UPSC Mains 2019: IAS Civil Services Main Examinations are over and the candidates have shared the question asked and their difficulty level. Here we have provided the UPSC Mains Question Paper of Essay (Paper-I) section. In this section, the Union Public Service Commission (UPSC) asked candidates to write two essays, one each from Section-A and Section-B. Aspiring candidates must be looking out for the Mains Question Papers for their preparations. Civil Services Mains Examinations 2019 was held from 20 th September to 29 th September 2019. UPSC conducted the  General Studies Paper 1 (GS1) Paper , as part of the Civil Services Main Exam 2019 on 21-09-2019.

General Studies Paper 1 (GS1): UPSC Civil Services Mains Examination – 2019

Instructions.

  • Total Marks: 250 marks, Time duration: 3 hours.
  • There are 20 questions printed both in ENGLISH and HINDI.
  • All questions are compulsory.
  • The number of marks carried by a question/part is printed against it.
  • Answers must be written in the medium authorized in the admission certificate which must be stated clearly on the cover of this question-cum-answer (QCA) booklet in the space provided.
  • No marks will be given for answers written in a medium other than the authorized one.
  • Answers to questions no. 1 to 10 should be in 150 words, whereas answers to questions no. 11 to 20 should be in 250 words.
  • Keep the word limit indicated in the questions in mind.
  • Any page or portion of the page left blank must be struck off clearly.

General Studies Paper 1 (GS1) Question Paper - UPSC Mains 2019

What matters now in the UPSC exam is not how knowledgeable you are, but how quickly can you process the information in your brain to present the different sides of a relevant issue. The General Studies Paper 1 of the UPSC Civil Services Main Exam 2019 is a typical example of this.

Unfortunately, many coaching institutes haven’t yet understood this change. Many of them are still teaching a lot of junk facts to students. Students are overloaded with almost everything under the Sun. However, in the exam hall, aspirants are unsure of what to do with this ‘junk’ information on questions that test their analytical skills in a short span of time.

UPSC is no longer looking at specialized knowledge or information, rather they are looking at your analytical skills. No coaching institutes can do the analysis for you. Only you can do it in the exam hall.

Does this mean the end of coaching institutes or mentors? No. We didn’t mean that. Nevertheless, if they don’t adapt to the changing requirements of UPSC, the methods won’t help candidates.

What should the ideal mentors of UPSC do now? They should guide aspirants on the right path and demonstrate the importance of cultivating analytical skills. Yes, analytical skills are becoming more and more important in UPSC CSE. Not just for Mains, but for Prelims and Interviews as well.

Aspirants should learn to analyze questions within a limited time. You won’t get specific questions where you can just repeat and reproduce what you have mugged up – as you may see in other exams.

Except for 1 or 2 questions, most questions are very general in nature. For example, to answer Question Number 20 – ‘local identity’ vs ‘global identity’ – what you need is not specific knowledge, but rather a clear understanding of multiple dimensions of the identity issue. This is not a topic usually taught in a class, so you need to bring into your answer sheet what you observed, read, learned, and understood – within 8-9 minutes.

This is not at all easy for beginners.  That is why you need to practice with the right kind of model questions . You need proper practice to – think, analyze, understand, and present it on the exam sheet !

EDITORIAL ANALYSIS : Preventing animal cruelty is a duty of the state

ARTICLE HIGHLIGHTS

  • Amendments to the Croatian Penal Code , enhanced the punishment for causing unnecessary pain or suffering to animals, and for killing or severely abusing animals.

INSIGHTS ON THE ISSUE

Prevention of Cruelty to Animals Act, 1960:

●      It discusses different forms of cruelty, exceptions, and killing of a suffering animal in case any cruelty has been committed against it, so as to relieve it from further suffering.

●      the legislative intent of the act is to “prevent the infliction of unnecessary pain or suffering on animals”., ●      the animal welfare board of india (awbi) was established in 1962 under section 4 of the act., ●      this act provides for punishment for causing unnecessary cruelty and suffering to animals., ●      the act defines animals and different forms of animals., ○      in the case of a first offense, fine which shall not be less than ten rupees but which may extend to fifty rupees., ○      in the case of a second or subsequent offense committed within three years of the previous offense, fine which shall not be less than twenty-five rupees, ■      which may extend to one hundred rupees or with imprisonment for a term which may extend to three months, or with both., ●      it provides the guidelines relating to experimentation on animals for scientific purposes., ●      the act enshrines the provisions relating to the exhibition of the performing animals , and offenses committed against the performing animals..

Goals for Punishing someone for committing a crime :

  • Retribution (punishment imposed to avenge the crime committed)
  • Deterrence (punishment imposed to deter the perpetrator and the general public against committing such crimes in the future)
  • Reformation or rehabilitation (punishment imposed to reform and shape the future behavior of the perpetrator).

Issues with Prevention of Cruelty to Animals (PCA) Act (1960):

  • Poor enforcement of the law and the meager penalties it prescribes
  • The PCA Act seems woefully ineffective.
  • non-cognisable ( which means that the police can neither register a first information report nor investigate or effect arrest without the express permission of or directions from a competent court).
  • The fines are insignificant (as low as ₹10 in many cases) as they have not undergone revision in over 130 years.
  • This allows perpetrators of animal cruelty to get away with the most brutal forms of animal cruelty by just paying a fine in most cases.
  • The law itself does not contain any provision for ‘community service’ such as prescribing volunteering at an animal shelter as a form of punishment, that could potentially reform the perpetrators.

The Draft Bill(Amendments to the 1960 Act):

  • Inclusion of the five fundamental freedoms for animals
  • Addition of new cognisable offenses.
  • The draft Bill continues to provide for imprisonment and fines as two options available to a court dealing with a case of animal cruelty.

Animal welfare in Constitution :

  • Fundamental rights : They are explicitly conferred on animals.
  • Persons” means human beings or associations of human beings, such as corporations, partnerships, trusts etc
  • Article 48: To prohibit the slaughter of cows, calves and other milch and draught cattle and to improve their breed.
  • Article 48A: To protect and improve the environment and to safeguard forests and wildlife.
  • It exempts use of animals for experiments with a view to securing medical advancement.

Way Forward

  • Even if the draft Bill becomes law: It will still be possible for perpetrators to just pay the paltry fine and avoid imprisonment for committing certain acts of extreme cruelty.
  • With its limitations, the enactment of the Draft Bill could be a huge step forward for animal law in India.
  • We must set an example not because I think we are superior but because we have spoken about ahimsa far more than any other country
  • So the more we talk about it, the greater the responsibility to put into practice.
  • The new government should accept this responsibility so that the amendments to the PCA Act (1960) will finally see the light of day.
  • Right in Article 21 is conferred only on human beings: But the expanded meaning of the word “life” now included a right against disturbance to the basic environment ought to mean that animal life must also be treated with “intrinsic worth, honor and dignity.
  • Justice K.S. Radhakrishnan: No doubt the constitution safeguards only the rights of human beings, but the word “life” is today understood to mean something more than mere existence; it means an existence that allows us, among other things, to live in a clean and healthy environment.
