Many business plans use some combination of the sections below, with varying levels of detail, depending on the company.

The length of a business plan can vary greatly from business to business. Regardless, it's best to fit the basic information into a 15- to 25-page document. Other crucial elements that take up a lot of space—such as applications for patents—can be referenced in the main document and attached as appendices.

These are some of the most common elements in many business plans:

  • Executive summary: This section introduces the company and includes its mission statement along with relevant information about the company's leadership, employees, operations, and locations.
  • Products and services: Here, the company should describe the products and services it offers or plans to introduce. That might include details on pricing, product lifespan, and unique benefits to the consumer. Other factors that could go into this section include production and manufacturing processes, any relevant patents the company may have, as well as proprietary technology . Information about research and development (R&D) can also be included here.
  • Market analysis: A company needs to have a good handle on the current state of its industry and the existing competition. This section should explain where the company fits in, what types of customers it plans to target, and how easy or difficult it may be to take market share from incumbents.
  • Marketing strategy: This section can describe how the company plans to attract and keep customers, including any anticipated advertising and marketing campaigns. It should also describe the distribution channel or channels it will use to get its products or services to consumers.
  • Financial plans and projections: Established businesses can include financial statements, balance sheets, and other relevant financial information. New businesses can provide financial targets and estimates for the first few years. Your plan might also include any funding requests you're making.

The best business plans aren't generic ones created from easily accessed templates. A company should aim to entice readers with a plan that demonstrates its uniqueness and potential for success.

2 Types of Business Plans

Business plans can take many forms, but they are sometimes divided into two basic categories: traditional and lean startup. According to the U.S. Small Business Administration (SBA) , the traditional business plan is the more common of the two.

  • Traditional business plans : These plans tend to be much longer than lean startup plans and contain considerably more detail. As a result they require more work on the part of the business, but they can also be more persuasive (and reassuring) to potential investors.
  • Lean startup business plans : These use an abbreviated structure that highlights key elements. These business plans are short—as short as one page—and provide only the most basic detail. If a company wants to use this kind of plan, it should be prepared to provide more detail if an investor or a lender requests it.

Why Do Business Plans Fail?

A business plan is not a surefire recipe for success. The plan may have been unrealistic in its assumptions and projections to begin with. Markets and the overall economy might change in ways that couldn't have been foreseen. A competitor might introduce a revolutionary new product or service. All of this calls for building some flexibility into your plan, so you can pivot to a new course if needed.

How frequently a business plan needs to be revised will depend on the nature of the business. A well-established business might want to review its plan once a year and make changes if necessary. A new or fast-growing business in a fiercely competitive market might want to revise it more often, such as quarterly.

What Does a Lean Startup Business Plan Include?

The lean startup business plan is an option when a company prefers to give a quick explanation of its business. For example, a brand-new company may feel that it doesn't have a lot of information to provide yet.

Sections can include: a value proposition ; the company's major activities and advantages; resources such as staff, intellectual property, and capital; a list of partnerships; customer segments; and revenue sources.

A business plan can be useful to companies of all kinds. But as a company grows and the world around it changes, so too should its business plan. So don't think of your business plan as carved in granite but as a living document designed to evolve with your business.

This brief part of your business plan will detail your business name, years in operation, key offerings, and positioning statement. You might even add core values or a short history of the company. The company description’s role in a business plan is to introduce your business to the reader in a compelling and concise way.

4. The Business Opportunity

The business opportunity should convince investors that your organization meets the needs of the market in a way that no other company can. This section explains the specific problem your business solves within the marketplace and how it solves them. It will include your value proposition as well as some high-level information about your target market.

5. Competitive Analysis

Just about every industry has more than one player in the market. Even if your business owns the majority of the market share in your industry or your business concept is the first of its kind, you still have competition. In the competitive analysis section, you’ll take an objective look at the industry landscape to determine where your business fits. A SWOT analysis is an organized way to format this section.

6. Target Market

Who are the core customers of your business and why? The target market portion of your business plan outlines this in detail. The target market should explain the demographics, psychographics, behavioristics, and geographics of the ideal customer.

7. Marketing Plan

Marketing is expansive, and it’ll be tempting to cover every type of marketing possible, but a brief overview of how you’ll market your unique value proposition to your target audience, followed by a tactical plan will suffice.

Think broadly and narrow down from there: Will you focus on a slow-and-steady play where you make an upfront investment in organic customer acquisition? Consider including any monetary information that will give potential investors a glimpse into the financial health of your business. Assets, liabilities, expenses, debt, investments, revenue, and more are all useful adds here.

So, you’ve outlined some great goals, the business opportunity is valid, and the industry is ready for what you have to offer. Who’s responsible for turning all this high-level talk into results? The "team" section of your business plan answers that question by providing an overview of the roles responsible for each goal. For example, if your business is launching a second product line, you might explain how the loan will help your company launch that new product and how much you think sales will increase over the next three years as a result.

Your supply chain and order fulfillment strategy.

If you’re a startup, you may not have much information on your business financials yet. Here, you’ll provide your business’s monthly or quarterly sales, expenses and profit estimates over at least a three-year period — with the future numbers assuming you’ve obtained a new loan.

Accuracy is key, so carefully analyze your past financial statements before giving projections. Your goals may be aggressive, but they should also be realistic.

Before the end of your business plan, summarize how your business is structured and outline each team’s responsibilities. This will help your readers understand who performs each of the functions you’ve described above — making and selling your products or services — and how much each of those functions cost.

If any of your employees have exceptional skills, you may want to include their resumes to help explain the competitive advantage they give you.

Finally, attach any supporting information or additional materials that you couldn’t fit in elsewhere. That might include:

Licenses and permits.

Equipment leases.

Bank statements.

Market analysis

A market analysis is a qualitative and quantitative assessment of the current market you’re entering or competing in. It helps you understand the overall state and potential of the industry, who your ideal customers are, the positioning of your competition, and how you intend to position your own business. Here you detail how you intend to reach your target market. This includes your sales activities, general pricing plan, and the beginnings of your marketing strategy. If you have any branding elements, sample marketing campaigns, or messaging available—this is the place to add it. 

Additionally, it may be wise to include a SWOT analysis that demonstrates your business or specific product/service position. This will showcase how you intend to leverage sales and marketing channels to deal with competitive threats and take advantage of any opportunities.

Organization & management

This section addresses the legal structure of your business, your current team, and any gaps that need to be filled. Depending on your business type and longevity, you’ll also need to include your location, ownership information, and business history. Basically, add any information that helps explain your organizational structure and how you operate. This section is particularly important for pitching to investors but should be included even if attempted funding is not in your immediate future.

Financial projections

Possibly the most important piece of your plan, your financials section is vital for showcasing the viability of your business. It also helps you establish a baseline to measure against and makes it easier to make ongoing strategic decisions as your business grows. This may seem complex on the surface, but it can be far easier than you think. 

Focus on building solid forecasts, keep your categories simple, and lean on assumptions. You can always return to this section to add more details and refine your financial statements as you operate. 

Here are the statements you should include in your financial plan:

  • Sales and revenue projections
  • Profit and loss statement
  • Cash flow statement
  • Balance sheet

The appendix is where you add additional detail, documentation, or extended notes that support the other sections of your plan. Don’t worry about adding this section at first and only add documentation that you think will be beneficial for anyone reading your plan.

Types of business plans explained

While all business plans cover similar categories, the style and function fully depend on how you intend to use your plan. So, to get the most out of your plan, it’s best to find a format that suits your needs. Here are a few common business plan types worth considering. 

Traditional business plan

The tried-and-true traditional business plan is a formal document meant to be used for external purposes. Typically this is the type of plan you’ll need when applying for funding or pitching to investors. It can also be used when training or hiring employees, working with vendors, or any other situation where the full details of your business must be understood by another individual. 

This type of business plan follows the outline above and can be anywhere from 10-50 pages depending on the amount of detail included, the complexity of your business, and what you include in your appendix. We recommend only starting with this business plan format if you plan to immediately pursue funding and already have a solid handle on your business information. 

Business model canvas

The business model canvas is a one-page template designed to demystify the business planning process. It removes the need for a traditional, copy-heavy business plan, in favor of a single-page outline that can help you and outside parties better explore your business idea. 

The structure ditches a linear structure in favor of a cell-based template. It encourages you to build connections between every element of your business. It’s faster to write out and update, and much easier for you, your team, and anyone else to visualize your business operations. This is really best for those exploring their business idea for the first time, but keep in mind that it can be difficult to actually validate your idea this way as well as adapt it into a full plan.

One-page business plan

The true middle ground between the business model canvas and a traditional business plan is the one-page business plan. This format is a simplified version of the traditional plan that focuses on the core aspects of your business. It basically serves as a beefed-up pitch document and can be finished as quickly as the business model canvas.

By starting with a one-page plan, you give yourself a minimal document to build from. You’ll typically stick with bullet points and single sentences making it much easier to elaborate or expand sections into a longer-form business plan. This plan type is useful for those exploring ideas, needing to validate their business model, or who need an internal plan to help them run and manage their business.

Executive summary

The executive summary is an overview of your business and your plans. It comes first in your plan and is ideally just one to two pages. Most people write it last because it’s a summary of the complete business plan.

Ideally, the executive summary can act as a stand-alone document that covers the highlights of your detailed plan. 

In fact, it’s common for investors to ask only for the executive summary when evaluating your business. If they like what they see in the executive summary, they’ll often follow up with a request for a complete plan, a pitch presentation , or more in-depth financial forecasts .

Your executive summary should include:

  • A summary of the problem you are solving
  • A description of your product or service
  • An overview of your target market
  • A brief description of your team
  • A summary of your financials
  • Your funding requirements (if you are raising money)

Products and services description

This is where you describe exactly what you’re selling, and how it solves a problem for your target market. The best way to organize this part of your plan is to start by describing the problem that exists for your customers. After that, you can describe how you plan to solve that problem with your product or service. 

This is usually called a problem and solution statement .

To truly showcase the value of your products and services, you need to craft a compelling narrative around your offerings. How will your product or service transform your customers’ lives or jobs? A strong narrative will draw in your readers.

This is also the part of the business plan to discuss any competitive advantages you may have, like specific intellectual property or patents that protect your product. If you have any initial sales, contracts, or other evidence that your product or service is likely to sell, include that information as well. It will show that your idea has traction , which can help convince readers that your plan has a high chance of success.

Market analysis

Your target market is a description of the type of people that you plan to sell to. You might even have multiple target markets, depending on your business. 

A market analysis is the part of your plan where you bring together all of the information you know about your target market. Basically, it’s a thorough description of who your customers are and why they need what you’re selling. You’ll also include information about the growth of your market and your industry .

Try to be as specific as possible when you describe your market. 

Include information such as age, income level, and location—these are what’s called “demographics.” If you can, also describe your market’s interests and habits as they relate to your business—these are “psychographics.”

Essentially, you want to include any knowledge you have about your customers that is relevant to how your product or service is right for them. With a solid target market, it will be easier to create a sales and marketing plan that will reach your customers. That’s because you know who they are, what they like to do, and the best ways to reach them.

Next, provide any additional information you have about your market. 

What is the size of your market ? Is the market growing or shrinking? Ideally, you’ll want to demonstrate that your market is growing over time, and also explain how your business is positioned to take advantage of any expected changes in your industry.

Competitive analysis

Part of defining your business opportunity is determining what your competitive advantage is. To do this effectively, you need to know as much about your competitors as your target customers. 

Every business has some form of competition. If you don’t think you have competitors, then explore what alternatives there are in the market for your product or service. 

For example: In the early years of cars, their main competition was horses. For social media, the early competition was reading books, watching TV, and talking on the phone.

A good competitive analysis fully lays out the competitive landscape and then explains how your business is different. Maybe your products are better made, or cheaper, or your customer service is superior. Maybe your competitive advantage is your location – a wide variety of factors can ultimately give you an advantage.

Marketing and sales plan

The marketing and sales plan covers how you will position your product or service in the market, the marketing channels and messaging you will use, and your sales tactics. 

The best place to start with a marketing plan is with a positioning statement . 

This explains how your business fits into the overall market, and how you will explain the advantages of your product or service to customers. You’ll use the information from your competitive analysis to help you with your positioning. 

For example: You might position your company as the premium, most expensive but the highest quality option in the market. Or your positioning might focus on being locally owned and that shoppers support the local economy by buying your products.

Once you understand your positioning, you’ll bring this together with the information about your target market to create your marketing strategy . 

This is how you plan to communicate your message to potential customers. Depending on who your customers are and how they purchase products like yours, you might use many different strategies, from social media advertising to creating a podcast. Your marketing plan is all about how your customers discover who you are and why they should consider your products and services. 

While your marketing plan is about reaching your customers—your sales plan will describe the actual sales process once a customer has decided that they’re interested in what you have to offer. 

If your business requires salespeople and a long sales process, describe that in this section. If your customers can “self-serve” and just make purchases quickly on your website, describe that process. 

A good sales plan picks up where your marketing plan leaves off. The marketing plan brings customers in the door and the sales plan is how you close the deal.

Together, these specific plans paint a picture of how you will connect with your target audience, and how you will turn them into paying customers.

Business operations

The operations section describes the necessary requirements for your business to run smoothly. It’s where you talk about how your business works and what day-to-day operations look like. 

Depending on how your business is structured, your operations plan may include elements of the business like:

  • Supply chain management

  • Equipment and technology
  • Distribution

Some businesses distribute their products and reach their customers through large retailers like Amazon.com, Walmart, Target, and grocery store chains. 

These businesses should review how this part of their business works. The plan should discuss the logistics and costs of getting products onto store shelves and any potential hurdles the business may have to overcome.

If your business is much simpler than this, that’s OK. This section of your business plan can be either extremely short or more detailed, depending on the type of business you are building.

For businesses selling services, such as physical therapy or online software, you can use this section to describe the technology you’ll leverage, what goes into your service, and who you will partner with to deliver your services.

Key milestones and metrics

Although it’s not required to complete your business plan, mapping out key business milestones and the metrics can be incredibly useful for measuring your success.

Good milestones clearly lay out the parameters of the task and set expectations for their execution. You’ll want to include:

  • A description of each task
  • The proposed due date
  • Who is responsible for each task

If you have a budget, you can include projected costs to hit each milestone. You don’t need extensive project planning in this section—just list key milestones you want to hit and when you plan to hit them. This is your overall business roadmap. 

Possible milestones might be:

  • Website launch date
  • Store or office opening date
  • First significant sales
  • Break even date
  • Business licenses and approvals

You should also discuss the key numbers you will track to determine your success. Some common metrics worth tracking include:

  • Conversion rates
  • Customer acquisition costs
  • Profit per customer
  • Repeat purchases

It’s perfectly fine to start with just a few metrics and grow the number you are tracking over time. You also may find that some metrics simply aren’t relevant to your business and can narrow down what you’re tracking.

Organization and management team

Investors don’t just look for great ideas—they want to find great teams. Use this chapter to describe your current team and who you need to hire . You should also provide a quick overview of your location and history if you’re already up and running.

Briefly highlight the relevant experiences of each key team member in the company. It’s important to make the case for why yours is the right team to turn an idea into a reality. 

Do they have the right industry experience and background? Have members of the team had entrepreneurial successes before? 

If you still need to hire key team members, that’s OK. Just note those gaps in this section.

Your company overview should also include a summary of your company’s current business structure . The most common business structures include:

  • Sole proprietor
  • Partnership

Be sure to provide an overview of how the business is owned as well. Does each business partner own an equal portion of the business? How is ownership divided? 

Potential lenders and investors will want to know the structure of the business before they will consider a loan or investment.

Financial plan

Last, but certainly not least, is your financial plan chapter. 

Entrepreneurs often find this section the most daunting. But, business financials for most startups are less complicated than you think, and a business degree is certainly not required to build a solid financial forecast. 

A typical financial forecast in a business plan includes the following:

  • Sales forecast : An estimate of the sales expected over a given period. You’ll break down your forecast into the key revenue streams that you expect to have.
  • Expense budget : Your planned spending such as personnel costs , marketing expenses, and taxes.
  • Profit & Loss : Brings together your sales and expenses and helps you calculate planned profits.
  • Cash Flow : Shows how cash moves into and out of your business. It can predict how much cash you’ll have on hand at any given point in the future.
  • Balance Sheet : A list of the assets, liabilities, and equity in your company. In short, it provides an overview of the financial health of your business. 

A strong business plan will include a description of assumptions about the future, and potential risks that could impact the financial plan. Including those will be especially important if you’re writing a business plan to pursue a loan or other investment.

Adding a business plan cover page can make your plan, and by extension your business, seem more professional in the eyes of potential investors, lenders, and partners. It serves as the introduction to your document and provides necessary contact information for stakeholders to reference.

Your cover page should be simple and include:

  • Company logo
  • Business name
  • Value proposition (optional)
  • Business plan title
  • Completion and/or update date
  • Address and contact information
  • Confidentiality statement

Just remember, the cover page is optional. If you decide to include it, keep it very simple and only spend a short amount of time putting it together.

So focus on trimming things down to the essentials your readers need to know. Skip the extended, wordy descriptions and instead focus on creating a plan that is easy to read —using bullets and short sentences whenever possible.

An Introduction to Business Plans Why is a business plan so vital to the health of your business? Read the first section of our tutorial on How to Build a Business Plan to find out.

A business plan is a written description of your business's future. That's all there is to it--a document that desribes what you plan to do and how you plan to do it. If you jot down a paragraph on the back of an envelope describing your business strategy, you've written a plan, or at least the germ of a plan.

Business plans can help perform a number of tasks for those who write and read them. They're used by investment-seeking entrepreneurs to convey their vision to potential investors. They may also be used by firms that are trying to attract key employees, prospect for new business, deal with suppliers or simply to understand how to manage their companies better.

So what's included in a business plan, and how do you put one together? Simply stated, a business plan conveys your business goals, the strategies you'll use to meet them, potential problems that may confront your business and ways to solve them, the organizational structure of your business (including titles and responsibilities), and finally, the amount of capital required to finance your venture and keep it going until it breaks even.

Sound impressive? It can be, if put together properly. A good business plan follows generally accepted guidelines for both form and content. There are three primary parts to a business plan:

  • The first is the business concept , where you discuss the industry, your business structure, your particular product or service, and how you plan to make your business a success.
  • The second is the marketplace section , in which you describe and analyze potential customers: who and where they are, what makes them buy and so on. Here, you also describe the competition and how you'll position yourself to beat it.
  • Finally, the financial section contains your income and cash flow statement, balance sheet and other financial ratios, such as break-even analyses. This part may require help from your accountant and a good spreadsheet software program.

Breaking these three major sections down even further, a business plan consists of seven key components:

  • Executive summary
  • Business description
  • Market strategies
  • Competitive analysis
  • Design and development plan
  • Operations and management plan
  • Financial factors

In addition to these sections, a business plan should also have a cover, title page and table of contents.

How Long Should Your Business Plan Be? Depending on what you're using it for, a useful business plan can be any length, from a scrawl on the back of an envelope to, in the case of an especially detailed plan describing a complex enterprise, more than 100 pages. A typical business plan runs 15 to 20 pages, but there's room for wide variation from that norm. Much will depend on the nature of your business. If you have a simple concept, you may be able to express it in very few words. On the other hand, if you're proposing a new kind of business or even a new industry, it may require quite a bit of explanation to get the message across.

The purpose of your plan also determines its length. If you want to use your plan to seek millions of dollars in seed capital to start a risky venture, you may have to do a lot of explaining and convincing. If you're just going to use your plan for internal purposes to manage an ongoing business, a much more abbreviated version should be fine.

Who Needs a Business Plan?

About the only person who doesn't need a business plan is one who's not going into business. You don't need a plan to start a hobby or to moonlight from your regular job. But anybody beginning or extending a venture that will consume significant resources of money, energy or time, and that is expected to return a profit, should take the time to draft some kind of plan.

Startups. The classic business plan writer is an entrepreneur seeking funds to help start a new venture. Many, many great companies had their starts on paper, in the form of a plan that was used to convince investors to put up the capital necessary to get them under way.

Most books on business planning seem to be aimed at these startup business owners. There's one good reason for that: As the least experienced of the potential plan writers, they're probably most appreciative of the guidance. However, it's a mistake to think that only cash-starved startups need business plans. Business owners find plans useful at all stages of their companies' existence, whether they're seeking financing or trying to figure out how to invest a surplus.

Established firms seeking help. Not all business plans are written by starry-eyed entrepreneurs. Many are written by and for companies that are long past the startup stage. WalkerGroup/Designs, for instance, was already well-established as a designer of stores for major retailers when founder Ken Walker got the idea of trademarking and licensing to apparel makers and others the symbols 01-01-00 as a sort of numeric shorthand for the approaching millennium. Before beginning the arduous and costly task of trademarking it worldwide, Walker used a business plan complete with sales forecasts to convince big retailers it would be a good idea to promise to carry the 01-01-00 goods. It helped make the new venture a winner long before the big day arrived. "As a result of the retail support up front," Walker says, "we had over 45 licensees running the gamut of product lines almost from the beginning."

These middle-stage enterprises may draft plans to help them find funding for growth just as the startups do, although the amounts they seek may be larger and the investors more willing. They may feel the need for a written plan to help manage an already rapidly growing business. Or a plan may be seen as a valuable tool to be used to convey the mission and prospects of the business to customers, suppliers or others.

Plan an Updating Checklist Here are seven reasons to think about updating your business plan. If even just one applies to you, it's time for an update.

  • A new financial period is about to begin. You may update your plan annually, quarterly or even monthly if your industry is a fast-changing one.
  • You need financing , or additional financing. Lenders and other financiers need an updated plan to help them make financing decisions.
  • There's been a significant market change . Shifting client tastes, consolidation trends among customers and altered regulatory climates can trigger a need for plan updates.
  • Your firm develops or is about to develop a new product , technology , service or skill. If your business has changed a lot since you wrote your plan the first time around, it's time for an update.
  • You have had a change in management . New managers should get fresh information about your business and your goals.
  • Your company has crossed a threshold, such as moving out of your home office, crossing the $1 million sales mark or employing your 100th employee .
  • Your old plan doesn't seem to reflect reality any more. Maybe you did a poor job last time; maybe things have just changed faster than you expected. But if your plan seems irrelevant, redo it.

Finding the Right Plan for You

Business plans tend to have a lot of elements in common, like cash flow projections and marketing plans. And many of them share certain objectives as well, such as raising money or persuading a partner to join the firm. But business plans are not all the same any more than all businesses are.

Depending on your business and what you intend to use your plan for, you may need a very different type of business plan from another entrepreneur. Plans differ widely in their length, their appearance, the detail of their contents, and the varying emphases they place on different aspects of the business.

The reason that plan selection is so important is that it has a powerful effect on the overall impact of your plan. You want your plan to present you and your business in the best, most accurate light. That's true no matter what you intend to use your plan for, whether it's destined for presentation at a venture capital conference, or will never leave your own office or be seen outside internal strategy sessions.

When you select clothing for an important occasion, odds are you try to pick items that will play up your best features. Think about your plan the same way. You want to reveal any positives that your business may have and make sure they receive due consideration.

Types of Plans Business plans can be divided roughly into four separate types. There are very short plans, or miniplans. There are working plans, presentation plans and even electronic plans. They require very different amounts of labor and not always with proportionately different results. That is to say, a more elaborate plan is not guaranteed to be superior to an abbreviated one, depending on what you want to use it for.

  • The Miniplan. A miniplan may consist of one to 10 pages and should include at least cursory attention to such key matters as business concept, financing needs, marketing plan and financial statements, especially cash flow, income projection and balance sheet. It's a great way to quickly test a business concept or measure the interest of a potential partner or minor investor. It can also serve as a valuable prelude to a full-length plan later on.

Be careful about misusing a miniplan. It's not intended to substitute for a full-length plan. If you send a miniplan to an investor who's looking for a comprehensive one, you're only going to look foolish.

  • The Working Plan. A working plan is a tool to be used to operate your business. It has to be long on detail but may be short on presentation. As with a miniplan, you can probably afford a somewhat higher degree of candor and informality when preparing a working plan.

A plan intended strictly for internal use may also omit some elements that would be important in one aimed at someone outside the firm. You probably don't need to include an appendix with resumes of key executives, for example. Nor would a working plan especially benefit from, say, product photos.

Fit and finish are liable to be quite different in a working plan. It's not essential that a working plan be printed on high-quality paper and enclosed in a fancy binder. An old three-ring binder with "Plan" scrawled across it with a felt-tip marker will serve quite well.

Internal consistency of facts and figures is just as crucial with a working plan as with one aimed at outsiders. You don't have to be as careful, however, about such things as typos in the text, perfectly conforming to business style, being consistent with date formats and so on. This document is like an old pair of khakis you wear into the office on Saturdays or that one ancient delivery truck that never seems to break down. It's there to be used, not admired.

  • The Presentation Plan. If you take a working plan, with its low stress on cosmetics and impression, and twist the knob to boost the amount of attention paid to its looks, you'll wind up with a presentation plan. This plan is suitable for showing to bankers, investors and others outside the company.

Almost all the information in a presentation plan is going to be the same as your working plan, although it may be styled somewhat differently. For instance, you should use standard business vocabulary, omitting the informal jargon, slang and shorthand that's so useful in the workplace and is appropriate in a working plan. Remember, these readers won't be familiar with your operation. Unlike the working plan, this plan isn't being used as a reminder but as an introduction.

You'll also have to include some added elements. Among investors' requirements for due diligence is information on all competitive threats and risks. Even if you consider some of only peripheral significance, you need to address these concerns by providing the information.

The big difference between the presentation and working plans is in the details of appearance and polish. A working plan may be run off on the office printer and stapled together at one corner. A presentation plan should be printed by a high-quality printer, probably using color. It must be bound expertly into a booklet that is durable and easy to read. It should include graphics such as charts, graphs, tables and illustrations.

It's essential that a presentation plan be accurate and internally consistent. A mistake here could be construed as a misrepresentation by an unsympathetic outsider. At best, it will make you look less than careful. If the plan's summary describes a need for $40,000 in financing, but the cash flow projection shows $50,000 in financing coming in during the first year, you might think, "Oops! Forgot to update that summary to show the new numbers." The investor you're asking to pony up the cash, however, is unlikely to be so charitable.

  • The Electronic Plan. The majority of business plans are composed on a computer of some kind, then printed out and presented in hard copy. But more and more business information that once was transferred between parties only on paper is now sent electronically. So you may find it appropriate to have an electronic version of your plan available. An electronic plan can be handy for presentations to a group using a computer-driven overhead projector, for example, or for satisfying the demands of a discriminating investor who wants to be able to delve deeply into the underpinnings of complex spreadsheets.

Your core team . This section is all about people: do you have a team behind you already? If not, how will you build this team and what will the timeline be? Why are you the right group of people to bring this idea to the market? This section is incredibly important when seeking external investment — in most cases, passion can get you much further than professional experience.

Financial forecasts . Some investors will skim the executive summary and skip straight to the finances — so expect your forecasts to be scrutinized in a lot of detail. Writing a business plan for your eyes only? That’s fine, but you should still take time to map out your financial requirements: how much money do you need to start? How do you plan to keep money coming in? How long will it take to break even ? Remember, cash is king. So you need a cash flow forecast that is realistic, achievable and keeps your business afloat, especially in the tricky first few years.

What does reclassifying marijuana mean? Here’s what to know.

It's not entirely clear how a move to a Schedule III substance could impact Pennsylvania, but there could be some benefits for the medical marijuana industry.

More than five decades after it was first identified as a dangerous drug with no medical value and a high potential for abuse, the U.S. Drug Enforcement Administration has reportedly agreed to reclassify marijuana .

A proposal from the DEA, which has not yet taken effect, would move marijuana from its current status as a Schedule I drug under the Control Substances Act to Schedule III, according to the Associated Press. The proposal comes following a review of federal marijuana law that President Joe Biden called for in 2022, and follows a recent recommendation made by the U.S. Department of Health and Human Services.

The change would signify that under federal law, marijuana is considered to have less potential for abuse than other substances, as well as an accepted medical value. It could also have implications for marijuana businesses in states where the drug is medically or recreationally legal, and make researching marijuana easier.

Before the proposal goes into effect, it must be reviewed by the White House Office of Management and Budget, after which the DEA will hold a public comment period. Following public comment, the final rule would be published.

Here is what you need to know:

What does scheduling mean?

Marijuana has been a Schedule I drug since the passage of the Federal Comprehensive Drug Abuse Prevention and Control Act of 1970, better known as the Controlled Substances Act. Under that classification, it has been placed alongside drugs such as heroin, LSD, and MDMA, which the law says have “no currently accepted medical use and a high potential for abuse,” according to the DEA .

Such drugs are criminally prohibited at the federal level, cannot be prescribed for medical use, and aren’t easily medically researchable.

The act has five categories, with the potential for abuse or dependence decreasing at each level. Schedule III drugs , for example, include substances like ketamine, anabolic steroids, and Tylenol with codeine. Those drugs can be prescribed , provided they have approval from the Federal Drug Administration, with rules about refills.

Does rescheduling legalize marijuana?

No. As a Schedule III drug, marijuana would still be regulated by the DEA. State medical and recreational marijuana programs would also remain federally illegal once the change takes effect, according to the Congressional Research Service .

That means the roughly 15,000 cannabis dispensaries in the United States would have to register with the DEA like regular pharmacies and fulfill strict reporting requirements, something that they are loath to do and that the DEA is ill-equipped to handle.

Additionally, the research service noted in a January memo, quantity-based mandatory minimum sentencing “would not change as a result of rescheduling.”

How could rescheduling impact Pennsylvania?

It’s not entirely clear. But as a state in which medical marijuana is legal, that industry could see some benefits.

With cannabis as a Schedule III drug, Pennsylvania marijuana businesses could see a reduction in their federal tax burden, which can be 70% or more, according to industry groups.

That’s because of an Internal Revenue Services rule prevents businesses that “traffick” in Schedule I or II substances from deducting regular businesses expenses from their federal taxes. If marijuana moves to Schedule III, those businesses would be able to deduct expenses on federal taxes.

Additionally, the move would make marijuana easier to study and research, as it is much more difficult to conduct authorized clinical studies on Schedule I substances.

What to marijuana proponents say?

Marijuana’s rescheduling has long been rumored , and has been met with a mixed reaction by marijuana proponents. In a statement Tuesday, Paul Armentano, deputy director of the National Organization for the Reform of Marijuana Laws called rescheduling a “significant” step, but said it ultimately, it “fails to adequately address” the conflict between state and federal laws.

As a result, Armentano said, marijuana should instead be de-scheduled altogether, which would allow states to implement marijuana laws and not run afoul of federal law.

David Goubert, president and CEO of cannabis company AYR wellness, which operates in several states including Pennsylvania, said in a statement that rescheduling is “the most significant step towards federal cannabis reform in U.S. history.”

But while rescheduling “represents positive progress,” Goubert added, many companies, including AYR Wellness, advocate for full de-scheduling — an event that he said he expects to be an “eventual outcome.”

That's according to a recent SEC filing , where the company stated that its median employee made just over $379,000 in 2023.

Meta employs around 67,000 people, according to the filing, so there's bound to be considerable variation.

An Insider analysis previously found that higher-level software engineers and researchers at the company tend to make more in base pay than product designers and user experience professionals.

Nevertheless, Meta's median figure is substantially higher than the average tech position, which tends to fall between $35,000 to $120,000 depending on the role, according to data listed by one recruitment firm.

But within the world of Big Tech, Meta's median salary isn't as eye-popping as it might seem . Industry giants like Google and Amazon also have positions that regularly offer well above $300,000 in compensation.

The same filing noted that CEO Mark Zuckerberg 's total compensation in 2023 was $24.4 million.

Most came from security and logistical costs since the Facebook cofounder took home a salary of just $1 last year. (Of course, most of Zuckerberg's $157 billion net worth is tied up in his stock options .)

Even with such attractive compensation, it doesn't mean that working at Meta is becoming any easier.

Earlier this year, Zuckerberg told employees that, going forward, the company will make its so-called "Year of Efficiency" — the drive to maximize productivity by stepping up performance reviews and layoffs — the permanent state of affairs .

The company has cut 22% of its staff since 2022 with no end in sight . Meta reported strong earnings in its latest quarterly call , but also doubled down on Zuckerberg's plan to spend billions more on AI, spooking investors.

No, TikTok will not suddenly disappear from your phone. Nor will you go to jail if you continue using it after it is banned.

After years of attempts to ban the Chinese-owned app , including by former President Donald Trump , a measure to outlaw the popular video-sharing app has won congressional approval and is on its way to President Biden for his signature. The measure gives Beijing-based parent company ByteDance nine months to sell the company, with a possible additional three months if a sale is in progress. If it doesn’t, TikTok will be banned.

So what does this mean for you, a TikTok user, or perhaps the parent of a TikTok user? Here are some key questions and answers.

WHEN DOES THE BAN GO INTO EFFECT?

The original proposal gave ByteDance just six months to divest from its U.S. subsidiary, negotiations lengthened it to nine. Then, if the sale is already in progress, the company will get another three months to complete it.

So it would be at least a year before a ban goes into effect — but with likely court challenges, this could stretch even longer, perhaps years. TikTok has seen some success with court challenges in the past, but it has never sought to prevent federal legislation from going into effect.

WHAT IF I ALREADY DOWNLOADED IT?

TikTok, which is used by more than 170 million Americans, most likely won’t disappear from your phone even if an eventual ban does take effect. But it would disappear from Apple and Google’s app stores, which means users won’t be able to download it. This would also mean that TikTok wouldn’t be able to send updates, security patches and bug fixes, and over time the app would likely become unusable — not to mention a security risk.

BUT SURELY THERE ARE WORKAROUNDS?

Teenagers are known for circumventing parental controls and bans when it comes to social media, so dodging the U.S. government’s ban is certainly not outside the realm of possibilities. For instance, users could try to mask their location using a VPN, or virtual private network, use alternative app stores or even install a foreign SIM card into their phone.

But some tech savvy is required, and it’s not clear what will and won’t work. More likely, users will migrate to another platform — such as Instagram, which has a TikTok-like feature called Reels , or YouTube, which has incorporated vertical short videos in its feed to try to compete with TikTok. Often, such videos are taken directly from TikTok itself. And popular creators are likely to be found on other platforms as well, so you’ll probably be able to see the same stuff.

“The TikTok bill relies heavily on the control that Apple and Google maintain over their smartphone platforms because the bill’s primary mechanism is to direct Apple and Google to stop allowing the TikTok app on their respective app stores,” said Dean Ball, a research fellow with the Mercatus Center at George Mason University. “Such a mechanism might be much less effective in the world envisioned by many advocates of antitrust and aggressive regulation against the large tech firms.”

SHOULD I BE WORRIED ABOUT USING TIKTOK?

Lawmakers from both parties — as well as law enforcement and intelligence officials — have long expressed concerns that Chinese authorities could force ByteDance to hand over data on the 170 million Americans who use TikTok. The worry stems from a set of Chinese national security laws that compel organizations to assist with intelligence gathering - which ByteDance would likely be subject to – and other far-reaching ways the country’s authoritarian government exercises control.

Data privacy experts say, though, that the Chinese government could easily get information on Americans in other ways, including through commercial data brokers that sell or rent personal information.

Lawmakers and some administration officials have also expressed concerns that China could - potentially – direct or influence ByteDance to suppress or boost TikTok content that are favorable to its interests. TikTok, for its part, has denied assertions that it could be used as a tool of the Chinese government. The company has also said it has never shared U.S. user data with Chinese authorities and won’t do so if it’s asked.

Federal Reserve keeps interest rates at current levels as inflation holds its grip

The Federal Reserve left its key interest rate unchanged at between 5.25% and 5.5% — the highest level in more than a decade — as annual inflation rates continued to stall.

In its statement announcing the hold, the central bank said that in recent months, there had been "a lack of further progress" toward its 2% percent inflation goal.

"Economic activity has continued to expand at a solid pace," it said. "Job gains have remained strong, and the unemployment rate has remained low. Inflation has eased over the past year but remains elevated."

Last month, the consumer price index came in at 3.5% on an annual basis, driven by rising housing costs and insurance rates, especially auto insurance.

"We're just a mile a way from the finish line," said Mark Zandi, chief economist at Moody's, referring to the economy reaching 2% inflation. "We're very close, but still not there. I do think that inflation will continue to moderate."

The Fed has sought to slow inflation by keeping interest rates elevated. By making it more expensive for businesses and consumers to borrow money, including through credit cards, the Fed hopes to reduce demand for goods and services, thereby reducing price growth.

So far, the results of doing this have been mixed. After a period of rapid interest rate hikes, the pace of inflation fell from more than 9% in the summer of 2022 to its current levels of between 3% and 4%.

But the decline has since stalled.

There are complex reasons for the lack of progress and many elements may actually be out of the Federal Reserve's control. Home and auto insurance companies continue to pass on higher costs to consumers . Meanwhile, even as many consumers struggle, post-pandemic wealth gains have left others — especially older consumers — with plenty of money to spend, despite higher prices.

Whatever the case, the wait for slower inflation has left the average consumer in an increasingly dour mood. On Tuesday, the Conference Board’s monthly Consumer Confidence Index came in at its lowest level since July 2022. Consumers expressed more concern about the current labor market situation, future business conditions, job availability and income, the group said.

Still, most analysts say the odds of a recession are remote. In the most recent GDP report, spending on services, which includes everything from restaurants to airfare to professional services, came in at 4% year-on-year, the fastest rate since 2021.

“Don’t underestimate this economy,” economists with Wells Fargo said in a report following the release.

Consumers thus appear to be sensing that the most crucial part of the economy — the jobs market — is slowing, even while prices remain elevated.

Fed Chair Jerome Powell acknowledged this complex economic environment in remarks in early March.

"The outlook is still quite uncertain," Powell said. The central bank must balance its campaign against elevated inflation with ensuring the economy does not slip into a recession.

Economists like Zandi aren't expecting the Fed to raise interest rates, either.

Instead, the Fed will likely continue to keep rates elevated — perhaps even until after the November general election so that it does not appear to favor one candidate or another.

"[Powell's] message is clear: We can’t cut rates and we’re not there yet," Zandi said. "We've still got a ways to go."

The following outline provides a high-level overview of the FTC’s proposed final rule :

  • Specifically, the final rule provides that it is an unfair method of competition—and therefore a violation of Section 5 of the FTC Act—for employers to enter into noncompetes with workers after the effective date.
  • Fewer than 1% of workers are estimated to be senior executives under the final rule.
  • Specifically, the final rule defines the term “senior executive” to refer to workers earning more than $151,164 annually who are in a “policy-making position.”
  • Reduced health care costs: $74-$194 billion in reduced spending on physician services over the next decade.
  • New business formation: 2.7% increase in the rate of new firm formation, resulting in over 8,500 additional new businesses created each year.
  • This reflects an estimated increase of about 3,000 to 5,000 new patents in the first year noncompetes are banned, rising to about 30,000-53,000 in the tenth year.
  • This represents an estimated increase of 11-19% annually over a ten-year period.

FCC fines Verizon, AT&T other major carriers nearly $200 million for sharing customer data

Federal regulators have fined several major cellphone carriers nearly $200 million combined for illegally sharing customers' location information without their consent.

T he Federal Communications Commission announced the fines Monday against Verizon, AT&T, T-Mobile and Sprint, the latter two of which have since merged since investigation began. An investigation determined the four carriers sold access to their customers’ location data to aggregators, who went on to sell the data to third party location-based service providers.

“Our communications providers have access to some of the most sensitive information about us," said FCC Chairwoman Jessica Rosenworcel in a statement. "These carriers failed to protect the information entrusted to them."

Location data 'puts all of us at risk,' head investigator says

The investigations began after it was made public that the nation's largest wireless carriers were sharing customers' location information without their knowledge or any other sort of authorization.

By selling access to such information to aggregators, the FCC found that each carrier had attempted to "offload its obligations to obtain customer consent onto downstream recipients of location information." That meant that in many instances, no valid customer consent was ever obtained.

When the carriers were notified that their safeguards were ineffective, all four continued to sell access to location information without implementing measures to protect customer location information from unauthorized third party access, according to the FCC.

Under federal law , carriers are required to protect location information along with other confidential customer information unless they have "express consent" to share it, the FCC said.

Foreign adversaries and cybercriminals have begun making it a priority to obtain sensitive personal data of Americans, such as location information, said Loyaan A. Egal, chief of the FCC Enforcement Bureau, which headed the investigations.

“The protection and use of sensitive personal data such as location information is sacrosanct,” Egal said in a statement. “When placed in the wrong hands or used for nefarious purposes, it puts all of us at risk."

What were all 4 carriers fined?

The agency first proposed the fines in 2020 following the investigations.

The penalties for Verizon and T-Mobile were eventually reduced after the commission reviewed additional evidence, according to the forfeiture orders made available by the FCC.

Here's what each carrier has been fined:

  • Verizon : $46.9 million;
  • AT&T : $57.3 million;
  • T-Mobile : $80.1 million
  • Sprint : $12.2 million.

Wireless carriers plan to appeal penalty

In separate statements Monday to USA TODAY, Verizon, T-Mobile and AT&T all said they would appeal the ruling, indicating the penalty is related to programs the companies all shuttered more than five years ago.

In a statement saying “Verizon is deeply committed to protecting customer privacy," company spokesman Rich Young said FCC's order concerns a now-defunct program requiring opt-in consent from customers to support services like roadside assistance and medical alerts.

"When one bad actor gained unauthorized access to information relating to a very small number of customers, we quickly and proactively cut off the fraudster, shut down the program, and worked to ensure this couldn't happen again," Young said in the statement. "Unfortunately, the FCC’s order gets it wrong on both the facts and the law."

An AT&T spokesperson told USA TODAY that "the FCC order lacks both legal and factual merit."

"It unfairly holds us responsible for another company’s violation of our contractual requirements to obtain consent, ignores the immediate steps we took to address that company’s failures, and perversely punishes us for supporting life-saving location services," according to a statement from AT&T.

T-Mobile said in its statement that "we take our responsibility to keep customer data secure very seriously and have always supported the FCC’s commitment to protecting consumers, but this decision is wrong, and the fine is excessive."

A Wealth Shift That Could Leave Some Younger Americans Behind

Assets held by baby boomers are changing hands, but that doesn’t mean their millennial heirs will be set for life.

Alainta Alcin has heard about the huge transfer of wealth from baby boomers to their millennial children that is underway — a move that has been called the largest shift of assets in history. But Ms. Alcin, an analyst for hospital systems, says it bears little resemblance to her own family’s experience.

“Unfortunately, my mom is one paycheck away from being unable to pay for anything,” said Ms. Alcin, a 34-year-old resident of West Palm Beach, Fla. “There’s nothing to transfer.”

Baby boomers have trillions of dollars in wealth that some economists predict will have a significant impact on their millennial-aged children when they inherit the cash, homes, stock portfolios and other assets their elders hold. But experts say that the narrative of millennials’ paying off debts and wielding greater spending power over the next two to three decades is complex — and leaves out families without enough assets to pass along.

As a first-generation American, Ms. Alcin saw her mother struggle to raise herself and five siblings after her father died. The elder Ms. Alcin had menial agricultural jobs — work that, at the age of 67, has become more difficult to do, even as she tries to make higher payments on her home’s adjustable-rate mortgage.

“She only has a limited amount of time where she can continue to work,” Ms. Alcin said. “It just seems as though economists miss a part of the hidden stories of people where there’s no wealth to begin with.”

In particular, young adults who are providing for aging parents while trying to establish their own retirement nest eggs worry that this inflection point will leave them further behind. Federal Reserve data shows that the average net worth among those aged 65 to 74 in 2022 was nearly $1.8 million. This figure is skewed by those at the upper end of the wealth spectrum, though. At the median, the average net worth of this age bracket was roughly $410,000, a figure that includes the values of homes and investments.

Estimates of how much wealth will be transferred over the coming decades vary widely, but even low calculations suggest that tens of trillions of dollars will change hands as baby boomers die. Some $84 trillion is expected to pass from older to younger generations between now and 2045, with $16 trillion of that taking place over the next decade. The rise in real estate values and the historically long bull market predating the pandemic, along with the shift from defined-benefit pensions to defined-contribution plans like 401(k)s over roughly the past generation, has made it possible, experts say.

Many monthly pension payments cover most or all of the cost of day-to-day living expenses, but with rare exceptions, payouts terminate after the worker or that person’s surviving spouse dies. Retirement accounts such as 401(k)s and individual retirement accounts, though, are treated differently.

“One of the interesting things about 401(k)s is that, unlike pensions, they can be handed down,” said Geoffrey Sanzenbacher, an associate professor of economics at Boston College. “There’s the opportunity for there to be this wealth transfer.”

And some boomers have both pensions and 401(k)s, giving them the flexibility to live on their pension payments and Social Security, and to save the defined-contribution balance for their heirs.

Even in families that have been able to accumulate some wealth, research suggests that millennials might be overconfident when it comes to expectations about how much they’ll inherit, though. A survey conducted two years ago by Alliant Credit Union found that just over half of millennials who anticipated inheriting money expected that they would get at least $350,000. However, 55 percent of boomers who say they plan to bequeath assets to their children or other younger family members say the amount will be less than $250,000.

“Parents have less money than their kids think,” said Sumeet Grover, Alliant’s chief digital and marketing officer.

A generational divide, and agreement

Boomers say their children live beyond their means. Millennials say their parents don’t have a clue how expensive it is to raise a family today. Beyond that, financial advisers who work with each generation say they see a widespread lack of transparency — although, again, they differ on what creates this divide.

Sophia Bera Daigle, founder of Gen Y Planning, a financial planning firm in Austin that works mostly with millennials, suspects that the appeal of holding onto the family purse strings for boomers is too strong to relinquish. “I think a part of it is control,” she said. “They really like having that control, being able to dole out those gifts if, and when, they want, or when they see fit.”

Boomers might also be unfamiliar with what young adults have to pay for homes, child care and college, even when those young adults are their own children, Ms. Daigle said.

In some cases, that disconnect extends to boomers’ own finances.

“In the ’90s with the tech boom, I think a lot of people made a lot of money and expected that same amount of money” would be available to them in the future, she said, but everything from recessions to health crises to divorce can crack those nest eggs.

Boomers counter that they are acting in their children’s best interests.

“In some families, it gets into the parents’ perception of the child’s work ethic and spending habits,” said Scott Oeth, a financial planner in Edina, Minn. “They don’t want it to seem like their kids are depending on their inheritance.”

Where the generations do agree is that virtually nobody talks about this.

Alvin Carlos, a financial planner in Arlington, Va., said only about 10 percent of his millennial clients had talked to their parents about estate planning. “I think a majority of our clients think their parents are in a decent financial situation, but they don’t know that for sure.”

Ms. Daigle also said she saw generational differences in comfort with discussing financial matters. “I have yet to see a boomer be extremely transparent with their finances for their kids, unless that parent is living with them,” she said.

Mr. Grover, of Alliant, suggested that millennials were comparatively more open about their finances because, as a generation, they had been conditioned via social media to obtain and share information readily. “When you look at millennials, they’re extremely comfortable talking about money,” he said. “I think one of the reasons for that is the internet,” because young adults are used to sharing so much online about their personal lives.

The cost-of-care conundrum

One of the biggest risks that comes with not sharing financial and estate-planning information is the prospect that a parent could wind up needing lengthy nursing home care.

State-administered Medicaid programs are often families’ only options for that care, but eligibility requirements mean spending down savings and selling off or liquidating assets.

“That next generation needs to wait longer and may get less because, in the last few years of their parents’ lives, they had all those expenses of long-term care,” said Steve Parrish, co-director of the Center for Retirement Income at the American College of Financial Services.

People who want to leave an inheritance to their children and minimize taxes and delays on the transfer often establish trusts for their assets. But this supposes that these families are wealthy enough to afford to hire an estate lawyer. Middle-class millennials who might otherwise inherit a home and perhaps the contents of a bank account are the most vulnerable to seeing that value get depleted in order for their parent to qualify for Medicaid.

And some aren’t expecting anything at all.

Joyce Hahn, a first-generation American, said she worried about her father as he approaches age 80. Although he held a plethora of jobs since emigrating from South Korea in the 1970s, Ms. Hahn, 39, said she didn’t believe he was ever able to save for retirement.

Ms. Hahn, a Census Bureau employee and resident of Washington, D.C., already splits the cost of her father’s housing, in a rent-controlled senior living apartment in California, with her younger sister. She also pays ancillary expenses not covered by insurance, such as dental care. “We never really talk about those kinds of things,” she said. “We were raised in this Asian mentality of taking care of your elders,” she said.

She said she wished she had more visibility into her father’s finances. “I don’t imagine he’ll get to the point where he needs long-term care, but I don’t want to be surprised by it.”

Significant as the impact of long-term care costs can be on affected families, social policy experts warn that there is a much bigger pool of people who could be hurt by the way this wealth is transferred: Those millennials whose parents were unable to accrue wealth in the first place.

“It just exacerbates the wealth inequality that’s been growing worse over the last several decades,” Mr. Sanzenbacher said. “It becomes harder and harder to compete for resources.”

Marsha Barnes, founder of the Finance Bar, a financial planning firm in Charlotte, N.C., said many of her younger clients worried about outliving their 401(k) balances.

“Many of my clients are Black,” said Ms. Barnes, who is also Black. “They maybe started a little later in life with saving money in their 401(k),” she said, because many had to support their parents in retirement.

“I have a client who’s in her early 30s, and now she’s helping her mom because her dad passed away — she just feels that level of responsibility,” Ms. Barnes said.
