The Centre for Peace and Conflict Studies (CPCS) promotes interdisciplinary research and teaching in a collegial environment, analysing and investigating processes of conflict and conflict resolution in the construction of long term peace. CPCS develops academic knowledge of peace and conflict grounded in the experiences of people, places and history. It facilitates dialogue between individuals, groups or communities who are concerned with conditions of positive peace, with reference to interpersonal relationships, community relations, within organisations and nations, or relative to international relations.

This publication has been produced as part of the Associations and Resources for Conflict Management Skills (ARCA) project. It is one of a number of outputs from the project involving 13 partner organisations from 11 European countries. For a full overview of the project and the outputs please see: www.peacetraining.org In the fields of civilian crisis intervention, violence prevention, peacebuilding and conflict transformation, the importance of training is increasingly recognised as essential to develop the professional competencies of interveners. The present guide aims at presenting current practices in the field of preparing individuals for peacework and nonviolent intervention in conflicts, to reflect about challenges the field faces, and to offer reflections and visions for future developments.

The international community has followed up its 2001 invasion of Afghanistan with a complex, multi-faceted peacebuilding project. However, informed observers believe that this Western-led mission in Afghanistan has failed to address the inherent peacebuilding needs of Afghanistan and has hindered the formation of a locally experienced sustainable peace. In response, emerging peacebuilding theories and rhetoric have pointed to an urgent need for revised peacebuilding paradigms and strategies that hold local, Afghan ownership of peacebuilding activities as a central concern. This book responds to this need for revised peacebuilding paradigms and: (1) introduces the topic of local ownership of peacebuilding in Afghanistan; (2) surveys current shifts in peacebuilding theory and practice that are only starting to be realized on the ground; (3) sets the context for a discussion of local ownership of peacebuilding; (4) reports on the perceptions of foreign and Afghan peacebuilding leaders working in Afghanistan in regards to the journey towards local ownership of peacebuilding; and (5) suggests the creation of a locally designed and led conflict transformation system that might help restructure local-foreign relations and advance the journey towards Afghan ownership of peacebuilding.

This paper examines the driving factors and transitional stages of conflict transformation in protracted social conflicts, in order to generate more accurately focused criteria for the design, timing and nature of peacemaking and peacebuilding interventions. It successively presents the stages of transition from violence to peace, a systemic model of analysis of the drivers of escalatory and resolutionary change, and possible entry-points for peacemaking/peacebuilding intervention during each stage of the conflict resolution cycle.

This work explores post-war reconstruction and how the international community employs the concept of ‘peacebuilding’ into their strategy and practice. The approach is threefold: First, a theoretical analysis on conflict resolution theory in the post-Cold War phase introduces the changing environment for international engagement into conflict and the war-torn societies thereafter. If sustainable ‘peacebuilding’ is the aim, how is this term defined? Using discourse analysis, thirty documents from the last decade that explicitly deal with ‘peacebuilding’ are analysed to identify a discourse on peacebuilding that shapes the practice on the ground. The evidence suggests that there is no unique theory on peacebuilding, but a discourse on post-war reconstruction that relies on a theory and linguistic practice of a technocratic discourse that is rooted in the ‘economised’ thinking of international development for the last forty years. International Organisations like UN organisations or International Financial Institutions, but also bilateral aid agencies and NGOs have started to employ ‘peacebuilding’ in their cotemporary work. The approaches they use to formulate reconstruction projects are influenced by the abovementioned discourse and especially the World Bank plays an important part in shaping reconstruction efforts. The almost hegemonic status of the World Bank and its’ powerful view on conflict and reconstruction has a questionable influence on sustainable peacebuilding. Country examples from Mozambique, El Salvador, Guatemala, East Timor and Afghanistan highlight unique discursive developments for each country and analyse recent and current nation-building efforts in the light of ‘peacebuilding’. This thesis examines the role of small states in conflict mediation along two axes. First, it seeks to explain and explore the role and the capacity of small states in international peace mediation by using the case of Ghana. Second, the study turns the centre of attention to how Ghana can contribute meaningfully to conflict mediation by comparing it with the examples from the Nordic countries of Finland, Norway and Sweden and more specifically the insights they bring and challenges they pose. The study relies on a qualitative research approach to obtain and scrutinize the data. The study uses existing literature on the subject matter as well as interviews. This study suggests that, in spite of the increasing popularity of the role of small states in peace mediation globally in recent years, at the very least, has not received the needed attention from the extant literature. The study further suggests that Ghana’s role with regards to conflict mediation can move from being overlooked to being an internationally acclaimed success story if a systematic investment is made in strengthening the country’s mediation competences. This thesis concludes by arguing that the insights obtained from the mediation infrastructure of the Nordic countries can be retained, and some of the potential challenges overcome by providing a conceptual apparatus to engage these issues frontally for future policy research.
