Reporting verbs

In the page about reported speech, we talked about how to change direct speech ("I love coffee") into reported speech (Johnna said that she loved coffee), using the  reporting verbs 'say', 'tell' and 'ask'. However, we can also use many other verbs to report what someone said, like 'promise', 'warn', 'advise' and 'recommend'.

Some of these verbs look a bit more complicated to use than 'say' and 'tell', but it's just a question of getting to know the verb patterns (or verb structures).

(As I'm sure you know, we can often choose if we want to use 'that' or not in English. I've put it in brackets () to show that it's optional. The meaning is exactly the same if you use 'that' or if you don't use 'that'.)

Let's look first at the verbs we've already talked about. The basic verb pattern for using 'say' for reported speech is:

say + (that) + clause

  • She said (that) she had already eaten.

(The direct speech for this is "I've already eaten".)

On the other hand, with 'tell' we need to use an object, a person who we tell the information to. tell + someone + (that) + clause

  • I told John (that) I had seen the new film.

(The direct speech for this is "I've seen the new film".)

When we are reporting orders, we can also use another pattern with 'tell':

tell + someone + to + infinitive

  • She told the children to go to bed.

We use 'ask' to report questions or requests. For questions we use the pattern:

ask + someone + if / question word + clause

  • I asked my boss if I could leave early.
  • She asked them where the station was.

For requests we use the pattern:

ask + someone + to + infinitive

  • I asked Lucy to pass me the salt.

(Remember, the first two examples with 'ask' are no longer real questions, so we use the normal sentence word order. We don't use inversion. We say 'she asked them where the station was', NOT  'she asked them where was the station' . You can read more about this on the lessons about indirect questions and  reported speech.)

Other reporting verbs follow a variety of patterns. There aren't any rules about which verbs follow which patterns. You need to learn each one.

(= Give someone advice. Notice the different spelling for the verb and the noun.)

Advise + someone + to + infinitive

  • She advised him to see a doctor.

Advise + (that) + clause

  • The staff advise that you carry water at all times.

Advise + against + verb-ing

  • I'd advise against leaving early.

Agree + to + infinitive

  • We agreed to meet the following day.

Agree + (that) + clause

  • I agreed that the children could do their homework later.

6: APOLOGISE

Apologise + (to + someone) + for + verb-ing

  • They apologised to us for being late.
  • She apologised for forgetting the book.

Apologise (+ to + someone) + for + noun

  • She apologised for the delay.

Decide + to + infinitive

  • They decided to go to the cinema.

Decide + (that) + clause

  • They decided that they would go to the cinema.

8: ENCOURAGE

Encourage + someone + to + infinitive

  • She encouraged him to take the exam again.
  • The teacher encouraged the students to ask questions.

Explain + (that) + clause

  • The teacher explained that the course was finished.

Explain + noun + to + someone

  • She explained the grammar to the students.

NOT:  She explained me the grammar.

Explain + question word + to + infinitive

  • They explained how to buy a train ticket on the internet.
  • John explained where to find the restaurant.

Explain + question word + clause

  • We explained what the exams would cover.

10: INSIST*

Insist + on + verb-ing

  • He insisted on paying.

Insist + (that) + clause

  • He insisted that we sit down.

11: PROMISE

Promise + to + infinitive

  • He promised to arrive early.

Promise + (someone) + (that) + clause

  • I promised him that I wouldn't do it again.

12: RECOMMEND*

Recommend + verb-ing

  • I recommend visiting the British Museum while you're in London.

Recommend + (that) + clause

  • I recommend that you visit the British Museum

Remind + someone + to + infinitive

  • She reminded him to take his keys.

Remind + someone + (that) + clause

  • They reminded me that there is a party tonight.

14: SUGGEST*

Suggest + verb-ing

  • I suggest leaving soon

Suggest + (that) + clause

  • I suggest that you come as soon as you can.

NOT:  I suggest him to come.

Warn + someone + (not) + to + infinitive

  • I warned them not to go in the water.

Warn + someone + about + something

  • She warned us about the dangerous roads.

Negatives To make the verbs that we have reported negative, we need to look at the verb pattern:

  • When there's a clause, we make the negative in the usual way: She said that she  didn't like  ice cream.
  • When there's 'to + infinitive', we generally put 'not' before 'to': He promised  not to do  it again.
  • When there's 'verb-ing', we generally put 'not' in front of it: I advise  not taking  the bus.

* Advanced Point In formal English, some verbs that are followed by '(that) + clause' use the infinitive instead of a present tense verb. Some people suggest that this is a kind of subjunctive in English. You only need to worry about this in very formal writing.

Mostly, this doesn't make a difference, because the present simple form in English is often the same as the infinitive form. But when the subject is 'he', 'she' or 'it' or when the verb is 'be', we can see it clearly.

  • I advise that he  go  to bed early. (Normally we'd expect: I advise that he goes to bed early.)
  • I insist that she  come  now. (Normally we'd expect: I insist that she comes now.)
  • They suggested that the cats  be  put in the garden for the night. (Normally we'd expect: They suggested that the cats are put in the garden for the night.)

Some reporting verbs may appear in more than one of the following groups because they can be used in several ways.

Reporting verbs are used when you want to tell someone about another conversation. We also call this reported speech or indirect speech. Two examples of reporting verbs are say and tell. There are many others and these have different meanings and grammar structures. In this study guide, we’ll look at examples of these verbs and show you how to use them correctly. What you will learn: 

Reporting verbs (or referring verbs) are words used to report about (or refer to) what another person has said, written or done. These verbs are used in reported speech, which can be direct or indirect.

The first reporting verbs that English students learn are usually say and tell . For example compare i) and ii) below:

  • “It’s my birthday next weekend. Please, make a birthday cake for me!” Charlotte said to her mum ( direct speech)

Charlotte told her mum to make a birthday cake for her. ( indirect speech)

There are many other reporting verbs in English. These can be particularly useful in formal and academic writing.

General reporting verbs

In this table, we have listed out some common reporting verbs that are used in everyday English. To help you understand how to correctly place them in a sentence, we have put them into approximate categories based on their most common usage. However, you should remember that some of these reporting verbs can be used in difference contexts and sometimes with different grammar structures.

Academic reporting verbs

In the table below, we’ve listed out the reporting verbs in groups based on their general meanings. We have also indicated the relative “strength” of each verb. For example, if I imply (suggest/hint, weak) that you are wrong, this is very different from if I assert (state/say, strong) that you are wrong. Remember that English is seldom “black vs. white” – there are often several degrees of meaning.

How do I use reporting verbs?

Understanding what the verbs mean is generally the easiest step. You see a new word, you learn what the word means in your own language and you learn how to pronounce it in English. In actual fact, you can only really say you’ve learnt a word when you also know how to accurately use it in a sentence.

Let’s return to our example with Charlotte’s birthday cake:

 “It’s my birthday next weekend. Make a birthday cake for me,” Charlotte said to her mum ( direct speech)

Easy, right? Now let’s consider that there are many other ways that Charlotte could say this in English. Depending on what she said and how she said it, you might need to use a different reporting verb, not just say or tell . For example:

  • If you want to express the idea of “ Don’t forget ” “ Don’t forget to make a birthday cake for me.” Charlotte reminded her mum to make a cake.
  • If you want to express the idea of “ No, I don’t want to do something ” (i) “ I’m not going to make my own birthday cake!” Charlotte said that she wouldn’t make her own cake.(ii) “ I’m not going to make my birthday cake. You can do it!” Charlotte refused to make a cake. (iii) “I’ve got lots of work to do this weekend and I might be too busy for other things”Charlotte hinted that she wouldn’t make the cake.  

In these sentences, there are three different verbs (say, hint, refuse). They all mean “no” but say is a neutral verb, hint is a weak verb, and refuse is much stronger .

  • If you want to express the idea of “Please do this!” “ Can you make a birthday cake for me, please ?” Charlotte asked her mum to make a cake. “ Please, please, please, can you make a cake for my birthday?” Charlotte begged her mum to make a cake (or) Charlotte pleaded with her mum to make a birthday cake. Ask, plead and beg all have a similar meaning, but plead and beg are much stronger than ask.

Learning words in English is like collecting bricks to build a house. It’s not enough just to get the bricks. You also need to learn how to arrange them correctly so that your house is solid! You can’t build a good house from just a couple of bricks (e.g. say and tell). That’s why you need to learn more vocabulary – like reporting verbs. We don’t want the Big Bad Wolf to blow your house down!

Let’s take a look at HOW to use reporting verbs in real sentences. Below, we have divided the verbs into their different grammar structures so they are easier for you to learn.

1. Reporting verb + infinitive

Verbs: Refuse, decide, promise, demand, agree, threaten, plead with Examples:

  • Charlotte refused to make a cake. ( NOT : Charlotte refused making a cake)
  • My boss decided to give me a promotion.
  • The teacher demanded to know who was responsible for the mess.
  • We agreed to keep quiet and not tell anyone the news. (or) We agreed that we would keep quiet.
  • We threatened to go to the police.
  • They pleaded with the man to release the hostage.

2. Reporting verb + somebody + (not) infinitive

Verbs : remind, ask, beg, warn , order, encourage, persuade, advise, urge, agree Examples :

  • Charlotte reminded her mum to make a cake.
  • They asked me to cook
  • He begged his friend not to tell
  • They warned me not to go there by myself.
  • The government has ordered everybody to stay at home.
  • Her parents always encourage her to work
  • They persuaded me to stay for another drink.
  • The doctor advised me to stop
  • Our new neighbours have invited us to have dinner with them tomorrow.

3. Reporting verb + verb +ing

Verbs: Deny, suggest, recommend, report, propose, admit

These verbs can be used with +ing or with that , but it’s generally better to be concise and use the +ing verb. Short and sweet! Examples :

  • They denied taking the last biscuit. (short) (or) They denied that they had taken the last biscuit. (long)
  • She admitted stealing the money. (or) She admitted that she had stolen the money. / She admitted to me that she had stolen the money.
  • She suggested taking a taxi because it would be quicker. (or) She suggested that we took a taxi.
  • I recommend going in the morning when the weather isn’t so hot. (or) I recommend ( that) we go in the morning.
  • I propose cancelling the next meeting until we have made a decision. (or) I propose that we cancel the next meeting.

4. Reporting verb + preposition + verb + ing

Verbs: Blame smbd for, accuse smbd of, insist on, apologise for, complain about, confess to, forbid smbd from, agree to, think about Examples :

  • They blamed me for missing the train.
  • She accused her friend of
  • He apologised for breaking the window.
  • She is thinking about moving to France.
  • He insisted on paying for everybody. / He insisted that he paid for everybody.
  • They complained about not having a small hotel room. / They complained that they didn’t have a bigger room.

The reporting verbs we use in academic writing also follow specific grammatical patterns. Again, it is important to know whether the verb needs +ing, the infinitive , or that after it.

Verbs: Point out, find, observe , state, agree, believe, assert, claim, contend, explain, guess, assert, imply, reason, prove, note, report, reveal.

  • Bosley (2017) found that elderly patients experience fewer symptoms of pain when they have regular access to some form of nature. (or) Bosley (2017) found a link between symptoms and access to nature. ( find smth )
  • Martinez (2008) and Zhang (2009) agree that … (or) Martinez (2008) and Zhang (2009) agree with this theory . ( agree with + smth/smbd )
  • Persson (2003) claims that a community is impossible without a shared aim.
  • Research conducted by Bradwell in 2017 revealed that there was a considerable difference in the amount of time UK and US teenagers spent with their families. (or) Research conducted by Bradwell in 2017 revealed a considerable difference in the amount of time UK and US teenagers spent with their families.

6. Academic reporting verb + smth

Verbs: Develop, study, focus on, acknowledge, doubt, contribute to, echo, subscribe to, question, disapprove of, dispute, reject, discuss, investigate, illustrate, present, outline, put forward, consider, support, emphasise, challenge, analyse, discard, identify, explore, propose, highlight, stress. Examples:

  • Wang (2016) supports the idea that there is a significant link between play and child development. NOT : Wang (2016) supports that there is a significant link between play and child development.  
  • Roberts (2018) identifies three possible factors in early diagnosis.
  • Solara (2015) questions the importance of this approach. (or) Solara (2015)  questions whether this approach is important.
  • Barboza (2018) rejects the three factors presented by Solara.
  • Miller (2016) discusses this theory in detail. NOT : Miller (2016) discusses about this theory in detail

In academic writing, reporting verbs are used when you want to refer to what another person has said. You do this to strengthen your own argument and to show that other academics think the same as you.

It would be easy to just learn the verb “to state”, and use this all the time. However, using a range of other verbs can allow you to express your opinion about the author’s idea more precisely. For example, “to state” is quite neutral , but “to claim” implies that there is no proof behind what the author is saying.

Past or present tense?

You can use both the past and the present tense in academic writing.

If you are talking about recent research, use the present. This makes a connection between past research and now, which adds weight to your argument.

  • Wang (2016) support s the idea that there is a significant link between play and child development. (present simple)

If you are talking about how research was conducted, you will need to use the past simple (either active or passive voice).

  • Wang (2016) examin ed fifty groups of siblings. (past simple) The siblings were asked the following questions. (passive voice)

Avoid these common mistakes!

  • It’s possible to express someone’s opinion using “According to…”. This does not need a reporting verb. “According to” does the job of a reporting verb already. e.g. “According to Covey (2017)…” (Not: “ According to Covey (2017) states that… ”)
  • A source written by one author will need a singular verb with “-s” at the end e.g. “Liu (2016) suggest s that…” (Not: “ Liu (2016) suggest that… ”)
  • A source written by more than one author will need a plural verb. e.g. “Liu and Helzer (2016) suggest that…” (Not: “ Liu and Helzer (2016) suggests that… ”)
  • If you use “et al.” to indicate multiple authors, this will also require a plural verb as it means “they”. e.g. “Rosenberg et al. (2018) argue that…” (Not: “ Rosenberg et al. (2018) argues that…” )

Daisy has just had an interview for a summer job. 

Instructions

As you watch the video, look at the examples of reported speech. They are in  red  in the subtitles. Then read the conversation below to learn more. Finally, do the grammar exercises to check you understand, and can use, reported speech correctly.

Sophie:  Mmm, it’s so nice to be chilling out at home after all that running around.

Ollie: Oh, yeah, travelling to glamorous places for a living must be such a drag!

Ollie: Mum, you can be so childish sometimes. Hey, I wonder how Daisy’s getting on in her job interview.

Sophie: Oh, yes, she said she was having it at four o’clock, so it’ll have finished by now. That’ll be her ... yes. Hi, love. How did it go?

Daisy: Well, good I think, but I don’t really know. They said they’d phone later and let me know.

Sophie: What kind of thing did they ask you?

Daisy: They asked if I had any experience with people, so I told them about helping at the school fair and visiting old people at the home, that sort of stuff. But I think they meant work experience.

Sophie: I’m sure what you said was impressive. They can’t expect you to have had much work experience at your age.

Daisy:  And then they asked me what acting I had done, so I told them that I’d had a main part in the school play, and I showed them a bit of the video, so that was cool.

Sophie:  Great!

Daisy: Oh, and they also asked if I spoke any foreign languages.

Sophie: Languages?

Daisy: Yeah, because I might have to talk to tourists, you know.

Sophie: Oh, right, of course.

Daisy: So that was it really. They showed me the costume I’ll be wearing if I get the job. Sending it over ...

Ollie: Hey, sis, I heard that Brad Pitt started out as a giant chicken too! This could be your big break!

Daisy: Ha, ha, very funny.

Sophie: Take no notice, darling. I’m sure you’ll be a marvellous chicken.

We use reported speech when we want to tell someone what someone said. We usually use a reporting verb (e.g. say, tell, ask, etc.) and then change the tense of what was actually said in direct speech.

So, direct speech is what someone actually says? Like 'I want to know about reported speech'?

Yes, and you report it with a reporting verb.

He said he wanted to know about reported speech.

I said, I want and you changed it to he wanted .

Exactly. Verbs in the present simple change to the past simple; the present continuous changes to the past continuous; the present perfect changes to the past perfect; can changes to could ; will changes to would ; etc.

She said she was having the interview at four o’clock. (Direct speech: ' I’m having the interview at four o’clock.') They said they’d phone later and let me know. (Direct speech: ' We’ll phone later and let you know.')

OK, in that last example, you changed you to me too.

Yes, apart from changing the tense of the verb, you also have to think about changing other things, like pronouns and adverbs of time and place.

'We went yesterday.'  > She said they had been the day before. 'I’ll come tomorrow.' >  He said he’d come the next day.

I see, but what if you’re reporting something on the same day, like 'We went yesterday'?

Well, then you would leave the time reference as 'yesterday'. You have to use your common sense. For example, if someone is saying something which is true now or always, you wouldn’t change the tense.

'Dogs can’t eat chocolate.' > She said that dogs can’t eat chocolate. 'My hair grows really slowly.' >  He told me that his hair grows really slowly.

What about reporting questions?

We often use ask + if/whether , then change the tenses as with statements. In reported questions we don’t use question forms after the reporting verb.

'Do you have any experience working with people?' They asked if I had any experience working with people. 'What acting have you done?' They asked me what acting I had done .

Is there anything else I need to know about reported speech?

One thing that sometimes causes problems is imperative sentences.

You mean like 'Sit down, please' or 'Don’t go!'?

Exactly. Sentences that start with a verb in direct speech need a to + infinitive in reported speech.

She told him to be good. (Direct speech: 'Be good!') He told them not to forget. (Direct speech: 'Please don’t forget.')

OK. Can I also say 'He asked me to sit down'?

Yes. You could say 'He told me to …' or 'He asked me to …' depending on how it was said.

OK, I see. Are there any more reporting verbs?

Yes, there are lots of other reporting verbs like promise , remind , warn , advise , recommend , encourage which you can choose, depending on the situation. But say , tell and ask are the most common.

Reported Speech and Reporting Verbs

Reported speech.

Direct speech and reported speech are the two ways we can say what someone has said.

Directed speech: "I am your neighbour," said James.

Reported speech: James said that he was my neighbour.

Because we are talking about something that happened in the past, we use past tense verbs in reported speech: said not say ; was not am .

Reporting verbs

In the sentence "James said that he was my neighbour" , said is a reporting verb ( was is a reported verb). There are other reporting verbs we can use depending on the statement. We can also use the verbs like told , offered and promised . Let's take a look at some examples.

"My brother is buying a car" said Anne (direct speech) becomes Anne told me (that) her brother was buying a car .

Use told + person + what was said . Don't use told with to : Anne told to me (that) her brother was buying a car is not correct.

Use offered + to + infinitive verb .

"I'll do the shopping for you", said Simon becomes Simon offered to do the shopping for us .

Use promise + to + infinitive verb

"I'll buy you lunch", said Mark becomes Mark promised to buy me lunch .

OR Promise + clause (change the tense of the verb) :

Mark promised (that) he would buy me lunch.

What is reported speech?

“Reported speech” is when we talk about what somebody else said – for example:

  • Direct Speech: “I’ve been to London three times.”
  • Reported Speech: She said she’d been to London three times.

There are a lot of tricky little details to remember, but don’t worry, I’ll explain them and we’ll see lots of examples. Backshift of Verb Tenses in Reported Speech

When we use reported speech, we often change the verb tense backwards in time. This can be called “backshift.”

Here are some examples in different verb tenses:

Now that you know some of the reported speech rules about backshift, let’s learn some exceptions.

There are two situations in which we do NOT need to change the verb tense.

No backshift needed when the situation is still true

For example, if someone says “I have three children” (direct speech) then we would say “He said he has three children” because the situation continues to be true.

If I tell you “I live in the United States” (direct speech) then you could tell someone else “She said she lives in the United States” (that’s reported speech) because it is still true.

When the situation is still true, then we don’t need to backshift the verb.

He said he HAS three children

But when the situation is NOT still true, then we DO need to backshift the verb.

Imagine your friend says, “I have a headache.”

  • If you immediately go and talk to another friend, you could say, “She said she has a headache,” because the situation is still true
  • If you’re talking about that conversation a month after it happened, then you would say, “She said she had a headache,” because it’s no longer true.

No backshift needed when the situation is still in the future

We also don’t need to backshift to the verb when somebody said something about the future, and the event is still in the future.

Here’s an example:

  • On Monday, my friend said, “I ‘ll call you on Friday .”
  • “She said she ‘ll call me on Friday”, because Friday is still in the future from now.
  • It is also possible to say, “She said she ‘d (she would) call me on Friday.”
  • Both of them are correct, so the backshift in this case is optional.

Let’s look at a different situation:

  • On Monday, my friend said, “I ‘ll call you on Tuesday .”
  • “She said she ‘d  call me on Tuesday.” I must backshift because the event is NOT still in the future.

Quick review:

  • Normally in reported speech we backshift the verb, we put it in a verb tense that’s a little bit further in the past.
  • when the situation is still true
  • when the situation is still in the future

Reported Requests, Orders, and Questions

Those were the rules for reported statements, just regular sentences.

What about reported speech for questions, requests, and orders?

For reported requests, we use “asked (someone) to do something”:

  • “Please make a copy of this report.” (direct speech)
  • She asked me to make a copy of the report. (reported speech)

For reported orders, we use “told (someone) to do something:”

  • “Go to the bank.” (direct speech)
  • “He told me to go to the bank.” (reported speech)

The main verb stays in the infinitive with “to”:

  • She asked me to make a copy of the report. She asked me  make  a copy of the report.
  • He told me to go to the bank. He told me  go  to the bank.

For yes/no questions, we use “asked if” and “wanted to know if” in reported speech.

  • “Are you coming to the party?” (direct)
  • He asked if I was coming to the party. (reported)
  • “Did you turn off the TV?” (direct)
  • She wanted to know if I had turned off the TV.” (reported)

The main verb changes and back shifts according to the rules and exceptions we learned earlier.

Notice that we don’t use do/does/did in the reported question:

  • She wanted to know did I turn off the TV.
  • She wanted to know if I had turned off the TV.

For other questions that are not yes/no questions, we use asked/wanted to know (without “if”):

  • “When was the company founded?” (direct)
  • She asked when the company was founded.” (reported)
  • “What kind of car do you drive?” (direct)
  • He wanted to know what kind of car I drive. (reported)

Again, notice that we don’t use do/does/did in reported questions:

  • “Where does he work?”
  • She wanted to know  where does he work.
  • She wanted to know where he works.

Also, in questions with the verb “to be,” the word order changes in the reported question:

  • “Where were you born?” ([to be] + subject)
  • He asked where I was born. (subject + [to be])
  • He asked where was I born.

What is reported speech.

Reported speech is when you tell somebody what you or another person said before. When reporting a speech, some changes are necessary.

For example, the statement:

  • Jane said she was waiting for her mom .

is a reported speech, whereas:

  • Jane said "I'm waiting for my mom."

is a direct speech.

Note: Reported speech is also referred to as indirect speech or indirect discourse .

Reported Speech

Before explaining how to report a discourse, let us first distinguish between direct speech and reported speech .

Direct speech vs reported speech

1. We use direct speech to quote a speaker's exact words. We put their words within quotation marks. We add a reporting verb such as "he said" or "she asked" before or after the quote.

  • He said, "I am happy."

2. Reported speech is a way of reporting what someone said without using quotation marks. We do not necessarily report the speaker's exact words. Some changes are necessary: the time expressions, the tense of the verbs, and the demonstratives.

  • He said that he was happy.

When you use reported speech, you either report:

  • Requests / commands
  • Other types

A. Reporting statements

When transforming statements, check whether you have to change:

  • place and time expression

1- Pronouns

In reported speech, you often have to change the pronoun depending on who says what.

She says, “ My dad likes roast chicken.” – She says that her dad likes roast chicken.

  • If the sentence starts in the present, there is no backshift of tenses in reported speech.
  • If the sentence starts in the past, there is often a backshift of tenses in reported speech.

No backshift

Do not change the tense if the introductory clause (i.e., the reporting verb) is in the present tense (e. g. He says ). Note, however, that you might have to change the form of the present tense verb (3rd person singular).

Example: He says, “I write poems.” – He says that he writes English.

You must change the tense if the introductory clause (i.e., the reporting verb) is in the past tense (e. g. He said ).

Example: He said, “I am happy.” – He said that he was happy.

Examples of the main changes in verb tense

3. modal verbs.

The modal verbs could, should, would, might, needn't, ought to, and used to do not normally change.

  • He said: "She might be right." – He said that she might be right.
  • He told her: "You needn't see a doctor." – He told her that she needn't see a doctor.

Other modal verbs such as can, shall, will, must ,and ma y change:

4- Place, demonstratives, and time expressions

Place, demonstratives, and time expressions change if the context of the reported statement (i.e. the location and/or the period of time) is different from that of the direct speech.

In the following table, you will find the different changes of place; demonstratives, and time expressions.

B. Reporting Questions

When transforming questions, check whether you have to change:

  • The pronouns
  • The place and time expressions
  • The tenses (backshift)

Also, note that you have to:

  • transform the question into an indirect question
  • use the question word ( where, when, what, how ) or if / whether

C. Reporting requests / commands

When transforming requests and commands, check whether you have to change:

  • place and time expressions
  • She said, “Sit down." - She asked me to sit down.
  • She said, "don't be lazy" - She asked me not to be lazy

D. Other transformations

  • Expressions of advice with must , should, and ought are usually reported using advise / urge . Example: "You must read this book." He advised/urged me to read that book.
  • The expression let’s is usually reported using suggest . In this case, there are two possibilities for reported speech: gerund or statement with should . Example : "Let’s go to the cinema." 1. He suggested going to the cinema. 2. He suggested that we should go to the cinema.

Main clauses connected with and/but

If two complete main clauses are connected with ‚and or ‚but , put ‚that after the conjunction.

  • He said, “I saw her but she didn't see me.“ – He said that he had seen her but that she hadn't seen him.“

If the subject is dropped in the second main clause (the conjunction is followed by a verb), do not use ‚that‘ .

  • She said, “I am a nurse and work in a hospital.“ – He said that she was a nurse and worked in a hospital.“

The punctuation rules of the reported speech

Direct speech:

We normally add a comma between the reporting verbs (e.g., she/he said, reported, he replied, etc.) and the reported clause in direct speech. The original speaker's words are put between inverted commas, either single ('...') or double ("...").

  • She said, “I wasn't ready for the competition".

Note that we insert the comma within the inverted commas if the reported clause comes first:

  • “I wasn't ready for the competition,” she said.

Indirect speech:

In indirect speech, we don’t put a comma between the reporting verb and the reported clause and we omit the inverted quotes.

  • She said that she hadn't been ready for the competition.

In reported questions and exclamations, we remove the question mark and the exclamation mark.

  • She asked him why he looked sad?
  • She asked him why he looked sad.

Can we omit that in the reported speech?

Yes, we can omit that after reporting verbs such as he said , he replied , she suggested , etc.

  • He said that he could do it. - He said he could do it.
  • She replied that she was fed up with his misbehavior. - She replied she was fed up with his misbehavior.

List of reporting verbs

Reported speech requires a reporting verb such as "he said", she "replied", etc.

Here is a list of some common reporting verbs:

  • Cry (meaning shout)
  • Demonstrate
  • Hypothesize
  • Posit the view that
  • Question the view that
  • Want to know

In reported speech, we put the words of a speaker in a subordinate clause introduced by a reporting verb such as - ' he said ' and ' she asked '- with the required person and tense adjustments.

Reported speech: indirect speech

Indirect speech focuses more on the content of what someone said rather than their exact words. In indirect speech , the structure of the reported clause depends on whether the speaker is reporting a statement, a question or a command.

Indirect speech: reporting statements

Indirect reports of statements consist of a reporting clause and a that -clause. We often omit that , especially in informal situations:

The pilot commented that the weather had been extremely bad as the plane came in to land. (The pilot’s words were: ‘The weather was extremely bad as the plane came in to land.’ )
I told my wife I didn’t want a party on my 50th birthday. ( that -clause without that ) (or I told my wife that I didn’t want a party on my 50th birthday .)

Indirect speech: reporting questions

Reporting yes-no questions and alternative questions.

Indirect reports of yes-no questions and questions with or consist of a reporting clause and a reported clause introduced by if or whether . If is more common than whether . The reported clause is in statement form (subject + verb), not question form:

She asked if [S] [V] I was Scottish. (original yes-no question: ‘Are you Scottish?’ )
The waiter asked whether [S] we [V] wanted a table near the window. (original yes-no question: ‘Do you want a table near the window? )
He asked me if [S] [V] I had come by train or by bus. (original alternative question: ‘Did you come by train or by bus?’ )

Questions: yes-no questions ( Are you feeling cold? )

Reporting wh -questions

Indirect reports of wh -questions consist of a reporting clause, and a reported clause beginning with a wh -word ( who, what, when, where, why, how ). We don’t use a question mark:

He asked me what I wanted.
Not: He asked me what I wanted?

The reported clause is in statement form (subject + verb), not question form:

She wanted to know who [S] we [V] had invited to the party.
Not: … who had we invited …

Who , whom and what

In indirect questions with who, whom and what , the wh- word may be the subject or the object of the reported clause:

I asked them who came to meet them at the airport. ( who is the subject of came ; original question: ‘Who came to meet you at the airport?’ )
He wondered what the repairs would cost. ( what is the object of cost ; original question: ‘What will the repairs cost?’ )
She asked us what [S] we [V] were doing . (original question: ‘What are you doing?’ )
Not: She asked us what were we doing?

When , where , why and how

We also use statement word order (subject + verb) with when , where, why and how :

I asked her when [S] it [V] had happened (original question: ‘When did it happen?’ ).
Not: I asked her when had it happened?
I asked her where [S] the bus station [V] was . (original question: ‘Where is the bus station?’ )
Not: I asked her where was the bus station?
The teacher asked them how [S] they [V] wanted to do the activity . (original question: ‘How do you want to do the activity?’ )
Not: The teacher asked them how did they want to do the activity?

Questions: wh- questions

Indirect speech: reporting commands

Indirect reports of commands consist of a reporting clause, and a reported clause beginning with a to -infinitive:

The General ordered the troops to advance . (original command: ‘Advance!’ )
The chairperson told him to sit down and to stop interrupting . (original command: ‘Sit down and stop interrupting!’ )

We also use a to -infinitive clause in indirect reports with other verbs that mean wanting or getting people to do something, for example, advise, encourage, warn :

They advised me to wait till the following day. (original statement: ‘You should wait till the following day.’ )
The guard warned us not to enter the area. (original statement: ‘You must not enter the area.’ )

Verbs followed by a to -infinitive

Indirect speech: present simple reporting verb

We can use the reporting verb in the present simple in indirect speech if the original words are still true or relevant at the time of reporting, or if the report is of something someone often says or repeats:

Sheila says they’re closing the motorway tomorrow for repairs.
Henry tells me he’s thinking of getting married next year.
Rupert says dogs shouldn’t be allowed on the beach. (Rupert probably often repeats this statement.)

Newspaper headlines

We often use the present simple in newspaper headlines. It makes the reported speech more dramatic:

JUDGE TELLS REPORTER TO LEAVE COURTROOM
PRIME MINISTER SAYS FAMILIES ARE TOP PRIORITY IN TAX REFORM

Present simple ( I work )

Indirect speech: past continuous reporting verb

In indirect speech, we can use the past continuous form of the reporting verb (usually say or tell ). This happens mostly in conversation, when the speaker wants to focus on the content of the report, usually because it is interesting news or important information, or because it is a new topic in the conversation:

Rory was telling me the big cinema in James Street is going to close down. Is that true?
Alex was saying that book sales have gone up a lot this year thanks to the Internet.

‘Backshift’ refers to the changes we make to the original verbs in indirect speech because time has passed between the moment of speaking and the time of the report.

In these examples, the present ( am ) has become the past ( was ), the future ( will ) has become the future-in-the-past ( would ) and the past ( happened ) has become the past perfect ( had happened ). The tenses have ‘shifted’ or ‘moved back’ in time.

The past perfect does not shift back; it stays the same:

Modal verbs

Some, but not all, modal verbs ‘shift back’ in time and change in indirect speech.

We can use a perfect form with have + - ed form after modal verbs, especially where the report looks back to a hypothetical event in the past:

He said the noise might have been the postman delivering letters. (original statement: ‘The noise might be the postman delivering letters.’ )
He said he would have helped us if we’d needed a volunteer. (original statement: ‘I’ll help you if you need a volunteer’ or ‘I’d help you if you needed a volunteer.’ )

Used to and ought to do not change in indirect speech:

She said she used to live in Oxford. (original statement: ‘I used to live in Oxford.’ )
The guard warned us that we ought to leave immediately. (original statement: ‘You ought to leave immediately.’ )

No backshift

We don’t need to change the tense in indirect speech if what a person said is still true or relevant or has not happened yet. This often happens when someone talks about the future, or when someone uses the present simple, present continuous or present perfect in their original words:

He told me his brother works for an Italian company. (It is still true that his brother works for an Italian company.)
She said she ’s getting married next year. (For the speakers, the time at the moment of speaking is ‘this year’.)
He said he ’s finished painting the door. (He probably said it just a short time ago.)
She promised she ’ll help us. (The promise applies to the future.)

Indirect speech: changes to pronouns

Changes to personal pronouns in indirect reports depend on whether the person reporting the speech and the person(s) who said the original words are the same or different.

Indirect speech: changes to adverbs and demonstratives

We often change demonstratives ( this, that ) and adverbs of time and place ( now, here, today , etc.) because indirect speech happens at a later time than the original speech, and perhaps in a different place.

Typical changes to demonstratives, adverbs and adverbial expressions

Indirect speech: typical errors.

The word order in indirect reports of wh- questions is the same as statement word order (subject + verb), not question word order:

She always asks me where [S] [V] I am going .
Not: She always asks me where am I going .

We don’t use a question mark when reporting wh- questions:

I asked him what he was doing.
Not: I asked him what he was doing?

How to make reported speech?

1. Change the pronouns and adverbs of time and place: In reported speech, you need to change the pronouns, adverbs of time and place to reflect the new speaker or point of view. Here's an example: Direct speech: "I'm going to the store now," she said. Reported speech: She said she was going to the store then. In this example, the pronoun "I" is changed to "she" and the adverb "now" is changed to "then." 2. Change the tense: In reported speech, you usually need to change the tense of the verb to reflect the change from direct to indirect speech. Here's an example: Direct speech: "I will meet you at the park tomorrow," he said. Reported speech: He said he would meet me at the park the next day. Search resuming for 6 missing and presumed dead after Francis Scott Key Bridge collapse in Baltimore

The search was to resume Wednesday morning for six people missing and presumed dead in the wake of the collapse of the Francis Scott Key Bridge in Baltimore. It crumbled early Tuesday  after a support column was hit by a large container ship that had lost power, sending people and vehicles into the Patapsco River, authorities said.

Two people were rescued from the water Tuesday.

All eight people were part of a construction crew that was filling potholes on the bridge at the time, Rear Admiral Shannon Gilreath of the U.S. Coast Guard said at a news conference Tuesday evening. Jennifer Homendy, the chair of the National Transportation Security Board, said Tuesday afternoon that the workers were employed by a local company, Brawner Builders. 

One of the rescued workers was unhurt. The other was treated at the University of Maryland Medical Center and has been discharged, CBS News Baltimore reported. 

Search and rescue operations were suspended at 7:30 p.m. ET as officials transitioned to recovery efforts.

"Based on the length of time that we've gone in this search, the extensive search efforts that we've put into it, the water temperature — that at this point we do not believe that we're going to find any of these individuals still alive," Gilreath said.

Col. Roland Butler Jr., with Maryland State Police, said conditions in the water, including changing currents, low visibility and sharp metal objects, made it dangerous for divers and first responders. 

Divers were to begin recovery operations at 6 a.m. ET Wednesday, Butler Jr. said, adding that officials didn't know where the victims are located.

The nonprofit organization CASA identified one of the missing workers as Miguel Luna, from El Salvador. "He is a husband, a father of three, and has called Maryland his home for over 19 years," CASA executive director Gustavo Torres said in a statement Tuesday night.

Guatemala's Ministry of Foreign Affairs said two of the missing workers were from that country. One was 26 years old and the other was 35 years old, according to the ministry. The state's consul general was on site assisting the affected families.

Honduras' Deputy Foreign Affairs Minister Antonio García told The Associated Press a Honduran citizen, Maynor Yassir Suazo Sandoval, was missing. García said he'd been in contact with Suazo's family.  

The Mexican Embassy in Washington said there were Mexicans among the six as well.

Maryland Gov. Wes Moore said at an earlier news conference   Tuesday afternoon, "There is not a single resource we will hold off on deploying ... to make sure that this search and rescue operation is carried out to its fullest intent."

"Our hearts are with the families and loved ones of the victims," Moore said in a Tuesday evening statement after the rescue efforts were called off. "We will continue to work in partnership with leaders at the local, state, and federal levels to ensure that we can provide all those affected with the closure they deserve."

Maryland Democratic Rep. David Trone told CBS News recovery efforts will likely be conducted with underwater drones. He said the drones will be able to locate the vehicles and that authorities have identified one in particular that likely has casualties.

Jeffrey Pritzker, executive vice president of Brawner Builders, told The Associated Press the construction crew was working in the middle of the bridge's span when the crash happened. 

"This was so completely unforeseen," Pritzker said. "We don't know what else to say."

"We take such great pride in safety, and we have cones and signs and lights and barriers and flaggers," he added. "But we never foresaw that the bridge would collapse."

Moore declared a state of emergency shortly after the collapse, saying in a statement that "we are working with an interagency team to quickly deploy federal resources from the Biden Administration. We are thankful for the brave men and women who are carrying out efforts to rescue those involved and pray for everyone's safety."

The ship — the Singapore-flagged Dali — was operated by charter vessel company Synergy Marine Group and was chartered by Maersk, carrying Maersk customers' cargo, the companies said. 

There were 22 crew members, including two pilots, aboard the ship, according to a statement from Synergy. All 22 are Indian nationals. Synergy said it had activated its incident response team and is cooperating with state and federal officials. Homendy said the NTSB is communicating with Singaporean officials as part of their investigation. 

Wiedefeld said that FBI was on the scene "to see if there was any terrorism connection, which there is not." 

William DelBagno, the special agent in charge of the FBI's Baltimore field office, said at a subsequent news conference that "there is no specific or credible information to suggest that there are ties to terrorism in this incident." 

An FBI official told CBS News FBI dive teams had joined in the search for the missing and that the FBI underwater search and evidence response team was in the water. The FBI has also sent a victim specialist to assist families impacted by the incident. 

The NTSB said Tuesday morning that it had dispatched a 24-person team to investigate the incident. At the time, the team was waiting to board the ship to enable search and rescue operations to continue, and it hoped to access recordings from the ship Tuesday night or Wednesday, Homendy said.  

The U.S. Army Corps of Engineers, Baltimore District, said it would provide some 1,100 specialists to help in the recovery. 

"In accordance with USACE's federal authorities, USACE will lead the effort to clear the Federal channel as part of the larger interagency recovery effort," the USACE said. "Together with local, state, and federal partners, they are working closely to determine the key actions required to remove the fallen bridge."

Ship had a "power issue" before the collision

Officials have confirmed that the ship lost power right before the collision. Moore said the crew notified authorities of a "power issue." 

Two U.S. officials told CBS News multiple alarms rang out on the ship, alerting pilots and crew to an issue on board. The crew ran several system tests to attempt to remedy the loss of propulsion from the motor, but the tests proved unsuccessful. At that point, the pilot alerted the Maryland Department of Transportation and the Maryland Transit Authority. 

Roughly two minutes elapsed between when the ship's pilot notified state authorities of an issue on board and when the bridge collapsed, Baltimore County Executive John Olszewski said.

Officials said in a news conference that the call allowed officials to order a mayday and stop traffic onto the bridge.

Moore said that the decision to stop traffic onto the bridge "saved lives last night." Baltimore Mayor Brandon Scott told CBS News the mayday call "saved many lives" and allowed emergency personnel to get to the scene quickly.  

Officials did not clarify how many vehicles were on the bridge at the time of the collapse. Infrared video showed that vehicles did enter the water, but it's not clear if those vehicles had occupants. Multiple vehicles remained in the river as of mid-morning. 

Homendy said it was too early in the investigation to clarify an exact timeline of events for the accident. 

The ship's crew made an effort to deploy the anchor, though it remains unclear how much progress was made, multiple officials said.

"If it lost steering and power, then basically it's a dead ship just being carried by the current or its own momentum," James Mercante, the president of the New York Board of Pilot Commissioners, told CBS News.

He said video shows a "big, big puff of black, real dark black smoke" which might indicate that the vessel's power was "restored at the last minute" and that the pilot was "attempting to make an emergency maneuver" to prevent the collision. However, it would be difficult to stop the 900-foot-long vessel. 

"It would take quite a while — probably the length of five [or] six football fields — to bring that ship to a stop, even after dropping the anchors, because of its power and momentum. This is a behemoth," Mercante said. 

"An unthinkable tragedy"

The Baltimore mayor headed to the scene and told reporters at a morning briefing that  the collapse was "an unthinkable tragedy."

"We have to first and foremost pray for all of those who are impacted, those families, pray for our first responders and thank them," Scott said.

A witness  told CBS News Baltimore  the sound of the collapse was massive, shaking his home. 

"Earthquake — sounded like a big bash of thunder," the resident said. "And then just like I said it felt like an earthquake, the whole house vibrated. Like my house was falling down."

The man said he never thought in his "wildest dreams" he would see something like this happen.

Shipping in and out of the Port of Baltimore has been halted. Moore said that it was too early to estimate how long it would take to rebuild the bridge or for shipping to resume. 

"Our exclusive focus is on saving lives. Our exclusive focus is on search and rescue," he said.

The Francis Scott Key Bridge spans the Patapsco River, a key waterway that serves with the Port of Baltimore as a hub for East Coast shipping.

CBS News Baltimore reports that the 1.6-mile span was used by some 31,000 people per day and carried 11.5 million vehicles annually.

The Maryland Transportation Authority  said  all lanes were closed in both directions on I-695.  Traffic was being detoured to I-95 and I-895.

All ship traffic at the port, the second-largest seaport in the mid-Atlantic region, has been halted. According to Census data, the Port of Baltimore handled more than $80 billion in imports and exports in 2023, marking a 20-year record.

The Baltimore Sun reports that the port is going to lose some $15 million per day in economic activity due to its closure. The newspaper cites Daraius Irani, chief economist at the Regional Economic Studies Institute at Towson University, as coming up with that estimate.

According to a CBS News  report , the port directly supports 15,300 jobs, while another 140,000 in the area are related to port activities. The jobs provide a combined $3.3 billion in personal income.

The bridge, which opened in 1977, is named after the writer of "The Star-Spangled Banner." 

U.S. Transportation Secretary Pete Buttigieg said on social media that he's "spoken with Gov. Moore and Mayor Scott to offer USDOT's support following the vessel strike and collapse of the Francis Scott Key bridge. Rescue efforts remain underway and drivers in the Baltimore area should follow local responder guidance on detours and response."

Former President Donald J. Trump , at an event on Saturday ostensibly meant to boost his preferred candidate in Ohio’s Republican Senate primary race, gave a freewheeling speech in which he used dehumanizing language to describe immigrants, maintained a steady stream of insults and vulgarities and predicted that the United States would never have another election if he did not win in November.

With his general-election matchup against President Biden in clear view, Mr. Trump once more doubled down on the doomsday vision of the country that has animated his third presidential campaign and energized his base during the Republican primary.

The dark view resurfaced throughout his speech. While discussing the U.S. economy and its auto industry, Mr. Trump promised to place tariffs on cars manufactured abroad if he won in November. He added: “Now, if I don’t get elected, it’s going to be a blood bath for the whole — that’s going to be the least of it. It’s going to be a blood bath for the country.”

For nearly 90 minutes outside the Dayton International Airport in Vandalia, Ohio, Mr. Trump delivered a discursive speech, replete with attacks and caustic rhetoric. He noted several times that he was having difficulty reading the teleprompter.

The former president opened his speech by praising the people serving sentences in connection with the Jan. 6, 2021, riot at the Capitol. Mr. Trump, who faces criminal charges tied to his efforts to overturn his election loss, called them “hostages” and “unbelievable patriots,” commended their spirit and vowed to help them if elected in November. He also repeated his false claims that the 2020 election was stolen, which have been discredited by a mountain of evidence .

If he did not win this year’s presidential election, Mr. Trump said, “I don’t think you’re going to have another election, or certainly not an election that’s meaningful.”

Mr. Trump also stoked fears about the influx of migrants coming into the United States at the southern border. As he did during his successful campaign in 2016, Mr. Trump used incendiary and dehumanizing language to cast many migrants as threats to American citizens.

He asserted, without evidence, that other countries were emptying their prisons of “young people” and sending them across the border. “I don’t know if you call them ‘people,’ in some cases,” he said. “They’re not people, in my opinion.” He later referred to them as “animals.”

Border officials, including some who worked in the Trump administration, have said that most migrants who cross the border are members of vulnerable families fleeing violence and poverty, and available data does not support the idea that migrants are spurring increases in crime.

Mr. Trump mentioned Bernie Moreno, his preferred Senate candidate in Ohio and a former car dealer from Cleveland, only sparingly. Though he has Mr. Trump’s endorsement, Mr. Moreno, whose super PAC hosted Saturday’s event, has struggled to separate himself in a heated Republican primary contest to face Senator Sherrod Brown, Democrat of Ohio, this fall. Mr. Trump was redirected from a planned trip to Arizona to appear with Mr. Moreno as a last-minute push.

Mr. Trump issued vulgar and derogatory remarks about a number of Democrats, including ones he often targets, like Mr. Biden and Fani Willis, the Atlanta prosecutor overseeing his criminal case in Georgia, as well as those widely viewed as prospective future presidential candidates, such as Gov. Gavin Newsom of California and Gov. J.B. Pritzker of Illinois.

Mr. Trump called Mr. Biden a “stupid president” several times and at one point referred to him as a “dumb son of a — ” before trailing off. He also compared Ms. Willis’s first name to a vulgarity, called Mr. Newsom “Gavin New-scum” and took jabs at Mr. Pritzker’s physical appearance.

The Biden campaign issued a statement after the event claiming that Mr. Trump’s comments doubled “down on threats of political violence.”

“He wants another January 6, but the American people are going to give him another electoral defeat this November because they continue to reject his extremism, his affection for violence, and his thirst for revenge,” said James Singer, a spokesman for the Biden campaign.

Steven Cheung, a spokesman for Mr. Trump, clarified that Mr. Trump was talking about the auto industry and the economy, not political violence, and wrote in a statement that “Crooked Joe Biden and his campaign are engaging in deceptively, out-of-context editing.”

Mr. Trump’s sharp words were not reserved for national politicians: He briefly took aim at one of Mr. Moreno’s primary opponents, Matt Dolan, a wealthy Ohio state senator who has been surging in recent polls. Returning to his prepared remarks, Mr. Trump said he did not know Mr. Dolan but depicted him as “trying to become the next Mitt Romney.”

“My attitude is anybody who changes the name from the Cleveland Indians to the Cleveland Guardians should not be a senator,” Mr. Trump said, referring to the professional baseball team that Mr. Dolan’s family holds a majority stake in.

When Mr. Moreno was briefly called back onstage toward the end of Mr. Trump’s remarks, he praised the former president as a “good man.” But Mr. Moreno did not explicitly remind the crowd to support him in his Senate bid on Tuesday. Mr. Trump, for his part, said Mr. Moreno was a “fantastic guy.”

Mr. Trump’s campaign speeches generally swing between scripted remarks and seemingly off-the-cuff digressions. On Saturday, he acknowledged struggling to read the teleprompter as he tried to quote statistics on inflation.

“Everything is up: Chicken’s up, bread is up and I can’t read this damn teleprompter,” Mr. Trump said. “This sucker is moving around. It’s like reading a moving flag in a 35-mile-an-hour wind.”

Then, Mr. Trump, who before his presidency was known in New York for refusing to pay his bills to a wide range of service providers, joked about not paying the teleprompter company.

“Then they say Trump’s a bad guy, because I’ll say this: Don’t pay the teleprompter company,” he said as the crowd laughed. “Don’t pay.”

A reported question is when we tell someone what another person asked. To do this, we can use direct speech or indirect speech.

In indirect speech, we change the question structure (e.g. Do you like ) to a statement structure (e.g. I like ).

1) The version of the sentence you suggest is also correct. In informal situations, we often don't change the past simple into the past perfect, but in formal situations we do so more often.

2) 'can', 'may' and 'might' all become 'could' in reported questions like these: 'She asked if she could borrow some money.'

I wonder if there are any occasions we can't use "Why" for reported speech? I'm not sure for this one. Thank you

Rights expert finds ‘reasonable grounds’ genocide is being committed in Gaza

Francesca Albanese, Special Rapporteur on the situation of human rights in the Palestinian territories, makes remarks at the 55th session of the UN Human Rights Council in Geneva.

There are "reasonable grounds" to believe that Israel is committing genocide against Palestinians in Gaza, the UN Special Rapporteur on the situation of human rights in the Occupied Palestinian Territories said on Tuesday.  

Francesca Albanese was speaking at the UN Human Rights Council in Geneva, where she presented her latest r eport , entitled ‘Anatomy of a Genocide’, during an interactive dialogue with Member States.

“Following nearly six months of unrelenting Israeli assault on occupied Gaza, it is my solemn duty to report on the worst of what humanity is capable of, and to present my findings,” she said. 

“There are reasonable grounds to believe that the threshold indicating the commission of the crime of genocide…has been met .” 

Three acts committed 

Citing international law, Ms. Albanese explained that genocide is defined as a specific set of acts committed with the intent to destroy, in whole or in part, a national, ethnic, racial or religious group. 

“Specifically, Israel has committed three acts of genocide with the requisite intent: causing seriously serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group,” she said.  

Furthermore, “the genocide in Gaza is the most extreme stage of a long-standing settler colonial process of erasure of the native Palestinians,” she continued. 

‘A tragedy foretold’ 

“For over 76 years, this process has oppressed the Palestinians as a people in every way imaginable, crushing their inalienable right to self-determination demographically, economically, territorially, culturally and politically.” 

She said the “ colonial amnesia of the West has condoned Israel's colonial settler project ”, adding that “the world now sees the bitter fruit of the impunity afforded to Israel. This was a tragedy foretold.” 

Ms. Albanese said denial of the reality and the continuation of Israel's impunity and exceptionalism is no longer viable, especially in light of the binding UN Security Council resolution , adopted on Monday, which called for an immediate ceasefire in Gaza. 

Arms embargo and sanctions against Israel 

“I implore Member States to abide by their obligations which start with imposing an arms embargo and sanctions on Israel , and so ensure that the future does not continue to repeat itself,” she concluded. 

Special Rapporteurs and independent experts like Ms. Albanese receive their mandates from the UN Human Rights Council. They are not UN staff and do not receive payment for their work. 

Israel ‘utterly rejects’ report 

Israel did not participate in the dialogue but issued a press release stating that it “utterly rejects” Ms. Albanese’s report, calling it “an obscene inversion of reality”. 

“The very attempt to level the charge of genocide against Israel is an outrageous distortion of the Genocide Convention. It is an attempt to empty the word genocide of its unique force and special meaning ; and turn the Convention itself into a tool of terrorists, who have total disdain for life and for the law, against those trying to defend against them,” the release said. 

Israel said its war is against Hamas, not Palestinian civilians. 

“This is a matter of explicit government policy, military directives and procedures. It is no less an expression of Israel’s core values. As stated, our commitment to uphold the law, including our obligations under international humanitarian law, is unwavering .”

‘Barbaric aggression continues’: Palestine Ambassador 

The Permanent Observer of the State of Palestine to the UN in Geneva, Ibrahim Khraishi, noted that the report provides the historic context of genocide against the Palestinian people. 

He said Israel “continues its barbaric aggression” and refuses to abide by the decision of the International Court of Justice ( ICJ ), issued in January, to take provisional measures in order to prevent the crime of genocide . Israel has also refused to abide by UN General Assembly and Security Council resolutions, including the one adopted on Monday, he added.  

“And this means that all recommendations in the report of the Special Rapporteur shall be implemented, and practical measures should be taken to prevent the export of weapons, to boycott Israel commercially and politically, and to implement mechanisms of accountability,” he said.

Israeli settlement expansion 

Separately, the UN Deputy High Commissioner for Human Rights, Nada Al-Nashif, presented a report on Israeli settlements in the Occupied Palestinian Territory during the period from 1 November 2022 to 31 October 2023.

“The reporting period has seen a drastic acceleration , particularly after 7 October 2023, of long-standing trends of discrimination, oppression and violence against Palestinians that accompany Israeli occupation and settlement expansion bringing the West Bank to the brink of catastrophe,” she said.

There are now around 700,000 Israeli settlers in the West Bank , including East Jerusalem, who live in 300 settlements and outposts, all of which are illegal under international humanitarian law. 

Expansion of existing settlements 

The size of existing Israeli settlements has also expanded markedly, according to the report by the UN human rights office, OHCHR .

Approximately 24,300 housing units within existing Israeli settlements in the West Bank in Area C were advanced or approved during the reporting period - the highest on record since monitoring began in 2017.  

The report observed that policies of the current Israeli Government “appear aligned, to an unprecedented extent, with the goals of the Israeli settler movement to expand long-term control over the West Bank, including East Jerusalem, and to steadily integrate this occupied territory into the State of Israel,” Ms. Al-Nashif said.

Transfer of power 

During the reporting period, Israel took steps to transfer administrative powers relating to settlements and land administration from the military authorities to Israeli government offices, whose primary focus is to provide services within the State of Israel.

“The report therefore raises serious concerns that a series of measures, including this transfer of powers to the Israeli civilian officials, could facilitate the annexation of the West Bank in violation of international law , including the Charter of the United Nations,” she said. 

‘Dramatic increase’ in violence 

There was also a dramatic increase in the intensity, severity and regularity of Israeli settler violence against Palestinians, accelerating their displacement from their land, in circumstances that may amount to forcible transfer. 

The UN recorded 835 incidents of settler violence in the first nine months of 2023, the highest on record. Between 7 and 31 October 2023, the UN recorded 203 settler attacks against Palestinians and monitored the killing of eight Palestinians by settlers, all by firearms.  

Of the 203 settler attacks, more than a third involved threats with firearms, including shooting. Furthermore, almost half of all incidents between 7 and 31 October involved Israeli forces escorting or actively supporting Israeli settlers while carrying out attacks. 

Blurred lines 

Ms. Al-Nashif said the line between settler violence and State violence has further blurred, including violence with the declared intent to forcibly transfer Palestinians from their land .  She reported that in cases monitored by OHCHR, settlers arrived masked, armed, and sometimes wearing the uniforms of Israeli security forces. 

“They destroyed Palestinians’ tents, solar panels, water pipes and tanks, hurling insults and threatening that, if Palestinians did not leave within 24 hours, they would be killed,” she said.

By the end of the reporting period, Israeli security forces had reportedly handed out some 8,000 weapons to so-called “settlement defence squads” and “regional defence battalions” in the West Bank, she continued. 

“After 7 October, the United Nations human rights office documented cases of settlers wearing full or partial Israeli army uniforms and carrying army rifles, harassing and attacking Palestinians, including shooting at them at point-blank range.” 

Evictions and demolitions 

Israeli authorities also continued to implement eviction and demolition orders against Palestinians based on discriminatory planning policies, laws and practices, including on the grounds that properties lacked building permits.

Ms. Al-Nashif said Israel demolished 917 Palestinian-owned structures in the West Bank, including 210 in East Jerusalem , again one of the fastest rates on record.  As a result, more than 1,000 Palestinians were displaced. 

“It is noteworthy that out of the 210 demolitions in East Jerusalem, 89 were self-demolitions by their owners to avoid paying fines from the Israeli authorities. This epitomizes the coercive environment that the Palestinians live in,” she said. 

The human rights report also documented Israel’s ongoing plan to double the settler population in the Syrian Golan by 2027, which is currently distributed among 35 different settlements.

Beside settlement expansion, commercial activity has been approved, which she said may continue to limit the access of the Syrian population to land and water.

3 presidents, celebrity performances and protester interruptions at Biden campaign's $26M fundraiser

President Joe Biden was joined Thursday by two of his Democratic predecessors for a star-studded fundraiser at Radio City Music Hall that his campaign said brought in more than $26 million.

Former Presidents Barack Obama and Bill Clinton participated in the event in New York with more than 5,000 supporters in attendance — including several protesters who interrupted the program when the three presidents were speaking.

Actor and comedian Mindy Kaling hosted the program, which ended at around 10 p.m., and late night host Stephen Colbert moderated a conversation with Biden, Clinton and Obama. Special guests include celebrities like Queen Latifah, Lizzo , Ben Platt, Cynthia Erivo and Lea Michele.

During the nearly hourlong moderated conversation, Colbert joked that the moment was historic because “three presidents have come to New York, and not one of them to appear in court,” taking a jab at former President Donald Trump’s criminal indictments and civil trials.

Clinton also took a swipe at Trump, the presumptive GOP nominee, arguing that he "had a good couple of years because he stole them from Barack Obama.”

But the discussion was interrupted at least five times by protesters. Colbert acknowledged one protester and asked Biden about the U.S. role in ensuring a peaceful and prosperous future for both Israelis and Palestinians.

Biden said more needed to be done to get relief into Gaza but added that Israel's very existence was at stake.

"There has to be a train for a two-state solution," Biden said. "It doesn’t have to carry today. There has to be a progression. And I think we can do that."

His response was met with a standing ovation and chants of "four more years."

Obama sternly addressed a protester when he was interrupted, saying, "You can’t just talk and not listen."

"That’s part of democracy," Obama added. "Part of democracy is not just talking. It’s listening. That’s what the other side does, and it is important for us to understand that it is possible to have moral clarity and have deeply held beliefs but still recognize that the world is complicated and it is hard to solve these problems."

The crowd erupted in applause.

Biden’s team has taken steps to minimize disruptions , including making events smaller and withholding exact locations longer than usual, after a speech in January when pro-Palestinian protesters interrupted him about a dozen times.

Outside the New York venue Thursday, more than 100 pro-Palestinian protesters chanted slogans like “Biden, Biden, you’re a liar,” and waved Palestinian flags and signs with anti-war messages.

The group Abandon Biden encouraged people to protest the president during his visit over the White House’s handling of the Israel-Hamas war.

“We cannot idly sit by as our president aides and abets genocide in Gaza,” the group’s New York co-chair Mosaab Sadia said in a statement. “The movement to Abandon Biden is only just beginning.”

Inside Radio City Music Hall, the novelty of having three presidents in the same room was not lost on attendees.

Earlier in the program, Kaling joked about having Biden, Obama and Clinton in the same room, saying that when someone shouts “Mr. President,” three people turn around.

Ticket prices started at $250, but the largest contributions shot up to half a million dollars. Some of the biggest donors were to have their pictures taken with all three presidents by photographer Annie Leibovitz.

First lady Jill Biden called the program “the fundraiser to end all fundraisers.”

House Minority Leader Hakeem Jeffries, D-N.Y., and Senate Majority Leader Chuck Schumer, D-N.Y., also delivered remarks.

For the three presidents, the fundraiser capped off a day of mobilization efforts that included sitting for an interview with the podcast "SmartLess," which the White House said would be available at a later, unspecified date.

They also sat for a discussion with Biden's campaign manager, Julie Chavez Rodriguez, which was streamed to grassroots donors. The presidents talked about re-election efforts — both Clinton and Obama served two terms — as well as lighter topics, like favorite ice cream favors.

"You're all part of an incredible team we're building, and we're just getting started," Biden said in his closing message during the discussion. "So let's keep going. Let's win this November."

The trio arrived at Radio City Music Hall together in "The Beast" — the president’s car in the motorcade.

Biden also invited Obama to ride in The Beast after he landed at John F. Kennedy International Airport, where they enjoyed catching up on their personal and professional lives, an aide to Obama told NBC News.

The show of unity among Biden, Clinton and Obama stands in stark contrast to Trump, who faces opposition from members of his own administration , including former Vice President Mike Pence , as he seeks a return to the White House in November.

Former President George W. Bush — the only other Republican former president — declined to support Trump in 2020.

The Trump campaign has not held a major event since March 16. Earlier Thursday, Trump attended the wake for a New York police officer who was shot and killed in Queens on Monday.

Biden and Trump are polling neck-and-neck, with 46% of voters supporting Trump and 45% supporting Biden, according to a March poll by CNBC . That poll, however, had Trump leading Biden by 30 percentage points when respondents were asked which candidate was the best on economic issues.

During Thursday's moderated discussion, Colbert asked Clinton what he would say to voters who do not feel like the economy is strong. Clinton answered that the 2008 recession and Covid are still affecting voters and that Trump did not sustain economic growth spurred by Obama. Biden and Vice President Kamala Harris have methodically "put Humpty Dumpty back together again," Clinton said.

"We should not make 2016's mistake again," he added, referring to when Trump defeated his wife, former Secretary of State Hillary Clinton.
