Most importantly, the whole country faces economic loss. The resources needed to rescue people and tackle this disaster demands a hefty amount. Plus, the citizens lose their houses and cars which they worked all their lives for.

Subsequently, floods also hamper the environment. It causes soil erosion and this degrades the quality of the soil. We lose out on fertile soil. Similarly, floods also damage flora and fauna. They damage crops and displace trees. Thus, the measure should be taken to avoid these grave consequences.

The government and citizens must work together to formulate ways to prevent floods. Proper awareness must be spread about the steps to take when floods occur. Warning systems must be set up so people get sufficient time to save themselves. In addition, areas that are more likely to have floods must have tall buildings above the flood level.

Other than that, dams must be constructed strongly. The use of cheap materials causes dams to break. The government must ensure there is a quality building of dams to prevent floods.

In short, we cannot prevent natural causes like rain and the melting of glaciers. Andhra Pradesh, India, a catastrophic flood wreaked havoc on the unsuspecting town. The relentless downpour, fueled by the monsoon season, transformed the once tranquil Thungabhadra and Handri Niva rivers into raging torrents, unleashing their fury upon the unsuspecting populace.

Water, water everywhere! 10 feet deep even in houses! For three or four days! Dead bodies of cattle and people, damaged houses, breached bunds, deafening cries for help, rescue, and relief teams that was the scene in Kurnool district on 28 September 2009. Continuous downpour during the night brought floods into the city and other villages. Never before in the known history was there such a heavy downpour. Floods from the Thungabhadra, the Handri Niva rivers added to the gravity. Lakhs of people lost their shelters. Loss of lives and property was at shocking levels. Government stepped in at once. The services of the Army, Navy and Disaster Management Agencies were sought. Helicopters, inflatable boats, fibre glass boats and other equipment were pressed into use. Voluntary organisations, institutions, individuals and philanthropists joined the relief operations. Camps for homeless were organised. Food, water, blankets, milk and medicines were distributed among victims. One Ms. Rajeswari 40 exhibited rare courage in rescuing herself and her four children. She expressed her gratitude to all those who helped her during their intense suffering.

‘He never returned’: Widespread misery in India’s flooded Assam

At least 28 dead and about a million people impacted as severe pre-monsoon rains cause flooding in parts of Assam.

Nagaon, Assam – Over two days, Krishna Bhadra had gone to his flooded house in Nagaon district’s Garmaj village several times to salvage his family’s belongings after floodwaters suddenly roared in last week.

The family of four had taken refuge in a small pavilion of a government building in Nagaon, 122km (76 miles) from the main city of Guwahati in India’s northeastern Assam state.

On Saturday, Krishna asked his wife Basanti to cook quickly so he could eat and go back to the village.

“He went to check if our house has been totally damaged by the floodwater,” Basanti said. “He never returned.”

Krishna’s body was recovered by the police from the family’s flooded home on Sunday.

“He did not know how to swim. Perhaps he slipped and drowned,” Ganesh Rai, his brother-in-law told Al Jazeera.

Krishna, a daily wager, was the only earning member of the family.

As many as 28 people have lost their lives and approximately a million residents impacted as severe pre-monsoon rains led to landslides and flooding in parts of Assam.

‘Everything is under water’

The heavy pre-monsoon rains caused extensive damage to rail links and highways even as government officials said they were working “on a war-footing” to restore connectivity and provide relief.

The Kopili River, a tributary of the mighty Brahmaputra, is still flowing over the danger mark. The river flowed at its highest flood level on May 17, marooning large parts of Hojai and Nagaon districts.

The Assam State Disaster Management Authority’s (ASDMA) bulletin on Wednesday said nearly 600,000 people in the state’s 15 districts continue to be affected by the floods and more than 72,000 are still in relief camps in southern and central Assam.

Hundreds of others are living under tarpaulins on the highways, railway tracks or any other higher ground they could find even as floodwaters start to recede.

Since early April, flooding has affected 33 districts of Assam and about one million residents had to move to relief camps, ASDMA officials said.

Several government agencies, including the National Disaster Response Force, the State Disaster Response Force, the Indian Army and the Indian Air Force, have been called in for relief and rescue.

Assam’s minister for revenue and disaster management Jogen Mohan on Tuesday evening said the “situation is under control”.

But the locals are still in shock and waiting to start rebuilding their lives.

“It was in 2004 that the water level was this high,” recollected Asar Ali, a hawker in Dighali Ati village.

Since May 19, Asar’s family of seven has been living near the rail tracks under a tin and tarpaulin shack he borrowed from other villagers. Houses on both sides of the tracks are still under water as residents wait for more relief from the administration.

“So far we only got two kilogrammes (four pounds) of rice, 200 grammes (seven ounces) of lentils and a litre (about a quart) of water from the local administration,” Asar told Al Jazeera.

Every day, Asar walks to the nearby village with a bucket to get clean drinking water for the family.

In Barkhal village of Morigaon district, Kushila Rajbhar is still waiting for a tarpaulin from the local administration.

“Every time there is a flood, the relief comes and we get a tarpaulin and other things. This time we have only received chura (flattened rice), sugar, and biscuits,” Kushila told Al Jazeera, as she stood outside her flooded house.

Her meagre belongings, a few utensils and some clothes, lie on a black plastic sheet outside. The wet paddy has been spread on the highway to dry.

A part of the paddy field the family had been renting is now submerged under floodwaters.

“There is no work for me as everything is under water. I will have to look for work to provide for my family,” Rajbhar said.

‘Devastation unprecedented’

A senior government official described the floods as a “pre-monsoon shock”.

The flooding season in Assam usually starts after May 15. It is mostly during the monsoons that the many rivers flowing through the state, including Brahmaputra and Barak, are in spate and maroon large parts of the state.

Officials say acute rainfall in Assam and neighbouring areas between May 12 and May 18 was the reason for the widespread devastation in the hill district of Dima Hasao, Barak Valley in southern Assam and Nagaon and Hojai in central Assam.

ASDMA data shows Assam received 327 percent excess rainfall during this period, while neighbouring Meghalaya state saw 663 percent excess rains.

Mirza Zulfiqur Rahman, an independent researcher in Guwahati, says it was the excess rainfall since March this year that foreshadowed the current devastation.

“Whatever damage happened is not just because of rainfall that happened in May but also because of rainfall that happened in March which laid down the ground conditions for this high intensity rainfall to create more damage,” he told Al Jazeera.

Between March 1 and May 25, Assam received 55 percent excess rainfall while neighbouring Meghalaya recieved 122 percent excess rains as per IMD data .

“This kind of devastation is unprecedented,” said Daniel Langthasa, a member of the North Cachar Hill Autonomous District Council (NCHADC), which has partial legislative and executive jurisdiction over Dima Hasao, a tribal district and the state’s only hill station.

“In Haflong, the villages have caved in,” Langthasa said.

The picturesque hill station bore the brunt of the devastation. Riki B Phukan, an ASDMA official in Dima Hasao, said the district had seen more than 100 landslides since May 10. In the Haflong block of the district, as many as 2,756 houses were damaged.

“We are yet to assess the damage in other parts as the roads have been damaged,” he said, adding that the power supply is yet to be fully restored. Some parts of the district have had no power since May 10.

Landslides also damaged National Highway 54, which cuts through Dima Hasao and the Lumding-Badarpur section of the Indian railways network which connects southern Assam, Tripura, Mizoram and Manipur states.

“We are looking to restore the rail link by July 10,” said a spokesperson of the Northeast Frontier Railways.

Mohan, Assam’s minister for revenue and disaster management, said the highway has been restored till Haflong. “The work is going on war footing to restore the damaged roads,” he said.

The state administration requisitioned the Indian Air Force to drop essential supplies and fuel to inaccessible parts of the district. “Till Tuesday, 20 tonnes of fuel and food supplies had been airdropped,” said Ibon Teron, a senior district official.

Experts say this excessive rainfall is rare and a clear sign of climate change.

“Such excessive rainfall and such calamitous floods affecting more than half of the state’s geographical area has been rarely seen,” said Partha Jyoti Das, who heads the Water, Climate and Hazard Division of the Aaranyak, a Guwahati-based NGO.

“This is clearly a signature of climate change under the impact of which the northeast region is projected to receive extremely high rain episodes, more frequently and all over.”

Experts say it is futile to blame climate change alone and that non-climatic factors have worsened the flood situation. Rahman explains how ecological concerns were ignored as infrastructure building got a big push in the region.

“The logic given for infrastructure building was that it is for furthering economic connectivity. But at the same time they were disrupting the ecological connectivity. If you don’t put ecological connectivity at the heart of economic connectivity projects, all such projects are doomed to fail in the face of climate change,” Rahman told Al Jazeera.

Dima Hasao is one of the districts in Assam that have seen many big-ticket infrastructure projects recently, including a broad-gauge rail link, roads and highways.

Das attributes the grim flood scenario to how deforestation and faulty land use practices have increased riverbed siltation even as structural measures and encroachment on core floodplains cause channel congestion.

ASDMA chief Gyanendra Dev Tripathi said the government is working on a multi-pronged strategy to deal with the floods. He explained how the early warning system is being upgraded to make sure residents are alerted in time with more accuracy.

The government has also built community shelters in some districts, which would work as relief camps during flooding and community spaces during normal times. More are being built.

The state government has chosen 100 villages where it is testing a climate-resilient infrastructure, including raised houses, and proper water and sanitation systems.

But experts say the government needs to do more. “They are trying to mitigate flood hazards with age-old and temporary measures like earthen embankments,” Das said.

“Non-structural measures like catchment and watershed management and flood forecasting and flood early warning etc, have never been taken seriously,” he said, adding that Assam needed “a time-bound master plan with a pragmatic, progressive and adaptive integrated flood and erosion management policy”.

India is a land of rivers. So floods are very common in this country. We hear of floods every year. They are not new things. There are many causes of flood. Sometimes the rainfall is heavy. Rivers cannot carry all the water. The water overflows and spreads to long distances making flood. Sometimes dams are broken causing flood.

The floods are common in India. They are a natural calamity. Floods are the curse of God on earth. They occur on account. Of heavy rainfall. They  occur almost in every country, when the rains are heavy and continue for a long time. These floods cause a huge loss of life and property.

I live near the Yamuna river in a small village. Forty families live there. Every year during the rainy season our village is surrounded by Yamuna water. We have built our houses on the rocky ground. It is much above the level of the surrounding earth. Last year heavy rains caused flood. We had to vacate our village. We saw big sheet of water all round. Boats were playing in the Yamuna. I saw with great horror many houses surrounded by   angry water. Ultimately we had to vacate our houses and went to our farm where we were safe. The farm was situated at about fifteen kilometers away from our village in the interior.

 The effect of this flood in neighbouring villages was very great. It caused a great loss of human life and property. Crops were damaged, tree were uprooted, houses were washed away, cattle were drowned. Heavy loss of life and property took place and epidemic broke out. The people were rendered homeless.

The Government officers had made arrangement for a big camp. This was arranged for those who left their hearths and homes. Food was freely supplied to them. To save people from the possible attack of diseases all the precautions were taken. The people in the camp were given medical aid. I remember that  for two days we also had to stay there. The condition of the people was very  miserable. They had to stand like beggars in queues for food. The poorest people were given good first and then people like us had good in the last. 

The floods in the river Yumuna caused great loss to the people of affected areas. It spoiled the crops completely. Our village specially suffered a great loss. Nearly all the mud houses wren washed away by the swift current of water. Hundreds of cattle were drowned. When the water receded, the Government gave financial aid to the farmers. The poor people got money to rebuild their mud houses and to purchase some necessary things such as cloth, sugar and food. We also got some loan from the Government for buying seeds and chemical fertilizers. Three hundred rupees were given by way of financial aid to us. Now new attempts are being made to check the floods. Government has started to construct embankment along the river banks.

We have no control on the causes of floods. We cannot check extensive rains. Science has failed to conquer the heat of the sun. man is powerless in this respect. We can only minimize human suffering and loss of property. To avoid the dagger of the flood, big tanks and canals should be made. Big dams should be constructed to prevent the water of the flooded rivers. People should be trained to serve in such calamities. They should be taught swimming and rowing.

Flood in My Village

 It was the rainy season and for one whole week, the rain poured incessantly. The water level in the river rose steadily until the water split over, flooding many low-lying areas. My village was one of the areas affected and we had to move our belongings to higher ground. There, we waited for rescue teams to arrive. The whole village was submerged in about one meter of water. The currents were swift and merciless, sweeping away livestock and furniture. Red Crescent members could be seen busy evacuating old folk, women and children trapped by the rising waters. Flood victims were taken to a Flood Relief Centre. Here we were given hot drinks, porridge and milk for the babies. Some had to be given clothes and blankets as they could not save anything in time.

After three days, the rain subsided and the flood waters receded, it was such a relief to see the sun again. Flood victims began to move back home, to clean up the place as well as to assess the damage.

In spite of phenomenal scientific and technological advancements, we suffer from many natural calamities like flood, drought, famine, earthquake and devastating storms every year. We in India are frequent victims of these devastations. Floods cause a great havoc in India. They destroy life and property on a vast scale every year in the plains of northern India. Floods have been a major cause of calamity in India because there is a big network of mighty rivers. They get flooded during the monsoon season every year and create terrible devastation. The Ganga, Yamuna, Brahmaputra, Gomati, Gandak, Kosi, etc., are snow-fed and perennial. During the monsoon season, they receive very heavy rainfall and so they discharge the maximum quantity of water causing frequent floods. The peninsular rivers like Godavari, Krishna, Kaveri Narmada, Mahanadi, etc., are mainly rain-fed, but they too get flooded in rains. The swollen rivers, during monsoon months, often burst their banks and dams causing a deluge. The Worst affected areas are those of Assam, Bihar, West Bengal and Eastern Uttar Pradesh. Consequently, standing crops, people livestock, villages and towns are swept away. Houses, buildings and huts collapse and roads; railings, bridges, etc., are damaged and destroyed. Power and electrical failures plunge the vast areas into darkness and gloom. Had there been no floods and droughts, India would have been a very prosperous country because it is mainly an agricultural country.

Both floods and droughts are most ravaging. These are the two major calamities visiting India every now and then. Floods are a regular feature in India. It is a matter of great regret that our Government has not been successful to tame the rivers so as to solve the problems of devastating floods. Something very effective and lasting must be done to prevent floods and huge recurring losses of men and material caused by them. The poor masses in the villages are the worst sufferers. Rivers are a great boon and blessing, but when they are in flood, as they often do in rains in the northern plains, they become a great curse. During floods the rivers often change their course and submerge big areas of agricultural and populated land.

There are many causes of floods in India. During monsoon there is heavy rainfall in the Himalayas and its adjoining areas. As a result of this tributaries and rivers begin to overflow as to receive excess of water from their catchment areas. During  summer the melting of snow in the Himalayas causes fly, Silting caused by landslides, etc., in the rivers also causes floods. When the rivers get chocked because of continuous silting, there are terrible floods. Indiscriminate destruction of forests, trees and vegetation cover of the vast areas of land is another cause of floods. Because of deforestation there are soil erosion, landslides and no-absorption of water into the earth.

Thus, floods are not only natural, but they are also man-made. By aforestation on a vast scale in the catchment areas and slopes of the mountains, etc., we can minimise the floods. The destruction of forests and cutting of trees for timber, fuel, etc., should be immediately banned. Afforestation would go a long way in checking the overflowing of the rivers and the floods. A developing country like India can hardly afford huge annual losses caused by floods and deluge. Another effective method to control the floods is to interlink the rivers of the country. It would help the excess of water in taking to the areas where there is drought and lack of rain. Besides big dams, a chain of small reservoirs should be constructed to check floods. These small dams, tanks and reservoirs would not only help in controlling floods, but also help in power generation. Thus, a vast hydro-electric potential can be exploited to Our great advantage. A few of our rivers, rise in Nepal. Therefore, it is essential that Nepal’s cooperation is sought, in this matter. There are already some river-projects undertaken jointly by India and Nepal, but more cooperative efforts by both the countries should be made in the areas of flood-control, afforestation, conservation and water-storage for power-generation and irrigation.

Similar cooperation between India and Bangladesh is essential. There are some rivers which are common to both the countries. Huge losses caused by floods can be checked by cooperation between India and Bangladesh in construction of dams, afforestation and desiltation of the common rivers. When the floods are unexpected the losses are still greater for than the people are taken unawares. When floods are expected, precautionary measures can be taken to save men and animals. Sometimes floods can be taken advantage of to some extent when expected. Floods enrich the soil and help in moving logs from heights to the plains. To check and control floods huge sums of money is required besides much man-power. Therefore, only the government can make such efforts, but individuals can also help check the floods in their own way, by planting trees and preventing the denundation of green cover in their respective areas.

When there are floods, the life become miserable. The houses are demolished and swept away, crops, and fields are inundated, people and animals die in large number and public services like transportation, electricity, food-supply, schooling, etc., are wrecked. In the wake of floods there are diseases and epidemics. During flood massive relief operations are to be undertaken to rescue the flood affected people. Food-supplies are dropped from the planes and helicopters to the flood victims. They are to be rescued by boats. Many people die in floods for want of quick and timely rescue. The victims of flood are to be provided shelters, clothes, food, medicines and other help immediately. The quick and proper disposal of corpses and carcases also becomes a problem then. A flood is a terrifying scene. Sometimes men and women can be seen clinging to the trees or crying for help on the roofs of their houses during floods. During floods the government have to take immediate reliefs and rescue measures and sanction huge funds for the purpose. To alleviate the suffering of the victims of flood relief camps are opened where people are provided with shelter, food, clothing, medicine, etc. Public also donates generously to the flood relief fund. Then there are Prime Minister and Chief Minister’s relief funds for such national calamities as floods. But prevention is better than cure. Such steps should be taken as to minimise the dangers of floods. When there are floods government starts relief works on a massive scale with the cooperation of the public at large. Since floods are a recurring feature in India, they are being accepted as a part of life in flood-prone areas of the country.

In a speech on Wednesday afternoon, Treasury Secretary Janet L. Yellen laid out her plans to raise the issue of overcapacity with her Chinese counterparts. At the Suniva solar cell factory in Norcross, Ga., she warned that China’s export strategy threatened to destabilize global supply chains that were developing around industries such as solar, electric vehicles and lithium-ion batteries.

“China’s overcapacity distorts global prices and production patterns and hurts American firms and workers, as well as firms and workers around the world,” Ms. Yellen said. “Challenges for individual firms can lead to concentrated supply chains, negatively impacting global economic resilience.”

The Treasury secretary is expected to make her second trip to China in the coming weeks. The South China Morning Post reported that she will visit Guangzhou and Beijing in early April. The Treasury Department declined to comment on her travel plans.

In her speech in Georgia, Ms. Yellen compared China’s investments in green energy technology production to what she described as its previous overinvestment in steel and aluminum, saying it created “global spillovers.”

“It is important to the president and me that American firms and workers can compete on a level playing field,” Ms. Yellen said. “We have raised overcapacity in previous discussions with China, and I plan to make it a key issue in discussions during my next trip there.”

She added: “I will press my Chinese counterparts to take necessary steps to address this issue.”

Ms. Yellen visited Suniva because it is a prime example of how the Biden administration’s industrial investments are reviving struggling companies. The solar panel company closed its Norcross plant in 2017 in part because cheap imports were flooding the U.S. market; it plans to reopen the factory this spring thanks to the Biden administration’s green energy investments.

The Treasury Department estimates that the private sector has announced more than $200 billion of clean power investments since the Inflation Reduction Act, which included nearly $400 billion in tax credits and subsidies for low-emission forms of energy production, was passed.

China, which invested more than $130 billion in its solar sector last year, has voiced its own frustration about America’s manufacturing investments. Buyers of electric vehicles that contain components made in China, Russia, North Korea or Iran are not eligible for generous U.S. tax credits.

China filed a complaint Tuesday with the World Trade Organization arguing that the Biden administration’s electric vehicle subsidy policies are discriminatory.

On Wednesday, China’s leader, Xi Jinping, struck a rosy tone in a meeting with American business leaders and academics in Beijing. He told the executives that China was “building a first-class business environment that is market oriented.” He added that in traditional areas like trade and new ones such as climate change and artificial intelligence, “China and the United States should become boosters for each other’s development, not obstructions on each other.”

Among the executives with Mr. Xi were Stephen A. Schwarzman, the chairman of Blackstone; Craig Allen , the president of the U.S.-China Business Council; and Cristiano Amon, the president of Qualcomm.
