Technology has had a seminal impact on travel, and its effect will be even more visible over the next 20 years.

Imagine a situation where your travel booking platform is an interactive part of your holiday plans. Based on your choices, moods and aspirations, the platform could integrate and recommend destinations. Not just that, it could even give you an immersive peek into that destination—be it marvelling at the Northern Lights or the Great Barrier Reef; you could actually ‘be’ there with your travel partners in the metaverse—while sitting in your living room.

Travel and technology are all about going beyond and seeing the yet unseen. The expanse of self-service technologies has limitless potential. Indeed, technologies such as virtual reality (VR), augmented reality (AR), Artificial Intelligence (AI), and the Internet of Things (IoT) have already started reshaping how we look at travel. Future developments in the coming years will only accentuate this trend further. From no-contact flight boarding, our mobile phones could ensure the correct temperature of rooms and amenities customised according to preferences and health conditions at the time of hotel check-ins.

Technology has had a seminal impact on travel, and its effect will be more visible over the next 20 years, providing people with convenience, safety, and fewer touchpoints. However, we must remember that travelling is, after all, a transaction in experience. We travel for enjoyment, to discover fresh delights and mysteries, to engage with nature, and experience new joys. While technology is rapidly assisting in making that experience more complete and immersive, it will never be able to replace the actual experience of physical travel.

India, ‘the’ destination: Few countries can offer a traveller the highest mountain peaks alongside the vast blue oceans, the densest of forests, or the sandy expanses of a desert. The ancient rock-cut caves of Ajanta-Ellora, the feeling of the raw power of the cascading waterfalls of Jabalpur, the misty Jaintia Hills, the serene and mysterious Andaman Islands or the daunting Himalayas—the moments experienced here are of pure bliss that transcends the boundaries of time and technology. India offers a kaleidoscope of stunning landscapes and enriching cultures that have captivated travellers for centuries. As we mark 100 years of Independence, India needs to fall in love once again with its natural wonders. The vision to establish India as a global tourism hub must be propelled by developing and showcasing the unique and memorable experiences that this nation can offer.

However, despite this natural bounty, India is currently the 22nd most visited nation in the world. To be amongst the Top 10 by 2047, we must focus on showcasing the country’s distinct cultural heritage, preserving its majestic natural beauty, and investing in infrastructure and hospitality services to create an unparalleled experience for travellers.

Sustainability is a collective responsibility: Sustainable travel isn’t a special kind of travel—it is an attitude towards how we travel. If only we could remember that the place we visit is someone’s home, we should be able to alter many of our daily practices to be more sustainable and help those destinations be much better prepared to serve future generations. Even small decisions like carrying a water bottle or switching off the AC can have a far-reaching impact.

As we wade into the future in a world aggressively coping with the impact of climate change, one must remember that tourism has the capability to be a driver of inclusive development. Globally, airlines are already opting for innovative biofuels made from processed, used cooking oil and exploring other options such as solar power. Steps such as these help reduce the environmental impact of air travel and bring us closer to a world of clean, renewable energy.

However, no single organisation or government can create a sustainable future alone—it will take all of us. It is vital for every individual to imbibe an eco-friendly attitude towards the way they travel, by choosing eco-conscious accommodations, travelling during off-peak seasons, minimising waste and spending locally. New-age responsible travellers are making conscious choices globally, giving precedence to clean, green and sustainable places. And this is where every Indian has a role to play—to make our country a dream destination.

Create model destinations across the country: For India to climb the global ladder as a tourism hub, the private sector and the government must provide impetus to developing many sustainable new destinations. The popular tourism hotspots are already facing intense heat and we need to provide room for these over-exploited destinations to become sustainable in the long run. By 2047, India can look at developing 200 model destinations to target travellers worldwide, helping the world experience the unexplored scenic destinations of the country. Such a step will help smaller places to develop—for tourists and locals alike. The burgeoning homestay industry is already offering an opportunity for travellers to experience the most locally unique ways while touring the most beautiful parts of the country. The government must take steps to shape this pillar that exemplifies our ethos of ‘Atithi Devo Bhava’.

India’s increased emphasis on building fast train systems and roads has significantly reduced travel times between cities to manageable single hours. The improved road infrastructure hasn’t just encouraged Indians to travel more within their nation but has also had positive impacts on the auto sector. Interestingly, while international travel has yet to recover fully, domestic leisure travel has crossed pre-pandemic levels. It gives policymakers a direction—our domestic tourism market has gained critical strength and we need to nurture it. In the long run, this will only help build India’s case in international markets.

In order to fully capitalise on the potential of this sector, the government must prioritise it by conferring it with “infrastructure” status and including it in the Concurrent List. This will open up the sector to much-needed investments and support from the government, allowing it to grow rapidly.

The future of tourism in India is full of promise. For the present generation of tourists, technology has already brought a revolution of discoverability and convenience. Technology is all geared to aid our future wanderlusts further, fuelling the inner adventurists to take the road less travelled with just a few mouse clicks or voice commands.

A storied life is, after all, a well-travelled one.

In 2023, there was an increase in travel frequency among Indians, with the majority still favoring popular tourist hotspots. Still, a small yet growing number of travelers were more willing than ever to explore uncharted destinations such as Varkala (Kerala), Yercaud (Tamil Nadu), Mandarmani (West Bengal), Gokarna (Karnataka), Kumbhalgarh (Rajasthan), and more. This emerging trend hints at a larger opportunity for destination diversification to give some much-needed time to the hotspots to make infrastructure improvements and increase capacity. With its kaleidoscope of cultures, landscapes, and historical sites, India offers immense potential for expanding the travel canvas. The Government of India, recognizing this opportunity, has actively promoted lesser-known destinations through initiatives such as ‘Dekho Apna Desh’ and ‘Swadesh Darshan’. These programs encourage exploration of the nation’s hidden gems and aim to create a more balanced tourism ecosystem.

The network of roads and airways in India has dramatically improved, reducing travel time and making travel more accessible. Major projects such as the Bengaluru-Mysore Expressway, Delhi-Jaipur Expressway, and the ongoing Delhi-Amritsar-Katra Expressway, among others, are helping reshape road travel in the country. Further, Air transportation is now reaching most corners of the country, with more than 85 new sectors added since April 2023.

By promoting such diversity, the government and the travel industry can work together to alleviate the pressures of over-tourism in traditional hotspots while simultaneously boosting local economies elsewhere. This strategic shift towards promoting undiscovered locales is pivotal in distributing tourism’s economic and social benefits, thereby fostering sustainable growth across the country. Technology-led platforms are doing their bit by increasingly nudging travelers to explore lesser-known destinations, helping expand the horizons beyond traditional tourist hotspots.

Another important catalyst in the sector has been advancement and integration of technology over the past few years both on the demand and supply side. While the overall digitization drive in the country across sectors remained the highlight of 2023, the Travel Tech industry continues to march ahead in taking the lead in leveraging cutting-edge technologies to help solve customer and supply-side complex issues. These platforms have moved beyond basic online booking systems to embrace sophisticated technologies like Big Data analytics, AI, and Machine Learning to provide personalized experiences to customers. The impact of these technologies is profound, offering a seamless and customized journey for travelers while ensuring operational efficiency for businesses. The sophistication of these tools has allowed the travel tech industry to curate unique, memorable travel experiences that cater to individual preferences and needs. Future of Tourism: Is India ready to supply quality talent?

Leaving aside the period of lockdown due to the COVID-19 pandemic, the tourism industry in India has always stood strong and continues to be one of the most trusted drivers of growth for the world economy.

India is blessed with its beaches, mountains, lush jungles, monuments, palaces and a long list that offers a vast geographical, cultural and linguistic diversity, and puts the country in a unique position offering immense tourism potential.

Given that everyone enjoys a holiday, the tourism business in India has put together the necessary infrastructure in place to support this. With the economy slowly looking up with restrictions on the sector being eased, the tourism and hospitality industry is slowly looking up as people resume travel taking abundant precaution.

Employment generator

The travel and tourism trade has become a tool that supports employment generation along with human resource development across the sector be it the hotel industry, travel trade or other ancillary support businesses.

Data collated by the World Travel and Tourism Council shows that the Indian tourism and hospitality industryhas been one of the main drivers of growth in the services sector. The tourism industry created 39 million jobs in FY 20 making up for 8 % of all jobs generated in India, which is both a destination for inbound and sends outbound tourists.

By 2028, the World Travel and Tourism Council estimates a two percent per annum rise in jobs within the tourism industry. India, as per the Council’s findings, ranked in at the 10th position from a given 185 countries in terms of the total contribution of the travel and tourism industry in 2019. The report outlining this also pegs the contribution of travel and tourism to our GDP at Rs. 13,68,100 crore or 6.8 % of the total Indian economy.

Emerging Stronger

After coming to a total standstill during the lockdown, the easing of travel norms has ensured that tourism is now slowly picking up. Hotels are filling up inventory and airlines filling up flights to major tourist destinations across the country. Today, the tourism industry is in need of a skilled workforce, like never before. The industry has battled an unprecedented crisis and is now looking at emerging stronger in a post-pandemic world. This requires stakeholders to reskill their workforces as the constant supply of skilled workforce alone will let the industry maintain quality in terms of products and services that it offers.

A skilled workforce will help the industry emerge stronger and be back on its feet quicker. Enhancing proficiency with digital, cognitive or reasoning and resilience skill-sets to face challenges, will aid the vision of playing a catalytic role in promoting the cause of tourism in projecting and promoting it as a mainstream industry.

Supplying Talent: Is India Ready?

India has a rich talent pool, but there is a need to nurture the existing and develop the new ones. Now is an opportune time for skill development in the tourism and hospitality industry. This skill development among the workforce will help bridge the demand and supply gap while also preparing the sector for any future disruption on account of pandemic or recession. The industry has the potential to provide a livelihood for the best-class talent in the country and the industry’s objective should be to empower the youth by making them relevant. Like all other industries, only the ones who possess talent will be relevant.

Is India Ready? Yes, but there is work to be done. The industry needs to identify and educate employees by differentiating and updating itself through training. From talent in the form of experts on personal wellbeing, creator of content to someone who can tell a story, the digital disruption that the travel and tourism industry is witnessing is only calling for the supply of more talent.

A 2019 report by FICCI states that mobile applications, big data, artificial intelligence, virtual reality and augmented reality will shape the future of the travel industry. There are numerous courses available for new as well as existing talent to learn, upgrade and become available. The future of travel is being reshaped. Not just by the COVID-19 pandemic, but by a digital revolution in travel. Highly creative digital business models have been behind these reshaping exercises. Pursuing a programme in travel and tourism would allow candidates to enhance their skill-sets over a period of time and thus help in creating a much-needed pool of well-trained and professional tourism facilitators.

Future of tourism industry in India

Tourism is a growing industry in India. Hoteliering as well as tourism account for the major foreign earnings for our nation. The declining value of the rupee and a good image of India as an exotic tourist destination have boosted the tourism and hotel industry in India during the late nineties.

It is very surprising to note that small countries like Indonesia, Mauritius, Seyshells, Malaysia, Hong Kong and Thailand have been able to do very well on the tourism front. India is the ancient cultural cradle of the world. It has fascinating tourist destinations like the Taj Mahal, The Khajuraho temples, the marble mountains, The Gateway of India, the Red fort and the Qutub Minar, The Ajmer Palace, The Bharatpur, Bird Sanctuary, The city of Canals and many more. We Indians are also not aware of the beauty of our country. Our ancient cities, palaces, lakes, temples, gardens, minarets, mosques, and lakes mountains delightful experiences for all the travelers as well as visitors. The foreign tourist longs for a tryst with India and loves to visit each and every corner of this vast country. Our tourism exchange earnings are less than $1.5 billion and account of 0.5 percent of the total tourism traffic of the world. On the other hand, the tourism earnings of Singapore are $34 billion. The same figures are $6.5 billion for Malaysia. The facts do not point towards a healthy trend. We have not to depend merely upon the dollars – rupee parity but also, we have to generate enough of interest about the Indian subcontinent in the minds of the tourists so that they continue to come here and enjoy being here. The problem of Kashmir has not been solved. Ten years before many tourists were kidnapped and a few of them were killed by the Kashmiri militants. Although the situation is under control, yet the army has to keep strict vigil over the sea. Therefore, the inflow of tourists is less. The situation is much better now and many Indians and foreigners visited Kashmir. Central India, The North Eastern states, Calcutta, Mumbai, New Delhi, Khajuraho, and Goa are the most popular tourist destinations. Rajasthan is paradise for the foreigners and this state provides a wide range of cultural and ethnic diversities to the visitors. The foreign tourists are appalled at the state of Indian catering services, roads, guides services, hotels motels, and transportation services and above all, the degrading environment of the Indian subcontinent. We would have to provide four star amenities to the tourists at the prices of three state standards. If we do not follow this norm, we would lose tourists to the United States of America, Seychells, Mauritius, Singapore, Thailand, Hongkong, and Japan. These countries offer entertainment, good quality rooms, and transportation, liquor, as well as food, at the most competitive prices. They follow international tourism norms in terms of catering, hospitality, and hygiene. We do not follow any norms and this leads to aversion on the part of the tourists from India. It is fortunate to note that hotel management and tourism have become serious subjects as well as vocations. The government as well as the private institutions has launched many courses in tourism as well as hotel management. The professionals in tourism and travel are required by tour operators as well as airlines. The sea cruisers and airlines also need hospitality staff and chefs are required around the world. Hotel professionals are also in great demand. This would boost the hotel industry as well as the economy. The services of tourist guides, catering, roads, air travel, sanitation, transportation, and telecommunications would have to be operated on professional grounds. The international agency is doing well to promote and regulate air travel around the world. The Government of India is also doing its best. The participation of the private firms has also increased. However, a lot needs to be done in this crucial area. We can earn a lot through tourism as well as hotel industries. Our outlook and approach would have to be professionalized if we want to achieve concrete results in this fastest growing industry.

AGRI TOURISM – FUTURE OF INDIAN TOURISM : SUSTAINABLE AGRI STARTUP OPPORTUNITY TO THE INDIAN FARMERS

A growing number of farmers are turning entrepreneurs and earning big bucks from something they offered free to friends and relatives – a healthy and relaxing weekend to unwind in lush green farms, drive a tractor, ride a bullock cart, milk a cow and pluck fresh fruit from orchards.

Farm tourism, once a small niche, is expanding rapidly and getting a big push from the tourism ministry. Tour operators, including some who were farmers to begin with, are aggressively pushing farm tourism in India and abroad.

We have heard of coastal tourism, heritage, adventure and even heli-tourism. Now, the upcoming tourism policy will also include agritourism, which is gradually becoming a hit among children, urban families and even the corporate world.

In the last two years, many agricultural farms have come up in and around the city. Many schools have been organising trips to such places where children are made to understand rural life by spending time with farm animals like cattle, horses, birds and even reptiles. Some also do dairy farming and agriculture. Similarly, many urban families are taking their children to day-long tours to such agro-tourism farms where families get to spend quality time together. Many corporate firms have also started to turn towards this, instead of resorts, where at economical rates, team building and de-stressing activities can be done. The tourism department and companies have realised this has a lot of potential and are now working to regulate it and bring into the upcoming tourism policy.

Agriculture is considered to be the backbone of the Indian economy. Around 85 percent of the population is directly or indirectly dependent on agriculture and allied activities and almost 26 percent of India’s GDP comes from agriculture. 90 million farmers are dwelling in 0.625 million villages producing more than 20 Metric Tonnes (MT) of food grains feeding the country. More than a profession or a business, agriculture is deeply rooted in the Indian culture. Farmers are now enthusiastic to try newer methods away from the typified and orthodox patterns to build relations with the consumers directly and earn extra. Hence, adding on to the agricultural income with some touristic activities is bringing in new hopes and better lives. Serious efforts are now being made in this direction and Agri-Tourism is one such activity that fits the bill. Agri-tourism as a concept is not very new although its reach is limited to only some places. Agri-tourism with its baby steps and the talisman of research can definitely bring changes in the life of farmers and consumers shall also reap the benefits of it.

The concept is considered as a supplementary to the primary source of income and caters to a niche market due to its exclusivity. The idea has a novelty attached to it in terms of nostalgia as well as village visits for consumers. A plethora of diversified activities amalgamated with scientific methods of cropping are paving a way for a mechanized and secure future. The plate is full with offerings like dairy practices, bird watching, wine trails, hay making and local handicrafts to woo the consumers with the simplicity of villagers hooked to it in the background. Promotion of Agri-Tourism involves some more important stakeholders namely Ministry of Agriculture and line departments at state and central governments and farmers. Promotion of Agri-Tourism needs conceptual convergence with Rural Tourism, Eco-Tourism, Health Tourism, Adventure Tourism and culinary adventures. Research is one of the key factors for development in any discipline as it helps students and practitioners to get involved in their areas of interest and search for all possible solutions for the benefit of local issues and communities.

Agri Tourism will serve this purpose. Agri Tourism is the latest concept in the Indian Tourism industry. It gives an opportunity to experience real enchanting and authentic contact with real life. Promotion of Agri-tourism needs conceptual convergence with rural tourism, health tourism and adventure tourism.

Tourism is termed as an instrument for employment generation, poverty alleviation and sustainable human development. The world tourism organization has estimated that the tourism industry is growing at a rate of 4 per cent a year. Whereas the Indian tourism industry is growing at 10.1 per cent which is 2.5 times more than the world rate. The tourism sector is one of the major foreign exchange earners for the country. Agri-tourism is one such form of tourism which has recently emerged in Maharashtra. It is a field with the potential to develop.

Certainly, as a newly developing field, it has its own share of challenges and management issues to face. The issues like a guest-host relationship, sustainability, economic feasibility are important for any new tourism development at a destination. It is more so in the case of Agri-tourism as it has a direct impact on the host culture and rural community as a whole.

Agri-tourism industry in India has a lot of potentials to develop rural India. This report gives an overall perception of agritourism, its opportunities, challenges and the role of Extension & Advisory services in promoting agritourism in India.

World Tourism Organization (1998) defines agri-tourism as “ involves accommodation being offered in the farmhouse or in a separate guesthouse, providing meals and organizing guests’ activities in the observation and participation in the farming operations.”

Definition of Agri Tourism:

Agri tourism or agro tourism, as it is defined most broadly, involves any agriculturally based operation or activity that brings visitors to a farm or ranch. Agri tourism has different definitions in different parts of the world and sometimes refers specifically to farm stays as in Italy. Elsewhere, agri tourism includes a wide variety of activities, including buying produce direct from a farm stand, navigating a corn maze, slopping hogs, picking fruit, feeding animals or staying at a bed and breakfast on a farm.

Agri tourism is a form of niche tourism that is considered a growth industry in many parts of the world today, including India, Australia, Canada, the United States, and the Philippines. Other terms associated with agri tourism are “agritainment,” “value added products,” “farm direct marketing” and “sustainable agriculture.”

The Concept of Agro-tourism: The term ‘Agro-tourism’ is defined most broadly, involves any agriculturally based operation or activity that brings visitors to a farm or ranch and it has different definitions in different parts of the world, and sometimes refers specifically to farm stays, as in Italy. Elsewhere, agro-tourism includes a wide variety of activities, including buying produce direct from a farm stand, navigating a corn maze, slopping hogs, picking fruit, feeding animals, or staying at a bed and breakfast on a farm. Moreover, agro-tourism is a form of niche tourism that is considered a growth industry in many parts of the world. Here it is noteworthy that agro-tourism is possible where agriculture and tourism meet to provide us with an amazing educational experience whether it may be a tour of a farm, a festival or a fair in rural areas. In such type of tourism activity, farmers turn their farmland into a tourist destination which attracts a large number of commercial activities. Today agro-tourism is becoming very popular business activity at the global level and even in almost every state of India. It is a leisurely activity that helps a tourist to understand the rural life of a particular area.

Agro-tourism in India:

The idea of agro-tourism makes tourists live life like a villager, right from milking the cow, ploughing the field, bathing in a well, to climb a tree and plucking fruits from trees. Therefore, it is a new concept in Indian tourism sector which normally occurs on farms which gives an opportunity to experience the real enchanting rural life with the taste of local food including the familiar with the various farming tasks during the visit on a farm. India is a agriculturalist country and since 2004 Agro-tourism is operational, which started in Baramati Agri Tourism Center under the guidance of Pandurang Taware who received the National Tourism Award from the President Of India, for the most innovative Tourism Product. Agri-Tourism Development Corporation in India is pioneer in the development and marketing of agro-tourism concept in India which has 218 affiliated farmers and operates agro-tourism centers in their respective villages in the state of Maharashtra in 2014.

Scope of Agri Tourism in India:

Agri Tourism is to experience the real rural life, taste the local genuine food and get familiar with the various farming tasks. Agriculture is the backbone of Indian Economy. Around 75% of the population is directly or indirectly dependent on Agriculture and almost 26 percent of India’s GDP comes from Agriculture. 90 million farmers are dwelling in 6.25 lack villages producing food grains for feeding the country. More than a profession or a business, agriculture is India’s culture. Hence, adding additional income generating activities to existing agriculture would certainly increase contribution of agriculture in the national GDP. Serious efforts need to be made in this direction and Agri-Tourism is one such activity.

Tourism is termed as an instrument for employment generation, poverty alleviation and sustainable human development. During 1999-2000, direct employment created by tourism was 15.5 million. Besides, tourism also promotes national integration, international understanding and supports local handicrafts and cultural activities. During 2000, the number of foreign tourists that visited India was 26.41 lacks.

India’s share in world tour market is just 0.38 percent. With this meager share, foreign exchange earned is Rs.14, 475 crores. Turnover in domestic tourism is much more than this. To promote domestic tourism, thrust areas identified by Government of India are development of infrastructure, product development and diversification, development of eco-adventure sports, cultural presentations, providing inexpensive accommodation, streamlining facilitation procedures at airports, human resource development, creating awareness and public participation and facilitation of private sector participation.

In this process, important stakeholders are State and Central Department of Tourism, Indian Institute of Tourism and Travel Management, Tourism Development Corporations, Foreign Embassies, Travel Agents Association of India (TAAI), Indian Association of Tour Operators (IATO), Tourists, Transport Operators Association, Indian Convention Promotion Bureau and Pacific Asia Travel Association (PATA).

An inexpensive gateway – The cost of food, accommodation, recreation and travel is least in Agri-Tourism. This widens the tourist base. The concept of Agri-Tourism takes to travel and tourism to the larger population, widening the scope of tourism due to its cost-effectiveness.
Curiosity about the farming industry and lifestyle – The urban population having roots in villages always have had the curiosity to learn about sources of food, plants, animals, raw materials like wood, handicrafts, languages, culture, tradition, dresses and rural lifestyle. Agri-tourism revolves around farmers, villages and agriculture has the capacity to satisfy the curiosity of this segment of the population.
Strong demand for wholesome family-oriented recreational activities – Villages provide recreational opportunities to all age groups i.e. children young, middle and old age, male, female, in total to the whole family at a cheaper cost. Rural games, festivals, food, dress and nature provides a variety of entertainment to the entire family.
Health consciousness of urban population and finding solace with nature-friendly means – Modern lifestyle has made life stressful and average life span has come down. Hence, people are in constant search of pro-nature means to make life more peaceful. Ayurveda which is a pro-nature medical approach has roots in villages. Indigenous medical knowledge of villagers is respected.
The desire for peace and tranquillity – Modern life is a product of diversified thinking and diversified activities. On a Monday morning last month, tech executives, engineers and sales representatives from Amazon, Google, TikTok and other companies endured a three-hour traffic jam as their cars crawled toward a mammoth conference at an event space in the desert, 50 miles outside Riyadh.

The lure: billions of dollars in Saudi money as the kingdom seeks to build a tech industry to complement its oil dominance.

To bypass the congestion, frustrated eventgoers drove onto the highway shoulder, kicking up plumes of desert sand as they sped past those following traffic rules. A lucky few took advantage of a special freeway exit dedicated to “V.V.I.P.s” — very, very important people.

More than 200,000 people converged at the conference, including Adam Selipsky, chief executive of Amazon’s cloud computing division, who announced a $5.3 billion investment in Saudi Arabia for data centers and artificial intelligence technology. Arvind Krishna, the chief executive of IBM, spoke of what a government minister called a “lifetime friendship” with the kingdom. Executives from Huawei and dozens of other firms made speeches. More than $10 billion in deals were done there, according to Saudi Arabia’s state press agency.

“This is a great country,” Shou Chew, TikTok’s chief executive, said during the conference, heralding the video app’s growth in the kingdom. “We expect to invest even more.”

Everybody in tech seems to want to make friends with Saudi Arabia right now as the kingdom has trained its sights on becoming a dominant player in A.I. — and is pumping in eye-popping sums to do so.

Saudi Arabia created a $100 billion fund this year to invest in A.I. and other technology. It is in talks with Andreessen Horowitz, the Silicon Valley venture capital firm, and other investors to put an additional $40 billion into A.I. companies. In March, the government said it would invest $1 billion in a Silicon Valley-inspired start-up accelerator to lure A.I. entrepreneurs to the kingdom. The initiatives easily dwarf those of most major nation-state investments, like Britain’s $100 million pledge for the Alan Turing Institute.

The spending blitz stems from a generational effort outlined in 2016 by Crown Prince Mohammed bin Salman and known as “Vision 2030.” Saudi Arabia is racing to diversify its oil-rich economy in areas like tech, tourism, culture and sports — investing a reported $200 million a year for the soccer superstar Cristiano Ronaldo and planning a 100-mile-long mirrored skyscraper in the desert.

For the tech industry, Saudi Arabia has long been a funding spigot. But the kingdom is now redirecting its oil wealth into building a domestic tech industry, requiring international firms to establish roots there if they want its money.

If Prince Mohammed succeeds, he will place Saudi Arabia in the middle of an escalating global competition among China, the United States and other countries like France that have made breakthroughs in generative A.I. Combined with A.I. efforts by its neighbor, the United Arab Emirates, Saudi Arabia’s plan has the potential to create a new power center in the global tech industry.

“I hereby invite all dreamers, innovators, investors and thinkers to join us, here in the kingdom, to achieve our ambitions together,” Prince Mohammed remarked in a 2020 speech about A.I.

His ambitions are geopolitically delicate as China and the United States seek to carve out spheres of influence over A.I. to shape the future of critical technologies.

In Washington, many worry that the kingdom’s goals and authoritarian leanings could work against U.S. interests — for instance, if Saudi Arabia ends up providing computing power to Chinese researchers and companies. This month, the White House brokered a deal for Microsoft to invest in G42, an A.I. company in the Emirates, which was intended partly to diminish China’s influence.

For China, the Persian Gulf region offers a big market, access to deep-pocketed investors and a chance to wield influence in countries traditionally allied with the United States. China’s form of A.I.-powered surveillance has already been embedded into policing in the region .

Some industry leaders have begun to arrive. Jürgen Schmidhuber, an A.I. pioneer who now heads an A.I. program at Saudi Arabia’s premier research university, King Abdullah University of Science and Technology, recalled the kingdom’s roots centuries ago as a center for science and mathematics.

“It would be lovely to contribute to a new world and resurrect this golden age,” he said. “Yes, it will cost money, but there’s a lot of money in this country.”

The willingness to spend was front and center last month at a gala in Riyadh hosted by the Saudi government, which coincided with the Leap conference. Hollywood klieg lights blazed in the sky above the city as guests arrived in chauffeured Maseratis, Mercedes-Benzes and Porsches. Inside a 300,000-square-foot parking garage that had been converted two years ago into one of the world’s largest start-up spaces, attendees mingled, debated opening offices in Riyadh and sipped pomegranate juice and cardamom-flavored coffee.

“There’s something happening here,” said Hilmar Veigar Petursson, the chief executive of CCP Games, the Icelandic company behind the popular game Eve Online, who was at the gala. “I got a very similar sense when I came back from China in 2005.”

A Sci-Fi Script

Prince Mohammed’s Vision 2030 project, unveiled eight years ago, seems taken from a science-fiction script.

Under the plan, new futuristic cities will be built in the desert along the Red Sea, oriented around tech and digital services. And the kingdom, which has piled billions into tech start-ups like Uber and investment vehicles such as SoftBank’s Vision Fund, would spend more.

That drew Silicon Valley’s attention. When Prince Mohammed visited California in 2018, Sergey Brin, Google’s co-founder, escorted him through a tree-lined path at the company’s campus. Tim Cook, Apple’s chief executive, showed him the company’s products. The prince also traveled to Seattle, where he met with Bill Gates of Microsoft; Satya Nadella, the company’s chief executive; and Jeff Bezos of Amazon.

It was a key moment for Saudi Arabia’s tech ambitions as Prince Mohammed presented himself as a youthful, digitally savvy reformer. But enthusiasm dimmed a few months later when Jamal Khashoggi, a Washington Post columnist and critic of the crown prince, was killed at the Saudi Consulate in Istanbul. Prince Mohammed denied involvement, but the C.I.A. concluded that he had approved the killing .

For a brief period, it was seen as untoward to associate with Saudi Arabia. Business executives canceled visits to the kingdom. But the lure of its money was ultimately too strong.

A.I. development depends on two key things that Saudi Arabia has in abundance: money and energy. The kingdom is pouring oil profits into buying semiconductors, building supercomputers, attracting talent and constructing data centers powered by its plentiful electricity. The bet is that Saudi Arabia will eventually export A.I. computing muscle.

Majid Ali AlShehry, the general manager of studies for the Saudi Data and A.I. Authority, a government agency overseeing A.I. initiatives, said 70 percent of the 96 strategic goals outlined in Vision 2030 involved using data and A.I.

“We see A.I. as one of the main enablers of all sectors,” he said in an interview at the agency’s office in Riyadh, where employees nearby worked on an Arabic chatbot called Allam.

Those goals have permeated the kingdom. Posters for Vision 2030 are visible throughout Riyadh. Young Saudis describe the crown prince as running the kingdom as if it were a start-up. Many tech leaders have parroted the sentiment.

“Saudi has a founder,” Ben Horowitz, a founder of Andreessen Horowitz, said last year at a conference in Miami. “You don’t call him a founder. You call him his royal highness.”

Some question whether Saudi Arabia can become a global tech hub. The kingdom has faced scrutiny for its human rights record, intolerance to homosexuality and brutal heat. But for those in the tech world who descended on Riyadh last month, the concerns seemed secondary to the dizzying amount of deal-making underway.

“They are just pouring money into A.I.,” said Peter Lillian, an engineer at Groq, a U.S. maker of semiconductors that power A.I. systems. Groq is working with Neom, a futuristic city that Saudi Arabia is building in the desert, and Aramco, the state oil giant. “We’re doing so many deals,” he said.

Torn Between Superpowers

Situated along the Red Sea’s turquoise waters, King Abdullah University of Science and Technology has become a site of the U.S.-Chinese technological showdown.

The university, known as KAUST, is central to Saudi Arabia’s plans to vault to A.I. leadership. Modeled on universities like Caltech, KAUST has brought in foreign A.I. leaders and provided computing resources to build an epicenter for A.I. research.

To achieve that aim, KAUST has often turned to China to recruit students and professors and to strike research partnerships , alarming American officials. They fear students and professors from Chinese military-linked universities will use KAUST to sidestep U.S. sanctions and boost China in the race for A.I. supremacy , analysts and U.S. officials said.

Of particular concern is the university’s construction of one of the region’s fastest supercomputers, which needs thousands of microchips made by Nvidia, the biggest maker of precious chips that power A.I. systems. The university’s chip order, with an estimated value of more than $100 million, is being held up by a review from the U.S. government, which must provide an export license before the sale can go through.

Both China and the United States want to keep Prince Mohammed close. A.I. ambitions add a new layer of geopolitical significance to a kingdom already key to Middle East policy and global energy supplies. A 2016 visit to Saudi Arabia by Xi Jinping, China’s leader, paved the way for new tech cooperation. Accustomed to top-down industrial policy, Chinese companies have expanded rapidly in the kingdom, forming partnerships with major state-owned companies. The United States has pushed Saudi Arabia to pick a side, but Prince Mohammed seems content to benefit from both nations.

Mr. Schmidhuber, the researcher leading KAUST’s A.I. efforts, has seen the jostling up close. Considered a pioneer of modern A.I. — students in a lab he led included a founder of DeepMind, an innovative A.I. company now owned by Google — he was lured to the desert in 2021.

He was reluctant to move at first, he said, but university officials, via a headhunter, “tried to make it more attractive and even more attractive and even more attractive for me.”

Now Mr. Schmidhuber is awaiting the completion of the supercomputer, Shaheen 3, which is a chance to attract more top talent to the Persian Gulf and to give researchers access to computing power often reserved for major companies.

“No other university is going to have a similar thing,” he said.

Some in Washington fear the supercomputer may provide researchers from Chinese universities access to cutting-edge computing resources they would not have in China. More than a dozen students and staff members at KAUST are from military-linked Chinese universities known as the Seven Sons of National Defense, according to a review by The New York Times. During the Trump administration, the United States blocked entry to students from those universities over concerns they could take sensitive technologies back to China’s military.

“The United States should quickly move to deny export licenses to any entity if the end user is likely to be a P.R.C. actor affiliated with the People’s Liberation Army,” Representative Mike Gallagher, a Republican from Wisconsin, said in a statement.

A senior White House official, speaking on the condition of anonymity, said that the default U.S. policy was to share technology with Saudi Arabia, a critical ally in the gulf, but that there were national security concerns and risks with A.I.

The Commerce Department declined to comment. In a statement, China’s Ministry of Foreign Affairs said, “We hope that relevant countries will work with China to resist coercion, jointly safeguard a fair and open international economic and trade order, and safeguard their own long-term interests.”

A KAUST spokeswoman said, “We will strictly comply with all U.S. export license terms and conditions for the full life cycle of Shaheen 3.”

Mr. Schmidhuber said the Saudi government was ultimately aligned with the United States. Just as U.S. technology helped create Saudi Arabia’s oil industry, it will play a critical role in A.I. development.

“Nobody wants to jeopardize that,” he said.

The Gold Rush

Aladin Ben, a German Tunisian A.I. entrepreneur, was in Bali last year when he received an email from a Saudi agency working on A.I. issues. The agency knew his software start-up, Memorality, which designs tools to make it easier for businesses to incorporate A.I., and wanted to work together.

Since then, Mr. Ben, 31, has traveled to Saudi Arabia five times. He is now negotiating with the kingdom on an investment and other partnerships. But his company may need to incorporate in Saudi Arabia to get the full benefit of the government’s offer, which includes buying hundreds of annual subscriptions to his software in a contract worth roughly $800,000 a month.

“If you want a serious deal, you need to be here,” Mr. Ben said in an interview in Riyadh.

Saudi Arabia was once viewed as a source of few-strings-attached cash. Now it has added conditions to its deals, requiring many companies to establish roots in the kingdom to partake in the financial windfall.

That was evident at GAIA, an A.I. start-up accelerator, for which Saudi officials announced $1 billion in funding last month.

Each start-up in the program receives a grant worth about $40,000 in exchange for spending at least three months in Riyadh, along with a potential $100,000 investment. Entrepreneurs are required to register their company in the kingdom and spend 50 percent of their investment in Saudi Arabia. They also receive access to computing power purchased from Amazon and Google free of charge.

About 50 start-ups — including from Taiwan, South Korea, Sweden, Poland and the United States — have gone through GAIA’s program since it started last year.

“We want to attract talent, and we want them to stay,” said Mohammed Almazyad, a program manager for GAIA. “We used to rely heavily on oil, and now we want to diversify.”

One of the biggest enticements for A.I. start-ups is the chance to make the deep-pocketed Saudi government a customer. In one recent meeting, Abdullah Alswaha, a senior minister for communications and information technology, asked GAIA’s start-ups to suggest what they could provide for the Saudi government, including for megacity projects like Neom . Afterward, many of the companies received messages introducing them to state-owned businesses, Mr. Almazyad said.

“I would say this process at the first stages is not organic,” he said. “You don’t find this in Silicon Valley. Eventually the process will be organic.”

Deciding to set up in Riyadh comes with challenges. There’s the heat, reaching more than 110 degrees in the summer, as well as the adjustments of moving to a deeply religious Muslim kingdom. While Saudi Arabia has loosened some restrictions in recent years, freedom of speech remains limited and L.G.B.T.Q. people can face criminal penalties.

Mr. Almazyad, who hopes to eventually study in the United States, said cultural differences could make it hard to recruit international A.I. talent. But he cautioned against underestimating Saudi Arabia’s resolve.

“This is just the beginning,” he said.
