ShakeOut is an opportunity for your campus community to learn and practice what to do during earthquakes (“ Drop, Cover, and Hold On ” and other recommended protective actions), and to learn about your overall preparedness plans.  Millions of people worldwide participate year by registerging at www.ShakeOut.org/register , including many from colleges or universities. Participation can take less than 10 minutes.

You may wonder "we don't have earthquakes in my area, so why should we participate?" ShakeOut's motto is that everyone, everywhere should know how to protect themselves during earthquakes– at home, at work, at school, or while traveling where earthquakes occur.

If your school is in an area where earthquakes are rare, consider how often your students and staff may visit earthquake regions for conferences, sports, research, or vacation. Also, others may one day move to earthquake-prone areas. By participating in ShakeOut you can make sure they will be ready to react appropriately.

This page provides guidance for how to register, promote, and hold your ShakeOut drill:

  • Use e-mail, social media, or your campus alert system to notify faculty, staff, and students about the ShakeOut Drill and that your school will be participating, using the messaging documents below and also at www.ShakeOut.org/messaging .
  • Invite everyone to “ Drop, Cover, and Hold On ” (and other recommended protective actions) during class or wherever they are at 10:17 a.m. on 10/17 (or whatever day/time your school is holding its ShakeOut drill). Instructor guides and a brief powerpoint presentation for leading in-class 10 minutes drills (including discussion) are linked below.
  • Encourage everyone to improve their preparedness for all emergencies. A guide for student earthquake preparedness is linked below.
  • Include your schools' emergency information in your email.
  • Faculty and Instructors: If your school will not be registering as a whole, you can register your department or class to participate in your region's ShakeOut drill, and use the resources provided below. Even if your school is registered, you can also register in order to receive information directly from ShakeOut organizers, and be listed separately as a registrant (though not double counted).

  • Drop, Cover, and Hold On :    Have your faculty, staff, and students Drop to the ground, take Cover under a table or desk, and Hold On to it as if a major earthquake were happening (stay down for at least 60 seconds). Practice now so your staff and students will know immediately how to protect themselves during earthquakes! (See this page for what to do if outside, driving, in a tall building, or other situations.) For people with disabilities or access and functional needs, visit www.earthquakecountry.org/accessibility .
  • While still under the table, or wherever you are, look around and imagine what would happen in a major earthquake. What would fall on you or others? What would be damaged? What would life be like afterwards? What will you do before the actual earthquake happens to reduce losses and quickly recover?
  • (Optional) Practice what your school will do after the shaking stops.
  • After your drill is complete, have discussions about what was learned and incorporate these lessons into your disaster plan. The Instructor Guide and Presentation (see above) have suggested questions. You can also distribute the Seven Steps to Earthquake Safety for College Students .

Earthquakes happen all over the world. Here’s how to start preparing for one

Unlike other natural disasters such as hurricanes, earthquakes are nearly impossible to see coming, even for scientists . Early detection systems can only give seconds of warning .

Specific best practices for earthquake preparedness may differ somewhat based on your country and region, says Christine Goulet, director of the U.S. Geological Survey Earthquake Science Center.

She says how and where buildings are constructed, the population density and the nature of the shaking itself all influence how destructive individual earthquakes can be.

Additionally, "it's important to note that some areas have building types for which there is no real safe option ," says Mark Benthien , director for communication, education and outreach at the Southern California Earthquake Center.

For this story, we spoke with U.S.-based experts, but many of the tips are generally applicable.

Here are seven steps you can take to prepare yourself in advance, according to emergency and disaster preparedness experts. For more safety tips, head to Earthquake Country Alliance , a partnership of people, organizations and regional alliances that work to improve earthquake and tsunami preparedness.

Remember: Drop, cover and hold

Make sure you know what to do when an earthquake strikes. If you feel the ground start to shake: Drop, take cover under a stable piece of furniture, and hold on, says Crisanta Gonzalez, an emergency management coordinator for the City of Los Angeles Emergency Management Department.

You're safest under something like a desk or table, with one arm holding onto a leg of the table and your other arm protecting your neck and head.

Whatever you do, do not stand in a door frame, says Gonzalez. "In modern homes, doorways are no stronger than any other part of the house" and will not protect you from injury, according to guidance from Earthquake Country Alliance .

Make a family plan

Next, make sure your household has a plan of action.

Let's say there's an earthquake in the middle of the night and your house is damaged. "Where are you going to go?" says Alyssa Provencio , a professor at the University of Central Oklahoma who teaches emergency and disaster management. "Do you have a friend or a family member who you can stay with?"

And what will you do if a quake strikes while you and your partner are at work, your kids are at school — and no one can get a hold of each other?

Create a meeting point, says Provencio — somewhere easy for everyone in your household to remember under stress, like the post office near your house.

You could also meet at home if that's a convenient location, says Benthien. Even "if [it's] damaged, you still could [meet] right in the front yard."

Whatever plan you decide on, don't rely on your phone as your main form of communication, says Provencio. "Technology fails all the time in disasters," she says. A major earthquake in California, for example, may damage cell towers and knock out communication services for days, according to a 2021 estimate from the United States Geological Survey.

Secure your furniture

Those hanging shelves above your bed could be a hazard during an earthquake. People often get injured from "flying or falling objects" like furniture or glass during earthquakes, says Benthien. So examine your home and ask yourself: What could be a potential hazard to your safety?

The experts we spoke to say to remove or secure heavy objects such as shelves, mirrors and picture frames above areas where you spend a lot of time, such as your bed or desk.

You should also bolt larger furniture like shelving units and TVs to the wall. These items often come with straps and anchors, but some people don't make the effort to install them "because they feel like it's an inconvenience," says Marcus Coleman , director of the Department of Homeland Security's Center for Faith-Based Neighborhood Partnerships.

Take that "additional 15 to 20 minutes" to secure your furniture to the wall, he adds — it's worth it.

Make digital copies of important documents

Important documents may get destroyed during an earthquake. They're also not something people remember to grab in a disaster, says Gonzalez. "People run out of their homes and don't bring their birth certificates or insurance papers."

Scan or take photos of your important documents — such as your license, financial records, insurance policy information and even a list of medical prescriptions — and store them in the cloud, says Gonzalez. You can add them to your Google Drive or iCloud, for example.

This can help ensure your documents will be available even if your computer or hard drive is lost in a quake.

Stock up on water ...

Access to water during an earthquake isn't a guarantee. Utilities can get shut off for repair or to mitigate further damage after an earthquake, such as flooding from broken pipes or water mains, or fires from downed power lines, says Provencio. Even if you have water coming into your house, it might be unsafe to drink, says Gonzalez. The water could be contaminated due to a water line break.

With that in mind, stock up on water at home if you can. FEMA recommends storing at least one gallon of water per person for 72 hours. If you live alone, that means you need a total of three gallons stored in your home. That might not sound like much, but "if you start adding that up, particularly for four to six [family] members, that's many, many gallons of water," says Provencio.

It's not an alternative to storing consumable water, but a great additional tip: Gonzalez says to fill your bathtub and sinks with water immediately after the quake. She says you can use that water for washing, cooking and flushing the toilet — or you can boil it and use it as drinking water.

... and food

The same goes for food. FEMA recommends storing at least 72 hours' worth of food for everyone in your family.

Look for nonperishables like canned food or power bars, as well as vacuum-sealed meals like those sold for camping, says Provencio.

You want food that is easily transportable, like dehydrated fruit or granola bars, and you'll want to be cautious of expiration dates, she says. Go through your supplies every six months or so and remove expired items.

Start prepping your go bag

Pack a bag of necessities that you can grab on your way out of the house if you have to evacuate. Everyone at home should have one, and it should contain enough food, clothing and supplies to last about three days, according to guidance from the Earthquake Country Alliance .

Think of it as packing as "if you were to go camping," Benthien says — that is, without access to water or power, which might be unavailable in the aftermath of an earthquake. Provencio says a flashlight is good to have in case the power goes out, and heavy-duty gloves can help if you need to clear debris like glass.

Then think about specific things that you might need. For example, if you wear glasses, consider keeping an extra pair in your go bag. If you menstruate, pack pads or tampons. If you have a dog, pack some kibble.

But try to pack relatively lightly, says Provencio. "I've heard of people making these very elaborate go bags that have all the recommended items in them. But they can't carry it and it sort of doesn't do you any good."

Why is Taiwan so exposed to earthquakes and so well prepared to withstand them?

Emergency services on Wednesday continued rescue operations at the scene of a partially collapsed building at the epicentre of Taiwan’s earthquake zone in Hualien City. Taiwan’s strongest earthquake in nearly 25 years has so far caused the deaths of at least nine people. The quake, which also injured hundreds, was centred off the coast of rural, mountainous Hualien County, where some buildings leaned at severe angles, their ground floors crushed.

TAIPEI, Taiwan (AP) — Taiwan was struck Wednesday by its most powerful earthquake in a quarter of a century . At least nine people were killed and hundreds injured, buildings and highways damaged and dozens of workers at quarries stranded.

Taiwan is no stranger to powerful earthquakes yet their toll on the high-tech island’s 23 million residents has been relatively contained thanks to its excellent earthquake preparedness, experts say.

Here is a closer look at Taiwan’s history of earthquakes:

WHY SO MANY TEMBLORS?

Taiwan lies along the Pacific “Ring of Fire,” the line of seismic faults encircling the Pacific Ocean where most of the world’s earthquakes occur.

The area is particularly vulnerable to temblors due to the tension accumulated from the interactions of two tectonic plates, the Philippine Sea Plate and the Eurasian Plate, which may lead to sudden releases in the form of earthquakes.

The region’s mountainous landscape can magnify the ground shaking, leading to landslides. Several such landslides occurred on Taiwan’s eastern coast near the epicenter of Wednesday’s quake near eastern Hualien County, when falling debris hit tunnels and highways, crushing vehicles and causing several deaths.

HOW WELL-EQUIPPED IS TAIWAN TO HANDLE QUAKES?

Wednesday’s earthquake measured 7.2, according to Taiwan’s earthquake monitoring agency, while the U.S. Geological Survey put it at 7.4. It damaged several buildings in Hualien but caused only minor losses in the capital Taipei despite being strongly felt there.

The earthquake hit in the middle of the morning rush hour yet only slightly derailed the regular commute. Just minutes later, parents were again walking their children to school and workers driving to offices.

“Taiwan’s earthquake preparedness is among the most advanced in the world,” said Stephen Gao, a seismologist and professor at Missouri University of Science and Technology. “The island has implemented strict building codes, a world-class seismological network, and widespread public education campaigns on earthquake safety.”

The government continually revises the level of quake resistance required of new and existing buildings — which may increase construction costs — and offers subsidies to residents willing to check their buildings’ quake resistance.

Following a 2016 quake in Tainan, on the island’s southwestern coast, five people involved in the construction of a 17-story high-rise apartment building that was the only major structure to have collapsed, killing dozens, were found guilty of negligence and given prison sentences.

Taiwan also is pushing quake drills at schools and workplaces while public media and cellphones regularly carry notices about earthquakes and safety.

“These measures have significantly enhanced Taiwan’s resilience to earthquakes, helping to mitigate the potential for catastrophic damage and loss of life,” Gao said.

THE 1999 QUAKE WAS A WAKE-UP CALL

Taiwan and its surrounding waters have registered about 2,000 earthquakes with a magnitude of 4.0 or greater since 1980, and more than 100 earthquakes with a magnitude above 5.5, according to the USGS.

The island’s worst quake in recent years struck on Sept. 21, 1999, with a magnitude of 7.7. It caused 2,400 deaths, injured around 100,000 and destroyed thousands of buildings.

It was also a major wake-up call that led to key administrative reforms to improve emergency response and disaster reduction, according to Daniel Aldrich, professor of political science and public policy at Northeastern University.

“Observers strongly criticized Taiwan’s response to the 21 September 1999 earthquake, arguing that it took hours for emergency medical response teams to arrive, that rescuers lacked training, and that the operations between government agencies were not well coordinated,” he wrote in an email. As a result, the government passed the Disaster Prevention and Protection Act and set up two national centers to handle coordination and training for earthquakes.

“I think we’re seeing the results in this most recent shock,” he said.

Earthquake showed Taiwan was well prepared for a big one — more so than parts of U.S.

The powerful earthquake in Taiwan on Wednesday shook an island that was well prepared for a seismic catastrophe — likely more so than some regions of the U.S., several experts said. 

Nine people have been reported dead, though Taiwanese officials said the death toll could rise in the coming days . More than 1,000 were injured and at least 100 were feared trapped. But given the size of the quake — magnitude 7.4 — seismology experts said it appeared the dense island had fared as well as could be expected in initial reports.

That’s no fluke: Taiwan uses a robust early-warning system and has modern seismic building codes, experts said, and its population is accustomed to frequent seismic activity. Following the devastating 1999 Chi-Chi earthquake, the island significantly upgraded much of its infrastructure.

7.3 Magnitude Earthquake Hits Taiwan

“Two thousand four hundred people died. And this time, we only have nine people reported dead. You see the progress,” said Larry Syu-Heng Lai, a geologist and postdoctoral researcher at the University of Washington who grew up and studied in Taiwan. “Our buildings are stronger. Our facilities are better. You can say we take it seriously — but it’s part of life every day.” 

Experts said U.S. cities in earthquake-prone areas along the West Coast are making varying levels of progress to prepare for temblors. But none measure up to Taiwan’s capital.

“Seattle isn’t doing as much to prepare — or Portland — as Los Angeles or San Francisco. And neither are doing as much to prepare as Taipei,” said Harold Tobin, the director of the Pacific Northwest Seismic Network and a professor at the University of Washington.

Officials and researchers in Taiwan are still evaluating the earthquake’s characteristics, impacts and casualties. The lessons they learn could provide U.S. scientists and political leaders a measuring stick for how buildings and communities here might fare. 

“These events always give us information to evaluate how well we’re doing here in California,” said John Wallace, a professor of civil and environmental engineering at the University of California, Los Angeles. 

In a review of early images and reports from Taiwan after the earthquake, Wallace said it appeared that much of the damage was in older concrete buildings that were five to 10 stories tall and had first floors with open commercial space. Many were on street corners, where buildings can be subjected to twisting forces that heighten damage. 

“There’s a weak first story that collapses. It concentrates the damage in that first story,” Wallace said.

He added that older, concrete buildings would be expected to struggle with an earthquake and are the targets for retrofits in Taiwan and the U.S. Meanwhile, Taiwan’s tall buildings — which have a higher level of engineering — appeared to have performed admirably, as expected, Wallace said.

That includes Taipei 101, the island’s tallest tower, which features a 660-metric-ton steel ball suspended with cables in its upper stories — a system designed to dampen movement from heavy winds and earthquakes. 

“If what looks like it happened holds up — for the magnitude of this earthquake and its proximity to land, overall they did quite well there. I hate to say that when people were killed,” Tobin said.

Nearly 25 years ago, the magnitude-7.7 Chi-Chi earthquake catalyzed Taiwan toward better preparation.   

Lai was 11 when the quake struck and can still recall how the temblor shook him awake at his family’s apartment in TaiPei and nearly threw him out of bed. 

After that, he noticed the island slowly transforming to better mitigate risk. At school, there was a new emphasis and training on earthquake safety. And over the next decade, political leaders instituted new building codes, reclassified seismic zones and designated emergency command centers in rural areas, Lai said. 

Wallace flew to Taiwan a week after the Chi-Chi quake and helped inspect bridges in its aftermath. In the years that followed, he said, the island started by evaluating and retrofitting school buildings and then moved on to the oldest buildings most at risk for collapse. 

The initiatives resemble Southern California’s, Wallace said: “We’ve basically been doing kind of the same thing.” 

He added, though, that he thinks Taiwan has moved more quickly because frequent, smaller earthquakes kept the issue top of mind. 

Other West Coast states lag behind California. Washington only began to systematically evaluate its schools in the past 10 years , and many of Seattle’s old brick buildings are not retrofitted and are likely to collapse in a large earthquake .

Taiwan’s sophisticated early-warning system is also an important part of its safety infrastructure. The system relies on a islandwide network of seismic instruments; when a large quake happens, the system sends messages to people’s phones and automatically cuts into live TV programming to give residents seconds of warning.

Some aspects of it are similar to the systems used in California, Oregon and Washington.

“In the U.S., our ShakeAlert system has the capability to send out an Amber Alert-style messages to all our phones, but it isn’t wired in broadcast media in the same way,” Tobin said. 

Video on social media showed TV footage of Taiwanese news programming in which on-screen warnings arrived before shaking began, according to Tobin.  

In Taiwan, “there is a more comprehensive warning capability,” he said. 

The systems in both Taiwan and the U.S. work by detecting “P-waves” from an earthquake and calculating their strength before sending alerts through internet networks. 

“Earthquakes send different waves — ripples on a pond — from the epicenter,” Tobin said. “The ripples that spread the fastest are not the damaging ones, they’re a harbinger, a Paul Revere rider.” 

Lai said Taiwan’s progress on earthquake safety was gradual and required public education, as well as trust in government and faith in scientists. 

“We took 25 years to get to this point,” he said.
