معاشروں میں معاشرتی مسائل کے پیدا کرنے میں جن اسباب کا گہراؤٹل ہے ان کا مختصر جائزہ درج ذیل کیا جارہا ہے

۔ 1) معاشرتی تغیر:: معاشرتی تغیر ہر دور اور ہر معاشرے میں آتا رہا ہے اور آج بھی دنیا کے بیشتر معاشرے تبدیلیوں سے دوسپار ہیں جہاں ان تبدیلیوں کو معاشرے میں لانے میں ایک طبقہ نمایاں کردار انجام دے رہا ہے وہاں ہر معاشرے میں ایک طبقہ ایسا بھی ہوتا ہے جو ان تبدیلیوں کی مخالفت کرتے ہوۓ ان تبدیلیوں کی راہ میں رکاوٹیں ڈالتا ہے اس طرح جب معاشرے میں دومتضادطر زفکر رکھنے والے طبقے پیدا ہو جائیں تو معاشرہ کئی مسائل سے دو چار ہو جا تا ہے ۔ جن میں والدین اور اولاد کے درمیان تنازع ،اقتدار میں تنازع نوجوانوں کی بے راہ روی اور خاندانی انتشار جیسے مسائل قابل ذکر ہیں

۔ 2) صنعتی ترقی: صنعتی ترقی سے معاشرے میں کچھ ایسی تبدیلیاں آئی ہیں جو ملک کے لیے بجاۓ فائدے کے نقصان کا سبب بن جاتی میں مثال ایسے معاشرے جہاں کی معیشت کا دارو مدار زراعت پر رہا ہے صنعتوں کو فروغ دینے سے غربت، بے راز گاری اور طبقاتی کشمکش پیدا ہوگئی ہے

۔ 3) ثقافتی غلام: جن معاشروں میں ثقافق خلاء پایا جائے وہاں چند ایک مسائل پاۓ جاتے ہیں جن میں بوڑھوں کا مسئلہ، والدین اور

اولاد کے درمیان تنازعدا در نوجوانوں کی بے راہ روی جیسے مسائل قابل ذکر ہیں

۔ 4) زندگی میں پیچیدگی: جہاں تک معاشرتی زندگیا اور اس کی مصروفیات کا تعلق ہے وہ دن بدن پیچیدہ ہوتی جا رہی ہیں اوراس میں الجھنیں اور مسائل بڑھتے جارہے ہیں ۔ زندگی کی پیچیدگی کے سبب مقابلے کا رجحان بڑھ گیا ہے ۔ ہرفر وترقی کی دوڑ میں دوسرے سے سبقت لے جانا چاہتا ہے۔ بنیادی ضروریات کے حصول کے لیے بھی اسے بے حد محنت اور کوشش کرنی پڑتی ہے۔ اگر وہ ترقی کی دوڑ میں مقابلے میں نا کام رہ جاۓ تو وہ شدید احساس کمتری میں مبتلا ہو کر اپنے آپ کو معاشرتی سرگرمیوں سے دستبردار کر لیتا ہے یا پھر اس میں باغیانہ جذبات ابھر آتے ہیں جن کے سبب و تخر یہی سرگرمیوں میں حصہ لینے لگاتا ہے ۔ قوانین کی خلاف ورزیاں کرنے لگتا ہے ان حالات میں جرائم ، بے راہروی ذہنی امراض اور انتشار جیسے مسائل پیدا ہوتے ہیں

۔ 5) اقدارکی شکش: غیر مادی ثقافت میں تغیر سے اقدار متاثر ہوتی ہے، پرانی قدر میں اہمیت کھوتی جاتی ہیں اور ان کی جگی نئی اقدار نئے معیارات کے ساتھ انجرتی ہیں چونکہ اقدار کا گہرا تعلق مذہب اور رسم ورواج سے ہوتا ہے۔ کچھ لوگ تی اقدار کا دفاع کرتے ہیں جبکہ کچھ لوگ پرانی اقدار کو قائم رکھنا چاہتے ہیں

۔ 6معاشرتی انتشار کبھی بھی معاشرے میں ادارے اپنے وظائف کی ادائیگی میں ناکام رہتے ہیں جس سے افراد کی ضروریات کی تکمیل بحسن وخوبی نہیں ہوتی ہے تو اس سے نہ صرف اس متعلقہ سابی ادارے میں بلکہ تمام معاشرے میں انتشار اور باتمی کی کیفیت پیدا ہوتی ہے۔ جرائم ، بے راہ روی ، سیاسی عدم استحکام ، خاندانی انتشار اور معاشی مسائل کو فروغ حاصل ہوتا ہے

۔ 7) غربت: غربت سے نہ صرف دیگر مسائل پیدا ہوتے ہیں بلکہ غربت سے ملک کے تعمیری اور ترقیاتی منصوبے بھی پایہ تکمیل تک نہیں پہنچ سکتے ۔ اس سے ملک میں جرائم اور بے راہ روی جیسے مسائل عام ہو جاتے ہیں ۔اس کے علاوہ غریب معاشروں میں شرح پیدائش بھی بلند ہوتی ہے ۔ آبادی میں اضافہ ترقی پذیر معاشروں کا نگین مسئلہ ہے

۔ 8) دیبی وشہری نقل مکانی: دیہاتیوں کی شہروں کی جانب نقل مکانی سے گوشہر وسیع ہورہے ہیں مگر ان کی آبادکاری مسئلہ بنتی جارہی ہے ۔ اس کے علاوہ جو مسائل پیدا ہو جاتے ہیں ان کاتعلق بھی دیہاتیوں سے ہے مثلا دیہاتی عموما ان پڑھ ہوتے ہیں اسلیئے وہ آسانی سے جرائم کا شکار ہو جاتے ہیں

۔ 9) جنگ یا سیاسی بحران: اگر حکومت یا سیاسی ادارے اپنی ذمہ داریوں کو بحسن و خوبی انجام دینے سے قاصر ر ہیں تو ملک انتشار کا شکار ہو جا تا ہے ۔ لاقانونیت پھیل جاتی ہے۔ معاشرے میں منفی قوتیں بر سر کارآ جاتی ہیں جس سے معاشرے پر ضبط ختم ہو جاتا ہے اس قسم کے حالات پیدا کرنے میں جنگ کا بھی کافی پنل ہے وہ معاشرے جہاں جنگ چٹرتی ہو۔ اندرونی طور پر انتشار، باتھی اور مسائل کا شکار ہو جاتے ہیں ۔ معاشی حالات پر بھی جنگ کا برا اثر ہوتا ہے۔ جنگ کے دوران ملک میں مہنگائی بڑھتی ہے۔ اشیاء کا ملنا دشوار ہو جا تا ہے ان حالات میں اسمگلنگ ، ذخیرہ اندوزی ، چور بازاری، اشیاء کی مصنوعی قلت جیسے مسائل پیدا ہو جاتے ہیں

۔ 10) شخصی انحطاط ہر معاشرہ افراد کے کردار کو منظم کرنے کے لیے کچھ اصول وقوانین نظام اقدار اور معیارات کوتشکیل دیتا ہے

جس کی ہرفردکو پابندی کرنی پڑتی ہے اگر کوئی فرد اس سے انحراف کرتا ہے تو معاشرہ اس کا محاسبہ کرتا ہے اور وہ فرد مذ ہب معاشرتی قوانین اور حکومت کی نظر میں قابل سزا ہوتا ہے جیسے شراب نوشی ، بدکاری ، بری عادات میں مبتلا ہونا اور جنسی بے راور وی ہمارے معاشرے میں شخصی انحطاط کی نشانیاں ہیں ۔

• نسی یا ثقافتی اختلافات وہ معاشرے جہاں مختلف ثقافتوں کا وجود ہو وہاں گروہی تنازعات بصو بائیت اور اونچ نیچ اور برتری و کمتری جیسے مسائل پیدا ہوتے ہیں ۔ ہمارے معاشرے میں ثقافتی اختلاف کے باعث صوبائیت جیسا خطرناک مسئلہ پیدا ہو گیا ہے۔ زبان لباس اور رسوم و رواج اور طرز زندگی کے اختلاف نے ہمارے دشمنوں کو ہمارے ملک کے ٹکڑے کرنے میں مدد دی۔ آج پاکستان کا ایک حصہ انہی اختلافات کے سبب دشمن کی سازش کا شکار ہو کر ہم سے علیحدہ ہو گیا ہے

سبب لوگوں کو تفریح کا موقع نہیں ملتا اوران کی تفریح کا سامان بیچے ہوتے ہیں اس لئے ودان کی پیدائش نہیں روکتے ۔ آبادی میں اضافہ ترقی پذیر معاشروں کا نگین مسئلے کے ابھارنے میں غربت کا کافی میل ہوتا ہے ۔

دیہی و شہری نقل مکانی:

دیہات کی شہروں کی جانب ہجرت کا سلسلہ دن بدن بڑھتا کارہا ہے ۔ شہری زندگی کی چمک دمک اور رویے پیسے کی زیادتی کا تذکرہ دیہاتیوں کے دل میں شہر جا کر دولت مند بننے کی خواہش ابھارتا ہے اور وہ اپنی روایتی زندگی اور آبائی پیشوں کو ترک کر کے شہروں کی جانب چل پڑتے ہیں ۔ مگر ہر پہنچ کر ان کی تمام امیدوں پر اوس پڑ جاتی ہے اور انہیں زبر دست دسوار یوں کا سامنا کرنا پڑتا ہے کہ نہ صرف خود پر یشان ہوتے ہیں بلکہ ان کی موجودگی کوئی مسائل کا شکار بنادیتی ہے۔ دیہاتوں کے شہروں کی جانب نقل مکانی سے گوشہر وسیع ہورہے ہیں مگر ان کی آبادی مسئلہ بنتی جارہی ہے ۔اس کے علاوہ جو مسائل پیدا ہوتے ہیں ان کا تعلق بھی دیہاتیوں سے ہے ۔مثلا و یہاتی عموما ان پڑھ ہوتے ہیں اور کسی میدان میں مہارت نہیں رکھتے ۔ بے انتہا سادہ لوع اور اونچ نیچ کو بجھنے سے قاصر ہوتے ہیں ۔ وہ دیہات سے اپنے ذہن میں راتوں رات امیر بنے کا تصور لے کر شہروں کی جانب آتے ہیں یہاں آ کر جب انہیں ملازمت نہیں ملتی تو ان کے لیے غذا اور رہائش کا مسئلہ پیدا ہو جا تا ہے ۔ ان حالات میں عمومانہیں شہر کے گندے اور پسماندہ علاقوں میں رہنا پڑتا ہے ۔ یہاں پر انہیں جرائم کی ترغیب ملتی ہے یا انہیں جرم آلہ کار بنا کر اپنا مقصد پورا کرتے ہیں ۔ ان حالات میں وہ مجرم اور ان کے بچے بے راہ و بن جاتے ہیں ۔ ایسے لوگ جیب کترے ، پور اور سمگلر بن جاتے ہیں۔ ان کے علاوہ ان دیہاتیوں کے لیے شہری اور دیہاتی زندگی کا فرق عذاب بن جا تا ہے ۔ اگر انہیں ملازمت مل بھی گئی اور ان کے معاشی سائل حل بھی ہو گئے تو عدم مطابقت کے سبب ذہنی مریض بن جاتے ہیں

جنگ یاسیاسی بحران:

ہر معاشرے میں امن وسکون کی بحالی اور تنظیم برقرار رکھنے کے لیے سیاسی استحکام لازمی ہوتا ہے اگر حکومت یا سیاسی ادارے اپنی ذمہ داریوں کو حسن و خوبی انجام دینے سے قاصر رہیں تو ملک انتشار کا شکار ہو جا تا ہے ۔ لاقانونیت پھیل جاتی ہے ۔معاشرے میں منفی قوتیں برسر پیکار آ جاتی ہیں ۔ جس سے معاشرے پر نہ ختم ہوجا تا ہے ۔ خود غرضی اور بد کردار فراداس موقع سے فائدہ اٹھانے کی کو شش کر تے ہیں ۔ جس سے جرائم بے راہ روی اور انتشار پھیلتا ہے ۔ اس قسم کے حالات پیدا کر نے جنگ کا بھی کافی پنل ہے ۔ وہ معاشرے جہاں جنگ چٹرتی ہواندرونی طور پر انتشار بقلمی اور مسائل کا شکار ہو جاتے ہیں چونکہ حکومت کی پوری توجہ جنگ پر مرکوز ہوتی ہے ملکی معاملات اندرونی معاملات پر توجہ م ہو جاتی ہے ۔ اس موقع سے مجرم اور ملک دشمن عناصر نا جائز فائدہ اٹھانے کی کوشش کرتے ہیں۔ معاشی حالات کا برا اثر پڑتا ہے ۔ جنگ کے دوران ملک میں مہنگائی بڑھتی ہے ۔ اشیاء کا نہ ملنا دشوار ہو جا تا ہے ۔ ان حالات میں سمگلنگ ، ذخیرہ اندوزی ، چور بازاری ،اشیاء کی مصنوعی قلت جیسے مسائل پیدا ہو جاتے ہیں ۔ جنگ کے خاتمے پر بھی کچھ مسائل پیدا ہو جا تے ہیں ۔ مثلا جنگ میں مرد کام آ جاتے ہیں عورتیں اور بچے بے سہارا رہ جاتے ہیں ۔ بحالت مجبوری انہیں بے راہ روی اپنانی پڑتی ہے۔

ہر معاشرہ افراد کے کردار کو نظم کرنے کے لیے کچھ اصول و قوانین نظام اقدار اور معیارات کو تشکیل دیتا ہے ۔ جس کی ہرفرد کو پابندی کرنی پڑتی ہے۔ اگر کوئی فردان سے انحرف کرتا ہے تو معاشرہ اس کا محاسبہ کرتا ہے اور وہ فرد مذہب معاشرتی قوانین اور حکومت کی

منصوبہ بندی کرتے وقت متغیر و مقاصد کے ساتھ ساتھ معاشرے کے حالات اور کم ور اوج کو مدنظر رکھنا چاہیے۔ منصوبہ بندی ہر سطح پر ہونی چاہیے۔صرف او بی سی پر ہونا کافی نہیں۔ انھی منصوبہ بندی کے لیے ضروری ہے کہ وہ بھی اور سائنٹیفک ہو منصوبہ بندی کرتے وقت ذرائع وسائل کا بیج تخمینہ لگا یا جائے ۔ منصوبہ بندی کرتے وقت ضروریات زندگی میں بنیادی ضروریات کو اولیت دی جاۓ منصوبہ بندی کی بنیاد خیالات اور قیاس آرائیوں کی بجائے تحقیق پر رکھی جائے ۔ معاشرے دیگر بے جان اشیاء کی طرح جامد وساکن نہیں ہے بلکہ تغیر پذیر ہے۔ علاوہ از میں لوگ اپنے ماحول میں تبدیلیاں پیدا کرتے ہیں ۔اس لئے منصوبہ بندی میں لچک ہونی چاہیے تا کہ بو وقت ضرورت تھوڑی بہت تبدیلی کی جاسکے منصوبہ بندی کرتے وقت لوگوں کی تعداد اور رائع وسائل کا تیح اندازہ لگا یا جاۓ ۔منصوبہ بندی کا طریقہ سادہ اور عام ہم ہونا چاہیے۔ منصوبہ بندی کے لیے جائز ہ شرط ہونا چاہیے۔

The fresh fuel cassettes were delivered to Pevek by in special shipping containers along the Northern Sea Route in October by Rosatom’s fuel company TVEL and were immediately transferred aboard the FNPP. The manufacturer of nuclear fuel for all Russian nuclear icebreakers, as well as the Akademik Lomonosov, is the Mashinostroitelny Zavod (MSZ - part of TVEL) in Elektrostal, Moscow Region.

The loading of fresh fuel cassettes is being carried out into the reactor on the starboard side of the FNPP. Refuelling of the second reactor is planned for 2024. “When carrying out work to transship the nuclear fuel, all necessary measures were taken to meet radiation safety requirements,” said Alexey Fedotov, chief engineer at PATEC. “Before loading them into the reactor, each of the 121 fuel assemblies passed strict acceptance control. After a thorough check by specialists, all assemblies are sequentially placed in the reactor using automated crane equipment.” The reloading operation is planned to be completed before the end of this year. Maxim Shamambaev, the head of nuclear safety for the FNPP, said the radiation background in the region did not change during the work and remained at the natural background level for Pevek.

The installation of the FNPP in Chukotka aimed to solve two key problems. First it was to replace the retiring capacities of the Bilibino NPP, which began operating in1974, as well as the Chaunskaya thermal power plant, which is already more than 70 years old. Second, it was to supply energy to the main mining enterprises located in western Chukotka - a large ore and metal cluster, including gold mining companies and projects related to the development of the Baimskaya ore zone.

By the end of 2023, power generation to Pevek from the FNPP since it began operation in 2020 will total 200 GWh. The population of Pevek is just over 4,000. However, the plant can potentially provide electricity to a city with a population of up to 100,000.
