Budgeting Strategies and Its Impact to the Financial Decision-Making of Grade 12 ABM Students in Bestlink College of the Philippines School Year 2018-2019

This study aims to identify how students manage their finances in a very effective way. Budgeting allowances is one of the problems of most students; some tend to manage their allowances and some do not. The essence of this research is to open the minds of the students about the vital role of having budgeting strategies in their daily financial management. This study also helps parents to assist the students in budgeting the allowances they give. This study was limited only in Bestlink College of the Philippines during the school year 2018-2019. A qualitative method was used in the study. Using a descriptive research design, it focused on the assessment of 50 ABM Grade 12 students. There were four budgeting strategies such as DIY (Do It Yourself), plan your weekly meals, use a piggy bank, and set aside your wants to need, making an impact on their financial decision making in terms of School Expense, Food, Savings, and Other Expense/Wants. Data were collected by distributing questionnaires to the target respondents using purposive sampling. The results of the study revealed that Budgeting strategies such as DIY (Do It Yourself), plan your weekly meals, use of a piggy bank, and set aside your wants to need has an impact on the financial decision-making of ABM Grade 12 Students in terms of the aforecited variables. (1) School Expenses–Budgeting strategies help the students decide whether to print their documents or to write it, also they think to use recyclable materials to make school projects. (2) Food –Budgeting strategies help the students to decide if they should bring their food or buy the cheapest food in the canteen. (3) Savings –Budgeting strategies help the students save their excess money and think about their priority rather than their wants. (4) Other Expenses/Wants –Budgeting strategies help the students buy their wants with the use of their savings. The results demonstrate the need for the teachers and School Administrators to monitor the expenses of the students in their academics. The school must conduct a seminar that will help the students know the significance of Budgeting Strategies in their daily financial decision making. Parents should be the first ones to teach their children how to properly manage their money.

Quantitative Budgeting – What It Is & Why It’s Important

It can be said that setting proper expectations and following through with them is the foundation of a successful construction project (and so much more in life of course). One of the most important aspects of this concept is creating an accurate budget that is easy to understand and has enough detail to empower the client to make educated decisions regarding the finishes and allowances for their project. As the Chief Estimator at 4 Forty Four, I can attest to the immense benefits of Quantitative Budgeting in setting proper expectations and empowering our clients. Let’s review and dig in to what Quantitative Budgeting is and why we feel it’s so important.

At its core, Quantitative Budgeting is the act of quantifying every aspect of a project and using this method to create the budget. These quantities could be anything from a square foot, lineal foot, simple count each, or hours/days/weeks in the case of labor. This may sound like a simple act and something that any reasonable builder would do, and to some degree this is true. If you spend any time talking with the general public about their past experiences with construction projects, you’ll find a common theme: lack of clarity and engagement with the budget. While the contractor might have quantified different aspects of the job and provided a “good budget,” the client often doesn’t understand or feel empowered to use their budget to make key decisions to keep the project on budget.

This can often be the case with standard “division” style budgeting with large headings tallying budget amounts. For example, a single division line such as “Appliances” may have a budget of $7,500. Upon a client’s first glance, it may seem that this is plenty of money to purchase the appliances that they desire. But how did the estimator come to this number? How many appliances did they allow for and what kind? How much did they budget for installation of these appliances? Does the allowance include tax? As you can see, a simple division line stating “Appliances” with a single number now leaves much to be desired.

It’s for this reason that we have embraced a fully transparent Quantitative Budget that is built in collaboration of the client and the Estimator. A set of plans is a critical and necessary part of budgeting a project, but a set of plans rarely speaks to the finish level of aspects such as Decorative Plumbing, Lighting, Flooring, Tile, Appliances, Bath Hardware, etc. The finish level of these aspects can often be the difference in making or breaking a budget. One of the first steps in creating a successful budget is to discuss and interpret the client’s desired finish level and how it may relate to their budget. In the interest of this, we have adapted an immensely thorough and detailed Quantitative Budget Spreadsheet with all of these aspects shown in Division and Detail. To use the Appliance example mentioned above, this method contrasts the Division Style Budget by having a full breakdown of each appliance. The allowance of each individual appliance takes into consideration any tax included, install costs, additional hookup materials such as hoses and plugs, and delivery costs. This same breakdown and presentation is applied to ALL aspects of the project from Foundation to Finish.

As you might imagine, this much detail can suddenly add up to a significant amount of information that can sometimes be pages and pages for a new build or large renovation. While this much detail may seem to lean towards minutiae, we have found that proper organization and presentation of data does the exact opposite. This method gives confidence to both the builder and the client that the construction methods and finish level have been thoroughly explored and thought out to allow for a realistic budget. With that in mind, we find that our bottom line budget isn’t always the cheapest price when compared to another budget. We do, however, feel confident that the numbers don’t lie, and the detail provided clearly shows how and where the money is allocated for the project.

In closing, we have found that with this level of detailed Quantitative Budgeting and presentation that the client 1) understands how and where costs are allocated as it is clearly shown in each line, thereby feeling a confidence that the number at the bottom truly represents the project per the plans and/or the way they envision it, 2) feels ownership of the aspects of the budget that they can easily change such as finish level and even square footage in some cases, and 3) can utilize the document to either value engineer or shop for their finishes and feel confident that the items they are selecting will relate to the budget in a clear and direct way. Furthermore, we have found that since we have adopted this method our original budgets are much more accurate to the final costs which of course always means happier clients and properly fulfilled expectations – and that’s something you can take to the bank!

The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government, in order to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together. The Bureau of Budget evaluates New York City’s fiscal, cash, and economic position by analyzing revenue collections, expenditures, the capital program, and the condition of the local economy. The Bureau uses its charter-mandated responsibilities to promote transparency and accountability in financial reporting and budgeting. In addition to reviewing and commenting on the City’s Financial Plan and issuing reports on the City’s cash balances and debt capacity, the Bureau oversees an independent actuarial audit to review the assumptions underlying the City’s pension contributions. The Bureau also conducts regular assessments of the City’s economic outlook and revenue performance and strives to lead the dialogue on the City’s fiscal state through reliable and thought-provoking economic and budget research. Reporting to the Director of Budget Research, the Senior Education Budget Research Analyst will support both quick turnaround projects and longer-term research on a variety of topics that pertain to funding the education of young children to young adults in the City of New York. The position requires both strong analytic capability as well as the ability to distill quantitative and qualitative results into clear findings and recommendations. The duties and responsibilities of the position include but are not limited to, the following: - Monitor the Department of Education’s (DOE’s) budget as well as fiscal impacts on public schools, early childhood education and child care initiatives as well as the City University of New York (CUNY). - Review budget documents, follow current events and legislative actions, and engage with the DOE, Office of Management and Budget (OMB) and other City/State Agencies on education. - Interpret developments at the State level (including School Aid Runs, Foundation Aid for education, public university funding, legislative policy changes, and capital financing for education) and assess fiscal implications for the City. - Identify timely and salient issues for analysis and research. - Create and maintain datasets related to educational budget topics. - Contribute to Charter-mandated reports with a keen eye to potential risks and unaccounted costs and impacts in relevant areas. - Collaborate with other members of the Bureau of Budget, the Bureau of Public Policy and Organizing and other Bureaus within the office; contribute information in response to external inquiries (e.g., from press or advocacy organizations) and attend meetings and public hearings, prepare briefing notes, help develop testimony, and interact with external partners. - Perform other related work and assignments including supervision of one or more projects as may be required. QUALIFICATIONS/SKILLS REQUIREMENTS: (1) Master's degree in Public Policy Analysis/Administration, Urban Studies, Economics, Accounting, Finance, or a closely related field and three or more years of professional experience in budgetary planning/management, financial analysis, public policy analysis, and/or administration in a government agency or non-profit; or, (2) Combined education and/or experience equivalent to "1" above.

1. A baccalaureate degree from an accredited college and two years of full-time experience in budgetary planning, financial analysis, management, or engineering. Work toward a Law degree or toward a Master's degree in business, public administration, economics, engineering or a related field may be substituted for experience on a year for year basis.
