Our mission.

The mission of the PhD Program in Health Policy and Management is to provide students with the skills to conduct innovative high impact health services and health policy research that can be used to foster the most effective ways to organize, manage, finance, and deliver high quality health care; increase efficiency and improve patient safety. Housed in the top rated Gillings School of Global Public Health’s Department of Health Policy and Management, we offer a curriculum that provides students with rigorous training in quantitative and qualitative research methods, the academic foundation, and research experience to become independent and creative health services and health policy researchers.

  • Student-centered culture: HPM works hard to create a student-centered culture. There are many opportunities for informal interactions between students and faculty. Students also have a voice into decisions about the PhD program through the PhD Advisory Committee. This committee has four student members, one from each cohort and alumni representatives. This ensures that students have a cohort representative who can provide input into all aspects of the PhD program.
  • Emphasis on professional development: UNC’s PhD program in HPM provides students with rigorous training in research and analytical methods, as well as content knowledge in health services and health policy. We also emphasize professional development skills that are essential to our graduates’ long-term success, including: evidence-based research practices; conducting research in interdisciplinary teams; writing for diverse audiences; and teaching.
  • Faculty: Our faculty are recognized locally and nationally for their research and teaching. When students are admitted, they will have a commitment from a faculty member with overlapping interests who is excited to serve as the advisor and dissertation chair.   • Great place to live: The Research Triangle area is one of the most desirable places in the country to live. Chapel Hill has been named one of the best small towns and cities in the US and one of the best cities for college basketball fans. Durham, adjacent to Chapel Hill, was rated as one of the top 41 places in the world to visit . Chapel Hill is also within easy driving distance of the beach or mountains. With two major colleges (UNC and Duke), there are many inexpensive things to do. For example:

UNC offers an MSPH-to-PhD track within the PhD Program. The MSPH-to PhD option complements our existing PhD program by allowing students who may lack experience in health policy or health services research and want a Master’s degree before embarking on a PhD dissertation. This program adds an additional year of coursework on to the PhD curriculum, but students receive both an MSPH and a PhD upon completion of the program. See a sample coursework schedule here .

Wharton’s phd program in health care management and economics provides an interdisciplinary health services research focus applicable across private and public sectors..

The program combines intensive training in health care systems and health services research with advanced training in a traditional business discipline.

Wharton’s doctoral program is unique among similar programs because it provides a strong background in microeconomic theory, an advanced teaching of econometric and statistical techniques, a comprehensive analysis of both health economics and health care services research, and grounding in management/strategy theory and research. The doctoral program complements the course work with numerous opportunities to collaborate with faculty members in research projects exploring a wide variety of topics in the health economics and management fields.

Student Involvement in the Department

Students participate in faculty-supervised projects as research fellows, starting in the second year of the program. This work provides first-hand knowledge of research methods and design and often furnishes the basis for a dissertation topic. It also teaches students the art of securing funding for research, which is important for any aspiring health services researcher. Students are also expected to participate in the Leonard Davis Institute’s Research and Policy Seminar Series, which feature external speakers working on cutting-edge health services research projects and policy issues. In addition to regular seminars, all PhD students are expected to participate in the department colloquium, which features discussion of research in progress by faculty members, students, and guests.

Doctor of Philosophy in Health Policy and Management

UCLA Fielding School of Public Health

The PhD in Health Policy and Management is an academic degree emphasizing the in-depth expertise necessary for a research career. It emphasizes the integration of theory and research in a focused substantive area (cognate). This includes classroom instruction; non-credit seminars; independent study; research projects; academic apprenticeships; and interaction with faculty, fellow students, and other professionals within and outside the UCLA campus.

Because each student has unique and specific interests, doctoral training is individualized to the needs and interests of the particular student.

The doctoral program encompasses the following major elements and stages:

  • Course work in the major and cognate/minor fields
  • Written qualifying examination
  • Proposal for the dissertation
  • Oral qualifying examination on the proposal for the dissertation (advancement to candidacy)

Dissertation

  • Oral defense of the dissertation

Course Work

Students must have a minimum of 17 courses (70 units). All students are required to specialize in a particular area of study, a cognate, which requires additional coursework. Of these, 11-12 courses (46-50 units) are required, five courses (20 units) are electives, and remaining units may be fulfilled with additional electives or from the cognate coursework.

Cognate Requirements

Cognate studies give students a depth of knowledge in a field that is complementary to health policy and management. Students are required to take PhD level coursework that satisfies the requirements of at least one cognate. Students choose a cognate from areas such as economics, epidemiology, health care outcomes research, organizational behavior, and public policy studies, or may design their own cognate with a faculty member.

Qualifying Exam

Students generally take the qualifying exam after the completion of all course work, usually in the beginning of their third year of doctoral studies. The purpose of the written qualifying exam is to prepare and evaluate students’ knowledge and application of a number of areas, and to assess students’ readiness to undertake independent research.

Dissertation Proposal

The dissertation proposal describes the student’s desired area of research, the methods that will be used to examine relevant data and how it will support the dissertation findings, and explain the dissertation’s contribution to the field.

Dissertation Proposal Defense (Oral Qualifying Examination)

The purpose of the dissertation proposal defense (also known as the oral qualifying examination) is twofold: 1) to evaluate the research being proposed for the dissertation and 2) to assess the student’s ability to conduct this research. The defense focuses on the proposal for the dissertation.

The dissertation reports the results of the research conducted based on the proposal. The dissertation should demonstrate the scientific merit of the work itself and the student’s mastery over its substance and methods. It must demonstrate that the student is qualified to conduct independent research.

Dissertation Defense

The final oral examination is a defense of the dissertation. The purpose of this examination is twofold: 1) to evaluate the research conducted for the dissertation 2) to assess the student’s ability to conduct independent research. The exam focuses on the dissertation.

The PhD is generally obtained in four or five years.

Desired Qualifications

In addition to meeting the University’s minimum requirements , the Department of Health Policy and Management recommends a master’s degree in public health or other appropriate graduate degree in a related field with a grade-point average of at least 3.5 for graduate studies. In addition, although not required for admission, research experience in the field is viewed favorably when competing applications are judged. Students do not need to identify a faculty mentor in order to apply for the program.

PhD in Health Policy and Management

The doctoral program in Health Policy and Management (HPM) is designed to develop scholars that are able to apply theoretical frameworks from the social sciences (such as economics, political science, organizational theory and management, sociology) to address pressing health policy and management research questions. The program is purposefully interdisciplinary and seeks to prepare students for research careers in academics as well as in public and private sector agencies and organizations. Students complete courses in a broad set of health policy and management areas, biostatistics and econometrics, and a selected area of depth (i.e., economic theory and application, political and policy analysis, and organizational theory and management). Students in the department of HPM take qualifying examinations in:

  • health policy and management
  • quantitative methods
  • their chosen area of depth.

In addition, students work directly with a specific faculty member on an individualized readings course on which they will also take a qualifying examination. The program typically requires 4-5 years to complete, including 2 years of coursework followed by 2-3 years to complete and defend the doctoral dissertation. Individuals applying to this program usually have a master’s degree and/or relevant research experience, however the minimum requirement is a bachelor’s degree.

Required Courses

A minimum of 16 course units are required.

A one-year graduate level sequence in statistics or in probability and statistics is required. Any of the following sample sequences can be used. Students may substitute other graduate level courses upon approval of the graduate director of the Statistics department.

A one year sequence in microeconomics is required.

PhD Program: Courses

The Wharton School’s umbrella for all of its doctoral programs is the PhD in Managerial Science and Applied Economics. The PhD in Health Care Management and Economics thus requires students to take courses in the discipline-based departments at Wharton as well as in the interdisciplinary health care program. The other Wharton departments such as Management, Business and Public Policy, Marketing, Insurance, Legal Studies and Business Ethics, and Operations and Information Management have all developed an increased coverage of health care material in their courses, seminars and research. In addition, exposure to the disciplinary courses provides students with opportunities for increased interaction with doctoral students in other departments, as well as with faculty who may serve on dissertation committees.

The Program has three major clusters that are critical for developing careers as interdisciplinary researchers, scholars, and policy analysts:

1. Courses to develop expertise in a management or social science discipline, equal in rigor and substance as if trained in that discipline alone. The purpose of the disciplinary cluster is to equip students to conduct research in their areas of choice and to be qualified to teach in a discipline as well as health care management and economics. Students choose from among the following disciplines: Economics, Business and Public Policy, Finance/Accounting, Management/Strategy, and Marketing.

Statistics Requirement Students normally opt to meet the statistics requirement that corresponds to their major disciplinary cluster. Examples are:

The Health Services Organization and Policy (HSOP) Program is the HMP doctoral program leading to a PhD and prepares students for careers in research, teaching, and policy analysis in health services and policy.

The program's primary objective is to provide students with the conceptual and analytic skills to address a broad spectrum of health services and policy issues. These issues range from the balance between equity, efficiency, and political feasibility in forming social policy to technical considerations in the organization, financing, use, and evaluation of health services. The scope of our programs includes not only personal health services ("healthcare") but also the broader context of factors that influence health ("public health").

While strongly oriented toward applied research, the program is firmly based in scientific theory and methods. Understanding and analysis of technical problems and policy issues in health services and policy require a commitment to scientific inquiry within a rigorous framework. The program considers the key bodies of theory for HSOP study to be the social sciences including economics , sociology , organizational studies ( in Ross Business School ) ( in College of Literature, Science, and the Arts ), political science , finance , operations research/decision science, and quantitative methods. The application of such theory requires the use of advanced methods in the collection, analysis, and interpretation of data. The HSOP Program, therefore, is designed to integrate a thorough knowledge of health services and policy, a sound understanding of a theoretical discipline, and a mastery of advanced research methods.

The HSOP program draws on the expertise of the HMP faculty and the university at large. Guided research is an important component of the HSOP program. Students have the opportunity to work closely with faculty members on a variety of cutting-edge health services research, and health policy projects including tobacco policy, managed care, women's health, and long-term care.

Students also participate in WIDTH (Workshop for Integrating and Discussing Topics in Healthcare), an interdisciplinary forum for doctoral students to discuss their dissertation topics, research ideas, and results with other students and faculty with similar interests in health services research but different cognate training/perspectives.

About two-thirds of all HSOP graduates find careers in academic institutions, either as faculty or as researchers. Those not in academia generally work in federal and state government agencies or in the private sector in nonprofit research organizations, healthcare delivery organizations, and consulting groups. Recent HSOP alumni currently include:

  • Faculty and researchers at institutions such as Johns Hopkins University, University of North Carolina, Cornell University, Duke, Penn State, University of Washington, University of Illinois at Chicago, Trinity University, University of Kentucky, University of Iowa, University of Florida, and Taiwan University.
  • Researchers in organizations such as Kaiser Permanente, the Henry Ford Healthcare System, the VA, and other professional organizations.
  • Policy analysts in federal and state governments.
  • Researchers in contract research firms such as RAND, Medstat, Mathematica, and Abt Associates, Inc.

In short, the market for University of Michigan HSOP graduates has historically been strong, and current evidence indicates a continued high demand for graduates of the program.

Program History

The Doctoral Program in Health Services Organization and Policy 1919-2019: Executive Summary

We will only be able to review completed applications. You must also be sure to indicate the intended cognate you are applying for on your application. Since transcripts may take several weeks to arrive, it is highly recommended that you apply early. Admitted applicants are typically notified about their admission in February. Admitted applicants will be invited to attend a visit day in March, where they will have an opportunity to meet with faculty and students.

Competitive admission.

  • we typically receive more than 70 applications each year from very qualified and talented people. Each entering class consists of 5–7 students;
  • the admissions decision is based on a holistic review that puts weight on many factors, including: fit with faculty research expertise; academic background for the proposed cognate; letters of recommendation; undergraduate GPA; and evidence of potential to be a productive researcher;
  • and many of our applicants have a master's or professional degree with strong grades, and most have relevant research experience. (However, we do not require any degree beyond a bachelor's to be considered for admission.)

The department will begin accepting applications for fall 2024 in September 2024. Applications and all supporting documents are due no later than December 1, 2024.

Regarding your Academic Statement of Purpose: Please describe how your background, experience, and research interests relate to the HSOP PhD program and identify any specific program faculty that you would like to work with.

  • Economics : Designed for students interested in becoming health services and policy researchers specializing in health economics research, including the economics of the healthcare financing and delivery system and the economic evaluation of health services and policies.
  • Finance : Designed for students specializing in Healthcare Finance Research. The objectives are to provide students with doctoral level training in finance theory and its application to health services research.
  • Operations Research/Decision Science: Includes a variety of quantitative approaches used to identify strategies for the optimal allocation of resources within an organization. Decision sciences involve quantitative techniques that are used for decision-making at the individual and collective level.
  • Political Science : Political Science coursework in American politics, statistics, and political science methodology will equip students with the tools necessary to undertake health services research from a political science perspective.
  • Quantitative methods: Designed for students interested in mastering advanced methods to be applied to questions in health services and policy research. The cognate is focused on developing expertise in three core areas: statistical theory, causal inference, and machine learning and data science.
  • Sociology/Organizational Studies : Designed to provide students with a foundation in the theories and methodologies for analyzing health-related phenomena from a sociological and organizational perspective. The structure, processes, and performance of organizations in general, and of organizations serving health needs in particular.

Funding and Financial Aid Information

Funding directly through the HSOP doctoral program is available, and there are also many funding opportunities for PhD students with the Rackham Graduate School and throughout the university. The majority of our PhD students have one (or more) of these funding packages, and all of our students have full funding throughout the course of their PhD career. Common funding sources include:

  • Fellowships : The Rackham Fellowship Office has information about fellowships available through the Graduate School as well as information on many fellowships funded by external sources.
  • Research Positions : Research assistantships on funded projects within HMP and affiliated projects are often available. Students typically seek out such opportunities with faculty mentors, and can find assistantships working on projects related to their own research interests.
  • Graduate Student Instructor (GSI): GSI positions (also known as TA or teaching assistantship positions) are typically available within the department, as well as for the School of Public Health, and in a wide variety of departments with undergraduate programs.
  • National Research Service Award from the Agency for Healthcare Research and Quality (AHRQ)
  • The Robert Wood Johnson Foundation Research Center
  • Rackham Administered Fellowships

These funding opportunities cover full tuition and health insurance, as well as provide a stipend. The HSOP admissions committee arranges funding as a part of the admissions offer. Decisions are generally announced in March.

Non-U.S. citizen applicants are not eligible for most university-based awards including fellowships; such students should seek support from their own governments and agencies. HSOP students both U.S. and international are eligible for GSI and research positions, though these positions are usually attained only after the first year of study.

In order to be considered as a prospective PhD candidate, and in addition to the documentation formally required by UCL, you will need to submit the following:   1.    A research proposal This should be uploaded as a separate attachment to your application. The proposal is an outline of the research you intend to carry out for your PhD. It should be no more than three pages long (excluding a bibliography). 2.    The name of at least ONE potential supervisor who you would like to review your application Choosing to undertake graduate research degree is a big decision and it is extremely important that you identify a research project that really excites you. The best way to do this is to check our supervisor section below and read as much as you can about their research to ensure that they are suitable for you. •    The best starting point is to thoroughly research your options by looking through the list of GBSH Research Degrees Supervisors found below and click on their name to view their staff profile on UCL’s Institutional Research Information System (IRIS) •    Read as much as you can from their research to ensure they are suitable for you, including sources of information such as their Google Scholar profiles and personal webpages. •    Make contact with the specific academic you are interested in working with to explore research opportunities in more depth. Send them an tailored email (i) introducing yourself, including information such as funding status (secured funding, self-funded, will apply for a scholarship, applying for a specific advertised position etc), whether you are a UK or overseas student.  (ii) outlining your research interests and attach a short initial draft of your research idea (iii) explaining that you wish to apply to the PhD Programme and with that supervisor and their research group in  particular

About the Master of Health Administration Program

The MHA is a professional degree, preparing future health care executives for management and leadership positions dedicated to improving health and health service delivery across all sectors. The Hopkins program focuses on the U.S. healthcare system and is well-suited for early careerists interested in managerial and leadership positions within hospitals and health systems, the health insurance industry, and consulting firms.

The accelerated two-year residential cohort program is designed specifically for the early careerist. The curriculum includes one year of full-time academic coursework followed by a full-time, 11-month compensated administrative residency with faculty preceptors designed to provide direct experience through hands-on learning. Administrative Residency Requirement

The full-time residential program has a required administrative residency component during the second year of the program. The program has partnerships with local and national organizations providing the full-time paid residency positions, many exclusive to JHU students. However, because many of the residency sites have rules prohibiting placement of non-U.S. citizens and non-permanent residents, the program cannot guarantee placement of international students and thus the ability to successfully complete the degree program requirements for graduation. Therefore, non-U.S. citizens and non-U.S. permanent residents should carefully consider these possibilities before applying to or accepting an offer of admission from the full-time residential program.

Standardized Test Scores

Standardized test scores are  not required and not reviewed  for this program. If you have taken a standardized test such as the GRE, GMAT, or MCAT and want to submit your scores, please note that they will not be used as a metric during the application review.  Applications will be reviewed holistically based on all required application components.

The Master’s Tuition Scholarship is available to students in good academic standing in the two-year, full-time residential master’s program. The MTS is a 75% reduction in tuition for year two of an eight-term program. Students have the option of distributing the scholarship entirely in their second year of study or receive a 25% reduction in tuition their first year and 50% in their second year.

CUNY SPH ranks in the top 10% of all schools of public health in 2024 U.S. News & World Report rankings

We remain the #1 public school of public health in New York City, New York State and the tri-state area

In the latest U.S. News & World Report rankings  published Tuesday, CUNY SPH stands at number 18 out of 214 ranked schools and programs of public health nationwide, continuing its distinction of being in the top 10% of all schools and programs of public health nationwide.

The rankings are based on votes cast by the academic leaders of all public health schools and programs around the country. Respondents rate the academic quality of the programs on a scale of 1 (marginal) to 5 (outstanding).

“We once again thank our peers for the trust they have put in our school and are humbled by their confidence in us,” says Dean Ayman El-Mohandes. “We are truly proud of this achievement, a direct reflection of the critical role that our faculty, students and alumni play in partnering with government, policymakers, communities, health care providers and others to help address the pressing public health issues of our time. CUNY SPH has made great strides in the short time since its establishment as an independent college in 2016. Our graduation rates remain among the highest at 78%, and 96% of graduates are employed in the field or seeking the next level of graduate education within 12 months. Fully 99% of our students would recommend CUNY SPH to a prospective student. Over the past eight years we have doubled our student numbers, maintained a low student to faculty ratio of 10 to 1, and increased our research productivity nearly sixfold. Practicing overdose crisis response in virtual reality.

A biomedical visualization alumnus has developed virtual reality training to help bystanders use naloxone for opioid overdoses.

The Virtual Reality Embedded Naloxone Training program could be especially useful in communities where emergency medical service is not immediately available.

The program “pairs augmented and virtual reality with hands-on practice for administering naloxone,” said Scott Barrows ’76 BS BVIS , former director of the Program in Biomedical Visualization and a member of the project team working in collaboration with educators from Southern Illinois University and Illinois State University.

Users wear a headset that blends digital content with their actual environment. The training program begins with education on the dangerous misuses of opioids, then launches life-like scenarios that require naloxone.  Users are transported to a dim nightclub holding a Narcan dispenser, giving the drug through virtual nostrils amid the loud music and the crowd.

“We’re creating training that mimics hectic moments so people can feel prepared,” said Barrows, director of OSF Innovation’s Jump Design Lab and a clinical faculty member in BVIS and the University of Illinois College of Medicine Peoria.

Barrows, who began his career in medical illustration, was director of BVIS from 1999 to 2011. He co-developed the first software for the projected aging of missing children, used by law enforcement and the National Center for Missing and Exploited Children. He also collaborated with Steve Jobs and worked on the science fiction movie “Solaris.”

For his latest venture into virtual reality, he is developing life-saving training for those most affected by the opioid epidemic.

The virtual training acclimates users to the stressful realities of an overdose situation without risk. According to Barrows, the program will “show people why opioids are so dangerous, actually show them what’s going on in the brain when someone overdoses.”

The program is funded by the Illinois Innovation Network as part of the Sustaining Illinois program, which encourages collaborative research among state public universities on the economic, health-related and social well-being of Illinois communities.

Barrows will bring the training into communities for feedback and field testing in partnership with Peoria-based startup hub Distillery Labs .

“We’re able to focus on vulnerable rural and urban communities to ensure our training tech makes the most impact possible,” he said.
