The experiment in science and technology that independent India has embarked on began with our leaders’ goal of bringing about social change through public investment in this field.

Atomic Energy Establishment

The year was 1954, and Homi J. Bhabha establishes the Atomic Energy Establishment. After his death, it was renamed the Bhabha Atomic Research Centre. A presidential order later established the Department of Atomic Energy.

India’s Scientific Policy Resolution of 1958

It was the first science policy that placed a strong emphasis on fundamental research in almost every field of science.

Under Lal Bahadur Shastri’s government, the Green Revolution was started by M.S. Swaminathan with the significant support of C. Subramaniam, the minister of agriculture.

The Green Revolution transformed India from a food-insecure nation to one of the world’s top agricultural powers between 1967–1968 and 1977–1978.

Decade of 1970s

India successfully conducted its first nuclear weapon test in Pokhran, Rajasthan, on May 18, 1974.

After the test, known as “Smiling Buddha,” India became the sixth nuclear state in the world to successfully test a nuclear bomb outside of the five permanent members of the United Nations, which are the US, Soviet Union, Britain, France, and China.

On April 19, 1975, a massive polyhedron-shaped object was sent into space by rocket thrusters at a desolate-looking launch site in the Russian province of Astrakhan.

A.P.J. Abdul Kalam served as the program director for the Integrated Guided Missile Program by DRDO , which was launched on July 26, 1983. This program produced Prithvi, Trishul, Akash, Nag, and Agni as a result.

India had been subject to a technological embargo when the PARAM supercomputer was first developed. India established the Centre for Development of Advanced Computing, or C-DAC, in 1988 to promote the development of self-sufficiency.

PARAM 8000 was created in 1991 with a three-year timetable and a budget of about Rs 30 crore.

Communication in hands reach

On July 31, 1995, the former Chief Minister of West Bengal, Jyoti Basu, and the then-Union Telecom Minister, Sukh Ram, had a handheld mobile phone conversation. Two of Nokia’s first mobile phones were utilised, marking a first for India.

The network itself, is a joint venture between Australia’s Telstra and India’s B.K. Modi Group, was basic by modern standards but totally unclogged.

Five nuclear bombs were successfully underground tested by India on May 11, 1998; these tests, known as “Pokhran-II,” were conducted in Pokhran, Rajasthan.

Rise of tejas.

The Tejas light combat aircraft, which was created domestically, made its first flight on January 4. Tejas has now been incorporated into the Air Force and the Navy. Tejas was designed by DRDO’s Aeronautical Development Agency and produced by Hindustan Aeronautics Ltd.

A giant leap for India

On a PSLV rocket, ISRO launched Chandrayaan 1, its first lunar lander, on October 22, 2008. An orbiter and an impactor probe were part of Chandrayaan 1, India’s first lunar mission.

The mission’s greatest accomplishment, besides becoming India the fourth country to plant a flag on the moon, was the identification of abundant water molecules in the lunar soil.

The mathematical method created at the Inter-University Centre for Astronomy and Astrophysics in Pune enabled the discovery of gravitational waves in September 2015 and June 2016 by the US-based Laser Interferometer Gravitational-Wave Observatory.

It turns out to be the most significant and sensitive technique for separating the extremely weak gravitational wave signal from the enormous quantity of additional astronomical noise that it is accompanied by.

Over the last 60 years since gaining independence, the Government’s policies have been effective in creating a vast reservoir of scientific and technological skills, which has significantly aided in diversifying the nation’s economic structure. The earliest-known dockyard , which could berth and service ships, was situated at Lothal . Indian metallurgy was very advanced. The Mehrauli iron pillar of Delhi is seven metres high and has never rusted, is a testimony to that technology.

Contribution of Ancient India to Modern Science

India has been contributing to the fields of science and technology since ancient times. Even today, what we term as ‘traditional knowledge’ is actually based on scientific reasoning. Technology is today defined as applied science, but early humans developed technologies such as stone-working, agriculture, animal husbandry, pottery, metallurgy, textile manufacturing, woodcarving, boat-making, and sailing.

  • The first stone tools in the Indian subcontinent go back more than two million years. 
  • The Neolithic revolution saw the development of agriculture in parts of the Indus and the Ganges valleys, which in turn triggered the need for pots, water management, metal tools, transport, etc.

Antrix Corporation Ltd., the marketing division of ISRO has been exporting technology.

BARC has constituted a technology transfer group (TTG) for identification of the processes and prototypes developed in BARC which could be transferred to private or public sector undertakings. The broad subjects covered include environment and health; electrical, electronics and mechanical instruments; chemical and metallurgical processes; and radioactive applications.

For technology generation leading to self-reliance in electronic sector, the Department of Electronics constituted the technology devel­opment council (TDC), which has promoted several technology devel­opment programmes. The Department of Electronics has also undertaken the development of high technology linear accelerator machine for cancer therapy (LINAC) and has developed a workable prototype, the technology transfer of which is in progress.

The programmes of the Department of Ocean Development have resulted in the generation and absorption of new technologies related to the fields of Antarctic research, polymetallic nodules, and survey of living and non-living resources, development of coastal zone and islands, and marine instrumentation.

The Department of Biotechnology has created modern vaccines, therapeutic bioactive molecules, hybrid high yielding seeds, artificial seeds, tissue cultured propagules of agricultural, horticultural and forest plants, biofertilisers and biopesticides.

CSIR is another major source of technology transfer for a wide spectrum of industries. It not only offers technologies off the shelf but also develops specific technologies on sponsorship from the user industry.

Technology transfer from CSIR covers a wide gamut of application areas ranging from microelectronics to metallurgy, medicinal plants, industrial machinery, chemicals, microbiology, building materials, and food prod­ucts. Newer areas of technology transfer encompass development of new drugs, catalysts for petro-refining and petrochemicals, agrotechnologies.

However, Indian industry has for long been reluctant to adopt indigenous technology, preferring to import a proven technology even if obsolete. Industrialists in India take technology to be a one-time purchase, not a process. This attitude needs to change, and, of late, is changing. The private sector must put in more of its resources in research and development.

A gradual change is to be seen, however, for though liberalisation has eased the process of importing technology, the devalu­ation and convertibility of the rupee have also made such import more expensive. Indigenous technology may thus find a better local market.

Both firms and laboratories are discovering that it is worthwhile to be totally committed to a research project: while a company pays for the entire project, it gets exclusive use of the technology for a certain number of years after which the laboratory can sell the technology to other buyers. Indeed, the industrial production based on CSIR knowhow grew by around nine per cent, which was double the rate of growth of industrial sector per se, in 2000-2001.

The NRDC, a nodal technology transfer organisation in the country, has identified the constraints in commercialising indigenous technology, some of which are: lack of design and engineering facilities, a pre- production bottlenecking, lack of financial support, and lack of market data.

Now the NRDC and CSIR have evolved various strategies to get the private sector to use indigenously developed technologies. One is the equity scheme under which a firm gets ready-to-use technology if it gives an equity participation to the laboratory. Another is the profit-sharing scheme under which the laboratory gets a part of the savings generated by the company using its technology.

The setting up of marketing arms is also of help. If there is Antrix for ISRO, the NAL has set up NALTECH, and the Central Power Research Institute has decided on energy consultants and technologies. However, Indian businessmen might have to be provided with more incentives to adopt indigenous technologies.

The concept of sharing development costs has to be encouraged. It is only with more evidence of successful projects using indigenous technol­ogy that exports of such technology will increase.

The CSIR network, however, is doing some good work in exporting technologies. The IICT has contracted to transfer pesticide technology for the AIDS drug, AZT, and an anti-ulcer drug to Brazil, and other technologies to China and 9ther countries. A leading company in Holland has bought a hydro-dewaxing technology developed at the NCL. Collaborations with foreign firms are on the increase.

In order to tap the talent and cooperation of non-resident Indian experts, CSIR has two programmes, namely, Transfer of Knowledge/ Knowhow through Expatriate Indians (TOKTEN) and Interface with Non­resident Indians in Science and Technology (INRIST).

The Defence Research and Development Organisation (DRDO) has decided to set up an engineering research centre (ERC), a business- oriented cell, at the Centre for Artificial Intelligence and Robotics, Bengaluru. Basic research in artificial intelligence and robotics inevitably threw up several civilian applications which would be harnessed through the ERC.

In the context of an economy being steadily liberalised, the CSIR has taken some initiatives to reorient its programmes and realign priorities to meet industry’s demands. To optimise on the development of scarce resources, the government directed institutions to incorporate zero base budgeting (ZBB) as an integral part of the budgeting process, from the financial year 2000-2001.

A CSIR task force was constituted. The task force reviewed the ongoing and new Plan schemes of CSIR and recommended that, the scheme ‘national laboratories’ being the major component of the CSIR Plan, detailed exercise of formulation of the programmes/projects/activities in the national laboratories be done by applying ZBB.

Further, CSIR has filed several patents, both in India and abroad, and exploiting these is bound to be commercially lucrative. For the first time in the history of CSIR, foreign patent filing outstripped the Indian patent filing in 2000-2001.

The foreign patent filing was 452 (199 in 1999- 2000) and Indian patent filing was 410 (up from 377) besides 25 copyrights for software and 16 trademarks being obtained indicating the emergence of CSIR in the domains of other forms of industrial property as well.

What the India election means for science

Some 970 million people in India will head to the ballot box starting on 19 April in a general election that polls predict will see Prime Minister Narendra Modi, and his Bharatiya Janata Party (BJP), win a third five-year term. Many scientists in India are hopeful that the next five years could bring greater spending on applied science. But some have also expressed concerns. Among these are that funding is not increasing in line with India’s booming economy, and that the government’s top-down control of science, as some researchers see it, allows them little say in how money is allocated.

Modi first became India’s prime minister in 2014. Since then, the total pot of money for research and development has increased. But relative to India’s gross domestic product (GDP), spending on R&D dropped from 0.71% in 2014–15 to 0.64% in 2020–21, the most recent financial year for which data are available (see ‘Stagnant funding pool’). This continues a decades-long trend that began under Modi’s predecessor, Manmohan Singh, and is lower than for some of India’s peers: China spent 2.4% of GDP on R&D in 2021, Brazil spent 1.3% and Russia spent 1.1%.

Public funding that fails to keep up with growing GDP is a particularly acute problem for science in India, because the government is the main funder of research, says Rohini Godbole, a particle physicist at the Indian Institute of Science in Bangalore. Government funding accounts for some 60% of R&D spending. By contrast, in the United States, just 20% of total R&D spending comes from the government — with industry and philanthropy contributing the rest.

The relative lack of funds hasn’t stopped India from making big strides forward: in 2023, the nation became only the fourth in the world to successfully land a spacecraft on the Moon . Scientists note that this was done at a fraction of the budget of other missions. The Indian Space Research Organisation (ISRO) “is known as one of the most frugal organizations in the world”, says Venni Krishna, a science-policy researcher at the University of New South Wales, in Sydney. They’re “doing a fantastic job”. Researchers in India have also contributed to significant advances in developing drugs and vaccines .

But researchers say that other areas of research have been hampered by funding shortfalls, despite announcements that have suggested the opposite. “The government is serious in terms of their policy pronouncements. But when it comes to putting the money in, it’s been very conservative,” says Krishna.

In August 2023 , the government passed a bill to set up the National Research Foundation (NRF), modelled on the US National Science Foundation — a move that many researchers applauded. The government promised 500 billion rupees (US$6 billion) for the NRF over 5 years, 28% of which — some 140 billion rupees — would come from public funds, and the rest from private and philanthropic sources. But the government spent only 2.6 billion rupees on the NRF in 2023–24, according to India’s Ministry of Finance. “This is a very, very negligible amount of money,” says Ramvilas Ghosh, a researcher who studies the diversity of marine organisms at Kerala University of Fisheries and Ocean Studies in Kochi.

For 2024–25, the government allocated 20 billion rupees for the NRF, still short of its initial commitment, and it has not clarified where the private funding will come from, says Ghosh.

Another project affected by a funding shortfall is the National Quantum Mission. In 2023, the government promised 60 billion rupees for this over eight years, in an attempt to build quantum computers and develop quantum communications, metrology and materials. The government spent 50 million rupees on the mission in 2023–24, and committed 4.8 billion for 2024–25.

Nature asked representatives of the Indian government for clarification on funding arrangements, but received no response.

More basic science

Indian scientists are part of some prominent international collaborations, including CERN, which operates Europe’s particle-physics laboratory near Geneva, Switzerland, and ITER , an international nuclear-fusion project based in Saint-Paul-lès-Durance, France. But progress on similar, home-grown initiatives in basic-science has been slow over the past decade. When the international LIGO collaboration announced in 2016 that it had made the first direct detection of gravitational waves, Modi posted on social media that he hoped India would move forwards with a detector of its own . But it took another seven years for LIGO-India to be approved by the country’s cabinet. “Progress is still slow,” says Godbole.

An Indian neutrino observatory , approved in 2015, has stalled because of environmental concerns over the site’s location. “Even if it takes off, its relevance is going to be marginal, because of the number of years that went by,” says Godbole.

Part of that might reflect changing priorities. Science is seen increasingly as a tool for development, Godbole says, meaning more funds for technological innovation and socially relevant research at the cost of basic research. Umesh Waghmare, a theoretical and applied physicist at the Jawaharlal Nehru Centre for Advanced Scientific Research in Bangalore says that the current science ecosystem incentivizes applied research, from funding to new awards for technological innovation and missions focused on developing devices. A Modi win is likely to speed up this push for more applied and translational research, says Waghmare, who is also president of the Indian Academy of Sciences, Bangalore.

More autonomy

But the government could usefully loosen its tight grip over funding decisions, with high-level government officials having more of an advisory role, and more decision-making powers being given to scientific committees, says Waghmare. “Significantly greater autonomy is essential,” he says.

The NRF is headed by the Prime Minister, ministers and secretaries of government departments, as well as representatives of the business and scientific community picked by the Prime Minister.

And when it comes to public funds, the same rules that govern the construction of large projects such as railways or bridges also apply to smaller research projects, which is “rather unfair”, says Shekhar Mande, former director-general of the Council of Scientific and Industrial Research in Pune.

Even when researchers have been allocated money, it’s been difficult for them to spend all of it, says Shailja Vaidya Gupta, who served as a senior adviser at the Office of the Principal Scientific Adviser to the Government of India between 2019 and 2021. That’s because administrative and financial rules for hiring staff, and for purchasing equipment and laboratory supplies, are complex and constantly changing, she explains.

In 2023–24, only an estimated 65 billion of the 106 billion rupees initially allocated for the Department of Science and Technology and the Department of Biotechnology was spent. Gupta hopes that the government will trust researchers more, and will allow them greater flexibility in how they spend their budgets. A large part of ISRO’s success was a result of the decades of administrative and financial autonomy that it was afforded, which offers a model to follow, says Gupta.

As in India’s previous general election in 2019 , science has not featured heavily on the 2024 campaign trail. Researchers say they don’t expect to see substantial changes to science policy, whatever the result. “Science is not at all part of the political discourse,” says Achal Agrawal, who founded the Indian Research Watchdog, a volunteer group for investigating research integrity. In that sense, the elections starting next week are unlikely to provide a big turning point for Indian science. “Whether Modi wins or loses, it is going to be more of the same.”
