus and dictionary: Online or offline resources such as thesauruses and dictionaries help expand your vocabulary and find alternative words or phrases to express your ideas more effectively. They can also clarify meanings or provide context for unfamiliar terms.
  • Online speechwriting communities: Joining online forums or communities focused on speechwriting can be beneficial for getting feedback, sharing ideas, and learning from experienced speechwriters. It's an opportunity to connect with like-minded individuals and improve your public speaking skills through collaboration.

Remember, while these tools can assist in the speechwriting process, it's essential to use them thoughtfully and adapt them to your specific needs and style. The most important aspect of speechwriting remains the creativity, authenticity, and connection with your audience that you bring to your speech.

5 tips for writing a speech

Behind every great speech is an excellent idea and a speaker who refined it. But a successful speech is about more than the initial words on the page, and there are a few more things you can do to help it land.

Here are five more tips for writing and practicing your speech:

1. Structure first, write second

If you start the writing process before organizing your thoughts, you may have to re-order, cut, and scrap the sentences you worked hard on. Save yourself some time by using a speech structure, like the one above, to order your talking points first. This can also help you identify unclear points or moments that disrupt your flow.

2. Do your homework

Data strengthens your argument with a scientific edge. Research your topic with an eye for attention-grabbing statistics, or look for findings you can use to support each point. If you’re pitching a product or service, pull information from company metrics that demonstrate past or potential successes. 

Audience members will likely have questions, so learn all talking points inside and out. If you tell investors that your product will provide 12% returns, for example, come prepared with projections that support that statement.

3. Sound like yourself

Memorable speakers have distinct voices. Think of Martin Luther King Jr’s urgent, inspiring timbre or Oprah’s empathetic, personal tone . Establish your voice — one that aligns with your personality and values — and stick with it. If you’re a motivational speaker, keep your tone upbeat to inspire your audience . If you’re the CEO of a startup, try sounding assured but approachable. 

4. Practice

As you practice a speech, you become more confident , gain a better handle on the material, and learn the outline so well that unexpected questions are less likely to trip you up. Practice in front of a colleague or friend for honest feedback about what you could change, and speak in front of the mirror to tweak your nonverbal communication and body language .

5. Remember to breathe

When you’re stressed, you breathe more rapidly . It can be challenging to talk normally when you can’t regulate your breath. Before your presentation, try some mindful breathing exercises so that when the day comes, you already have strategies that will calm you down and remain present . This can also help you control your voice and avoid speaking too quickly.

How to ghostwrite a great speech for someone else

Ghostwriting a speech requires a unique set of skills, as you're essentially writing a piece that will be delivered by someone else. Here are some tips on how to effectively ghostwrite a speech:

  • Understand the speaker's voice and style : Begin by thoroughly understanding the speaker's personality, speaking style, and preferences. This includes their tone, humor, and any personal anecdotes they may want to include.
  • Interview the speaker : Have a detailed conversation with the speaker to gather information about their speech's purpose, target audience, key messages, and any specific points they want to emphasize. Ask for personal stories or examples they may want to include.
  • Research thoroughly : Research the topic to ensure you have a strong foundation of knowledge. This helps you craft a well-informed and credible speech.
  • Create an outline : Develop a clear outline that includes the introduction, main points, supporting evidence, and a conclusion. Share this outline with the speaker for their input and approval.
  • Write in the speaker's voice : While crafting the speech, maintain the speaker's voice and style. Use language and phrasing that feel natural to them. If they have a particular way of expressing ideas, incorporate that into the speech.
  • Craft a captivating opening : Begin the speech with a compelling opening that grabs the audience's attention. This could be a relevant quote, an interesting fact, a personal anecdote, or a thought-provoking question.
  • Organize content logically : Ensure the speech flows logically, with each point building on the previous one. Use transitions to guide the audience from one idea to the next smoothly.
  • Incorporate engaging stories and examples : Include anecdotes, stories, and real-life examples that illustrate key points and make the speech relatable and memorable.
  • Edit and revise : Edit the speech carefully for clarity, grammar, and coherence. Ensure the speech is the right length and aligns with the speaker's time constraints.
  • Seek feedback : Share drafts of the speech with the speaker for their feedback and revisions. They may have specific changes or additions they'd like to make.
  • Practice delivery : If possible, work with the speaker on their delivery. Practice the speech together, allowing the speaker to become familiar with the content and your writing style.
  • Maintain confidentiality : As a ghostwriter, it's essential to respect the confidentiality and anonymity of the work. Do not disclose that you wrote the speech unless you have the speaker's permission to do so.
  • Be flexible : Be open to making changes and revisions as per the speaker's preferences. Your goal is to make them look good and effectively convey their message.
  • Meet deadlines : Stick to agreed-upon deadlines for drafts and revisions. Punctuality and reliability are essential in ghostwriting.
  • Provide support : Support the speaker during their preparation and rehearsal process. This can include helping with cue cards, speech notes, or any other materials they need.

Remember that successful ghostwriting is about capturing the essence of the speaker while delivering a well-structured and engaging speech. Collaboration, communication, and adaptability are key to achieving this.

Learn how to make a speech that’ll hold an audience’s attention by structuring your thoughts and practicing frequently. Put the effort into writing and preparing your content, and aim to improve your breathing, eye contact , and body language as you practice. The more you work on your speech, the more confident you’ll become.

The energy you invest in writing an effective speech will help your audience remember and connect to every concept. Remember: some life-changing philosophies have come from good speeches, so give your words a chance to resonate with others. You might even change their thinking.

Mindful Speech: Using Your Words to Help, Not Harm

When we want our kids to express themselves in ways other than tantrumming or throwing peas at the dog, we say “Use your words.” But I often wonder, do we adults really know how to use our words skillfully, in ways that help and don’t harm?

This morning I was on a train listening to a mother talking to her young son. The mother’s words were unkind and deliberately hurtful, in a way that demonstrated their damage instantaneously. Yesterday I worked with a couple who came to see me to learn how to communicate better. For an hour, I listened to both of them using their words to criticize and humiliate each other. Last week I said something to a friend that was not helpful for our relationship and not skillful in terms of expressing myself in a way that she could hear. Add to all that, I just received an aggressive email from a family member telling me all the reasons why I was wrong (and he was right) about something we had discussed.

It’s been a week of thinking about words, those spoken as well as those left unspoken. We've all had the experience of saying something and wishing we hadn't. And, we all know that once we do say something out loud to someone, we can never really take it back. In Buddhism, there’s an important practice called “Right Speech.” Right speech is part of the Noble Eightfold Path, the fundamental, eight-part instruction manual for ending our suffering. According to the Buddha, our own wellbeing is built upon the practice of not lying , not slandering, not using unkind or abusive language, and not gossiping. In order to end our own suffering, we’re taught to speak truthfully and use words to promote harmony and understanding, reduce anger , and most of all, be helpful.

Sometimes I read the Buddha’s words on words and think about how radically different our world would be if more people practiced his version of right speech, as a path to happiness . We’re living in a time when

communication is constant and words are cheap; we throw our words around on social media and the like as if they bear no consequences and are without any real or lasting impact on those who receive them, and our world. Because we don’t have to witness or hear the impact of our words online or via text, we’ve forgotten (or are purposing ignoring) the effects of the words we choose to put into our world.

As we age, our relationship with words and speech changes. When we’re young we tend to believe that what we have to say is extraordinary, original, and right in some overarching, universal way. We have a strong need to be known and recognized, to establish who we are. It feels important thus to have our words heard and to use our words to correct any wrongs we encounter. Our words are representations of our self; without them, we don’t feel we exist.

But as we evolve and hopefully a bit of humility sets in, we often realize how little we actually know, how much less we have to say than we thought. And, how much has already been said by those before us. So too, we recognize how many versions of “right” actually exist—in addition to our own. If we’re lucky, we start to lose the sense of awe we have for our own words. Furthermore, we come to understand how powerful our words actually are, how deeply the words we choose impact our relationships and our own wellbeing. If we’re paying attention , we assume a greater sense of responsibility for the words we put into the world.

In my own life, I’ve been actively paying attention to and practicing (or doing my best to practice) right speech for some time now. I do this in many ways but three in particular stand out.

First, I consciously try to use my words to provide support and encouragement. Before speaking, I think about how my words can point the other person towards something positive in themselves, something they do well or that might feel helpful. I see my words as having the potential and purpose to remind another person of their own goodness and possibility.

Second, I choose to relieve my words of the burden of having to perfectly and completely capture my actual experience. Words are powerful and at the same time layers of experience exist that are not conveyable or formulate-able with words. And so, rather than demanding that my words be absolute representations of my experience, and furthermore that I be understood by others, completely, through my words, I now accept that some of what we live internally is simply is not language-able…and that’s okay. It has to be okay because it is.

Finally, I used to believe that when my partner said something I disagreed with, it was my responsibility to explain why he was wrong. I felt I had to engage with and correct the wrongs I perceived.

Right or mindful speech, blessedly, has taught me how to say less, not more. I now practice restraint of pen, tongue and thumb. Not speaking, writing or texting when I feel bothered or perceive a wrong, has in fact been most significant in my practice because of how directly and deeply I feel its results, both in myself and in my relationships. It turns out that silence, particularly at the times when I most want to use a lot of words, is in fact more powerful than anything I could say. Saying nothing says a lot.

Practicing right speech, I see that when my partner says something I don’t agree with, remarkably, I don’t have to say anything at all. I can leave anything and everything just as it is. I don’t need to change anyone else’s ideas to own my own ideas; my truth does not depend on adjusting anyone else's truth. My partner and everyone else can have their experience and I can have my own, simultaneously. If it’s something that we need to find consensus on, perhaps something about the kids, I can also choose to press the pause button when I hear something that feels very wrong. I can say nothing in the moment and take time to think about what I want to say, if anything, and how to say it in a way that can be helpful to the situation and that the other person can hear. I have learned, in fact, that I have all sorts of choices in how to employ the power of speech.

I have discovered that relationships run far more smoothly when I take the path of saying less, not more, and even nothing at all sometimes. And, that the peace I'm trying to create through words, the peace that is always my end goal, is paradoxically maintained through the absence of words. It feels miraculous every time I say nothing and simply let go without a response or reaction, other than silence. This, for me, is emotional freedom. Many moons ago, Mahatma Ghandi beautifully used his words to say this: “Speak only if it improves upon the silence.” And I would offer (hopefully adding to the silence) that before using our words, we can ask, will these words help or harm?

Module 5: Choosing and Researching a Topic

Supporting materials, learning objectives.

Explain the different types of supporting materials to use in a speech and when to use them.

Have you ever heard the term Exhibit A ?

Here are some examples: In a movie review we read, “ Nothing to Lose  is Exhibit A  in what’s right and what’s wrong with current Hollywood comedy.” [1]  A news article quotes a senator as saying, “The massive data breach at Equifax Inc. is ‘ Exhibit A ‘ on the need for strong U.S. regulation, including higher fines against companies that mishandle consumers’ personal information.” [2]  An article about football claims that “Green Bay is  Exhibit A  in an NFL trend that emphasizes mesmerizing passing games above all else.” [3]

It can sometimes be helpful to think about public speaking as an argument before a jury.

The term Exhibit A  comes from courtroom trials. Wikipedia tells us that “an exhibit, in a criminal prosecution or a civil trial, is physical or documentary evidence brought before the jury. The artifact or document itself is presented for the jury’s inspection. [. . .] The exhibits in any one law case are often labelled Exhibit A, Exhibit B, Exhibit C, etc. to distinguish between them.” [1] In a trial, lawyers use exhibits, or evidence, to try to make their case to the jury. Evidence is extremely important in a jury trial: jurors are instructed that they should “base their conclusions [only] on the evidence as presented in the trial.” [2]

In this (imperfect) comparison, your audience is the jury and you’re the lawyer making your case. No matter how eloquently and passionately you speak, you can’t make a convincing case without evidence (presented in court as exhibits).

Types of Support

In a speech, you’ll be providing evidence to support your main points with supporting materials.  The best speeches are composed of a variety of relevant, insightful, and interesting supporting materials. A good rule of thumb is that each main point in your speech should include at least three types of supporting material: examples, data, and testimony. This section will review three categories of supporting materials and when to use them.

Including a variety of examples throughout your speech will add depth and specificity to your main points. Examples provide concrete illustrations to what might otherwise be an abstract or vague ideas. They are also more memorable and personalized for your audience. Cognitive psychologist Jerome Bruner maintained that learners are 22% more likely to retain information when it is presented as a story rather than facts alone. [3] Because examples typically involve elements of storytelling and narrative, they engage different parts of the audience’s brains and senses to create an emotional engagement with the story and the speaker.

Examples can take different forms, and you will determine what types will best enhance your speech.

  • Strong action verbs will stand out and catch the eye of hiring managers. For instance, instead of writing that you “led” a project, try verbs like “coordinated, spearheaded, or supervised” the project. Instead of writing that you were “responsible for daily totals,” try verbs like “finalized, headed, or produced” daily totals.
  • Long Examples include narratives and stories that add imagery and vividness to a speech. A long example might be integrated throughout a main point or throughout an entire speech. For instance, you might begin your speech on the long-term impact of concussions on cognitive, physical, and emotional functioning with the story of when you got a concussion playing basketball in high school. As you move through your speech, you will return often with specific details or moments from your own concussion and recovery. Long examples not only add structure to a main point or entire speech, but they do so with the emotion and drama of real-life, personalized illustrations.
  • Hypothetical Examples are imaginary but realistic examples that allow speakers to paint a picture of a plausible scenario that the audience can put themselves into. They might begin with the phrase “imagine that” or “what if.” If you wanted your audience to understand how health crises can lead to homelessness, you might use the following hypothetical example to put your audience in the shoes of the person in this situation:

You’re in your early 30s and have a decent job and apartment. You’re a college graduate and are almost done paying your college loans, but have no savings. Out of the blue, you get a devastating diagnosis: cancer. The symptoms and treatments are awful, but you are grateful for your employee-based health insurance. Except that, in the first year of treatment, you start getting bills for thousands of dollars. As it turns out, your out-of-pocket co-pays, deductibles, and premiums add up fast. You’ve maxed out your credit cards and your family has helped as much as they can. Within a few years, you’re $52,000 in debt. Not only are you dealing with a health crisis, but you’re about to lose your apartment and your car.

Hypothetical examples are effective when combined with other evidence to show that they are typical of a particular situation. The hypothetical example above should be tied to statistics about causes of homelessness and the impact of healthcare-related debt on housing instability.

In her powerful TEDTalk about a reporting system for sexual assault, Jessica Ladd effectively uses an extended hypothetical example of young college students and an assailant to both clarify and personalize her speech. Ladd consistently shows how the hypothetical situation is realistic and plausible.

Jessica Ladd is the founder of Callisto, a platform for survivors of sexual assault to electronically document and report what happened to them. Please note that this video contains a discussion of sexual assault.

What to watch:

Since the topic of sexual assault is so painful and upsetting, Ladd carefully controls her affect (the outward appearance of her emotions) throughout the speech. She only smiles briefly at the beginning, when describing “Hannah’s” excitement about going to college. After that, Ladd conveys the concern and seriousness appropriate for her subject through her facial expression, body language, and tone of voice. She doesn’t try to add to the intensity of the story by using grand gestures or vocal volume, instead letting the audience feel the emotions created by the facts of the story.

Short, long, and hypothetical examples work well in conjunction with research and statistics (see next section) to provide personalization and depth to each main point. Short and hypothetical examples can also be highly effective “hooks” to begin your speech in a personalized and engaging way.

Data—that is, facts and statistics—provide credibility and clarity in a speech, giving concrete, specific numbers or results about the extent or impact of a particular situation. Compare the effect of the following two statements:

  • A lot of children in America are hungry.
  • A 2018 report from Food Research & Action Center states that more than 18% of American households—that’s nearly one in five!—have food hardship where they haven’t had enough money to buy food.

Example A is vague and easily forgettable. Example B adds credibility and specificity to the extent of childhood hunger. Combining that statistic “more than 18%” with “nearly one in five” re-emphasizes the extent of the problem and makes it more relatable to an audience.

In addition to numerical statistics, findings from research can add depth and meaning to your speech. The speaker in this five-minute speech on “The Benefits of Doodling” includes a brief description of a study to support her first main point about the impact of doodling on memory retention:

What to watch for:

This speaker does a nice job of incorporating data into the presentation. One of the main pieces of supporting material comes from a 2009 study claiming that doodlers in the study remembered 29% more information. This data is made memorable by two things. First, the speaker frames the data in terms of a story, rather than just dropping it in out of context. This way, the listener remembers the point of the story, even if the number is forgotten. Second, and perhaps more importantly, the speaker translates the number (29%) into a piece of information that is directly relevant to the listener: the difference between getting an A and a C on a quiz.

Jackie Andrade is a professor at Plymouth University in England and in 2009 did a study to test the correlation between memory retention and doodling. She had participants in another study stay behind and had them listen to a really, really mundane voicemail of a guest list to a party. She told both groups not to pay any mind to what they were listening to, but half the participants got shapes . . . to shade in while they listened. While statistics and research findings add credibility, specificity, and depth to a speech, they need to be integrated thoughtfully. First, too many statistics and numbers can be overwhelming and boring to audiences, so use them only as needed, and be sure to translate complex or overly-technical ideas into clear language. Likewise, rounding large or complex numbers and using relatable comparisons can help (e.g., the speaker in the doodling video compared the memory retention from doodling to the grade on a test). For instance, rather than stating, “The Great Pacific Garbage Patch is 1.6 million square kilometers”—a number that most audiences can’t easily understand—try something like, “The Great Pacific Garbage Patch is twice the size of the state of Texas or three times the size of France.” Likewise, showing statistics with visual aids, including simple charts or graphs or objects might help your audience understand and retain the information (Jessica Ladd in the TED Talk in the previous section uses charts effectively to make statistics understandable). Statistics and research typically are included as initial supporting evidence for each main point. A particularly shocking or surprising statistic might be used as a hook in the introduction.

The final type of supporting material is testimony. A testimony is an endorsement or point of view from a person who is credible and connected to your topic. Most speeches will include  expert testimony from someone who is authoritative on the topic to add weight to your points. Peer testimony comes from a non-expert who has direct experience on your topics and is relatable to your audience. A speech about the treatment of type 1 diabetes might include expert testimony from medical professionals and other experts in the field of diabetes treatment. The experience of a family member who has type 1 diabetes but is not a medical expert is an example of a peer testimonial, where an ordinary person has firsthand experiences or points of view on the topic. Your roommate’s experience and opinions would provide a more personalized view about diabetes treatment.  Personal testimony  is when you use your own firsthand experience as support for a particular viewpoint. Like peer testimony, personal testimony is not very generalizable; it speaks to a particular case, but does not represent the experience of others.

Expert testimonials will add credibility and weight to your main points. Peer or personal testimonials add specificity and personalization. In your speech, the testimonial might be presented as a short quote if the source’s wording is especially meaningful or powerful. However, in most cases, you will paraphrase the testimony in your own words to keep the tone and style consistent with your speech. In either case, make it clear that the information came from someone else, and indicate verbally if you are quoting them.

Great speeches benefit from a balance and variety of supporting material. Too many numerical statistics can be overwhelming to an audience, but simply supporting a speech with an example is not adequate. Aim to weave a variety of types of supporting evidence throughout your speech to create an interesting and tightly researched presentation.

Why the House voted to ban TikTok and what could come next

The House passed a bill Wednesday that would require ByteDance, the parent company of TikTok, to sell the app or face a ban on U.S. devices. The legislation's fate is unclear in the Senate.

The House voted overwhelmingly Wednesday to approve a bipartisan bill that would require ByteDance, the parent company of TikTok, to sell the social media app or face a ban on all U.S. devices. The vote was 352-65.

The legislation's fate is unclear in the Senate. The top two lawmakers on the Senate Intelligence Committee, Sens. Marco Rubio, R-Fla, and Mark Warner, D-Va., released a joint statement praising the House bill and urging Senate action but the timeline is unclear. Several lawmakers have suggested the Senate should hold hearings on the legislation before moving forward.

Rep. Mike Gallagher, R-Wis., who chairs the House Select Committee on China and is the lead GOP sponsor of the bipartisan bill, maintains that the bill does not amount to a ban of the video-sharing app.

"What we're after is, it's not a ban, it's a forced separation," Gallagher told NPR. "The TikTok user experience can continue and improve so long as ByteDance doesn't own the company."

In practice, however, the bill would ban TikTok in the United States. Both the company and China, historically, have refused to consider divestiture.

TikTok has said the banning of a social media platform would amount to a violation of the free speech rights of millions of Americans.

Gallagher says classified and unclassified national security assessments show that the app is a threat to user privacy and that it's been used to target journalists and interfere in elections. Top officials from intelligence and national security agencies conducted a classified briefing on their analysis for all House members on Tuesday. Classified information is not made public, in part, because it deals with matters of national security.

However, officials have not offered public evidence of the Chinese Communist Party using the app for surveillance or propaganda purposes, though experts say it is theoretically possible that Beijing could use TikTok to push its agenda.

FBI Director Christopher Wray has also publicly testified about his concerns about the app, including during an appearance last week at a Senate hearing on worldwide threats to U.S. security. In that testimony, Wray told members of the Senate Intelligence Committee that the Chinese government could use the app to control software on millions of devices, among other concerns.

"We're not sure that we would see many of the outward signs of it happening if it was happening," Wray said.

The bipartisan measure was unanimously approved last week by the House Energy and Commerce Committee.

House Speaker is forced to skirt his own party to pass bills

Lobbying campaign flooded offices on capitol hill with calls.

Gallagher says the lobbying campaign that TikTok launched — with push notices using location information to connect users by phone to their member of Congress — proves why the bill is needed.

"You had member offices being deluged with calls, you know, teenagers crying and one threatening suicide and one impersonating one of my colleague's sons," he said. "That, to me, demonstrates how the platform could be weaponized in the future."

The bipartisan bill, dubbed the "Protecting Americans from Foreign Adversary Controlled Applications Act," blocks any app store or webhosting services in the U.S. for ByteDance-controlled applications, including TikTok, unless the app severs ties to ByteDance, under a designation that it's subject to the control of a foreign adversary. The bill gives ByteDance up to six months to divest, and if it doesn't do that it would no longer be available in app stores in the U.S.

The bill also sets up a process for the president to address any future threats from any foreign-owned apps if they are deemed a national security risk. It also creates a system for users to download their own data and switch to an alternate platform.

Opponents cite freedom of speech and the economic impact of a ban

At 27 years old, Florida Democratic Rep. Maxwell Frost is the youngest member of Congress, and he opposes the bill.

"I think that it is a violation of people's First Amendment rights," he said. "TikTok is a place for people to express ideas. I have many small businesses in my district and content creators in my district, and I think it's going to drastically impact them too."

He and other opponents say the bill is being rushed through and that many lawmakers don't grasp the impact it could have.

TikTok declined an interview with NPR. In a statement, a spokesperson said: "The government is attempting to strip 170 million Americans of their Constitutional right to free expression. This will damage millions of businesses, deny artists an audience, and destroy the livelihoods of countless creators across the country."

Advocacy groups, including the American Civil Liberties Union, have called the bill "censorship plain and simple," arguing that "jeopardizing access to the platform jeopardizes access to free expression."

Illinois Democrat Raja Krishnamoorthi is the ranking Democrat on the House Select Committee on China and helped write the bill. He pushed back on the company's argument, telling NPR, "There's no First Amendment right to espionage, there's no First Amendment right to harm our national security."

The company stresses that it has established a data firewall by partnering with Austin-based software company Oracle. Dubbed "Project Texas," the new system routes all U.S. user traffic to Oracle, which now also controls the servers storing Americans' TikTok data. Still, the plan has not received the blessing from officials in Washington, who have said it falls short of a full breakup with ByteDance.

But Krishnamoorthi says he and other lawmakers reviewed the efforts and says the company's claims about its safeguards were false. "Whether it was TikTok saying that 'oh, American user data is not going to be accessible to anyone in China.' Again, wrong. That was also proven false. And then they said that American user data is not going to be used to target anybody again. Wrong. That was false."

Even opponents of the bill expected it to easily clear the House, so TikTok is focused on blocking action in the Senate. According to a source familiar with the effort, CEO Shou Zi Chew was in Washington this week and on Capitol Hill to discuss the bill with lawmakers.

Missouri Republican Sen. Josh Hawley backs the House bill. He says he's frustrated that Congress has failed to move tech legislation and argues TikTok is different from other apps. "The really only reason to ban it — it is a major national security concern — and that makes it very different from Google and Meta and the others who do all kinds of bad stuff but they are not effective subsidiaries of a hostile foreign government."

Presidential campaign politics could impact path for bill

Former President Donald Trump, the presumptive GOP presidential nominee, proposed a ban in 2020 when he was in the White House. But he does not support the House bill.

When he served as president he vowed to ban the social media app. Trump explained his new opposition in an interview with CNBC on Monday, saying that despite the possible security risk, he opposed a ban because it meant users would move to another platform that he considered more dangerous.

"There's a lot of good and there's a lot of bad with TikTok. But the thing I don't like is that without TikTok, you can make Facebook bigger and I consider Facebook to be an enemy of the people along with a lot of the media," he said.

President Biden's campaign posts regularly on TikTok, but the White House has said if a bill is sent to his desk he'll sign it .

If a law is enacted, the fight might not end there: TikTok has mounted legal challenges against other efforts to ban the app, and courts have sided with its argument that blocking TikTok violates users' First Amendment rights.

In October 2022, amid a flurry of media appearances promoting their film “Tàr,” the director Todd Field and the star Cate Blanchett made time to visit a cramped closet in Manhattan. This closet, which has become a sacred space for movie buffs, was once a disused bathroom at the headquarters of the Criterion Collection, a 40-year-old company dedicated to “gathering the greatest films from around the world” and making high-quality editions available to the public on DVD and Blu-ray and, more recently, through its streaming service, the Criterion Channel. Today Criterion uses the closet as its stockroom, housing films by some 600 directors from more than 50 countries — a catalog so synonymous with cinematic achievement that it has come to function as a kind of film Hall of Fame. Through a combination of luck, obsession and good taste, this 55-person company has become the arbiter of what makes a great movie, more so than any Hollywood studio or awards ceremony.
