Govt bodies told to restrict assignment accounts to nbp.

ISLAMABAD: The government has tightened its fiscal controls by restricting the federal and provincial entities to ensure that all their assignment accounts for development projects and non-development expenditures are opened and operated only through the National Bank of Pakistan (NBP), which would be treated as part of the Treasury Single Account (TSA) of the federal government.

To conduct this exercise as required by the Inter­national Monetary Fund (IMF), the government has issued fresh guidelines for opening and operating the so-called Asaan (Easy) Assignment Accounts.

Under the Asaan Assign­ment Account Procedure (Local Curr­ency) Amended 2023 (AAAP 2023), the assignment accounts for both development projects and non-development expenditures would be part of the TSA (Account No. 1).

The assignment acco­unts of the provincial entities would be part of the consolidated funds of the respective provincial governments.

The Treasury Single Account is a unified structure of government bank accounts enabling consolidation and optimum utilisation of government cash resources.

Article 78 of the Constitution requires that all revenues, loan receipts and all other funds received by or on behalf of the government of Pakistan are either part of the federal consolidated fund (FCF) or the public account of the federation (PAF).

The cash balances of both FCF and PAF are maintained in central account No. 1 (non-food) at the State Bank of Pakistan (SBP). Under the Public Finance Management (PFM) Act of 2019, the FCF and PAF are operated by the finance division.

The new guidelines have directed all the ministries, divisions, corporations, projects and entities that the unspent budget at the close of a financial year will be surrendered by the respective offices or else would be treated as lapsed.

Besides, their main assignment accounts would be opened only in the main NBP branch in Islamabad for the federal government offices across the country, while their sub-assignment accounts could be opened at the branches linked with internet banking for project authorities or entities.

The organisations and entities already submitting their claims for development and non-development expenditures to accounting offices for pre-audit shall not be allowed assignment accounts under any circumstances.

The rules also specify how the principal accounting officers of the respective ministries or entities would designate, replace or nominate the signatories for operating the accounts.

The NBP would be required to comply with policy instructions of the government and regulatory requirements of the SBP, including ‘know your customer’ (KYC) to meet standards of Anti-Money Laundering and Financial Action Task Force for all accounts and their signatories through requisite documentation and biometric verification.

These accounts would not be available for making deposits but are overdraft facility accounts in nature for payments made on behalf of the government by the bank, followed by reimbursement claims from the SBP.

The AAAP 2023 will also apply to all the existing assignment accounts for all future banking. However, the opening of an assignment account would not be required for funds allocated as ‘one-time seed money’.

The assignment accounts would stand closed upon completion of the project or the programme or if the relevant expenditures are shifted to a pre-audit system of accounting offices. Cash withdrawals or transfer of funds to any bank account would not be allowed except for employees related deductions like pension contributions, provident funds or GP funds, etc. Payments shall only be made through crossed cheques to contractors, vendors, suppliers, employees, etc.

The principal accounting officers would be required to meet certain preconditions before approving the opening and closing of such accounts or changing signatories. These include the administrative approval of the development project, appointment of a project director and allocation of funds in the budget.

There shall be a separate assignment account for every development project and sub-accounts would be allowed only when payment is required outside the accounting jurisdiction of the accounting office where budget allocation had been made.

In the case of the current budget expenditure, the principal accounting officers would submit a certificate to the finance ministry on a half-yearly basis that public money had not been transferred from the assignment account of any other bank account.

The NBP would be required to close dormant assignment accounts or sub-accounts with no transactions for the last three years with intimation to the principal accounting officers and the accounting offices concerned.

It will also be required to provide the finance ministry with complete information every month, including the list of assignment accounts.

Earlier last year, the government ordered all federal and provincial entities, including those of Azad Jammu and Kashmir and Gilgit-Baltistan, to surrender their working capital and surplus funds for investment into a single treasury account of the federation.

The government has already notified that under Cash Management and Treasury Single Account Policy 2019-29 and Cash Management and Treasury Single Account Rules 2020, no government office could open, operate or maintain any bank account in scheduled banks for any purpose.

All ministries, divisions and other entities have been directed to reconcile their respective expenditures with the Ministry of Finance and the Accountant General of Pakistan Revenue each month to limit financial discrepancies, which went beyond a whopping Rs315bn in the first half (July to December) of the current fiscal year.

PAC seeks explanation from Finance Division: HEC transferred Rs28.681bn from assignment account to commercial banks

ISLAMABAD: The Public Accounts Committee (PAC) observed that the Higher Education Commission (HEC) transferred Rs 28.681 billion from Assignment Account maintained for the development project to different commercial banks’ accounts maintained by universities and centers in violation of instructions of the Finance Division.

The committee met with Noor Alam Khan in the chair here on Thursday, where the audit objections of the HEC for 2020, 2021, and 2022 were reviewed. Khan said that it is regrettable to bring DAC matters to PAC. Why was the money kept in commercial banks instead of assignment account? he asked.

HEC Executive Director Dr Shaista Sohail said that due to lack of a National Bank in some remote areas of Pakistan led to this money being kept in commercial banks. On this occasion, the committee member Ahmad Hussain Daher said that the scam of Rs 500 million happened in Bahauddin Zakariya University due to the fact that the money was kept in a commercial account. The committee asked the Finance Division to explain under which law, the HEC was allowed to place such huge amount in commercial accounts.

The audit authorities also took the stand that the Finance Division had violated GFR 95. The chairman committee told the HEC executive director that there is a difference in her own statement with respect to putting the amount in accounts.

According to the audit para, the management of the HEC was maintaining Assignment Account No 2167 for development projects of universities and Rs 28.681 billion was transferred by the HEC to different universities during 2020-21.

The audit observed that the amount of Rs 28.681 billion was transferred from Assignment Account maintained for Development Project to different commercial banks’ accounts maintained by universities and Centers in violation of instructions of the Finance Division.

The HEC submitted that the Commission has been releasing grants/funds to HEIS as per practice in vague which was authorized in the meeting held with the Ministry of Finance. The HEC issued cheques in favor of VCs/Rectors/Presidents which were deposited by HEIs as per their own statutory framework. Hence, the amount of Rs 67.623 billion was actually not transferred to commercial banks.

The revised procedure of Assan Assignment Account applicable to all institutions including HEIs has already been deliberated by HEC and in the light of Asaan Assignment Account Procedure (Local Currency) 2020, HEC asked all public sector HEIs to start the process of opening the Asaan Assignment Accounts.

During the review of audit objections regarding the US Need Base Scholarship, the audit officials told PAC that HEC could not meet the target for the scholarship. The donor disbursing the money only when the universities give admissions on the scholarship while they have failed to do so due to which this amount has been lost.

The PAC ordered an investigation into the matter and said that the matter should be taken up in the DAC. Noor Alam Khan said that education is a matter of children’s future and the shortcoming in it cannot be ignored.

Expressing dissatisfaction over HEC’s response regarding illegal opening of accounts by various universities in remote areas of the country, the PAC has ordered a fresh DAC on all audit objections.

How to open Asaan Mobile Account – Complete Details

The State Bank of Pakistan (SBP) has launched the Asaan Mobile Account (AMA) platform to enable opening of branchless banking accounts and allowing account holders to avail banking services through their smartphones.

Asaan Mobile Account (AMA) has been launched in partnership with PTA, NADRA, and branchless banking (BB) providers and telecom operators under the National Financial Inclusion Strategy (NFIS) that aims to facilitate general masses, especially the low income segments, to digitally open their branchless banking accounts and use the available financial services in a swift, easy and affordable manner.

Who can open Asaan Mobile Account?

Anyone with a valid CNIC can open Asaan Mobile Bank Account (AMA) in any participating bank using their mobile number. The scheme allows individuals to access AMA platform using a short code i.e. *2262# and make transactions, through their basic/smart mobile phone without the need for internet connectivity.

• Balance Inquiry : Inquire balance of funds in your account instantaneously from your phone.
• Send Money : Transfer funds to any bank account maintained at any Pakistani bank in a secure manner from your phone.
• Change Account PIN : Change your bank account PIN code securely with ease from your phone.
• Mini Statement : Obtain statement of account activity instantaneously from your phone.
• Bill Payment : Pay mobile top-up and utility bill payments (electricity, telephone, gas etc.) with ease from your phone.
• Account Closure : Allows instantaneous account closure from your phone.

How to open Asaan Mobile Account?

Follow the steps below to open an Asaan Mobile Bank Account:

Dial *2262# to access Asaan Mobile Bank Account (AMA) platform.

Choose ‘Register for Asaan Mobile Account (AMA)’ from the menu.

Select your preferred bank from the given list. In order to see additional banks, select more .

Enter your CNIC number without dashes.

Enter CNIC issuance date listed on your Computerized National Identity Card (CNIC) at the bottom.

Select ‘Yes’ to provide account authorization. The bank after verifying customer credentials through verification call or One Time Password (OTP) will activate the account for the transactions.

How to link an account?

Follow the steps below to link a bank account:

Dial *2262# to access the Asaan Mobile Bank Account (AMA) platform. It must be noted that each customer can link maximum of one account.

Select ‘Request to link existing bank account’ from the options. The customer can either open a new or link an existing account on the platform with one account per customer.

Choose your bank from the options provided or select more to see list of additional banks.

Enter your account and CNIC number.

Enter account pin.

Select ‘Yes’ to provide account authorization. You will receive an SMS upon successful transfer after you enter your account pin number.

How to send money using Asaan Mobile Account?

Dial *2262# to access Asaan Mobile Bank Account.

Select ‘Same Bank’ or ‘Other Bank’ depending on the receiver’s bank account.

Select ‘Receiver Bank Name’ from the the given list of banks or select more to view additional banks.

Enter account number of the receiver.

Enter transfer amount.

Enter you bank account pin to confirm transaction.

I am based in England and have already opened roshan digital account with allied bank. Since roshan digital account does not allow deposits into account within Pakistan can I open asaan digital account from abroad. Please guide how to open an account in Pakistan,while abroad,for transactions within Pakistan as I need to deposit payment order into my account. Regards
