Legislative day is the premier event for new york’s socially-conservative and politically-involved, faith-based community..

Historically, Legislative Day has been our largest event of the year. In many ways, it forms the centerpiece of our work in Albany. Legislative Day allows us to make a face-to-face connection with like-minded Christians from every corner of the Empire State. Legislative Day also communicates to Albany lawmakers that Christians care about their government. Just as importantly, Legislative Day helps attendees to realize that they are not alone in standing for life, family, and freedom.

This year, we welcome an excellent roster of Legislative Day speakers. In addition, we are promising an exciting major announcement about our organization.

Craig DeRoche

President & CEO, Family Policy Alliance

Craig DeRoche is a man whose life and family have been completely transformed by Jesus Christ. Craig has been married to Stacey DeRoche since 1998. They live in Michigan with their three daughters and their dog Remington. Craig was one of the youngest persons ever elected as Speaker of the House in Michigan, and former president of Justice Fellowship, founded by Chuck Colson.

Craig has nearly 30 years of experience advancing the dignity and worth of all human life, religious freedom, and family values in public policy. For almost a decade, Craig focused on advancing the value of life through second chances and redemption for those in America’s justice system. Craig speaks to this personally in his published memoir, Highly Functional, detailing his fall into and triumph over addiction through surrender to Jesus Christ. Craig served as a member of the congressionally created Charles Colson Task Force on Federal Prison Reform that he and the members presented to President Obama, and he was invited to stand next to President Donald J. Trump in the Oval Office as he signed the First Step Act into law. Indeed, Craig has had the privilege of working personally with the last three presidents of the United States.

Craig is a frequent speaker and author and is regarded as a leading voice in American faith-based public policy. He has been published in the Wall Street Journal , New York Times , Fox News , Christianity Today , and dozens of other leading news agencies. He is also the author of the Christian small group study guide and book Outrageous Justice. In 2016, Craig was featured in the Academy Award-nominated documentary “13th.”

Craig has a Bachelor of Science degree in business from Central Michigan University. He is a graduate and emeritus advisory board member of the Michigan Political Leadership Program at Michigan State University.

Mike and Julia Peace

Executive Leaders, Bethel Express

Since 1985, Mike has had the opportunity to travel the world through his Christian rap music and motivational speaking. In obedience to God, Mike and Julia chose to remain in Rochester, where they have dedicated their lives to bettering the lives of those living in the city, especially its youth and young adults. 

Mike and Julia Peace today lead Bethel Express of America, Inc., a New York not-for-profit corporation with 501(c)(3) status, where Mike serves as Executive Director & President and Julia services as Vice President. Both also serve on the Board of Directors. 

When Mike and Julia started serving Bethel Express over 30 years ago, it was a children’s ministry outreach of Bethel Christian Fellowship (their home church). Through the support of the church, they were able to build a strong presence in the Rochester public schools, teaching two curriculums “A.R.I.S.E.” (Achieving Respect In Society Educationally), which was featured in a medical abstract, and “Abstinence,” which focused on character development and had lasting results in deterring teen pregnancy and STD rates. In 2010, under their leadership, and the full blessing of the church, they were able to incorporate separately as Bethel Express of America, Inc. 

Although B.E. kids enter the program at 6-12 years of age, these children stay on with Bethel Express through high school and beyond. Bethel Express has a 100% high school graduation rate for their kids. Many are rewarded scholarships and many B.E. Alumni have acquired Bachelors, Masters and Doctorate degrees. 

Mike and Julia have also been involved in public outreach traveling across the U.S. doing gang and prison ministry in major urban cities, such as NYC, Detroit, Chicago, Miami, Los Angeles, and Atlanta, where they encourage young people to leave the drug game and/or gang life and become gainfully employed or educated.

Joe Kennedy

Football Coach, Bremerton High School

School officials at Bremerton High School (BHS) suspended—and later fired—football coach Joe Kennedy because he prayed a brief, quiet prayer after football games. A lawsuit was filed against the school district, arguing that banning coaches from quietly praying, just because they can be seen by the public, is wrong and violates the Constitution. The U.S. District Court for the Western District of Washington, and then the U.S. Court of Appeals for the Ninth Circuit, sided with the school district. The case eventually landed in the U.S. Supreme Court. In January 2022, the Supreme Court agreed to hear the case. The Supreme Court has ruled in favor of Coach Joe.

Jason J. McGuire

President, NYFRF and CEO, NYCF

Rev. Jason J. McGuire serves as the Executive Director of New Yorker’s Family Research Foundation (NYFRF) and NYFRF’s affiliated organization, New Yorkers for Constitutional Freedoms. Rev. McGuire has been on staff with NYFRF since 2007, and has been an integral part of the continued growth and impact of the organization since that time.

Rev. McGuire is a passionate defender of Christian principles like the sanctity of life, the sacredness of marriage, the centrality of religious freedom, and the need for a more just and merciful society, and he fervently believes that these principles can only be lived out if the hearts of men and women turn to God. A gifted and accomplished public speaker, Rev. McGuire preaches and teaches at churches and conferences across the state and the nation; also, he is frequently called upon by media outlets for his expertise regarding New York state government and public policy. Rev. McGuire’s radio broadcasts can be heard on Christian stations throughout New York, and his e-mails inform thousands of grassroots Christian activists. Both locally and nationally, Rev. McGuire is widely recognized as a key leader in the pro-life and pro-family movements.

While Rev. McGuire has always been interested in government, it was during his teenage years that the Lord impressed upon him that the power to effect change was not in human government, but in the application of God’s Word (Is. 55:10-11). He surrendered his life to full-time Christian service and pursued training in biblical studies as a result.

Rev. McGuire attended Practical Bible Training School (now known as Davis College) in Johnson City, New York, and holds a Bachelor of Theology Degree from Andersonville Theological Seminary, Camilla, Georgia. Prior to his employment with NYCF, Rev. McGuire served as Pastor of the Ingleside Christian Church in Naples, New York. Rev. McGuire and his wife, Lorenne, were married in 1996 and have been blessed with four children.

If you are unavailable to vote on that date, you may contact your County Board of Elections before Election Day and obtain an absentee ballot.

During the last quarter-century of NYFRF's existence, we have seen the trajectory of this state move in a direction hostile to our four core values of protecting human life, promoting strong families, preserving religious liberty and proclaiming justice and mercy. As a nonprofit charity, NYFRF's mission is to educate, encourage and equip Christians for effective participation in New York State government. We recognize that our state needs a new trajectory, but that new trajectory isn't going to happen without the engagement and involvement of the next generation of conservative-thinking and values-minded voters.

NYFRF is a nonprofit, tax-exempt organization that does not endorse political parties or candidates. NYFRF recognizes that our state's greatest need is spiritual, not political. However, we also recognize that the Christian community cannot expect to see positive changes in New York's government unless people of faith get informed, register and vote. The Voter Outreach and Information Center (VOICE) Project is a project of New Yorker’s Family Research Foundation (NYFRF) . The VOICE Project seeks to apply modern technologies to register new voters, while also activating New York residents who are registered to vote, but do not exercise their voting rights. The VOICE Project is a nonpartisan effort focused on encouraging Christian New Yorkers to register and vote; as such, the VOICE Project partners with churches and local organizations that wish to conduct voter registration drives. The VOICE Project furthers NYFRF’s mission to educate, encourage, and equip Christians for effective participation in New York State government.

It is important for all Americans to register and vote so that election results truly reflect the will of the people. It is important for Christians to register and vote so that we can help to elect officeholders that will seek to do what is right in God’s sight and will be responsive to the concerns of Christian believers. If believers opt to stay at home rather than voting on Election Day, we should not be surprised when the actions of our government do not reflect a Christian influence.

Many recent elections in New York have been extremely close, with some election results not being determined until after the first of the following year. In fact, in 2012, one State Senate race was decided by a margin of only 18 votes. Every vote truly does count, and every vote is important.

Churches may encourage their congregants to register and vote—and may provide voter registration materials—without violating federal laws and regulations regarding tax-exempt organizations, provided that they do not steer potential registrants toward specific political parties or candidates. The New York State Board of Elections web site indicates that to be eligible to register to vote, you must:

  • Be a United States citizen;
  • Be 18 years old by December 31 of the year in which you submit a voter registration form (note: you must be 18 years old by the date of the general, primary or other election in which you want to vote);
  • Have lived at your present address at least 30 days before an election;
  • Not be in prison or on parole for a felony conviction;
  • Not be adjudged mentally incompetent by a court; and
  • Not claim the right to vote elsewhere.

You may register to vote by using this online tool . You may also register in person at your county board of elections or at any New York State agency-based voter registration center . For more information, please visit the web site of the New York State Board of Elections .

If you register to vote by mail, your voter registration application must be postmarked no later than October 10 and received by a board of elections no later than October 15. In-person registration applications are due October 10.

On April 19, 2016, New York voters will elect candidates for the November 2016 presidential election.

Family Policy Council Map

Family Policy Councils (FPCs) accomplish at the state level what FRC Action does at the national level - shape public debate and formulate public policy. FPCs work with state legislators, local government officials, and community leaders to encourage and initiate pro-family policies.

FPCs are independent entities with no corporate or financial relationship to each other or to FRC Action. However, they share common core beliefs in the sanctity of human life and in the institution of marriage. Beyond that, their emphasis on issues varies from state to state, depending on the unique needs of the citizens living there.

New York State Paid Family Leave (NYS PFL) 

Recently, the New York State Paid Family Leave law was passed and it presents some important changes for you and your family. This communication is to provide information on this new law as well as an important update on the Federal Family Medical Leave Act (FMLA).

New York Paid Family Leave (PFL) provides job-protection and income replacement to eligible employees who need to be away from work for the following reasons:

  • to take care of a seriously ill family member (spouse, domestic partner, child, parent, parent-in-law, grandparent, grandchild, silbings);
  • to bond with a newborn, adopted, or foster child in the first 12 months after birth or placement;
  • or to attend to family issues related to a qualifying military deployment.

When practicable, employees must provide 30 days’ notice when the leave is foreseeable. Private employers in New York State, including the Research Foundation (RF), are required to comply with the law.

Eligibility

RF employees working 20 or more hours per week are eligible for coverage after 26 consecutive weeks of employment. Employees who work less than 20 hours per week are eligible after completing 175 days worked. Employees must work in New York State to be eligible for this benefit.

Effective Date

The law is effective January 1, 2018 and eligible employees who experience a qualifying event can apply for benefits as of this date even if the qualifying event began before the effective date of the law. For example, an employee who takes a qualifying leave to care for a seriously ill family member beginning December 27, 2017 through January 5, 2018 may apply for PFL benefits for the period January 1 through January 5. In addition, eligible employees can apply for leave to bond with a newborn, adopted or foster child as long as the birth or placement happened within 12 months of the effective date of the law.

The New York PFL benefit is set as follows:

  •  67% of your AWW, not to exceed 67% of the New York State AWW for a maximum of 12 weeks

Eligible employees may use appropriate accruals while on leave and should discuss this option with your campus Human Resources representative.

Program Funding

For 2024, the state has mandated that all employees will pay for the new coverage through payroll deduction at a rate of 0.373% of weekly wages, not to exceed 0.373% of the statewide AWW, which is expected to increase each year. As of right now, that average is $1,718.15, which means your deduction will not exceed $333.25 annually.

Waiver Options

Employees whose appointment meets (or is expected to meet at the time of hire) the eligibility criteria cannot opt out of the program and payroll deductions. In rare circumstances, employees may opt out of the program if they will never meet the eligibility criteria. If you do not believe you have met, or will ever meet, the eligibility criteria listed above, then you may submit a waiver form to opt out of the program and payroll deductions. Waivers will be reviewed and approved by the campus Human Resources Department. If you opt out of payroll deductions and subsequently meet the eligibility criteria, then payroll deductions that were missed will need to be paid retro-active to December 1, 2017 or date of hire, whichever is later. PFL and FMLA

The federal FMLA provides job-protected leave for many of the same reasons as PFL. Because the new law shares many of the same requirements and definitions as the FMLA, in most cases the two leave of absence programs will be applied concurrently, NOT one after the other.

RF uses a look back method for determining FMLA availability. For those who are eligible, this means that the RF will look back over the last 12 months prior to the effective date of an FMLA request. Any FMLA used during that period will be deducted when determining the balance available for the current request.  Effective January 1, 2018, eligible employees will be able to take intermittent FMLA leave for the birth or placement of a child.

PFL and Disability

PFL will never run concurrently with New York State mandated disability benefits (DBL), which provide a benefit when you need to miss work because of your own disabling illness or injury. PFL only comes into play when you need to miss work to care for someone else. Eligible employees can use a maximum of 26 weeks PFL and disability in a 52 week period.

The Research Foundation of The City University of New York (RFCUNY) was established as a not-for-profit educational corporation chartered by the State of New York in 1963. RFCUNY supports CUNY faculty and staff in identifying and obtaining external support (pre-award) from government and private sponsors and is responsible for the administration of all such funded programs (post-award).

RFCUNY stands between CUNY’s principal investigators (PIs) and the sponsors who support them and strives to fulfill its essential responsibilities to both groups. Working closely with individual PIs and Grants Officers on the campuses, RFCUNY oversees employment, accounting, audit, reporting, purchasing, and special responsibilities that include; liaison with governmental agencies and foundations; negotiation of agreements; facility construction and renovation; protection and commercialization of intellectual property; and compliance with applicable standards in research involving human subjects, animal care, environmental and radiological safety, and conflicts of interest.

Award Pre-Proposal Support (APPS)

APPS advances CUNY’s sponsored program enterprise by helping CUNY faculty and students identify and obtain extramural funding to support their research, education, training, curriculum development, and other related activities. APPS supports and advances CUNY’s mission by working closely with the faculty and campus administration to encourage and provide faculty and students with resources to write successful proposals, assist grant administrators in developing a standardized set of metrics to monitor proposal success rates across CUNY, and provide leadership expertise in the creation of a University-wide sponsored program development strategy.

Finance oversees the finances of RFCUNY and its subsidiaries. Finance department staff prepare consolidated financial statements, maintain general ledgers, oversee all financial transactions, and generate various reports for management. The department manages all investments, corporate payroll functions, insurance, accounts receivable, and handles the issuance of all RFCUNY payments. Finance contributes directly to campus finances by calculating and negotiating Facilities & Administrative (F&A) rates.

Grants & Contracts

Grants & Contracts is responsible for managing nearly 4,000 active sponsored projects on behalf of CUNY colleges and professional schools. Grants & Contracts manages all projects from inception to completion. The department shares responsibility for engaging in numerous program and financial audits that emerge. Staff is organized in teams, each consisting of a project administrator (PA) and an assistant PA. Each team is responsible for overseeing every facet of a portfolio that averages 200 projects. Grants & Contracts works closely with campus grants officers to develop automated reports that will benefit the colleges in their reporting and oversight requirements.

Human Resources

Human Resources is responsible for all employee-related matters, both at the central office and for all 13,000 annual Full-time and Part-time field staff. Responsibilities include wages and fringe benefits (pension, health insurance, etc.), leaves management, recruitment and orientation, discipline, investigations, visas, affirmative action, retirement, background checks, enforcement of labor law, union negotiations and contract management, and more.

Internal Audit

Internal Audit is responsible for scheduling and conducting audits based on an annual risk assessment plan. Audits may be financial, operational, technological, or compliance and are conducted to test controls that ensure efficiency, effectiveness, and adherence to established rules and regulations. Internal Audit is also responsible for conducting investigations into alleged financial irregularities and for monitoring RFCUNY’s Whistleblower Hotline. Internal Audit coordinates all sponsor financial external audit activity, which includes reviews conducted by federal, state, city, and private agencies. Internal Audit functions as an internal consultant, leading and assisting in Foundation-wide efforts to improve and safeguard operations.

Legal Affairs

Legal Affairs oversees the creation, negotiation, and amendment of all legal agreements. Legal Affairs protects field staff, CUNY colleges, and RFCUNY from legal, ethical, and other risks associated with entering into sponsored agreements. Legal Affairs staff review a principal investigator’s (PIs) sponsored award, ensure due diligence in protecting the college's interest, and retain favorable contract terms and conditions. Legal Affairs identifies risks associated with performance-based awards, difficult populations, high risk activities, time constraints, and unconventional payment structures and works to minimize those risks. Legal Affairs ensures that CUNY retains ownership of copyright and patent rights for any work its researchers have created and that a PI is able to disseminate their findings through publication. Legal Affairs also reviews requests for Independent Contractor and Subrecipient/Subcontractor agreements.

Procurement & Payables

Procurement & Payables is responsible for payments of all goods and services principal investigators (PIs) need to carry out the purposes of their sponsored research awards including supplies, equipment, travel, facility rental, student stipends, honoraria, and more. Among the functions of Procurement & Payables includes generating and submitting purchase orders to vendors ($5,000 and above), executing Memoranda of Understanding agreements (under $5,000), executing lease agreements for real estate and personal property, and drafting and executing small construction contracts ($100,000 and below).

Systems and Information Services

Systems and Information Services (SIS) is a full service technology group that provides support to the functional departments of the central office by exploring and defining new projects and then designing, developing, and implementing those electronic systems that will deliver the best service to the field. SIS has specialized functional teams responsible for gathering user requirements, designing solutions, programming applications, providing technical testing and support, and maintaining the hardware and software in the latest reliable iterations to support these systems. SIS uses the latest advances in business intelligence and analytics to sift through large amounts of raw data and provide high quality, actionable information.
