On June 17, 2014, the Bangladesh Bridge Authority signed an agreement with China Railway Major Bridge Engineering Group for the construction of the Padma Multipurpose Bridge, and the Prime Minister inaugurated the construction work on December 12, 2015.

The construction journey was started by China Railway Major Bridge Engineering Company Limited on 7 December 2014. The whole construction of the bridge was completed by May 2022. The bridge has been opened by Honorable Prime Minister , Sheikh Hasina on June 25 of 2022.

The two-level steel truss bridge is 6.15 km long and 18.10 m wide. It has a four-lane highway on the upper level and a single-track railway on the lower level. The whole project cost is estimated to be US 3.868 Billion (Including VAT and IT).

Its primary purpose is to connect the Munshiganj district with Shariatpur and Madaripur, linking the capital with the southwestern and northeastern regions of Bangladesh. The project encompasses a 6.15 km long and 21.10 m wide bridge, along with a 15.1 km approach road, toll plazas, and service areas. The completion of this bridge is expected to have a significant impact on the economic progress and industrial development of Bangladesh, which is a developing nation with a population of approximately 180 million. History:   In 1971, before the independence of Bangladesh, the first plan to build a bridge over the Padma River was taken up. A group of Japanese survey experts prepared a feasibility report for the construction of the Dhaka-Faridpur road. As part of the construction of the road, they suggested the construction of a bridge over the Padma River. But the work did not progress due to the partition of the country. After Bangladesh became independent, President Sheikh Mujibur Rahman announced the construction of a bridge across the River Padma, but due to his death, the work did not start.

In 1998, the Bangladesh government initiated a Tk 3,643.50 crore project to build a 5 km long and 18.10 m wide bridge over the Padma River on the Dhaka-Mawa-Bhanga-Khulna highway to directly connect the southern and southwestern regions of the country with the capital Dhaka. Later in 1999, a pre-feasibility study was conducted for the bridge project. On July 4, 2001, the foundation stone of the Padma Bridge was laid at the Mawa-Jazira end. In 2004, Nippon Koei, a consultant appointed by JICA (Japan International Cooperation Agency), after conducting a detailed survey for the construction of the Padma Bridge, recommended the construction of the bridge at the previously designated Mawa-Jazira Point.

Subsequently, in the 2006-2007 annual development program, the plan to construct the Padma multi-purpose bridge was adopted. After the feasibility study, on August 20, 2007, the then-caretaker government approved the Padma Bridge project at a cost of Tk 10,161 crore. At that time the target was set to complete the construction of the bridge by 2015.

Before the 2008 general elections, the Bangladesh Awami League announced a commitment to build the Padma Bridge in its election manifesto. After winning the elections, the Awami League government hired a consultancy firm in 2009 to draw up the design and began the process of land acquisition. The World Bank, Asian Development Bank, JICA, and Islamic Development Bank have pledged to finance the bridge’s construction. Bangladesh signed a loan agreement with the World Bank on April 28, 2009.

The caretaker government passed the Padma Bridge project in 2007 for Rs 10,161 crore. But the Awami League government that came to power added a rail track to it and repeatedly revised the project plan, nearly tripling the estimated cost. Bangladesh signed loan agreements with several financial institutions including the World Bank for the construction of the bridge. But the World Bank accused the project of corruption. Hence, first, the World Bank and later the Asian Development Bank, JICA, and the Islamic Development Bank suspended the financing of the project.

On July 8, 2012, Prime Minister Sheikh Hasina presented the Padma Bridge construction plan to Parliament with Bangladesh’s own funding. On June 17, 2014, the  Bangladesh Bridge Authority  signed an agreement with  China Railway Major Bridge Engineering Group  for the construction of the Padma Multipurpose Bridge, and the Prime Minister inaugurated the construction work on December 12, 2015.

So it can be said with certainty that this bridge will contribute significantly to the social, economic, and industrial development of the remote and underdeveloped regions of the country. The total length of this bridge is 6,150 meters and width is 18.18 meters. Through the opening of this bridge, 19 districts of the southwestern region have been directly connected with the eastern part of the country, including Dhaka, and most of the districts will be connected when the railway section is opened. The importance of Padma Bridge is immense in the economic development of Bangladesh and in changing the standard of living of billions of people. The Padma Bridge Rail Link Project will involve the construction of 14 new stations and the development and infrastructure of 6 existing stations. Besides, 6 stations of infrastructure development are – Dhaka, Gandaria, Bhanga, Kashiani, Rupdia and Singia. Of the 40 pillars of the main bridge, 40 are in the river and 2 pillars are located on both sides of the river. A total of 240 piles have been made in 6 out of 40 pillars inside the river. Besides, there are 12 piles on both sides of the connecting bridge, totaling 24 piles. The color of Padma Bridge will be golden as golden color absorbs less heat from the sun.  The main bridge work was completed by China Major Bridge Engineering Company Limited. Padma Bridge will add substantially to the Gross Domestic Product (GDP) of Bangladesh through the creation of strong supply chains that will increase investment, external and internal trade, employment and socioeconomic status of the people in that region. It is expected that the bridge will contribute to nearly twp percent of GDP in our economy. Ease of transportation will create new business opportunities for the agricultural and industrial sectors. This will generate a new investment hub for both local and foreign investors which will lead to the industrial development with a huge employment opportunity. As demand for labour increases, there will be more recruitment, reskilling or up-skilling wages. The wider economic opportunities will eventually alleviate poverty, raise living standards and produce intergenerational gains through greater affordability of education and healthcare.

This was based on the savings or vehicle operation cost and savings in travel time cost. The estimation stood at 1,295,840 million BDT ($18,512 million) over the 31 years.

Two simulations resulted in a 100% and a 70% investment stimulus felt in the southwest region over a direct injection of $2.1 billion into the regional economy. This would add a value of about 453,670 million BDT over a 31-year period which draws a 10.6% growth. Annually this rate would be 0.33% of the national base GDP.

Increasing international trade

From a foreign trade standpoint, Bangladesh has already started receiving investments for setting up businesses near the construction. Manufacturing businesses, RMG, assembling plants, storage facilities are most likely to be focused on. New workplaces will add to new employment serving the government’s purpose. Creating strong ties to the two main seaports, exports are projected to grow and so will more export-import zones. The government will gain a substantial amount of taxation and toll post-project completion adding to its revenue.

Social Mutation

The Padma Bridge is estimated to increase the GDP of the country by more than one percent. It will benefit about three crore people across 21 south-western districts of Bangladesh. These districts will be connected with the growth centres through better connectivity. They can be used as economic corridors. This will create opportunities for employment and income. The transportation system will be enhanced. Supply chains within the country will be connected better. Goods and services will move smoothly from one place to another. People from the south-western parts of the country are also expected to have better access to education, healthcare and other services.

Not only will people move to the urban areas easily, opportunities will also come to the rural areas. This will change the rural economy which is already undergoing transformation. The share of the agriculture sector to the GDP of the country has declined significantly with the emergence of non-farm activities in the rural areas. This was facilitated by several factors including better communication and connectivity.

Therefore, once the bridge is fully functional, monitoring and evaluation of the infrastructure will be critical to get the expected return. The construction of the bridge has been a landmark achievement of the government. But without its efficient management and governance, the rate of return from this mega project will be low. Finally, as Bangladesh is working towards reviving the economy from the fallouts of the Covid-19 pandemic, the Padma Bridge can help the country fulfil this effort to a great extent.
