REPORT OF MARRIAGE OF A FILIPINO ABROAD

The marriage between filipinos or between a filipino and a foreign national should be reported and registered with the philippine statistics authority (psa) through the philippine embassy/consulate general which has jurisdiction over the locality where the event took place..

ONLY marriages that took place in the following states can be registered or reported at the Philippine Consulate General in New York: (1) Connecticut, (2) Delaware, (3) Maine, (4) Massachusetts, (5) New Hampshire, (6) New Jersey, (7) New York, (8) Pennsylvania, (9) Rhode Island, and (10) Vermont.

For marriages that happened in other U.S. states, please click the Consulate Finder to find out which Philippine Embassy or Consulate can assist you, what the hours of operation are, and how to reach it.

Basic Requirements

Report of marriage form (notarized).

The wife should indicate her maiden surname as her last name. The husband and wife should accomplish and sign the four (4) ROM applications. The forms must be duly notarized by any US notary public. Guidelines on accomplishing the form can be found at the bottom of this page.

Marriage Contract or Certificate issued by US vital records

Submit one (1) original or one(1) Certified True Copy(CTC)/notarized as true copy, plus three(3) photocopies. The marriage contract or certificate must bear information on the number of marriages contracted by both parties . If the number of marriages does not appear on the marriage contract/certificate, please submit Marriage Record/License as an additional requirement.

Proof of Filipino Citizenship of Applicant/s at the time of marriage

Submit one (1) original or one(1) Certified True Copy(CTC)/notarized as true copy, plus three(3) photocopies. Samples of proof of Filipino citizenship are: US Naturalization Certificate, US Permanent Resident Card, Valid Visa or Work Permit; or Dual Citizenship papers (Identification Certificate and Approval Order)

Birth Certificates of Husband and Wife

Submit one (1) original or one(1) Certified True Copy(CTC)/notarized as true copy, plus three(3) photocopies. Foreign birth certificate of the alien spouse; PSA-issued birth certificate of the Filipino spouse

Valid Passports or IDs of Husband & Wife

Submit one (1) original or one(1) Certified True Copy(CTC)/notarized as true copy, plus three(3) photocopies. Valid passports or IDs of HUSBAND and WIFE who is filing the application.

Affidavit of Delayed Registration (Notarized)

Required if application is filed more than one (1) year after the marriage. Must be executed and signed by both parties and duly notarized by any US notary public. Submit four (4) original signed and notarized affidavit.

Additional Requirements (in case one or both parties have previous marriage)

If widow or widower:, psa death certificate.

Submit one (1) original or one(1) Certified True Copy(CTC)/notarized as true copy, plus three(3) photocopies.

If Annulled

Amended psa marriage certificate, with annotation of annulment, judicial decree of annulment, certificate of finality, if foreign spouse was previously married to another foreigner, foreign divorce decree, if the filipino citizen was previously married to a foreigner and a divorce was validly obtained abroad by the alien spouse, *foreign divorce decree duly recognized by the philippine court..

There is no divorce in the Philippines, but when a divorce is validly obtained abroad by an alien spouse from his or her Filipino spouse, the Filipino spouse shall have the capacity to remarry under Philippine law. However, the divorce obtained abroad must be passed upon judicially by a Philippine court, to prove its validity, before the Filipino spouse can remarry under Philippine law. The decision of the Philippine Court shall become the basis for the annotation on Philippine-issued Civil Registry documents. Please see below the guidelines on the Annotation of Foreign Divorce Decree with the Office of the Civil Registrar General in the Philippines.

The Consular Officer reserves the right to require additional documents from the informant or applicant. 

Submit application via email

Send one copy each of the documentary requirements listed below to [email protected] for pre-assessment

The Consulate assesses the completeness of the emailed submission.

Mail the Report of Marriage (ROM) Application packet

Once emailed documents have been determined to be complete and in order by the Consular Officer, the informant mails to the Consulate the ROM Application packet (please see below the contents of the packet), taking note of the envelope’s tracking number. Address the mail to: Civil Registry Unit (Report of Marriage) Philippine Consulate General 556 Fifth Avenue, New York, NY 10036

Covering Letter

Include a covering letter (handwritten or typed), addressed to the Civil Registry Unit, indicating the consular service requested, name of person filing the application, including the person’s mobile number and email address.

Complete Documentary Requirements

Arrange documents in this order. Please refer below to the corresponding number of documents to be submitted.

Processing Fee: $25.00 (ROM); $25.00 (per Affidavit) Payment should be in the form of money order or cashier’s check payable to the Philippine Consulate General. Do not send cash by mail. Personal checks are not accepted.

Return Envelope

A self-addressed pre-paid stamped envelope, preferably USPS Priority Mail, with tracking number, must be included when sending the application. Do not use metered stamps or P.O. Box Return Address. Do not use Fedex. The Philippine Consulate General assumes no responsibility for any delay or loss in the mail, or while the documents are in the custody of the courier service. The applicant should note the tracking numbers of all envelopes used and submitted.

Ensure that all submitted requirements are correct and in order. Otherwise, incomplete submissions will not be processed and will be returned to the informant at their own expense.

Get PSA-authenticated Marriage Certificate Online

You may request PSA-authenticated copy of the ROM after 6 to 12 months from the date of reporting at www.psaserbilis.com.ph. To complete the online transaction, you will need the transmittal details (Reference Number, Despatch Number, Despatch Date and Transmittal Date) which can be obtained from the DFA Manila's Consular Records Division with email [email protected].

Summary of Duties:

Guterres condemns Iran’s attack on Israel, calls for immediate end to hostilities

Strongly condemning the “large-scale attack” launched on Israel by Iran, UN Secretary-General António Guterres has urged maximum restraint by all parties and warned that “neither the region nor the world can afford another war.”

“I call for an immediate cessation of these hostilities,” said the Secretary-General in a statement issued in New York early Saturday evening, shortly after what media reports suggest had been hundreds of drones and missiles launched by Iran at Israel.

The UN chief said that he is deeply alarmed about the very real danger of a devastating region-wide escalation.  

“I urge all parties to exercise maximum restraint to avoid any action that could lead to major military confrontations on multiple fronts in the Middle East,” said the Secretary-General, and added: “I have repeatedly stressed that neither the region nor the world can afford another war.”  

Tensions have been ratcheting up in the region since Hamas’ deadly 7 October terror attack and mass hostage taking and Israel’s subsequent full-scale assault on the Gaza Strip, which has left thousands dead and pushed the population to the brink of starvation.

The UN Security Council has scheduled an emergency meeting for 4pm Sunday to discuss this latest flare-up in the region.

Tit-for-tat violence will only lead to ‘more misery’  

For his part, the President of the UN General Assembly, Dennis Francis, also expressed deep concern about the unfolding situation in the Middle East, “involving the launch by Iran of drones and missiles against Israel.”  

In a separate statement , Mr. Francis noted that Iran had explained its action “in the context of article 51 of the UN Charter , following the recent Israeli attack on the Iranian Embassy in Damascus.”

“The Iranian response compounds the already tense and delicate peace and security situation in the Middle East,” said the Assembly President and strongly called upon all parties to exercise the utmost restraint to avoid further escalation of tension in the region.  

“This is a moment that calls for wise and prudent judgement, in which the risks and extended risks are very carefully considered. I expect that the Iranian authorities will honour their word that by their action today, the matter can be deemed concluded.”

Stressing that dialogue and diplomacy are the only way to resolve differences, Mr. Francis warned: “A vicious cycle of attack and counterattack will lead to nowhere, but inevitably, to more death, suffering and misery.”

Mexican Consulate names fourth victim recovered in Key Bridge collapse

Mexican officials announced that the body of Carlos Daniel Hernández, one of the construction workers killed last month when the Dali container ship crashed into the Francis Scott Key Bridge, was recovered from the Patapsco River over the weekend.

Hernández is the fourth person who died in the collapse to be pulled from the submerged wreckage since the crash on March 26, which destroyed one of Baltimore’s key commuting routes, temporarily shuttered the Port of Baltimore and left six people dead.

A total of eight people were working construction on the bridge at the time it crumpled. Two survived; two have not yet been found.

Maryland Gov. Wes Moore (D) has said since the crash that returning the bodies of those who died is a top priority of local and state officials, who are juggling a complex set of tasks - including removing thousands of tons of debris and wreckage that fell into the river.

He emphasized that message again during a Tuesday afternoon news conference, during which he and a host of Maryland’s Republican lawmakers vowed continued support to the victims’ families as part of a unified, bipartisan response to the Key Bridge crisis.

“Our state has been grieving for three weeks,” Moore said. “But for these families, I know it has felt like an eternity.”

So far, the bodies of Maynor Suazo Sandoval, Dorlian Castillo Cabrera, Alejandro Hernandez Fuentes and Hernández have been recovered. Miguel Luna and José López are still missing. Unified Command officials first announced Monday that a fourth victim had been recovered from the river but did not name the person, citing a request from his family. But on the social media platform X hours later, Mexican officials identified the person as Hernández.

Alicia Bárcena, Mexico’s secretary of exterior relations, named Hernández in a post and said he “represents our Mexican workers in the U.S.” In a separate post on X, Mexico’s Foreign Affairs Ministry said officials will continue to provide direct support to the family of Hernández and the other Key Bridge victims who were Mexican nationals.

At Tuesday’s news conference - a strategically orchestrated demonstration of cross-aisle collaboration - Moore invited former Maryland governor Bob Ehrlich (R) and state Sen. Johnny Ray Salling (R-Baltimore County) to discuss how state lawmakers and government agencies in the state, regardless of political party, have worked together in the three weeks since the Key Bridge fell.

“We’re here for one reason,” said Salling, who co-sponsored the Maryland General Assembly’s emergency Port Act. “We’re here for you.”

Salling joined Moore and Ehrlich in making a direct appeal to members of Congress, who will decide how much federal money will go toward rebuilding the Key Bridge. Sen. Ben Cardin (D-Md.) and Rep. Steny H. Hoyer (D-Md.) introduced legislation last week to authorize the federal government to cover the full cost of rebuilding the bridge.

Lawmakers from Maryland specifically structured their funding bill without requesting a specific dollar amount, allowing the state to take in unlimited sums in federal resources, Sen. Chris Van Hollen (D-Md.) told The Washington Post on Tuesday.

Under the Federal Highway Administration’s emergency relief fund, the federal government will pay for 90 percent of the Key Bridge rebuilding effort, and Maryland will pay for the remaining 10 percent. But the legislation introduced last week by the state’s delegation - to broad bipartisan support across Congress - would waive Maryland’s 10 percent contribution.

Crucially, Van Hollen said, the bill asks only for that waiver and not a specific sum of money, which would permit the state to accept vast amounts of federal dollars while rebuilding a bridge that has new safety features and allows bigger ships to pass beneath it to the Port of Baltimore.

“What we’re looking for is an authorization, not an appropriation,” Van Hollen said. “They’ll adopt new standards, new technology; they’re talking about heightening the bridge, as you would expect. When you’re building a new bridge, you build it differently than in the 1970s.”

Van Hollen said he and Cardin have begun discussing paths to pass the legislation through the upper chamber. The Senate needs to consider a bill to reauthorize the Federal Aviation Administration in the coming weeks; that measure could be a larger vehicle for other must-pass provisions, including aid for Maryland, Van Hollen said.

House Appropriations Committee Chairman Tom Cole (R-Okla.) urged Maryland to be patient in its damage and rebuilding assessment, and said he supports providing money for Baltimore.

It can take state and federal government officials months to determine the full scope of damage after a disaster, Cole told reporters Monday. If states rush to shove a disaster spending bill through Congress, they could be leaving money on the table. “If I was Maryland, I would make sure you do a thorough assessment,” he said. “I’ve seen a lot of these things over the years. … Just take your time. The federal government is going to do its part in terms of providing debris removal, cleanup and emergency relief. Let’s just make sure we get it right, so we go forward with something that is robust and full.”

The federal highway relief program has already provided Maryland with $60 million to help divert traffic from the roadway and assist other highways that are absorbing the nearly 30,000 vehicles that traversed the bridge each day.

The relief fund will reimburse Maryland for work the state completes on the Key Bridge project. The Army Corps of Engineers is covering the full cost of removing the tons of debris blocking the shipping channel.

Both accounts probably will need additional congressional funding in the months ahead. The federal highway fund has $890 million on hand with a $2.1 billion backlog of projects, according to data obtained by The Post. That backlog does not include Baltimore, which could need several billion dollars for a new bridge.

It’s not clear whether the Biden administration will face any serious blockades to funding from congressional Republicans. The conservative House Freedom Caucus said in early April that it would condition federal aid on several factors, including cutting the federal budget elsewhere. In talks about funding, several members of Congress have emphasized the importance of reimbursing taxpayers if they are asked to foot the bill for this disaster - including seeking full accountability through the courts for any liability or wrongdoing from the companies that own and operate the Dali.

On Monday, The Post reported that the FBI had opened a criminal investigation into the crash, which two U.S. officials said would focus at least in part on whether the crew of the container ship left the Port of Baltimore knowing the vessel had serious systems issues.

Several of the victims’ families have retained private attorneys to represent them in court, and the city of Baltimore also announced this week that it had retained two law firms to work with the city’s law department to pursue legal action.

What We Know About Iran’s Attack on Israel and What Happens Next

Israel is deciding how to respond to an attack by Tehran in which it fired hundreds of drones and missiles. Its allies are urging restraint.

World leaders are urging Israel to act with restraint after Iran launched a large aerial attack over the weekend, firing at least 300 drones and missiles. Israel’s war cabinet has not yet said how it will respond to the first such direct assault launched from Iranian territory after decades of shadow warfare between the two countries.

Here’s a look at what we know about the Iranian attack and its implications:

Why did Iran attack Israel?

Iran and Israel have long engaged in clandestine warfare , attacking each other’s interests on land, sea, air and in cyberspace.

Iran provides support for militant groups that have targeted Israel, including Hezbollah in Lebanon, Hamas in the Palestinian territories and the Houthis in Yemen. Israel has launched a series of attacks including killing Iran’s top nuclear scientist, Mohsen Fakhrizadeh , in 2021, and assassinating an Islamic Revolutionary Guards Corps commander, Col. Sayad Khodayee , in 2022.

The conflict escalated on April 1, when warplanes struck a building in Damascus that is part of the Iranian Embassy complex, according to Iranian and Syrian officials. At least three senior commanders and four officers overseeing Iran’s covert operations in the Middle East were killed. Israel did not publicly claim responsibility for the strikes, but Iran vowed to retaliate.

What happened during the Iranian attack?

Iran’s attack had been expected for days and, in the end, almost all of the missiles and drones were intercepted. An Israeli air base in the Negev desert sustained light damage and a 7-year-old girl was seriously wounded .

Israel used two primary defensive weapons systems , the Iron Dome and the Arrow 3, to thwart the attack. Allies also came to its defense: Defense Secretary Lloyd J. Austin III said that U.S. forces had intercepted missiles and attack drones launched from Iran, Iraq, Syria and Yemen, and Britain and France said their planes had also helped with interceptions. Jordan, which shares a border with Israel , said that its military had shot down missiles and drones that entered its airspace.

What have leaders said about the attack?

Prime Minister Benjamin Netanyahu of Israel on Sunday praised the defensive response, saying in a social media post: “We intercepted. We blocked. Together we will win.”

Leaders of the Group of 7 nations, which include the United States, France, Germany and Britain, issued a joint declaration after a virtual meeting on Sunday that reaffirmed support for Israel and accused Iran of “provoking an uncontrollable regional escalation” that must be avoided.

The United Nations Security Council held an emergency meeting on Sunday where António Guterres, the secretary general, said that it was “time to step back from the brink.” Other leaders including those of Britain and France have also urged restraint.

President Biden, who has used increasingly strong language to criticize Mr. Netanyahu’s war in Gaza, has also repeatedly affirmed the country’s right to defend itself and has sent weapons to the country. But he privately advised Israel against firing back at Iran, U.S. officials said on Sunday .

In a signal that Tehran was not seeking a wider war, Iranian leaders on Sunday said that their retaliation against Israel was over . But they also warned that they could launch a bigger military operation depending on Israel’s response.

What could happen next?

Iran’s attack comes more than six months after a deadly incursion led by Hamas on Israel, which prompted Israel to go to war in Gaza . The Iranian attack has distracted some attention from that conflict, but it also shows the region’s wider volatility, according to Nomi Bar-Yaacov, an expert on Middle East politics at Chatham House, a research group in London.

Israel’s government will be under pressure to respond to the attack, she said. The Israeli defense minister, Yoav Gallant, said on Sunday that its confrontation with Iran was “not over yet.”

Even so, it is possible that any Israeli response will not include a large-scale attack on Iranian territory itself, thus limiting the chances of further escalation, according to Ms. Bar-Yaacov.

“Iranians have made it abundantly clear that they consider the attack over,” she said. “I would expect the U.S. to put a terrific amount of pressure on Israel not to respond inside Iran, but rather to attack Iranian assets abroad, meaning its proxies.”

Warning Middle East at Risk of Full-Scale Conflict, Secretary-General Urges All Parties to ‘Step Back from the Brink’, in Emergency Security Council Session

A day after Iran launched hundreds of drones and missiles from its territory towards Israel - most intercepted - the people of the Middle East are confronting a real danger of a devastating full-scale conflict, the UN chief told the Security Council today during an emergency meeting, as delegates urged all parties to exercise maximum restraint.

“Regional – and indeed global - peace and security are being undermined by the hour.  Neither the region nor the world can afford more war,” said António Guterres, Secretary-General of the United Nations, stressing:  “Now is the time to defuse and de-escalate.” 

He said the emergency session was held upon an urgent request by Israel following what it described in a letter as a direct attack launched by Iran of over 200 unmanned aerial vehicles, cruise missiles, and ballistic missiles towards Israel in clear violation of the United Nations Charter and international law.  In a separate letter, Iran stated that it had carried out a series of military strikes on Israeli military objectives in the exercise of Iran’s inherent right to self-defence as outlined in Article 51 of the Charter, and in response to the Israeli recurring military aggressions, particularly its armed attack on 1 April 2024 against Iranian diplomatic premises in Damascus.

The Secretary-General said that according to the latest reports several missiles reportedly struck within Israeli territory.  One damaged an Israeli military facility in the south of the country.  Overall, a few civilians were injured.  

He strongly condemned the serious escalation represented by the large-scale attack launched on Israel by Iran, noting that the UN Charter prohibits the use of force against the territorial integrity or political independence of any State.  Moreover, in relation to the 1 April attack on the Iranian consulate in Damascus, he underscored that the principle of inviolability of diplomatic and consular premises and personnel must be respected in all cases, in accordance with international law.

“It’s time to step back from the brink,” he asserted, citing the vital need to avoid any action that could lead to major military confrontations on multiple fronts in the Middle East and that acts of reprisal involving the use of force are barred under international law. 

He stressed the shared responsibility to actively engage all parties concerned to prevent further escalation, secure an immediate humanitarian ceasefire in Gaza, the unconditional release of all hostages, the unimpeded delivery of humanitarian aid, the cessation of hostilities in the occupied West Bank, de-escalation of the situation along the Blue Line, and re-establishment of safe navigation in the Red Sea.  “We have a shared responsibility to work for peace,” he said. 

When the floor opened for discussion, numerous delegates - among them, the representatives of the Republic of Korea, Mozambique, Sierra Leone, Algeria, Ecuador, Japan, Switzerland and Malta - warned against accelerating the spiral of violence in the region, calling on all parties to exercise utmost restraint. 

Condemning both Israel’s attack against the Iranian consulate and Tehran’s retaliatory strikes on Israel, Slovenia’s delegate underscored that the sequence of these events threatens to escalate into a broader conflict of “unpredictable scope”.  Echoing that sentiment, Guyana’s delegate said that “violence begets violence” and urged the parties to choose the path of peace and dialogue. 

The representative of the United States condemned in the strongest terms the “unprecedented” attack on Israel by Iran and its militant proxies, whose intent was “to cause significant damage and death”.  Iran’s reckless actions pose a threat to populations in Israel and other UN Member States in the region, including Jordan and Iraq.  The Council must not let Iran’s actions go unanswered, he asserted, adding that for far too long, Iran has flagrantly violated its international legal obligations by arming Hezbollah; arming, facilitating, and enabling Houthi attacks; and transferring drones to the Russian Federation.  Additionally, Iran was complicit in the 7 October attack on Israel as it has provided significant funding and training for the military wing of Hamas and, therefore, contributed to the current crisis in Gaza. 

He highlighted the collective responsibility to ensure Iran’s compliance with Council resolutions.  “In the coming days, and in consultation with other Member States, the United States will explore additional measures to hold Iran accountable here at the United Nations,” he pledged, expressing support for Israel’s right to self-defence. “If Iran or its proxies take actions against the United States or further action against Israel, Iran will be held responsible,” he asserted, noting that Washington, D.C., is not seeking escalation and its actions have been “purely defensive in nature”.

Also condemning the unprecedented attack launched by Iran against Israel, the speaker for France said Tehran “crossed a new threshold in its destabilizing action, risking a military escalation”.  She welcomed that Israel was able to successfully repel the attack, therefore “avoiding the worse and sparing many civilians”.  France is fully mobilized to find a settlement to the crisis, she said, adding:  “We must leave no stone unturned in avoiding a new war in the Middle East.”

Her counterpart from the United Kingdom unequivocally condemned Iran’s attack against Israel, which “risked thousands of civilian casualties”.  The scale and nature of its “heinous assault” – the first direct attack from Tehran on Israeli soil - poses grave risks to the security and stability of citizens across the Middle East.  Highlighting Iran’s role in destabilizing the region, she said that it also bears responsibility for the actions of the groups it has long supported militarily, financially and politically.  “Through this attack, Iran has once again demonstrated that it is intent on sowing chaos in the region,” she said, stressing that her country will continue to stand up for Israel's security, and that of all its regional partners, including Jordan and Iraq.  Commending London’s allies for deterring the Iranian threat, she urged all parties to exercise maximum restraint.

Meanwhile, the representative of the Russian Federation observed that while the Secretary-General instantly and publicly reacted and condemned Iran’s actions, he did not propose to brief the Council on 2 April when an emergency meeting was called on the Israeli strikes against the consular premises in Damascus.  He called on the UN Chief to be more active vis-à-vis “no less turbulent topics” in the Middle East, including Israel’s regular attacks against Syria and Lebanon.  Moscow proposed a draft press statement to denounce this atrocious act; however, Western countries – Washington, D.C, London and Paris - declined to confirm that the basic principles of international law on the inviolability of diplomatic and consular facilities apply equally to all States. 

Rejecting such hypocrisy and double standards, he stressed that the night of the 14 April “did not happen in a vacuum” – instead, the steps undertaken by Iran became a reaction to the Council’s “disgraceful inaction” regarding the egregious attack by Israel against Damascus.  Now, the spiral of bloodshed and confrontations must be stopped; otherwise, the region could be drawn into a vicious cycle of mutual attacks and violence.  In this regard, he noted the signal sent by Tehran that “they do not seek a further military escalation against Israel” and called on the latter to follow suit and reject the practice of provocations and the use of force in the Middle East.

China’s delegate described the 1 April attack on Iran's diplomatic premises in Syria as a grave violation of international law and a breach of the sovereignty of both countries.  He noted Iran’s statement that its military action was in response to Israel’s aggression against its diplomatic premises and “the matter can be deemed concluded”.  The ongoing situation - the latest spillover of the Gaza conflict - serves as another reminder that the Palestinian question remains central to the Middle East issue.  “If the flames of the Gaza conflict are allowed to continue raging, then the adverse spillover is set to spread further, making the region even more unstable,” he cautioned, stressing that countries in the Middle East cannot afford a larger conflict or war.

The representative of Israel said that Iran’s attack was launched from its soil as well as from Lebanon, Yemen, Syria and Iraq.  He said that his country has repeatedly called on the Council to take concrete action against Tehran, warning that “its hegemonic ambitions of global domination must be stopped before it drives the world to the point of no return – […] a world war”.  Last night, the world witnessed unprecedented escalation, serving as the most evident proof of what happens when warnings are not heeded.  The direct Iranian attack against Israel – the first of its kind - is just “the most recent chapter in a blood-soaked saga”.  In this sense, Iran’s regime – “seeking death and destruction” - is no different than the Third Reich.  Tehran’s strategy has been crystal clear – arm, fund and train foreign terror proxies worldwide to carry out its murderous scheme of domination.  Yet, he pointed out that the world has been “deafeningly silent” for years. 

But today, publicly attacking Israel from its sovereign territory, the mask of its deniability has been removed, he continued.  “As Iran’s mask has fallen, the world’s complacency must also fall,” he said, adding that Tehran and its proxies must be shown that the world will no longer stand idle.  “Can you imagine if the attack was carried under the Iranian nuclear umbrella?” he asked, warning that Tehran is on the verge of becoming a nuclear power.  Against this backdrop, he urged the Joint Comprehensive Plan of Action’s signatories to initiate the snapback mechanism today and impose all possible sanctions on Iran “before it’s too late”.  Hamas – with Iranian funding, weaponry and training – carried out the most brutal massacre of Jews since the Holocaust.  Noting that 99 per cent of Iran’s UAVs and missiles were intercepted by Israel and its allies, he declared:  “We will defend our future”. 

Iran’s delegate countered that his country’s operation was entirely in the exercise of its inherent right to self-defence.  “This concluded action was necessary and proportionate,” he said, adding that it was carried out carefully to only target military objectives, minimize the potential for escalation and prevent civilian harm.  He expressed regret that the United States, the United Kingdom and France have chosen to turn a blind eye to the Israeli armed attacks against its diplomatic premises in Syria.  Moreover, for over six months now, these countries have shielded Israel from any responsibility for the Gaza massacre.  “While they have denied Iran’s inherent right to self-defence against the Israeli armed attacks on our diplomatic premises, at the same time, they shamefully justified the Israeli massacre and genocide against the defenseless Palestinian people under the pretext of self-defence,” he observed.

Following Israel’s terrorist attack against Tehran’s diplomatic premises in Damascus, the Council has failed in its duty to maintain international peace and security, he said.  While determined to defend its sovereignty and territorial integrity against any threat or acts of aggression, he stressed that Tehran “does not seek escalation or war in the region”.  Also, it has no intention of engaging in conflict with the United States in the region. However, he emphasized that if Washington, D.C., initiates military operations against Iran, his country will use its inherent right to respond proportionately.

Syria’s delegate said that yesterday, the region witnessed “an inevitable outcome of Israel’s repeated aggression and grave violations of international law” on his country’s territory.  Washington, D.C,’s blind and unlimited support has led Israel to believe that it is above international law.  Syria has repeatedly warned about the dangers of “the explosion that the Israeli occupation authorities are trying to spark to cover up for their military failure in Gaza and to find justifications for their genocide against the Palestinian people”.  Against this backdrop, he underscored the need to impose an immediate halt to the Israeli aggression on Gaza and countries in the region. 

He called for an end to Washington, D.C.,’ illegitimate military presence on Syria’s territory, “the systemic looting of its national wealth and the sponsoring of terrorist organizations and separatist militias”.  He also demanded the full and unconditional lifting of unilateral coercive measures - a form of “economic terrorism”.  The United States, the United Kingdom and France attacked Syria collectively and individually, based on a distorted interpretation of Article 51 of the UN Charter. Meanwhile, Iran’s response - an urgent necessity imposed by Israel’s persistent crimes - amounts to “a sound and practical exercise of the legitimate right of self-defence,” he said.
