ایک اچھا شہری

لفظ ‘شہری’ جمہوریت میں سب سے زیادہ استعمال ہونے والا لفظ ہے۔ سیاست کے لئے ہر سطح پر استعمال ہوتا ہے۔ شہری وہ شخص ہوتا ہے جو حقوق سے لطف اندوز ہوتا ہے اور ریاست میں اپنے فرائض سرانجام دیتا ہے۔ ہندوستان میں رہنے والا ہر ہندوستانی شہری نہیں ہے۔ ہندوستان میں رہنا کسی شخص کو شہری نہیں بناتا۔ ایک شہری وہ ہوتا ہے جو ریاست کا ممبر ہو اور حکومت بنانے کے عمل میں حصہ لیتا ہو۔ وہ شخص جس کے قوانین کے تحت حکمرانی ہو لیکن اس کے پاس کوئی سیاسی حقوق نہیں ہو وہ شہری نہیں ہے۔

شہری کی اصطلاح جمہوریت کے عروج کے ساتھ جڑی ہوئی ہے۔ جہاں کسی کو سیاسی حقوق ، ووٹ ڈالنے کا حق اور اہم سوالات پر فیصلہ لینے میں حصہ لینے کا حق ہے وہ شہری ہے۔ 1789ء میں فرانسیسی انقلاب کے بعد لفظ ’شہری‘ لفظ مقبول ہوا۔ کہا گیا کہ “تمام شہری برابر ہیں۔ انہیں مساوی حقوق حاصل ہیں”۔

ایک اچھا شہری وہ ہوتا ہے جو حقوق اور فرائض دونوں کے بارے میں شعور رکھتا ہو۔ مثال کے طور پر ووٹ کا حق ہمارے سب سے اہم حقوق میں سے ایک ہے اور ہمارا بھی فرض ہے کہ ہم حق رائے دہی کا استعمال کریں۔ اگر کوئی فرد ووٹ نہیں دیتا ہے تو اسے اچھا شہری نہیں سمجھا جاتا ہے۔ حالانکہ وہ دیگر معاملات میں ایک اچھا انسان ہوسکتا ہے۔ اچھے شہری کو نہ صرف تنہا اپنے حق کے بارے میں شعور رکھنا چاہئے بلکہ حکومت کو یہ بھی دکھانا چاہئے کہ اس کا کیا حق ہے۔ انہیں ان قوانین کی پابندی کرنی چاہئے جو مقننہ کے ذریعہ بنائے جاتے ہیں اور ٹیکس ادا کرتے ہیں۔ یہ حکومت کی طرف ان کے فرائض ہیں۔ لیکن انہیں دوسرے شہریوں کے ساتھ بھی اپنے فرائض ادا کرنا ہوں گے۔ ہر شہری کا سب سے اہم فرض دوسروں کے حقوق کا احترام کرنا ہے۔ ہمارا آئین ہر ایک کو اپنے مذہب پر عمل کرنے کا حق دیتا ہے۔ ہر شہری کو اپنے طور پر مذہب پر عمل کرنا چاہئے لیکن ایسا کرنے کے لیے ایک دوسرے شہریوں کو اپنے مذہب کی پیروی کرنے کے حق کا احترام کرنا چاہئے۔ لہذا اچھے شہریوں کی خصوصیات میں ان کے اپنے حقوق کا شعور دوسروں کے لئے رواداری اور قوانین کا احترام شامل ہونا چاہئے۔

ایک جمہوری ریاست خاص طور پر اپنے شہریوں کے معیار پر منحصر ہوتی ہے۔ اگر شہری سیاست میں دلچسپی نہیں لیتے ہیں تو جمہوری ریاست بھی آہستہ آہستہ غیر جمہوری ہوسکتی ہے۔ اس کے برعکس جمہوریت کو تقویت مل سکتی ہے۔ اگر دوسروں کے حقوق اس کا مطلب یہ ہے کہ وہ اس مطالبے کو جانتے ہیں کہ وہ حکومت سے کیا دعوی کر سکتے ہیں۔ وہ یہ بھی جانتے ہیں کہ حکومت ان سے کیا دعوی کر سکتی ہے۔ جمہوریت کا معیار بہتر ہوتا ہے اگر شہری ہر شعبہ کے مفادات کے ساتھ اس کی سرگرمیوں میں حصہ لیں۔
